Council has given staff direction to move forward with developing plans for a new public works building.

Monday council heard from Director of Infrastructure and Capital Works, Ken Coombs detailing the process, where they’re at and estimated costs.

Council has given staff direction to move forward with developing plans and related pre-counter petition works for the proposed facility on the old soccer fields located on Sword Avenue.

In addition council approved a budget of $185,000 in the 2015 Capital Works program for planning work and providing an updated estimate of costs. As of now pre-counter work has been awarded to A-49 Inc for $136,500 and GeoNorth Engineering Ltd. for $10,826.

SSA Quantity Surveyors finished their estimate in late October with a projected cost of $9.9 million. The estimate includes a design contingency of five per cent, an escalation contingency of 1.5 per cent (based on the project proceeding within six months) and a construction contingency of three per cent, which is a total of 9.5 per cent in total contingency.

One person taken to hospitalA single motor vehicle incident on Cottonwood Hill north of Quesnel resulted in one person being taken to hospital with unknown inju-ries. The vehicle went down the embankment on Wednesday afternoon. Drivers are asked to exercise the appropriate care and caution as winter roads become a reality. In partnership with the Heritage Branch of British Columbia’s Ministry of Forest, Lands, and Natural Resource Operations, the management of Cottonwood House Historic Site (near Quesnel) had a successful transition from School District 28 to the Barkerville Heritage Trust in 2015.

In August 2015, the 160-plus campsites contained in three consolidated Barkerville campgrounds were integrated into the management structure of Barkerville Historic Town and Park, as a result of the voluntary retirement of the campgrounds’ previous license holder – Rose Higgins.

thanks Rose and her staff for more than a decade of exemplary service, and looks forward to a number of planned improvements to the Barkerville campgrounds, including the ongoing construction of several models of cabins.

Three 12- by 20-foot cabins were opened at the Lowhee Campground this past summer, each containing a queen-sized bed, a bunk-bed style futon, a table and chairs.

The cabins have power and electric baseboard heaters, but no bedding is provided.

The cabins have been placed in existing campsites equipped with fire pits and wheelchair accessible

campsite tables.At $55 per night, the Lowhee

pilot cabins were a success, with individuals and families booking them steadily throughout the season.

Three 10- by 12-foot cabins were opened at the Government Hill Campground, each containing a queen-sized bed, and a traditional bunk-bed.

Once power lines can be established at Government Hill, the pre-wired cabins are set up for electricity and baseboard heat, although guests must still bring their own bedding.

Hill pilot cabins were a success, with individuals and families booking them steadily throughout the season.

  Council has proposed further refinements to its meeting procedures bylaw that include:

• Meeting Tuesday nights at 7pm instead of Mondays.

• Holding only regular council meetings and allowing delegations to present at any Council meeting. This will allow more flexible scheduling of delegations.

• Commence any public hearings at 7pm followed immediately by the regular council meeting.

• Enabling individual Councillors, during their time as Acting Mayor, to chair an entire regular council meeting and participate in the agenda setting process for that meeting.

• Adding “events and announcements” to the final agenda item of each meeting.

These proposed changes are to enable council meetings to be more effective and productive.

Grantsubmissions

  The city is applying for various grants for projects totaling $927,180 that will support the city’s budget constraints, capital plan objectives and strategic plan.

The funding for these grant submissions would be derived from a combination of

resources; specifically: the Northern Development Initiative Trust (NDIT) Cariboo-Chilcotin/Lillooet Regional Account and the NDIT Pine Beetle Recovery Account, the Beetle Action Coalition, the City’s Federal Gas Tax funds, the City’s capital budget, and contributions from participating local businesses and not-for-profit organizations.

These grant applications include:

• Creation of a downtown public washroom and community festivals/marketing common space;

• Building a “destination dog park” at Weldwood Park;

• Replacing the heating and air circulation system at the indoor soccer facility;

• Restoring the Hudson’s Bay

building (new foundation);

• Downtown Revitalization - engineering support to assess the potential for second-floor and above residences and a comprehensive accessibility assessment;

• Creating a comprehensive plan for Baker Creek Park;

• Creating a plan for a RV/truck pull-out in South Quesnel;

• Development of conceptual drawings for Gymnastics facility;

• Improved business façade improvement program;

• Economic Development Intern;

• Planning Intern;• Incremental

funding for Grant Writer position;

• Increased funding for Economic Development Officer position;

• City brand re-design, implementation and marketing strategy.

 

Quesnel Lions Housing SocietyCouncil heard the

results of the Quesnel

Lions Housing Society’s Open House for the proposed Affordable Seniors’ Housing complex to be located on the corner of Reid Street/McNaughton Avenue.  The proposed development is 30 one-bedroom apartments ranging from 534 to 654 square feet.  The Open House summary highlighted the need for more on-site parking for this proposed development. 

The proposed development currently has 11 on-site parking spaces with one parking space designated for accessible parking.  The Public Hearing scheduled for November 23, 2015 has been cancelled until a Housing

Agreement and parking issues are addressed.  

 Proposed public Works Facility

Council heard an overview of the proposed Public Works Facility project.  Currently this project is estimated at $9.9 million.  The next step is for Council to consider a Business Plan for this project that will outline the taxation impact for Quesnel’s taxpayers and how this capital project fits within Council proposed tax framework for 2016-2018.

The goal is to conduct an Alternate Approval Process for this project in early 2016 and, with the public’s approval, construction to commence in 2017.

Most unionized provincial employees in health, education and other jobs will get an extra raise of just under one half of one per cent in February.

About 80 per cent of B.C. public sector unions have signed employment contracts under the province’s “economic stability mandate.” That gives them raises of 5.5 per cent over five years, plus a share of economic growth in each year it exceeds the independent forecast used in the provincial budget.

Statistics Canada has finalized the growth of the B.C. economy at 3.2 per cent for 2014, substantially more than the finance ministry’s independent forecast council estimate of 2.3 per cent. That triggers the contract provision to increase pay for provincial employees by 0.45 per cent starting in February.

In dollar terms, the finance ministry calculates that a grade one medical technologist will see an

increase of $300 a year, or $970 over the rest of the contract term. A teacher will get $346 a year, and an education assistant gets $109 a year.

Finance Minister Mike de Jong said the growth of gross domestic product reflects a strong year for exports and some employment growth in 2014.

Business investment was also up 5.4 per cent last year, and there was a 3.5 per cent increase in household

consumption spending province-wide.

The outlook for the current year does not look as good for additional increases, he said, but the agreements are “one way” and there are no reductions for employees if the economy under-performs.

Over the past 14 years, the B.C. economy has outperformed forecasts about half the time.

The province and its agencies such as universities and

Crown corporations employ 387,000 people, of which about 313,000 are unionized. About 20 per cent of those employees have not yet settled agreements under the economic stability mandate, with the largest group being the 42,000-member B.C. Nurses’ Union.

About 10,000 staff at University of B.C., Simon Fraser and University of Victoria have also not signed new agreements.

Our responsibilitiesAs Canadians grapple with last Friday’s

French tragedy, many are questioning the new Liberal Government’s plan to

bring 25,000 Syrian refugees into Canada.There are so many aspects to this dilemma

it’s hard to fathom who’s right and who’s wrong.

The world has a responsibility to these displaced people who faced an uncertain fu-ture in their home country, much as Second World War refugees, Vietnamese and other war zone immigrants.

The stakes seem higher, but are they? There’s always the risk of scooping up radicalized individuals with such a mass influx but aren’t there always risks when you allow refugees to enter your country? But should that deter you from helping less fortunate people. We don’t hesitate to of-fer aid to people trying to prosper in their own country but these people are prevented from exercising that choice. Bad people are wreaking havoc in Syria, threatening death to anyone who they see as having even a remote possibility of opposition, sometimes there isn’t even the remotest possibility but death still befalls many innocent Syrians.

We elected this Liberal government, know-ing full well what promises they made. I believe they are working very hard to keep their promises and that includes the commit-ment to take our share of Syrian refugees. They know what is at stake should our country experience anything like the tragedy in Paris and other ISIS targets. We need to trust them. They have very experienced peo-ple in positions to take the necessary steps to screen these potential Canadians. Our country needs hard-working, peace-loving immigrants. The children of these refugees will be our some of our future leaders, en-trepreneurs, teachers. doctors, tradespeople and a host of other valued members of our country. This won’t happen if these refugees are dead.

Can you turn your back on so desperate a situation? Can you say, “leave it to someone else?” The Liberals have promised to clean up the immigration process in Canada, start-ing with fast tracking these 25,000 Syrian refugees. And this is where I have a problem. There are thousands if not tens of thou-sands of people who have been waiting to call Canada home for years, in the end, too many have been rejected often on very flimsy grounds. This was confirmed during the elec-tion by several campaigners.

We need to clean up the immigration process, dispensing with the red tape that is designed to discourage and deny potentially great additions to our population.

Canada, as a have country, enjoys the ben-efits of world trade, international recogni-tion and respect. We need to live up to the responsibilities that come with our position in the world.

In high school I was intro-duced to the art of debating. I was enthralled with the whole idea of researching a specific topic, taking a side regardless of personal opin-ion and then displaying it in a passionate and articulate presentation.

In every debate that I watched the interactions were highly respectful and void of any hostility. In fact, those were the rules of the game. I didn’t partici-pate in any verbal debates because I was too afraid of public speaking when I was younger, but I did take part in writing arguments and counterarguments and it was an exercise in not just research, but in pursuasive expression. Those types of spoken dialogues could also be found less formally on radio and TV talk shows and I became an avid fan, particularly when they had to do with social issues that interested me. The partici-pants weren’t always gra-cious or dignified, but the most impressive ones were. 

And then along came the internet.

On my own Facebook wall I’ve posted many controver-sial subjects over the years.

Sometimes the discussions have become heated and intense, but the interaction remained respectful. On other posts the opposite happened with name call-ing, character assassination and even threats. 

In posts online where peo-ple don’t know each other the discussions become even more absurd, particularly from those using pseud-onyms. 

A friend who moderates a forum on a media site where almost everyone uses an alias said it’s shocking to read some of what’s written by certain people she knows would never talk that way in person. If they wouldn’t speak directly to someone in such a fashion, why would they do it online? 

Some studies have related cyber aggression to road rage, claiming society hasn’t

become any ruder because of the internet - it’s just more visible now. I think about my own inner-vehicle venting after someone’s cut me off and it doesn’t com-pare to what’s seen on the internet because no one wit-nesses it but me. Of course, some people’s road rage can be far more dangerous than any written word. 

Personally I’ve been the recipient of so much online hate and hostility over the years it barely fazes me, but I know how hurtful it can be to those who aren’t used to it and one of my good friends has been struggling with that lately. “They wouldn’t dare say that to my face,” she said recently in tears over heartless com-ments she was reading. “They shouldn’t write such horrible things.”

They shouldn’t, I agree. There’s no way of control-ling that though. We can teach our children to treat others respectfully, and we can live by those principles ourselves, but there’s no way of suppressing how fiendishly others choose to converse. What we can con-trol is how we react - and not taking anything person-

ally is the answer.I read that in the book

“The Four Agreements” about five years ago and found that particular agree-ment the hardest one at the time. Now I find it the easiest.

Don Miguel wrote in his book: “Nothing others do is because of you. What others say and do is a projection of their own reality, their own dream. When you are immune to the opinions and actions of others, you won’t be the victim of needless suffering.”

That’s true, and I wish I’d learned it in my youth.

One of his other agree-ments, to “Be Impeccable with your Word” is some-thing all those communicat-ing  badly should give a try. For that he wrote:  “Speak with integrity. Say only what you mean. Avoid using the Word to speak against yourself or to gossip about others. Use the power of your Word in the direction of truth and love.”

A great strategy for any-one wanting to be heard, desiring inner peace and hoping to win a debate.

Editor:Open letter to John McCallum, Minister of

Immigration.I heard on the TV tonight you still plan on

bringing 25,000 refugees into our country by Dec. 31.

While I feel sorry for those people you should not be taking this step until such time as you can look after the people already here.

There are already too many homeless people in Canada, we need to do better at looking after our seniors, we need more doctors and medical staff to look after our current population.

Until you can get the majority of natives living beyond poverty conditions you should not even consider such a move. 

We have problems in Northern B.C. due to the shortage of doctors and you want to send people here that will make things even worse?  I doubt people of this culture would survive in the north but then again, is it fair that they live in, what most people think are, the most desirable areas of Canada? 

Please rethink your decision due to ISIS and what is going on in the world today.

Even if one person out of the 25,000 creates a problem and kills Canadians is it worth it?  Your job is to protect Canadians and to make Canadians your top priority!

Is this move going to make us feel safe in our own country when we see what is happening in other countries?  Please explain why you think we should feel safe.

When Brenda Campbell tragi-cally died very suddenly earlier this year, she left her

family, friends and co-workers bereaved and in shock. She died from complica-tions of in� uenza, something no one expects in the 21st century but unfortu-nately can still happen.

“She was a completely healthy, ac-tive 48-year-old,” her sister-in-law Bev Cardle said.

Brenda’s co-workers at Dunrovin Park Lodge were also deeply affected by her death and on behalf of Brenda’s husband Ross, and everyone who knew and loved her, the staff at Dunrovin began the pro-cess of establishing a bursary, through Quesnel Community Foundation, in Brenda’s name.

This bursary is designed to bene� t any-one planning on a career in either care aide or nursing.

Brenda’s interest in the nursing � eld was sparked very early in her life. Her mother was a nurse at Dunrovin for many years.

After graduating, Brenda trained as a care aide and worked alongside her mother. She went on to earn her nursing degree and worked at Dunrovin for 22 years.

However, her passion and dedication to nursing wasn’t the whole picture of Brenda Campbell. She also brought a huge presence to anyone who knew her.

“Brenda had an effervescent love of life,” Cardle said.

She also exuded a healthy lifestyle, both as a walker and a runner. In 2010 she did the 60km Walk to End Breast Cancer in Vancouver with her team Gals, Guts and Glory which included her daughter Emily.

Cardle added she encouraged her fam-ily, 20-year-old Emily, 17-year-old Jaryn and husband Ross, to be healthy and active as well.

According to everyone who knew her, Brenda brought the party in social activi-ties. She had a loud, infectious laugh and knew how to have a good time, bringing everyone along with her. Humour was an important part of Brenda’s approach to life.

She was also a consummate giver.“You rarely heard her say ‘this is just

for me,’” Cardle said.“She always put others before herself.”As a mother she was decidedly no-

nonsense and always matter of fact, but found a way to slice through any prob-lems to get to a solution and this also carried through in her career.

Co-worker Krista Bartels remembers Brenda with respect and fondness.

“Brenda was a realist, very much re-spectful but didn’t sugar-coat, especially the realities of life and death,” she said.

“She brought humour, empathy and wisdom to any situation. She was trusted and knowledgeable and newly-minted professionals knew she would give it to them straight. She was very well liked.”

Bartels went on to say she was a good

teacher and mentor, de-livering her message in a way they could accept it.

The bursary is ex-actly the kind of tribute Brenda would approve of, Bartels said.

“Brenda would love to see a care aide further themselves as she did,” she said.

“She was very pro-education and would be supportive of � nancial aid for this purpose espe-cially for geriatric care.”

Bartels also remembers Brenda as a friend who was lots of fun and very caring.

“She always made people feel welcome and brought humour to any situation. Brenda was the go-to at Dunrovin and was also a good friend, thoughtful and caring.”

The staff has established Brenda’s Cor-ner, a place in Dunrovin with a bench and other amenities dedicated to Brenda.

Regarding the bursary, Bartels said it’s fantastic it will remain local.

“Brenda cared about the community and was a Quesnel girl at heart,” she said.

“She was passionate about her town. It’s important this bursary not only sup-port the pursuit of nursing training but that it be awarded to someone local.

Donations in Brenda’s name may be made to Community Foundation. Once

the bursary reaches $5,000 it can carry Brenda’s name but until that time funds donated in honour of Brenda (a corresponding email stating your wishes to donate to Brenda Camp-bell’s bursary would be helpful) will be identi-� ed as such.

“The staff at Dunrovin are committed to raising $500 a year to enhance the bursary, however, in order to achieve sustain-ability it must reach $5,000 and the com-munity is asked to help

build this bursary fund,” Bartels said.Cardle also said they chose a bursary

to provide � nancial aid to someone in need, rather than other forms, such as scholarships, that target other criteria.

“This bursary was initiated by Dunr-ovin staff on Ross’ behalf,” she said.

“It’s about Brenda’s passion for nursing and honours her strong work ethic.”

Jean has been accompanying the Old Tyme Fiddlers for the past 45 years.

The organization was started by Alvin and Margaret MacLeod, Max Morgan, Ted Kaziner and Omer Porter in 1970. A couple of years later they got the Charter and registered in Victoria.

Shortley after that Frank Hennessey and John and Audrey Veer brought the club alive with music.

The group still holds dances on the � rst Saturday of the month and everyone is welcome. You can waltz, foxtrot or two-step or take part in the pattern dances which the younger people enjoy. It’s a real family gathering.

The $10 admission includes refreshments and the dances are held at the Legion from 7 – 9 p.m. Phone Jean Gelinas, 250-992-5081 for more information.

The highlights of the year for the Old Tyme Fiddlers Association is the Fiddle Camp. It’s always scheduled the third week of July and there are lessons for guitar, mandolin, key-board but the � ddle is king and the concerts and square dances held in the evenings bring out the crowds.

This camp began in Wells 23 years ago. During the � rst four years, the camp drew an average of 25 students. Then it was moved to Gavin Lake and now hosts 250 students (half of these are under 20 years) and 20 instructors.

In addition this vibrant group holds group lessns on Monday evenings at 6:30 p.m. and private lessons are available from Adam John-son and Anita Mamela.

Over the next few weeks allow me to take you on a tour of Quesnel and share with you what I see each day, and where I see God in it.

When was the last time you traversed the longest wooden-trussed walking bridge in the world?

For that is what our walking bridge that spans the Fraser River is.

While it once carried horse-drawn carriages and withstood cattle drives, it is now desig-nated for pedestrian traffic alone. It stands as an icon in Quesnel, complete with signs that still remind passers-by to keep their horse at a walking pace!

In 2010, beautiful lights were installed along it and the pic-turesque bridge lights a path between West Quesnel and Down-town.

With the days getting shorter and Christmas approach-ing, Quesnelians will once again be able to

enjoy how these lights brighten the city and beautify it. While the colourful lights are indeed beautiful, there are other, simpler lights on the path that ensure the travellers’ safety as they walk along it in the dimness of early morning or evening hours.

In life we need lights to provide for our safety as well. Psalm 119:105 says Thy Word is a lamp unto my feet and a light unto my path.

As we walk along the path of life, it may feel at times like we are traversing the mighty Fra-ser River with nothing but an ancient wooden bridge below our feet.

With Jesus, the light of the world, as our guide, our steps will not falter, nor will we fall into the raging rivers below.

If you do not yet have Jesus as the light of your life, would you allow Him to light your path now?

Let’s pray: Gracious God, thank You for the gift of your Word, which guides our steps daily. Thank You for sending your Son, Jesus, into the world to be the light of the world. Today, in those moments when we may feel like we are walking in darkness or traversing a raging river of tasks and stress, may we remember that it is You who lights the path before our feet. Amen.

The Quesnel Curling Club will be hosting a free push stick clinic Dec. 5 from 10 a.m. – 1 p.m.

A push stick aids curlers in throw-ing the curling rock. Although, the pur-pose of this clinic is for people who have sustained an injury and still want to curl, the clinic is open for everyone. Dave Plant, Manager and Ice Technician says the reason for the clinic is to get people to par-ticipate in curling.

“We would like to give the community an opportunity to try curling especially if they have a physical ailment or they don’t think they would be comfortable to play the sport with a slider on,” Plant said.

“We think it’s a great winter activ-ity where you’re in a controlled environ-ment. It also may be an opportunity for seniors to get active in a winter sport with-out having to get out in the elements and it allows people to get some exercise.”

Plant also believes it’s a chance for people to get comfort-able on the ice.

“If you’re not comfortable going on curling ice with a slider or getting down in the hack this is an opportunity to allow you to play the sport without having to do that,” Plant said.

He says an aid like this can extend curl-ers careers.

“Just in our club alone its probably prolonged the curling career of a minimum of 20 people who probably wouldn’t be able to curl anymore if they weren’t able to use the delivery aid,” Plant said.

He says the deliv-ery aid has become popular in the last 10 years and that there is even provincial cham-pionships for stick curling. This will be the first time that the club will be putting on a clinic like this and will be instructed by club members who will volunteer their time to teach people the fundamentals in using a push stick. All that is asked is par-ticipants bring clean runners to the rink.
