From the CEOWelcome to the NHVR’s new look Snapshot for the period July to September 2016.
As a regulator, the NHVR takes steps to ensure we are open and transparent in delivering regulatory reform and our services. It’s important that our industry and the wider community understand the on-going work to develop and support a regulatory framework for the heavy vehicle industry and all parties in the supply chain.
The Quarterly Snapshot highlights data collected by the NHVR and road managers, for programs that deliver safety and productivity across the heavy vehicle industry. This is an important tool for the industry to measure our performance and as always, we value your feedback.

Improving Safety & Compliance
NHVR Setting the Agenda 2016
During August the NHVR released its five-year blueprint for a safer, productive and more compliant heavy vehicle industry. Setting the Agenda – Strategies for a Safer, Productive and more Compliant Heavy Vehicle Industry 2016–2020 links three key strategies for the on-going reform of heavy vehicle regulation. The strategies for safety, compliance and assurance, and productivity will guide Australia’s regulatory heavy vehicle agenda between now and 2020. The document includes an annual Action Plan to ensure the strategies are delivered.
Chain of Responsibility Survey
An online survey about Chain of Responsibility was released in partnership with Macquarie University during September. The survey, for the heavy vehicle industry and supply chain businesses, ran from September and took participants approximately 15 minutes to complete. The survey will assist the NHVR to ensure the right tools and information can be
developed and delivered to support business education across the national freight task. The information and guidance material will be used to assist all supply chain businesses to better understand their heavy vehicle safety obligations and to adopt safe management practices. The survey forms part of the larger Chain of Responsibility project.
National Roadworthiness Baseline Survey
Australia’s first national heavy vehicle health check was conducted from August. The National Roadworthiness Baseline Survey was the first time the same inspection has been undertaken at the same time to the same standard across Australia. The survey inspections were taken using the National Heavy Vehicle Inspection Manual which provides a nationally consistent approach to assessing compliance to the vehicle standards. The survey will provide a snapshot of the fleet’s condition and identify factors that increase the risk of incidents, assist to develop a national risk-based inspection approach and identify high-risk components, systems, vehicles or operators.
Productivity
New Customer Portal
The NHVR’s new Customer Portal went live on August 1 providing heavy vehicle operators with a digital platform to apply and track permit applications. The former system, which relied on up-loading hard-copy permit applications, remained in place until late September. The new portal halved the number of applications which were delayed due to missing or incorrect information.
Development is also well underway on a portal and supporting tools to assist local and state road managers with their permitting tasks.
The Customer and Road Manager Portals are providing national consistency for permit applications, improving processing transparency and reducing time and effort for operators.
Strong Partnerships
Bundaberg PBS Demonstration
Ten heavy vehicle operators held a demonstration day with six regional Queensland councils in Bundaberg to build awareness and a greater understanding of the benefits of the Performance Based Standards (PBS) Scheme. The heavy vehicle industry took the opportunity to meet with council representatives at the demonstration day for high productivity heavy vehicles hosted by the Wide Bay Burnett Regional Organisation of Councils. Local governments represented were Bundaberg, Cherbourg, Fraser Coast, Gympie, North Burnett and South Burnett regional councils.
Local Government in Focus
The NHVR released the next two Local Government in Focus DVDs during August, showcasing the work of Blacktown City Council and pre-approvals. The Blacktown DVD showed the benefits of the Council’s move to embrace newer, modern and safer heavy vehicles administered under the NHVR’s PBS scheme and the benefits they bring to local economies. By reducing
red tape for PBS vehicle access, Blacktown City Council has improved the productivity of local businesses, reduced congestion by having less truck trips for the same amount of freight and improved safety on the busy Western Sydney road network.
Local Government Forum
More than 50 local government representatives from across Queensland and NSW met in Brisbane to identify further access improvements for heavy vehicles. The inaugural Local Government Heavy Vehicle Access Forum, hosted by the NHVR, was part of the on-going consultation with councils to provide assistance and guidance in handling the increasing freight task on their local network. The key objective of the forum was to inform councils about opportunities under the Heavy Vehicle National Law and what the NHVR is doing and has planned to assist them. The forum was held in partnership with the Local Government Association of Queensland and Local Government New South Wales.

The NHVR prides itself on being responsive to the needs of customers. The majority of interactions with the NHVR are through the website (www.nhvr.gov.au) or via 1300 MYNHVR (1300 696 487).

NHVR permit applications
In 2015-16, the NHVR processed 22,685 permit requests – a 59 per cent increase on 2014–15. During Q1, the NHVR’s new Customer Portal went live. By the end of September more than 90 per cent of all permits were processed through the new digital platform. Overall there were 7465 permit applications during Q1, an increase of 73 per cent increase on the same period in 2015.
National Heavy Vehicle Accreditation Scheme (NHVAS)
The NHVAS provides flexibility in managing fatigue and concessions for mass and maintenance for operators that have robust and compliant management systems. During Q1 there were 6231 heavy vehicle operators accredited in 9740 modules. The Maintenance module applied to 96,521 heavy vehicles, while the Mass module applied to 34,258 modules.

Performance Based Standards (PBS)
The PBS scheme approves innovative and optimised vehicle designs for high productivity vehicles, which reduces the impact on infrastructure and boosts safety for all road users. Ultimately, this means fewer trucks, less congestion and better safety outcomes. Q1 saw a record 450 PBS combinations approved, an 80 per cent increase on the same period in 2015.

NHVR Road Manager Consent ‒ State and Local Governments The NHVR works with more than 400 road managers, utility providers and rail authorities to coordinate heavy vehicle access to state and local roads. Work is on-going with state and local road authorities to improve processing time and reduce the number of permits required by operators. There are now 1227 pre-approved routes in place across Australia, covering 283 local councils. Pre-approvals eliminate the need for individual road manager consents for agreed routes allowing councils to get low-risk applications processed, so they can focus resources on more complex applications.
