    INTRODUCTION

    The Terra TechE MInc. (Tetra Tech)SuperfundTechnicalAssessment and Response Team( S T A R T )hasbeen tasked by the U.S.Environmental ProtectionAgency(EPA) Region7 Superfund Divisiontoconduct integrated preliminaryassessment(PA)/removalsite evaluation(RSE) activities at the SMTDrumsitenearPoplarBluff ,M issouri. SouthernToolandMachine(SMT) is a former machine and toolcompanythatproduced machinedpartsand providedtoolingand special machinery for manufacturingcompanies. SMT employed over 100 employees in 2002, when it declared bankruptcy. Approximately475 55-gallon drums of waste generated by the company were abandoned at the property atthattime.The purpose of this investigation is to evaluate whether anythreatsto human health or the environmentexistbecauseof impacts oftheseformer business activities on environmental media. TheP A / R S E willincludecollectionof thefollowingsamples: surface and subsurfacesoilsamplesfromthe site, sedimentand surface water samplesfroma drainage pathway, and groundwater samplesfromtemporarymonitoringwellsinstalled at the property. ThisQualityAssurance ProjectPlan( QAP P )identifiessite-specificfeaturesandaddresseselements of the sampling strategy and analytical methods proposed forthisinvestigation. A nanalysis of the data acquired during this projectwillproceed according to 40 Code ofFederalRegulations(CFR) 300.410 and 300.415(b)(2) to determine the need for a removal action, as

    PREVIOUS INVESTIGATIONS

    OnMarch16, 2012,E PAand theM issouriDepartment ofNaturalResources( M D N R )responded to theS M T facilityin response to acitizencomplaintthatleakingdrums werepresenton the property. M s.SueFisherofPoplarBluffwasidentifiedas the current owner of the property. Ms.Fishermetwith E PAandM D N R at the site and consented to an inspection of the property. Drums labeled asherbicides,sodiumcyanide,mineral spirits,metalworkingfluidconcentrate, solvents, andflammableliquidswere observed.Manydrums were not labeled or labels wereinaccessible duringtheinspection. Several of the drumswere observed to belyingdown,bulging,andleaking. Shedsthatonce protected the drums hadfallen,creatingadditionalhazards. Pooled liquidsthatappeared to beemulsifiedoilwere observed on thegroundaround some of the drums.

    OnMarch27, 2012,S T A R TandM D N Rpersonnelinventorieddrumsthatwereaccessible. Eachcontainer was numbered, and adruminventorysheetwas completed. The drumsize,type,composition,color, condition,estimatedvolumeof contents, andlabelinformationwere recorded on each inventorysheet(272 containers wereinventoried). OnMarch27 and 28,2012,58 drums were sampled andfieldscreened byS T A R TandE P A . Materialsmeetingcriteriaforcharacteristic hazardous waste, asdefinedbythe ResourceConservationandRecoveryA ct ( R C R A ) ,wereidentifiedinfiveof the containers

    SAMPLINGSTRATEGY AND M E T HOD OL OGY

    Insupport ofE P A ,under this task order,S T A R Twillconductsamplingof environmental media at theSMT Drumsite. Areviewof thephysicalcharacteristics of the site and the data generatedduringthisinvestigationwillhelp determine appropriate response, if necessary.Samplingprocedures will followstandard operating procedures(SOP) outlined in thisQ A P P . Samplingactivitieswillrequire two tothreeS T A R Tpersonnel andwillincludecollectionofsurfaceand subsurfacesoilsamples, sediment samples, surface water samples, and groundwater samples. The surface andsubsurfacesoilsamplingwillbe conducted at locations where waste materials in drums had been stagedonthe property. The surface water and sediment sampleswillbecollectedfroma large drainageway atthe south end of the property. One groundwater samplewillbecollectedfromthe area where drummedwaste materials had been staged, and the otherwillbecollecteddowngradient (southof)thatarea. Fieldactivitiesare anticipated to take oneday. Descriptionsof thesamplingstrategy and procedures arepresented below.

    SoilSampling- S T A R TandEPA wil lidentify10locations around thebuilding,in the formerdrumstoragearea, and at otherlocations(asneeded)tocollectsurfacesoilsamples. Atfiveof the 10selected

    Region7EPA SOP4230.07: Geoprobe Operations. Eachsamplefo rlaboratory analysiswil lincludeagrabsamplefor analysisfor volatileorganic compounds(VOC) collectedin accordancewith EP ASW-846 Method5035,andwillconsist oftwo 40-millilitervialseachcontaining5 grams ofsoilandpreservedwithsodiumbisulfate,and two40-millilitervialspackedwithsoil. Aftercollectionof thegrabsample, theremainingsoilfromthe sampleintervalwillbe placedina disposablealuminumpiepan forhomogenization,and then transferred to two8-ouncejars. These sampleswillbe submitted for metals,T P H - D R O ,andT P H - O R Oanalyses. Pertinent data,includinganalyses to be performed and exact samplelocations(depthsandG PScoordinates),willbe recorded on afieldsheetforeach sample. A llsubsurfacesoilsamplesw illbe storedincoolers maintained at orbelow4C,pending submittal to theE PA Region7laboratory.

    Surface Water and SedimentSampling- Surface water and sediment sampleswillbecollectedfromtwo on-sitelocations,plus one backgroundlocation. Froma perennial drainage pathway on the property,surface water and sediment sampleswillbecollectedto evaluate potentialfor transportof elevatedconcentrations of contaminantso ffof the propertyv iarunoff.The sampleswillbecollectedstarting atthefarthestdownstreamlocationandcontinuingupstream. A teachlocation,the surface water samplewil lbecollectedprior tocollectionof the sediment sample.
