CHAPTER II
I. THE PARTICULARS OF ORGANIZATION, FUNCTIONS AND DUTIES:
New & Renewable Energy Development Corporation of Andhra Pradesh Ltd.,
(NREDCAP) formerly known as Agro Pumpsets & Implements Ltd., (APIL) and
subsequently renamed as Non-conventional Energy Development Corporation of AP
Ltd., (NEDCAP) is a Nodal Agency of Government of Andhra Pradesh. The
Corporation was incorporated on 21.10.1969. Later, it was renamed as NEDCAP in the
year 1986 and as NREDCAP during June 2011.
OBJECTIVES:
1. To survey, develop and implement renewable energy programmes of State and
Central Governments.
2. Generation of electricity through renewable sources like wind and solar on
decentralized and centralized methods.
3. Conservation of energy in rural areas.
4. Ensure post-installation service and adoption viable technology.
5. To impart viable technology and machines in the area of non-conventional energy
sources.
6. To impart training and to promote research and development in the field of non-
conventional energy sources.
7. To ensure proper utilization of funds provided by the State and Central
Governments with efficient management system.
FUNCTIONS AND DUTIES OF THE ORGANIZATION:
NREDCAP is implementing all New & Renewable Energy Programmes sponsored
by both State and Central Governments and are as follows:

The programme /activity wise brief details are :
National Biogas & Manure Management Programme (NBMMP)
NREDCAP is a State Nodal Agency (SNA) with the financial support from Ministry of New and
Renewable Energy (MNRE), GOI, New Delhi implementing the following Schemes / Programmes under
Renewable Energy Sector for the benefit of rural public in the state of Andhra Pradesh.
The Programme / scheme wise concept, procedures,/implementation strategy and financial support
either from Ministry of New and Renewable Energy (MNRE), Government of India or Government of Andhra
Pradesh are given below along with achievement so far made and targets for the year 2016-17.
The Ministry of New and Renewable Energy (MNRE), Govt. of India, New Delhi is providing
financial assistance since 1982.83 to the family type Biogas plants under National Biogas & Manure
Management Programme (NBMMP). NREDCAP is the Nodal agency for Andhra Pradesh State has started
implementing the construction of family size Biogas plants to farmers who have cattle since 1982.
NREDCAP has installed / constructed around 2.74746 lakh Biogas plants up to 2015.16 in the State as
against the estimated potential of 6.30 lakhs Biogas plants. During the year 2016.17, MNRE has allotted a
target of 10,200 Biogas Plants and the achievement made 3537 Biogas plants up to 31.10.2016. The District
wise achievements may be seen in the enclosed Annexure-I from 2010-11 to 2015-16.
Objectives
1) To provide clean and non-polluting energy to meet the cooking needs of the rural people and to reduce the
usage of LPG and other conventional fuels.
2) To provide bio- fertilizer / organic manure to reduce the usage of chemical fertilizers.
3) To eliminate smoke from kitchen and to prevent eye, lung diseases to rural women and children.
4) To mitigate drudgery of rural women, reduce pressure on forest and accentuate social benefits.
5) To improve sanitation in villages.

6) To mitigate climate change by preventing black carbon and methane emissions (Biogas contains 55-65%
methane).
Implementation Strategy
1. The Ministry of New & Renewable Energy (MNRE), Govt of India has been allotting the year wise
targets to the State Nodal Agency.
2. Basing on the potentiality the allotted targets will be redistributed to all the Districts.
3. NREDCAP is implementing the programme in all the Districts through its branch offices by utilizing the
services of Biogas Development Agencies/Self Employed Workers (BDA/ SEWs) by adopting the
“Cluster Village approach concept”.
4. NREDCAP is giving training to the rural masons in construction of the Biogas Plants and utilizing
their services in implementation of this National Programme.
5. The field staff of NREDCAP are involved from identification of beneficiaries to construction and
commissioning of the plants. After commissioning, the eligible subsidy amounts will be released.

Biogas Based Power (off-grid) Programme.
Biogas technology provides alternative source of energy mainly from organic wastes. It is produced when
bacteria degrade organic matter in the absence of air. Biogas contains around 55-65% of methane, 30-40% of
carbon dioxide and small quantities of hydrogen, Nitrogen, Carbon monoxide, Oxygen and Hydrogensulphide.
The calorific value of biogas is appreciably high around 4700 kcal or 20 MJ; at around 55% methane content.

The Biogas can effectively be utilized for generation of power through a biogas based power-generation system
after dewatering and cleaning of the gas. In addition, the slurry produced in the process provides organic
manure for farming with high NPK values.
The Biogas power plant consist of Biogas plant, gas cleaning system, 100% Biogas Engine with alternator,
Control panel etc. The biogas produced from the biogas plant having Hydrogen sulphide gas which is very
harmful to the Engine, which has to be removed through the gas cleaning system.
The Biogas of 1 cum will generate 1.5 KWh from every 1 KW rated capacity of Biogas Engine. Bio manure
management is an integral part of a biogas based power generation system for arriving at an economically
feasible operation level. NREDCAP has commissioned Eleven Biogas based power generation projects
consisting of 283KW capacity with 2,140 cum Biogas under MNRE Programme in A.P so far and for further
details may be seen in the enclosed Annexure-III and there is a good demand for these projects.
Improved Chulhas Programme.
The Improved Chulhas Programme is being implemented by “NREDCAP” since 1983-84 with the financial
Assistance from Ministry of New and Renewable Energy (MNRE), Govt. of India till 2002-03.
The Government of India has transferred this Scheme / programme to the State Government from the year
2003-04 under State Plan Scheme. The rural women are getting several benefits with these Improved Chulhas
Programme.
Objectives:
1) To eliminate smoke from the kitchen and improves health condition of Women and
Children in rural areas.
2) To upgrade rural environment and check on the deforestation
3) To generate rural employment for rural women & potter communities.
Benefits:
1. Respiratory and eye diseases are caused due to continuous exposure to smoke in the
kitchen. The improved cook stoves generate small amount of smoke in the kitchen
making the environment in the kitchen clean.

2. An improved wood burning cook stove is around three times more efficient than a
traditional wood burning stove. The thermal efficiency of traditional cook stove is 9%
and that of an improved cook stove is about 26%.
3. Create employment for Rural Women and self employed workers and potters in making
TNAU model cook stoves.
Technical/ Fuel Savings:
The improved wood burning stoves are mainly classified as fixed and portable. The fixed chulha constructed
in situ in the kitchen. The metal portable chulhas are fabricated in a work shop or by a rural artizon
(Kummari).
The earthen portable chulhas are made by local skilled potters who have been imparted Training on Tamilnadu
Agricultural university (TNAU) model Earthen Portable Chulha. A portable chulha reduces the smoke by
improving combustion through a grate and closed chamber. Each improved chulha of Earthen made TNAU
Model can save 132 kgs of fire wood per annum in addition to the indirect benefits like reduce indoor pollution
and deforestation.
NREDCAP has installed / Distributed around 21.3826 lakh Chulhas up to 2015.16 in the State as against the
estimated potential of 50.00 lakhs Chulhas. During the year 2016.17, it was proposed to take up 1.00 Lakh
Chulhas under State Plan budget. The District wise achievements may be seen in the enclosed Annexure-II
from 2010-11 to 2015-16.
WIND POWER PROJECTS:
POTENTIAL:
Andhra Pradesh is one of the Wind Power potential states in the country. As per the assessment made by Centre
for Wind Energy Technology (C-WET), the Wind Power potential in the A.P. is estimated at 22525 MW at 100
Metre above ground level, which is third highest in the country after Gujarat, Maharastra states. 31 potential
sites have been notified which are having wind power potential of 200 watts / sq.mtr at 50 M level for
development of wind power projects. Further, 15 wind monitoring stations at 80 M level and 5 nos. of wind
monitoring stations at 100M level have been established in the state to collect the wind data. The wind power
potential identified in the State is mostly in the Southern Region consisting of Anantapur, Kadapa, Kurnool,
Chittoor and Nellore districts. Detailed Wind Resource Assessment studies are in progress in various districts
in private sector also as per the MNRE guidelines.

PRESENT STATUS:
The cumulative installed capacity as on 31.08.2016 is 1738.62 MW, leaving opportunities for further
development in the wind power sector in view of the available huge unexploited potential in the State. The
private investors are now coming forward to develop large scale wind power projects in the State in IPP mode.
So far, 9124.36 MW capacity projects have been allotted and proposals for another 2593.40 MW capacity
projects are considered for sanction. The State Government announced AP Wind Power Policy-2015 vide
G.O.Ms.No.9, dated 13.02.2015 of Energy, Infrastructure & Investment (PR-II) Dept.. for development of wind
power in Andhra Pradesh.
TARIFF:
The AP Electricity Regulatory Commission (APERC) in its order dated 01.08.2015 has determined the
preferential tariff of Rs.4.83 KWH without AD benefit Rs.4.25 with AD benefit for a period of 25 years from
the date of commissioning of the projects. The tariff shall be applicable for all the new wind power projects
entering PPA on or after the date of notification of the Regulation i.e 31.07.2015.
SOLAR ENERGY:
Solar Pump Set Programme:
Ministry of India New and Renewable Energy (MNRE), Govt of India, New Delhi has allotted
6725 no of Solar PV Pumpsets for implementation of Solar Agricultural Pumpsets Programme in the
state of Andhra Pradesh.
So far 2,500 nos of Solar P V Pump Sets are installed through DISCOMs.
The present cost of 3 HP & 5 HP Solar PV Pumpsets are as detailed below.

NREDCAP as a State Nodal Agency release MNRE subsidy (CFA) of Rs. 1,62,000/- for 5 HP
and Rs.97,200/- for 3 HP. So far, subsidy was released for 1,750 Solar PV Pump Sets.

5. BIOMASS PRODUCTION,CONVERSION AND UTILIZATION TECHNOLOGY :
1. Biomass Power Projects:
42 Biomass Power Projects of various capacities have been installed/ commissioned upto
31.07.2013 in Andhra Pradesh State. The total installed capacity is 238.00 MW
2. Bagasse based Cogeneration power projects:
24 Bagasse based Cogeneration power projects of various capacities have been installed /
commissioned upto 31.07.2013 in Andhra Pradesh State. The total installed capacity is 324.95
MW
3. Biomass cogeneration (non-bagasse) Power Projects:
16 Biomass Cogeneration (Non-bagasse) Power Projects have been installed / commissioned
up to 31.07.2013 in Andhra Pradesh State. The total installed capacity is 49.45 MW
MINI HYDEL PROJECTS:
Status of Small Hydel Power Projects in Andhra Pradesh:
The activity was transferred from erstwhile APSEB to NREDCAP vide G.O Ms. No.37 dated
01-02-1999 of Energy (Power – I) Department, Government of Andhra Pradesh.
The assessed hydro power potential is 600 MW (approx.). The status report on SHP projects is shown
below.

The Government of Andhra Pradesh has announced policies on establishment of Mini Hydel
Power Projects vide GO Ms.no.165 dated 11-07-2007 of I & CAD (performs) Department. As per
GO, future registrations /allotment of sites to the private developers shall be under bidding process
only.
POWER GENERATION THROUGH NON-CONVENTIONAL ENERGY SOURCES /
INDUSTRIAL & MUNICIPAL WASTE BASED POWER PROJECTS:
Objectives:
i) To assess and upgrade various conversion technologies.
ii) To create conducive conditions and environment, with fiscal and financial regime to
develop, demonstrate and disseminate utilisation of wastes for recovery of energy.
iii) To harness the available potential of MSW/Industrial Waste-to energy by the year
2017.
NREDCAP is authorized by the A.P. State Government vide . G.O. Ms. No. 253, E & F
(RES) Department, dated 15-11-94 to sanction the Municipal Solid Waste/Industrial
Waste based Power projects of capacity up to 20 MW. Andhra Pradesh is having various
Industries which generate effluents.
These effluents are to be treated to have value added product. The waste generated from
Industries like starch, palm oil, distilleries, dairy, poultry, furfural etc., can be treated to
generate Electricity.
The details in respect of Industrial Waste / Municipal Solid waste based power projects
and Biomethanation Power Plants are furnished here under:
1. Industrial Waste Power Projects:
14 Industrial Power Projects of various capacities have been installed/ commissioned upto
31.07.2013 in Andhra Pradesh State. The total installed capacity is 38.51 MW
2. Municipal solid Waste Power Projects:
04 Municipal solid Waste Power projects of various capacities have been installed /
commissioned upto 31.07.2013 in Andhra Pradesh State. The total installed capacity is 24.75
MW

3. Biomethanation Power Plants:
02 Biomethanation Power Plants have been installed / commissioned up to 31.07.2013 in
Andhra Pradesh State. The total installed capacity is 26040 Cum Per day Biomethanation
Power Plants.
II. The powers and duties of the officers and employees:
The Chairman, Board of Directors are appointed by the Government of Andhra Pradesh.
The Chairman and Board of Directors are the Policy Making Body of the Corporation.
Vice-Chairman and Managing Director is being appointed by the Government of Andhra
Pradesh and he is the Executive Head of the Corporation. VC & MD issues directions
and closely monitors the activities of the corporation to achieve the objects for which the
Corporation is incorporated. He convenes the Board Meetings as per the applicable
provisions of Companies Act from time to time also appraises the Board on the issues to
take decisions as required.
The Vice-Chairman and Managing Director have Administrative, Statutory and Financial
Powers.
The Vice-Chairman and Managing Director is assisted by the Function Heads. The
following functions are headed by the Officers at Head Office as shown below:

This post is having the status of top management level. He is the functional Head of
Corporation.
General Manager (EC)/
This post is having the status of top management level. He is the Functional Head of
Energy Conservations and Solar Grid Sections.
Dy. General Manager (T)/OSD
This post is having the status of top management level. He is the Functional Head of
Wind Energy and Solar Projects/Grid Sections.

This post is having the status of top management level. He is the Functional Head of

Administration and Legal Wing.

This post is having the status of management level and each activity is headed by a
Project Director/Executive Engineer at Head Office.

This post is having the status of management level and each district is headed by a
Project Director/Executive Engineer/District Manager.
All the above officers are supported by Middle, Junior, Supervisory and Supporting Staff.

III. The procedure followed in the decision making process, including channels of
supervision and accountability.
All important decisions are taken by Government / Board / Vice- Chairman and
Managing Director. The proposals will be initiated by Middle, Junior, Supervisory and
Supporting Staff and will be processed through the concerned functional head, who gives
its recommendations and finally decision will be taken by the Vice-Chairman and
Managing Director or by Board after going through the agenda / or by Government as the
case may be. The Vice-Chairman and Managing Director has delegated some of the
administrative powers to the General Manager & other Functional Heads viz. Dy.
General Managers, Project Directors, Executive Engineers & District Managers of the
Corporation.
IV. The norms set by it for the discharge of its function
Since the programmes are being sponsored by Ministry of New & Renewable Energy and
Bureau of Energy Efficiency, Government of India, such as National Biogas and Manure
Management Programme, Solar Energy, Mini Hydel Scheme and Energy Conservation,
certain incentives are being extended. The norms set by MNRE, Government of India is

being f o l l o w e d i n t h e i r r e s p e c t i v e f u n c t i o n . Similarly, the instructions of
State Government for the programmes of Improved Chulhas and as well as
Energy Conservation are being followed.
V. The rules, regulations, instructions, manuals and records, held by the
corporation under its control or used by its employees for discharging its function.
The rules as approved by the Government and as per statute are followed. Further,
Service Rules as approved by the Government are being extended to the corporation
employees for discharging of functions.

The Government of AP at its discretion appoints Chairman and Directors from public
representatives on the board of the corporation. Therefore, they are also part and parcel
for policy making and further implementation.

two or more persons constituted as its part or for the purpose of its advice, and as to
whether meeting of those boards, councils, committees and other bodies are open to
the public or the minutes of such meetings are accessable to public.
The Government has constituted a Board with Directors as per the provisions and it is
regular practice by the Government.
