From the CEOWelcome to the latest NHVR Quarterly Snapshot.

Among the many activities undertaken by the NHVR during Quarter 3 was the beginning of a significant engagement program to support the transport and logistics supply chain with information on new Chain of Responsibility laws, coming in mid 2018.

These laws are a step forward in recognising that everyone in the supply chain has a vital role to play in heavy vehicle safety.

They make clear the responsibility of duty holders to understand and assess their risks. Through the replacement of existing prescriptive obligations, the heavy vehicle industry can benefit from a reduction of red tape and better apply risk management processes to focus on safety outcomes.

This information will support more than 165,000 companies which make up the heavy vehicle supply chain with information and resources to assist in preparing for the changes.

Improving Safety & Compliance

Industry Codes of Practice

New guidelines for the development of Industry Codes of Practice were released in February 2017.

A registered Industry Code of Practice establishes standards for organisations across the heavy vehicle supply chain to operate at a higher safety standard. Businesses that adopt a new Code not only significantly reduce the risk of breaching the Heavy Vehicle National Law, but also improve their organisation’s safety standards.

The six existing industry codes, which vary between industry sectors and states, will continue to be used until January 2018 or until replaced by a new code.

The NHVR is providing $350,000 funding in 2016-17, with the support of the Federal Government to assist the heavy vehicle industry to develop and register new Codes.

Vehicle Standards Bulletin

A public consultation period to gather feedback on the NHVR’s update to Vehicle Standards Bulletin (VSB) 6: National Code of Practice for Heavy Vehicles Modification was held in Q3.

VSB6 sets the national standard for common modifications performed to heavy vehicles. The proposed changes substantially modernise VSB6 to guide industry through common modifications performed to heavy vehicles.

As the national standard, VSB6 is used throughout Australia by individuals involved in the modification of heavy vehicles and ensures modified heavy vehicles are safe and that they comply with relevant Australian Design Rules and in-service vehicle standards regulations.

The final version of VSB6 is due for release in July 2017 and will be implemented in September 2017.

Heavy Vehicle Safety Initiative

Industry consultation was held for the next round of programs funded by the NHVR’s Heavy Vehicle Safety Initiative. Programs will receive support from the $3.9 million fund, supported by the Federal Government.

Programs being delivered in the current year include National Compliance Information System, Chain of Responsibility and Industry Codes of Practice.

Program sponsorships

The NHVR announced it was sponsoring two key safety programs during Q3.

The NHVR joined forces with the Australian Trucking Association’s Safety Truck program to encourage children to become more aware of safety around heavy vehicles. The Safety Truck participates in road safety education programs, industry-led community events and other public events across Australia.

In 2016, the Safety Truck visited 15 schools across the country, directly engaging with up to 3000 primary and secondary school students. The Truck also participated in over 30 events throughout the year, highlighting that road safety is an essential message at any age. The NHVR also provided $5000 to the Australian Livestock and Rural Transport Association to support an industry award that focuses on safety and innovation within the heavy vehicle industry.

This award demonstrated the shared interest of government and industry in improving safety and compliance generally.

The NHVR is encouraging operators to be proactive and responsible in doing everything they can to have the highest safety procedures in place.

Nominations will be open to all rural, bulk and financial members of ALRTA or affiliated State Associations.

The winner will be announced at the LRTAV Conference August 11–12, 2017.1

Engagement

NHVR staff met with councils in Central and North Queensland ahead of the release of the NHVR Portal, Road Manager module.

Partnering with the Local Government Association of Queensland’s Heavy Vehicle Liaison Officer, key information on the Portal’s functionality was presented at the quarterly Regional Roads and Transport group. The NHVR is also working with the Outback Regional Roads Group to help staff understand the HVNL.

NHVR processing SA’s Class 3 heavy vehicle permits

Class 3 vehicle operators travelling within South Australia will now need to apply for permits through the NHVR Portal. Previously intrastate permit applications were made through SA’s Department of Planning, Transport and Infrastructure (DPTI).

Permits will apply to any vehicle exceeding mass and dimension regulations that falls into the Class 3 category. To apply for a Class 3 heavy vehicle permit, operators will need to lodge the application with the NHVR.

Applications can be lodged using the NHVR Portal. To access the Portal go to www.service.nhvr.gov.au

LGAQ, industry and NHVR jointly boost crane accessA joint collaboration between the Local Government Association of Queensland, the Crane Industry Council of Australia and the NHVR has boosted the number of road networks signed up to the National Class 1 Special Purpose Vehicle (SPV) Notice and significantly reduced red tape.

Contact with councils by the NHVR, LGAQ and CICA to explain the benefits to the Special Purpose Vehicle Notice has more than doubled the number of Queensland councils signed up.

Most councils in Queensland have now signed up to the SPV Notice with further plans for this to be extended nationally.

Customer service

The NHVR prides itself on being responsive to the needs of customers. The majority of interactions with the NHVR are through the website (www.nhvr.gov.au) or via 1300 MYNHVR (1300 696 487).

NHVR permit applications

In Q3, the NHVR processed 5531 permit requests. The nine-month total of 18,513 is a 22.6 per cent increase on the previous year. With the NHVR Portal, Customer Module now processing over 95 per cent of all NHVR permit applications.

National Heavy Vehicle Accreditation Scheme (NHVAS)

The NHVAS provides flexibility in managing fatigue and concessions for mass and maintenance for operators that have robust and compliant management systems. During Q3 there were 6481 heavy vehicle operators accredited in 10,133 modules. The Maintenance module applies to 98,271 heavy vehicles, while the Mass module applied to 35,851 heavy vehicles.

Performance Based Standards (PBS)

The PBS scheme approves innovative and optimised vehicle designs for high productivity vehicles, which reduces the impact on infrastructure and boosts safety for all road users. Ultimately, this means fewer trucks, less congestion and better safety outcomes. Q3 saw 258 PBS combinations approved. The nine-month total of 1038 is a 13 per cent increase on the previous year.

NHVR Road Manager Consent ‒ State and Local Governments The NHVR works with more than 400 road managers, utility providers and rail authorities to coordinate heavy vehicle access to state and local roads. Work is on-going with state and local road authorities to improve processing time and reduce the number of permits required by operators. By the end of Q3 there were 1514 pre-approved and gazetted routes for heavy vehicles in place, covering 307 local councils. This is a 15.3 per cent increase over the previous six months. Pre-approvals eliminate the need for individual road manager consents for agreed routes allowing councils to get low-risk applications on their way, so they can focus resources on more complex applications.
