WEST BENGAL GOVERNMENT SIGNED ANOTHER MOU WITH CAPSI TO TRAIN 30000 “FIREMEN CUM SECURITY GUARDS” CAPSI has signed a MoU with the Government of West Bengal to train 30000 Firemen-cum-Security Guards during the agreed period of three years. The MoU was signed on 16th September, 2013 at the SYNERGY MSME CONCLAVE organized by the West Bengal Government. Ms. Mamta Banerjee - Hon’ble Chief Minister was present when the MoU was signed. The CAPSI shall be setting up FIVE training establishment to impart training to cadets specially selected to undergo this unique model of training. The SKSDC has developed a special course of 45 days under which the training in Fire Fighting will be imparted under the supervision of the Fire Safety Department of the WB Government. Ms. Mamta Banerjee, Chief Minister and Dr. Amit Mitra, Finance Minister showed keen interest in the CAPSI projects which will be set up at five different locations. Both of them spared sufficient time to have exclusive meeting with Kunwar Vikram SIngh on other related subjects.

The MoU was signed by Sh. Hirdyesh Mohan IAS, Principal Secretary, Dept of Vocational & Education, Govt of West Bengal and Kunwar Vikram Singh, Chairman CAPSI. Dr. Pradeep Chakrabarti, Project Director and Sh. Mahesh Sharma Secretary General, CAPSI also attended the signing ceremony.

SKSDC ADVISORY BOARD MEETING

The Advisory Board Meeting of SKSDC, was held on 20th September to brief members of the Board about the STAR SCHEME and its various facts in relation of its impact on the Private Security sector. Eminent security leaders of the PSS including Chapter Chairmen of State CAPSI Chapters from Punjab, Tamilnadu, Kerala, Jharkhand, Andhra Pradesh, Delhi, Himachal, Gujarat, Maharashtra, Haryana, Karnataka and Bihar participated in the deliberations. It was a very productive forum held at PHD House and was attended by 27 participants. Besides detailed presentations made on the Scheme, the interactive session proved useful in

clearing doubts of the participants on various aspects of the Scheme. Kunwar Vikram Singh presided over the meeting which was also attended by Sh. 150000 SECURITY GUARDS TO BE TRAINED AND UP-SKILLED UNDER STAR SCHEME

The SKSDC has been given target to train and up-skill 1.5 Lac trainees and security guards. The SKSDC made their projections to NSDC to undertake this assignment. This ambitious project will be completed by SKSDC through its accredited training partner by 14th August 2014. This project has been sub allotted into four buckets coinciding with the four quarters. In the first bucket upto 31 December 13, SKSDC has been allotted a figure of 22,500 which has further been sub allotted amongst 44 TP who had successfully completed the mandatory requirements spelt out by the STAR Scheme. The figures allotted, are subject to change based on performance, which will be reviewed at the end of each quarter. These 150000 trained and certified security guards will usher a new era of standards and skill in the private security domain.

HACKERS – FOR – HIRE GROUP TARGETING GOVERNMENT ASSETS, REPORT SAYS Symantec's recent analysis of attacks against high-value targets, including government agencies and contractors, has revealed a large and sophisticated organization of professional hackers for hire. The China-based Hidden Lynx group is at least four years old and has been involved in several high-profile campaigns, including Operation Aurora, which attacked

numerous high-tech companies and government contractors.

Symantec researchers say although many of the breaches have been reported, a single professional organization has not been documented as being highly involved with all of them. The Hidden Lynx organization is comprised of 50 to 100 individuals, divided between two operational teams using various Trojans. One team uses Backdoor. Moudoor, the other Trojan Naid, according to a Symantec white paper. Researchers believe that a specialized organization is likely behind the attacks due to the variety of types of information apparently targeted.

enable security companies to deliver enhanced services to their clients. Evolution The security industry has evolved from just offering physical protection to buildings and people. Security now includes an array of added value services to better protect and serve clients, their people and property. So how can security companies ensure that they differentiate their service offer and continue to evolve as the industry does? The answer is in training. Training benefits both the security personnel, as they gain valuable skills to keep them ahead in a very competitive environment, and the client as they receive enhanced services from a skilled team. However, importance must be placed on the quality of the training. For the value to be truly showcased, the training must be accredited. Without that accreditation or some kind of certification, the training is essentially worthless. Clients have no evidence to understand how skilled its security team is, and security personnel have no confirmation to allow their newly attained skills to be transferred to future roles or employers. With this in mind, the industry needs to join forces to devise and offer properly accredited qualifications that are transferrable, offering proof of the skills attained, making security personnel more valuable to employers and clients. Train and gain Security personnel that have skills outside of standard physical protection can have a direct

influence on the quality of service delivered to the client. For example, a guard that understands the importance of customer service will offer more value to a client that requests its guards meet and greet customers as they enter the building. If indeed training holds the key to providing a better service, it’s important to understand the many ways in which security personnel can be trained in order to enhance their skills. Hostile reconnaissance is one area that is particularly important, as it helps guards to be more aware of potential threats and to take preventative measures to mitigate these threats. For example, this training helps those guards to recognise the difference between photos or information being taken innocently or those which could be used for malicious purposes. Conflict resolution is already part of the training provided to guards when undertaking their basic license. However, a lot more could be done in this area to ensure officers are fully equipped to deal with situations. Extra education, including scenario testing, will help the guard develop a deeper understanding of different situations. IOSH, the biggest health and safety membership organisation in the world, also offers an accreditation which is a good foundation for security personnel, as it makes guards more aware of their surroundings, potential threats and risks, and how to do security more safely. An IOSH trained officer can be a valuable asset to any customer. Part of a culture Although most security personnel are employed by a security company, rather than directly by the company whose site they work on, a lot of them will have a greater affiliation with the people on their site rather than with their

employer. Therefore, participation in the workplace induction training, as given to all employees, is essential. This allows the security team to understand the client culture, specific procedures and preferences, as well as what the business is all about, and gain a more in-depth knowledge of the company’s health and safety procedures including recording accidents. An officer with this knowledge assimilates to the site very quickly and can be a more valuable presence than someone without this training or understanding. Premium promise If security companies want to employ higher skilled guards and secure better margins then it is up to these companies to produce a better service. This better service comes from training. Although in this tough financial climate it seems wise to look for ways to cut costs, there is more benefit to be had from investing in people and their skills. Being able to demonstrate to clients that the security company has a highly skilled workforce offers peace of mind from knowing the highest quality measures are being put in place, by a well-trained, well informed and well respected security team.

59 TRAINERS TRAINED & CERTIFIED AT BHUBANESWAR, CHENNAI & BARABANKI The 8th T3 Course was conducted by SKSDC for 15 trainers of ASTM at Bhubaneswar from 03 to 13 September 13. The 9th T3 Course was conducted by SKSDC at Force 1Guarding Services, Chennai for 25 trainers from 16 to 27 September 13. The 10th T3 Course was conducted under the aegis of SKSDC by ICSS at Barabanki from 24 Sep to 04 Oct 13 and was attended by 20 trainees. The CAPSI members are showing great enthuse to get their Security Officers and Supervisors

trained as CERTIFIED TRAINERS to support and avail the benefits of the STAR SCHEME. GI SECURITY OF KOLKATTA, THE CAVALIERS OF BANGLORE and SRIST OF DELHI have signed agreement with SKSDC to run special courses.

SKSDC plans to conduct three T3 courses at the following locations during October 13 :- A 11th T3 Course at SRIST, New Delhi from 07 to 18 Oct 13. B 12th T3 Course at CAVALIER, Bangalore from 07 to 18 Oct 13. C 13th T3 Course at GI Security, Kolkata from 21 Oct to 01 Nov 13.

STAR SCHEME - PILOT COURSES

The two pilot courses launched under the STAR scheme of Government of India and conducted by ASTM and SSMS were successfully concluded on 23 September 13. During the pendency of these, the Standards & Quality Assurance Team leader Maj Gen D K Jamwal, COO visited the training being conducted by SSMS on 24 Sep 13 and Col U K Rathore visited ASTM on 03 Sep 13. The aim of these visits was to ensure that training being conducted was mapped to the NOS.

Assessment and Certification of these pilot courses were conducted by India Skills and

MSAG, affiliated to SKSDC, on 24 September 13. Conducts of assessments were overseen by teams from SKSDC comprising Maj Gen D K Jamwal, COO, Mr Vipendra Singh, Director Enterprise and Col Sunil Kumar.

The APDI-Delhi Chapter organized a get-together. The meeting was organized to kick-start preparations for the Annual Conference of CAPSI/APDI scheduled for 14th & 15th December, 2013 in Delhi. Hon’ble Kunwar Vikram Singh (Chairman), Mr. Mahesh C. Sharma (Secretary General), Mr. V M Pandit (Delhi Chapter Chairman) and Mr. Subhash Wadhavan (Vice-President) graced the occasion over cocktail and dinner. Mr. L.N Rao, DCP, Delhi Police also attended as special guest.

It was also decided to enlarge the membership base of Delhi Chapter before the Annual Conference. All the participating members raised various issues concerning professionalism. Hon’ble Kunwar Vikram Singh

This induction process would be undertaken by mid-October with mutual consultation to be organized by Mr. Ajit Singh (Secretary General). ‘APDI Delhi Chapter’ Meeting to announce and induct new executives has been fixed on 17th October, 2013.

SERVICE TAX EXEMPTION- SKSDC TRAINING PARTNERS Ministry of Finance, GOI issued notification on 10th September regarding the exemption of Service Tax for Training Partners & Assessment Agencies affiliated to a Sector Skill Council. This is another benefit for the Training Partners to be affiliated to the SSC.

New Delhi, 10th September, 2013 G.S.R....(E)._ In exercise of the powers conferred by sub-section (1) of section 93 of the Finance Act, 1994 (32 of 1994), the Central Government, being satisfied that it is necessary in the public interest so to do, hereby makes the following further amendments in the notification of the Government of India in the Ministry of Finance (Department of Revenue), No.25/2012-Service Tax, dated the 20th June, 2012, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide G.S.R. 467 (E), dated the 20th June, 2012, namely:- In the said notification, in the opening paragraph, after entry 9, the following entry shall be inserted namely:- “9A. Any services provided by, _ (i) the National Skill Development Corporation set up by the Government of India; (ii) a Sector Skill Council approved by the National Skill Development Corporation; (iii) an assessment agency approved by the Sector Skill Council or the National Skill Development Corporation; (iv) a training partner approved by the National Skill Development Corporation or the Sector Skill Council in relation to (a) the National Skill Development Programme implemented by the National Skill Development Corporation; or (b) a vocational skill development course under the National Skill Certification and Monetary Reward Scheme; or (c) any other Scheme implemented by the National Skill Development Corporation.”

The Central Association of Private Security Industry (CAPSI) is committed to the highest standards of professional and ethical conduct at all times. All CAPSI Members are expected to conform to these standards of professional and ethical conduct personally and collectively in all respects. 4. Disclosure - CAPSI members shall provide in writing, upon written request, complete details about the cost, restrictions and other terms and conditions of any products or services sold, including cancellation and service fee policies.

5. Responsiveness - CAPSI members shall promptly respond to their clients' complaints.

6. Co-operation - CAPSI members shall not maliciously injure the professional reputation or practice of colleagues, clients or other members and will co-operate with any inquiry conducted by the CAPSI to resolve any dispute involving clients or another member.

7. Confidences - CAPSI members shall treat

every client transaction confidentially and not disclose any information without permission of the client, unless required by law.

The SECURITY SKILLS & LEADERSHIP SUMMIT and 8th annual conference of CAPSI & APDI will be held on December 14-15, 2013 at PHD House, New Delhi.
