1.0 OVERVIEW
This report presents the data validation and data summary of the nine aqueous fieldsamples, three aqueous trip blanks, and one aqueous field blank collected from monitoring wellsat the Novak Sanitary Landfill in South Whitehall Township, Pennsylvania on May 6,7, and 8,1991. The sample identifications and corresponding matrices are provided in the followingtable:

Sample NSL-MW-19-01 was used for the matrix spike (MS) and matrix spike duplicate(MSD) analyses. The volatile organic compounds were analyzed by NET Atlantic, Inc.Cambridge Division Laboratories using United States Environmental Protection Agency(USEPA) Method 8240 in accordance with the Contract Laboratory Program (CLP) Statementof Work (SOW) revised January 1987.

2.0 ORGANICS - VOLATILE ORGANIC COMPOUNDSDATA VALIDATION NARRATIVE SUMMARY
2.1 HOLDING TIME
The holding time for volatile organic compounds (VOCs) in preserved samples isfourteen days from sampling to analysis; therefore the samples must be analyzed within this timeframe. The associated data for samples that exceed holding time are qualified as estimated (J),or estimated at the sample quantitation limit (UJ). The data for samples that have grosslyexceeded holding times are qualified using professional judgment.
All of the samples were analyzed within the specified holding time (Table 2-1).
2.2 BLANK CONTAMINATION
Quality assurance (QA) blanks, i.e. method, field, rinse, and water blanks areprepared to identify any contaminant which may have been introduced into the samples duringsample preparation or field activity. Method blanks measure laboratory contamination, tripblanks measure cross-contamination of samples during shipment, and field blanks measure cross-contamination of samples during field procedures. If the concentration of the analyte is less thanfive times the blank contaminant level (ten times for common laboratory contaminants) theanalytes are qualified as not detected substantially above the level reported in the blank (B).
2.2.1 Method Blank Contamination
Method blanks and associated samples are listed in Table 2-2.
Method blank VBLK051391K is reported to contain 27 ug/L of acetone, a commonlaboratory contaminant. Samples NSL-MW-lC-03, -06-03, -06-03R, -07-03, -16-01, -16-01B(field blank), -18-01, and TB-11 (trip blank) are all associated with this method blank. SamplesNSL-MW-16-01 and NSL-MW-18-01 are not qualified using this method blank since the

associated field blank (NSL-MW-16-01B) is reported to contain more acetone than method blank \ JVBLK051391K.
Samples NSL-MW-lC-03, -06-03, -06-03R, and -16-01B are all reported to containless than ten times (< 10X) the concentration of acetone in the associated method blank;therefore the associated data are qualified as not detected substantially above the level reportedin the associated blank (B). Acetone was undetected in samples NSL-MW-07-03 and NSL-MW-TB-11 (trip blank); therefore the associated sample data require no qualification.
Method blank VBLK051491K is reported to contain 1 ug/L of 1,1,2-trichloroethane,1 ug/L of bromoform, 8 ug/L of 2-hexanone, and 2 ug/L of 1,1,2,2-tetrachloroethane. SamplesNSL-MW-2A-03, -17-01, -19-01, -19-01MS (matrix spike), -19-01MSD (matrix spikeduplicate), -TB-12 (trip blank), and TB-13 (trip blank) are all associated with this method blank.All of the compounds, other than 1,1,2,2-tetrachloroethane, were undetected in all of theassociated samples; therefore all of the associated sample data do not require qualification. , ;
Sample NSL-MW-2A-03 is reported to contain 1 ug/L of 1,1,2,2-tetrachloroethane.Since this sample contains < 5X the amount of 1,1,2,2-tetrachloroethane contained in theassociated method blank, this result is qualified as not detected substantially above the levelreported in the associated method blank (B).
2.2.2 Field Blank Contamination
Field blank NSL-MW-16-01B is reported to contain 37 ug/L of acetone. SamplesNSL-MW-16-01, -17-01, -18-01, -19-01, -19-01MS, -19-01MSD, and -TB-13 (trip blank) areall associated with this field blank. Samples NSL-MW-17-01, -18-01, -TB-13, and -19-01MSare all reported to contain < 10X the amount detected in the field blank; therefore these dataare qualified, "B". Acetone was undetected in samples NSL-MW-16-01, -19-01, and -19-01MSD; therefore the associated sample data do not require qualification.

2.2.3 Trip Blank Contamination
No contaminants were detected in trip blanks NSL-MW-TB-1 1 or NSL-MW-TB-12.••"'.•:', (."• •"
Trip blank NSL-MW-TB-13 is reported to contain 11 ug/L of acetone. All of thesamples that are associated with the field blank (NSL-RW-16-01B) are also associated with thistrip blank. Since the field blank contains more acetone than this trip blank, the field blank isused to qualify the associated sample data.
2.3 MASS SPECTROMETER TUNING
Tuning and performance criteria are established to ensure adequate mass resolution,proper identification of compounds, and to some degree, sufficient instrument sensitivity. Thesecriteria are not sample specific. Instrument performance is determined using standard reference
i , materials. Therefore, these criteria should be met in all circumstances. The tuning standard forvolatile organics is bromofiuorobenzene (BFB).
All mass calibrations and instrument tunes are acceptable.
2.4 CALIBRATION
Satisfactory instrument calibration is established to ensure that the instrument iscapable of producing acceptable quantitative data. An initial calibration demonstrates that theinstrument is capable of giving acceptable performance at the beginning of the experimentalsequence. The continuing calibration checks document that the instrument is giving satisfactorydaily performance.

2.4.1 Response Factor
The response factor measures an instrument's response to specific chemicalcompounds. The response factor for the target compound list (TCL) must be _>.0.05 (a ratioof areas) in both the initial and continuing calibration. A value < 0.05 indicates poor sensitivity.Analytes detected in the sample are qualified as biased low (L) and non-detects are unusable andrejected (R).
All response factors are >0.05 for all of the initial and continuing calibrations.
2.4.2 Percent Relative Standard Deviation and Percent Difference
Percent relative standard deviation (%RSD) is calculated on the initial calibration andis used to indicate the stability of the specific compound response factor over increasing v/concentrations. Percent difference (%D) compares the response factor of the continuingcalibration check to the relative (mean) response factor (RRF) from the initial calibration; %Dis a measure of an instrument's daily performance. %RSD must be _<30% and %D must be<35 %. A value outside of these limits indicates potential detection and quantitation errors. Forthese reasons, all positive results are qualified as estimated (J) and non-detects are qualifiedusing professional judgment.
All %R5Ds for the initial calibration performed May 7,1991 on instrument HP5970Kare within quality control (QQ limits (< 30%).
All %Ds for the continuing calibration performed May 13, 1991 on instrumentHP5970K are within QC limits (< 25%).
The continuing calibration performed May 14, 1991 on instrument HP5970K had a> 25% for carbon disulfide (48.4%). Samples NSL-MW-2A-03, -17-01, -19-01, 19-

01MS, -19-01MSD, -TB-12 (trip blank), -TB-13 (trip blank), and VBLK051491K (methodblank), are all associated with this deficiency. As carbon disulfide was undetected in all of theassociated samples, no data qualification is necessary.
2.5 SURROGATES
All samples are spiked with surrogate compounds prior to sample preparation in orderto evaluate overall laboratory performance and efficiency of the analytical technique. If themeasured surrogate concentrations are outside contract specifications, data are qualified "L" ifbiased low, and "K" if biased high.
All of the surrogate percent recoveries (%Rs) are within QC limits.
2.6 INTERNAL STANDARDS PERFORMANCE
Internal standards ensure that the GC/MS sensitivity and response are stable duringevery experimental run. The internal standard area count must not vary by more than a factorof 2 (-50% to +100%) from the associated continuing calibration standard. The retention timeof the internal standard must not vary more than ±.30 seconds from the associated continuingcalibration standard. If the area count is outside the range, all positive results for compoundsquantitated using that internal standard are qualified as an estimated (J) and all non-detects areestimated at the sample quantitation limit (UJ), or unusable and rejected (R), if there is a severeloss of sensitivity.

2.7 COMPOUND IDENTDICATION
TCL compounds are identified on the GC/MS by using the analyte's relative retentiontime (RRT) and by comparison to the ion spectra obtained from known standards. For theresults to be a positive hit, the sample peak must be within +.0.06 RRT units of the standardcompound and have an ion spectra which has a ratio of the primary and secondary m/e(mass/charge) intensities within 20% of that in the standard compound. For the tentativelyidentified compounds (TICs) the ion spectra must match accurately. In the cases where thereis not an adequate ion spectrum match, the laboratory may have provided false positiveidentifications.
Positive results for volatile organic compounds are properly identified on the GC/MS.Sample peaks are within 0.06 RRT units of the standard compound and match ion spectra inaccordance with Q C criteria. \ y
Dichlorofluoromethane as well as several other tentatively identified and unknowncompounds have been reported as TICs associated with many of the samples. The presence ofthese compounds cannot be attributed to blank contamination. In addition, all of the data forTICs are quantitatively qualified as estimated (J) since the GC/MS was not calibrated for thesecompounds.
2.3 MATRIX SPIKE/MATRIX SPIKE DUPLICATE
The matrix spike and matrix spike duplicate (MS/MSD) data are generated todetermine the long term precision and accuracy of the analytical method in various matrices.
All %Rs and relative percent differences (RPDs) are within QC limits.

2.9 SYSTEM PERFORMANCE AND OVERALL ASSESSMENT
It is appropriate for the data reviewer to make professional judgments and expressconcerns and comments on the validity of the overall data for a case. This is particularlyappropriate when there are several QC criteria out of specification. The additive nature of QCfactors out of specifications is difficult to assess in an objective manner. The reviewer has aresponsibility to inform the user concerning data quality and data limitations to assist the userin avoiding inappropriate use of the data. Therefore, this review has presented all QC factorswhich may affect the quality of the data.
Overall, NET Atlantic Cambridge Division has presented data of good quality andacceptable completeness. No data are rejected in the volatile organic fraction. Some data arequalified "B" to indicate that a compound is not detected substantially above the amount found
i , in the associated blank. Positive data mat are less than the corresponding contract requiredquantitation limit (CRQL) are qualified as estimated (J), unless the compound is not detectedsubstantially above the level reported hi the associated blank. In this case, the "B" qualifiersupersedes the "J" qualifier.

1.1 BLANK CONTAMINATION
1.1.1 Method Blank Contamination
Method blank contamination is reported. The common laboratory contaminant,acetone, was detected in one of the method blanks. All of the samples associated with thismethod blank are reported to contain less than ten times (< 10X) the concentration of acetonein the associated method blank; therefore the associated sample data are qualified as not detectedsubstantially above the level reported in the blank (B). Acetone was undetected in other

associated samples; therefore the data associated with these samples do not require qualification.
Another method blank is reported to contain 1,1,2-trichloroethane, bromoform,2-hexanone, and 1,1,2,2-tetrachloroethane. All of the compounds, other than 1,1,2,2-tetrachloroethane, are undetected in all of the associated samples; therefore the affected sampledata do not require qualification. One sample is reported to contain < 5X the amount of1,1,2,2-tetrachloroethane in the associated method blank; therefore this result is qualified "B".
1.1.2 Field Blank Contamination
Field blank contamination is reported. The common laboratory contaminant,acetone, was detected in the field blank. 1.2 . CALIBRATION I
One of the continuing calibrations had a percent difference (%D) from the initialcalibration of greater than (>) 25% for carbon disulfide (48.4%). Carbon disulfide wasundetected in all of the associated samples; therefore the associated sample data do not requirequalification.
