1. Introduction

1.1 Background about Islamic Relief

Islamic Relief Worldwide (IRW) is an international aid and development charity, which aims to alleviate the

suffering of the world's poorest people. It is an independent Non-Governmental Organization (NGO) founded

in the UK in 1984. As well as responding to disasters and emergencies, Islamic Relief promotes sustainable

economic and social development by working with local communities - regardless of race, religion or gender.

Islamic Relief Worldwide (IRW) has consultative status with the UN Economic and Social Council, and is a

signatory to the International Red Cross and Red Crescent Code of Conduct.

Islamic Relief Palestine (IRPAL) IRPAL is an affiliate of Islamic Relief Worldwide, active in the Palestinian

territories since 1998. IRPAL has its main office in Gaza city. It also has an office in Ramallah, West Bank. IRPAL

supports the Palestinian people through three main programmes: Humanitarian, Community Development

and Child Welfare & Education. IRPAL is working to improve the wellbeing of vulnerable people, deliver life-

saving emergency aid, enhance education environment, reduce the humanitarian impact of conflict, empower

communities to reduce poverty and protect communities from disasters.

1.2 Background about Enhancing Youth Employability Project (EYE) –Phase II

During the period of 2013- 2016, Islamic Relief shared a common interest in developing TVET sector by

implementing "Enhancing Youth Employability in the Gaza Strip-phase I'' under the umbrella of the Palestinian

National TVET strategy (revised 2010).

In order to continue contributing to the sustainability of market-driven TVET system, "Enhancing Youth

Employability in the Gaza Strip Project (EYE) -phase II'' is implemented by Islamic Relief (IRPAL) in partnership

with the Ministry of Education and the Ministry of Labour from December 2016 till May 2019. The project is

also implemented in coordination and integration with Enhancing Capacities for Institutional Building Program

(ECIB) which is implemented by the Belgian Development Agency (BTC).

EYE project- phase II shall achieve 3 main objectives:

a. TVET Centers of Competence (CoCs) operate efficiently, effectively & sustainably,

b. Enhanced Coordination and linkages amongst TVET stakeholders,

c. Enhanced effectiveness and sustainability of OSS and LMIS services.

2. Statement of Work

2.1 Mission Purpose

This task falls within the project result of enhancing institutional sustainability of targeted 3 TVET centers of

competence (2 TVET schools and 1 vocational center). Specifically, in developing and delivering labor market-

driven up-to-date curricula, using the standardized process. In the meanwhile, it increases the dissemination

and adoption of Complex Task Approach (CTA)1

2.2 Scope of Work

Targeting 1 occupation under construction and 3 occupations under ICT, the consultants shall perform the following tasks:

a. Build the capacity of TVET departments’ staff within MoEHE and MoL

Conduct a comprehensive training program about The Standardized Process for TVET Curricula

Development/Complex Task Approach (CTA).

b. Build the capacity of vocational trainers

Conduct in-depth training and coaching program on” How to implement the curricula” shall be conducted to all vocational trainers who will deliver the curricula to trainees. Target group

The capacity building program will target the staff related to the target occupations in TVET institutions from Ministry of Education, Ministry of Labor, in addition to a number of related subject matter experts

c. Update curricula

Following the CTA approach, the consultant shall guide and closely supervise the updating process of 1 curriculum under construction and 3 curricula under ICT developed by EYE I project in 2014 to match current LM needs. At this stage consultant shall:

- Conduct Verification workshops - Participate in nominating a qualified team to update targeted curricula - Deliver final version of all LM driven updated curricula

d. Design and supervise technical development and improvement program

After updating curricula, consultant shall design and supervise a technical-skills upgrading program for technical trainers based on the new competencies within the updated curricula

Final steps in the process are the development of examination formats and the definition, criteria and formats of the evaluation process of programs and curricula (extracted from CTA step 2&3 manuals prepared by GIZ in West Bank)

2.3 Deliverables

Detailed plans and timeframes of groups’ distribution and sessions breakdown for pedagogical and technical capacity building programs

CTA training manual that includes: - Detailed description of Standardized Process and Complex Task Approach (step 2 & 3) - Exemplars on complex tasks (competencies) and how could be reflected as modules - Learning situations exemplars

Curricula implementation training manual for ICT and Construction, includes: - Breaking down the learning situations into training sessions and training sessions plans - Exemplars on training sessions and training sessions plans - Assessment forms for each training session

Submit bi-weekly progress report that demonstrates the status of achievements

Submit end of mission report. End of mission reports must include a detailed description for tasks assigned as agreed in first meeting

3. Time Frame

This task should be implemented during July-August 2017 within 35 working days.

4. Reporting

Consultant will work closely with and report to EYE II project responsible staff

5. Profile of the Consultant

The consultants should have the following qualifications and experience:

This call for consultancy is only opened for a team/group that comprises of ICT and construction

consultants

At least master degree in civil engineering for construction and ICT/computer engineering for ICT

A good experience and practice of complex task approach is a must

At least 7 years’ experience in construction and ICT sectors

Proven experience in communicating different levels of audiences

Ability to share knowledge and building the capacity

Professional in English language (the final report shall be written in English).

6. Submission

Interested consultants are required to submit their CVs and financial offers, each in a separate sealed envelope to IRPAL-Gaza office. No financial information shall be contained in the CVs envelope.

7. Proposals evaluation

7.1 Evaluation of CVs

The evaluation of CVs will be out of 100 points according to following criteria:

7.2 Evaluation of Proposals

The evaluation of proposals (Technical and Financial Proposals) and selection of the consultant will be

made using the Quality and Cost Based Selection with a total score calculated out of 100%, of which

70% is the weight of the Technical Proposal and 30% is the weight of Financial Proposal

Only the Technical Proposals will be opened on the submission date. Financial Proposals will be

opened after the technical evaluation is completed.

7.3 Evaluation of financial proposals

The financial offers should be per working day and would only be opened for the candidates who pass with a

score of 70 or above out of 100 in the CV evaluation. IRPAL is not restricted to least prices.

8. Financial Proposal

The financial proposal shall show all the direct costs related to the implementation of the assignment

while other operational costs such as communications, etc. can be implicitly included.

Price shall be in (ILS) per working day (8 working hours-5 days a week)

IRPAL projects are exempted from VAT, so the consultancy firm shall provide zero VAT stamped invoice

and source deduction certificate.

9. Submission Date and Address

Interested consultants are requested to submit their CVs and financial offers, each in sealed

envelope, by 29 June 2017 (04:00 pm at the latest) to IRPAL Gaza office –Gaza City Al-Dawli 2 building

Any Proposal received after the due date will be rejected.

10. Contract

IRPAL will be responsible for all contractual matters relating to this assignment.

11. Method of Payment

Financial payment shall be made once on the consultants’ pre-agreed bank account after receipt of all the

deliverables and related documents, including the end of mission report.
