City Plan and the planning scheme policies will commence on2 February 2016.

From 2 February 2016 City Plan and the associated planning schemepolicies:

The purpose and general effect of the minor amendments to CityPlan are as follows:

• Part 3 Strategic framework, specific outcome 3.3.2.1(10):inclusion of a note to clarify the policy intent for buildingheight increase.

• Part 5 Tables of assessment, Table 5.8.5: Operational work– Vehicle access works: inclusion of a vehicular crossingon a State-controlled road as an exempt use, inclusion ofa vehicular crossing on a Local Government road as a selfassessable use and removal of a vehicular crossing as acode assessable use.

• Part 9 Development codes, 9.4.2 Driveways and vehicularcrossings code: inclusion of self assessable criteria forvehicular crossings.

• SC6.9 City Plan policy – Land development guidelines, sectionSC6.9.2.1.1.25: inclusion of a specific reference to Standarddrawing RS-049 (Residential driveways 1 of 2) ‘Vehicularcrossings’ and deletion of reference to SC6.9.2.1.11.9 as it isnot applicable.

• Schedule 2, SC2.3 – Strategic framework mapping: AmendStrategic framework maps 5, 6 and 7 to align the ‘HighFrequency Public Transport Routes’, ‘Investigation for FutureLight Rail’ and ‘Light Rail Corridor’ with the State and MajorRoad Network generally located between Southport andCoolangatta.

• Local Government Infrastructure Plan (LGIP): Inclusion ofthe transitional LGIP into Part 4 and the transitional LGIPmaps into Schedule 3.

The amendments will commence on 2 February 2016. From2 February 2016 ‘City Plan Update 1’:

COUNCIL OF THE CITY OF GOLD COAST PUBLIC NOTICEADOPTION OF TRANSITIONAL LOCAL GOVERNMENT

INFRASTRUCTURE PLAN

Notice is given under the Sustainable Planning Act 2009 (SPA)on 11 December 2015 the Council of the City of Gold Coastadopted its Transitional Local Government Infrastructure Plan.

Under the transitional provisions of SPA Council’s PriorityInfrastructure Plan (PIP) became its Local Government InfrastructurePlan (LGIP). Council’s LGIP is based on its previous PIP but includessome amendments as permitted under Statutory Guideline 04/14.

The Transitional LGIP makes administrative amendments to theLGIP that were made necessary by the adoption of City Plan.It will continue to be a Transitional LGIP until Council completesa new LGIP.

As a part of City Plan, the purpose and general effect of theTransitional Local Government Infrastructure Plan is to definethe scale, type, timing and location of growth in the City of GoldCoast in order to plan future trunk infrastructure.

For developments approved under City Plan, information relating toinfrastructure contributions and their application is now found inthe relevant version of the City of Gold Coast Charges Resolution.Infrastructure contributions for developments approved under theprevious planning scheme will be determined by the relevantversions of charging regimes in place at the time of approval.

Transitional Local Government Infrastructure Plan will commenceon 2 February 2016. From 2 February 2016 the Transitional LocalGovernment Infrastructure Plan:

(a) will be available for inspection or purchase at the Nerangand Bundall (Karp Court) Administration Centres; and

(b) can be viewed or purchased online at cityofgoldcoast.com.au/cityplan .

• Include requirement to undertake master planning forselected greenfield development sites as part of a CodeAssessable Development Application;

• Revise minimum lot sizes at Canungra and Beaudesert forfuture residential development;

• Remove the former Laravale State School from the CommunityFacilities Precinct for inclusion within the Village Precinct ofthe Rural Zone; and

• Make associated amendments throughout the planningscheme as required, including changes to the Character Places,Development Constraints and Infrastructure Overlay Maps.

The purpose and general effect of the minor amendments to theplanning scheme are as follows:• Part 1.6 Building work regulated under the planning scheme,

subsection (4) – The inclusion of a new table (Table 1.6.1)which identifies the designations and building assessmentprovisions in the planning scheme for the purpose of theBuilding Act 1975 .

• Schedule 2 – Various zoning maps - Newly developed andtitled land parcels within residential estates including NorthShore, The Village, Sanctum, Cosgrove, Greater Ascot, MountMargaret and River Parks have had their zoning amendedfrom the Emerging community zone to the Low densityresidential zone. These amendments are reflected on ZoningMaps ZM-026, ZM-027, ZM-032, ZM-034, ZM-037 andZM-043. With respect to the amendment to Zoning Map –ZM-037, a further amendment to Precinct Map – PM-003 hasbeen made.

• Schedule 2 – Overlay Map OM-10 Transport NoiseCorridors - The Queensland Government has designated anumber of railway corridors as Transport noise corridors asper the requirements of the Building Act 1975 . This meansthat any new residential buildings, and alterations oradditions to an existing building, that are located in adesignated transport noise corridor, need to comply withthe Queensland Development Code Mandatory Part 4.4-'Buildings in transport noise corridors'. The followingrailway lines have been designated as transport noisecorridors, North Coast Line System (Nambour to Cairns)and Mount Isa System (Stuart (near Townsville) to MountIsa). These new transport noise corridors have now beenreflected in Overlay map OM-10 Noise Corridors.

• Part 10 – Other Plans. The Townsville City Waterfront PriorityDevelopment Area (PDA) Development Scheme came intoeffect on 23 October 2015. The Part 10 provisions of theTownsville City Plan have accordingly been updated to reflectthis approval under the Economic Development Act 2012 .This amendment also includes revised mapping of bothpriority development areas (namely the inclusion of thePDA regulatory maps) in Schedule 2 of the City Plan.

The purpose and general effect of the minor amendment to theplanning scheme policies is as follows:• Schedule 6 – SC6.4 Development manual planning scheme

policy – SC6.4.3.3 Footpath treatment policy – Currently thepolicy does not provide sufficient detail for the construction ofpaver bands and construction joints. The amendmentaddresses this matter by stating that site-specific constructiondesign drawings are to be produced and approved by councilprior to construction commencing.

The amendments (Amendment Package 2015/02) to the TownsvilleCity Plan and planning scheme policies will commence on29 January 2016.

From the date of commencement on 29 January 2016:(a) copies of the Townsville City Plan will be available for inspection

and purchase at council’s Customer Service counter, Level 1,Administration Building, 103 Walker Street, Townsville; and

(b) the Townsville City Plan will be available to view and downloadfrom council’s website www.townsville.qld.gov.au.

A Ministerial designation has been madeI, the Honourable Bill Byrne, Minister for Police, Fire andEmergency Services and Minister for Corrective Services, givenotice that under the Sustainable Planning Act 2009 chapter 5,I made a Ministerial designation of land for communityinfrastructure on 16 January 2016.

The designation will take effect from 29 January 2016.

Description of the land to which the designation appliesThe Ministerial designation applies to land located at 39 McDowallStreet, Roma, Queensland 4455 and is described as being Lot 7 onSP277912.

Type of community infrastructure for which the land has beendesignatedThe land has been designated to allow for the redevelopment ofthe Roma Fire and Rescue Station and associated facilities.
