There is a consistent threat of armed robbery and theft at all Lagos anchorages and across the port area. Ifspotted by crew and alarm raised, thieves and robbers will usually flee without altercation or threat tocrew. Terminals inside the port have poor security infrastructure, so vessels at berth are easy targets forthieves, robbers and stowaways. There are Nigerian Navy patrol vessels in the main STS and the NPA anchorage that will repond to VHFcalls for assistance. It is recommended that vessels maintain a vigilent watch, especially at night and dawnand dusk, when visibility is poor. Ships should also stow and lock away any tools, ropes and valuables ondeck.

23 September 2019. Minor Cargo Theft. Secure Anchorage Area, Lagos, Nigeria. Vessel raised the alarm aftercrew members were threatened by 2 persons. A Nigerian Navy patrol boat came to the vessel and it was observedthat vapor locks on front cargo tanks were open and a piece of razor wire had been removed.

Local passener and commercial vessels are frequently targeted in the rivers and creeks surroundingBonny and Port Harcourt. The vessels are easy targets for criminals as they are slow moving and rarelyhave any additional security. Passengers are targeted for cash and valuables, and often the passenger boatis hijacked so that the criminals can use it themselves, or to steal the outboard engine from it. Passengersare usually left stranded in the mangrove, however if there are any passengers of high value (such as localpoliticians or elders, then they may be held for ransom as well. There remains a high threat of piracy and armed robbery to all vessels sailing in Nigerian waters and in theNiger Delta, and all vessels operating in the area should be extremely vigilant. They should also observecommunication security and not provide any information to any unverified requests.

Last Incident

26 September 2019. Kidnap for Ransom. 5nm upriver from Bonny Terminal, Bonny River, Nigeria. Two localpassenger boats were attacked and hijacked by armed men in speedboats on Bonny river, taking the passengerboats, 24 passengers and all the goods onboard.

23 September 2019. Fired On. Mouth of Andoni River, Bonny Island, Nigeria. Fishing boats reported via VHF thatthey were attacked by a speed boat with armed men onboard. A security vessel went to the area and confirmed thatthe area was safe.

The threat of maritime crime in Togo and Benin waters is markedly lower than in Nigerian waters.However, Togo and Benin remain on the Lloyds Joint War Committee Listed Areas, and the threat doesremain. In 2018, small product tankers were targeted and hijacked at Cotonou anchorage, which precipitatedattacks on other small product tankers at anchorages across the West Africa region later in the year. Thehijack and subsequent rescue by the Togolese Navy of a small local tanker in Lomé demonstrated that thearea is still within the sights of pirates. Navy authorities have increased patrols in both ports, but bothnations are restricted by the lack of patrol craft and personnel.

Last Incident

14 August 2019. Waters between Ghana and Togo. A vessel was reported hijacked in the area between Togo andGhana. Vessel had AIS turned off and was last seen sailing west towards Ivory Coast. No further information hasbeen released.

There is a general risk of robbery and theft at all ports in West Africa. At the ports in the western part ofthe region, there is a much lower threat of Nigeria-based piracy, with no major attacks in the area since anattack in February 2016 in Ivory Coast waters. Conakry port in Guinea is considered to be the most "at risk" port due to a number of violent robberiesagainst merchant vessels in the anchorage. It is possible to arrange armed guards for vessels at ConakryAnchorage. Stowaways are also an issue, particularly at Dakar, Conakry, Abidjan and Ghanaian ports.

Last Incident

16 September 2019. Armed Robbery (successful). Conakry Anchorage, Guinea. 4 armed robbers boarded thetanker at Conakry Anchorage. The four intruders assaulted a crew member, tying his hands and forcing him to leadthem to the bridge. Once on the bridge they briefly took another crew member hostage and forced him to takethem to the crew’s cabins. and stole personal belongings and equipment. After an hour, the robbers left the vessel.

Despite Cameroon authorities providing the free service of embarked armed guards on vessels at Doualaanchorage, there remains a serious threat to merchant shipping in Cameroon waters. The threat of Nigerian pirates extends into Equatorial Guinea waters, although the local navy authoritieshave been effective in responding to piracy incidents with assistance from western naval vessels that arealso in the area.

Last Incident

13 September 2019. Kidnap for Ransom. 4nm SW of Idenao, Cameroon. Trawler was attacked by 8 pirates in onespeedboat. Crew was surprised by the pirates. 4 boarded the vessel and 1 went directly to ship's room where Greekchief engineer had stayed. However, he had disembarked the following day. The other 3 went to the bridge anddestroyed AIS transponder and stole 10 mobile phones, 1 laptop and 1 wifi modem and kidnapped 2 sailors (1Togolese, 1 Nigerian). The attack lasted less than 15 minutes. Pirates left and headed to Bakassi Peninsular.

The threat of piracy is low in the countries in the south of west Africa, due to the distance from the NigerDelta area. There is a threat of theft and armed robbery at ports and anchorages in the Republic of Congo and theDemocratic Republic of Congo. Angola and its ports are generally considered safe from piracy and armed robbery.

4 September 2019. Theft (successful). Pointe Noire Anchorage, Rep of Congo. Unauthorised men were seenonboard a vessel by the security team. Alarm was raised and search investigation carried out, with no other intruderfound. All reported safe. (This is a late report issued by MDAT-GoG).

West Africa Shipping News The Nigerian National Petroleum Corporation has signed a novation agreement with NigerianAgip Oil Company on Oil Mining lease 60,61,62 and 63. (Source Punch Nigeria). The Nigerian Navy has urged international oil companies operating in the Niger Delta region to ensure information and intelligence sharing as parts of efforts to combat oil theft and achieve asafe environment in the region. The Chief of the Naval Staff expressed concerns over theillegally- sourced petroleum products by some oil industry operators, adding that such violatedglobal best practices. The Chief of the Naval Staff urged international oil companies to ensuresustained information and intelligence sharing with security agencies towards a securedoperating environment in the Niger Delta. (Source Punch Nigeria). Canadian gold miner Banro Corporation declared force majeure on several of its operations inDemocratic Republic of Congo earlier this month, its chief executive said in a letter addressed toCongolese officials and seen by Reuters. Banro Corp suspended operations at Banro MiningCongo, Namoya Mining, Lugushwa Mining and Kamituga Mining, saying "serious securityproblems" persisted despite the release in recent weeks of employees taken hostage by rebels inJuly. (Source Mining Weekly). Terminal B, Rivers Port Complex, has been closed to vessels due to repairs needed at 5, 6, 7 and8. Terminal concessionaire BUA wrote to the Nigeiran Port Authority warning that repairs wouldbe undertaken, leading to the NPA suspending vessel operations at the terminal. Governor Seriake Dickson of Bayelsa State has accused multinational oil firms of sponsoringterrorism through the award of pipeline security and surveillance contracts to a candidate of amajor political party. The governor alleged that the oil firms were operating like mafians andhave maintained a firm grip on the oil-producing communities in the state to neutralise any formof resistance to their nefarious activities in the communities. He alleged that the contractorsprimarily engage dubious individuals who in turn inflict terror against the oil-bearingcommunities. The governor also accused the surveillance contractors of operating militia groupsworking under them to inflict terror on the society. “What has happened is that the oil companiesare giving surveillance contracts to these young boys most of who are outlaws. I have said it several times that they are working towards having a mafia-like hold in our communities."(Source Guardian Nigeria). The operators of OML18 are pursuing an alternative evacuation and storage system. The alternative route should increase the volume of oil sold while also improving well uptime,according to San Leon Energy. The plan includes a pipeline from OML 18 to a floating storage andoffloading (FSO) vessel, the ELI Akaso, in the open seas. Eroton is reported to have reached adeal with Energy Link Infrastructure (Malta), with the latter agreeing to finance and constructthe new export plan. The ELI Akaso is being equipped with a LACT unit, in Malaysia, and isexpected to set sail for Nigeria in November. The system should become functional in the secondquarter of 2020.
