Overview

This preparation guide has been produced to help you prepare your data for the School Census Summer 2017 Return in R M Integris.. The information in this guide applies to all LA maintained Nursery, Primary, Middle deemed Primary and Special schools. It also applies to Academies that cover any of these school phases.

Running a Census Check

Go to Modules | Census | School Census

Options in the Action Bar:

Clear/Reload - to be used if the school has been requested to resubmit their Census. Click Clear/Reload prior to re-running the Census Return. Clear failed returns for this census first.

Change Settings - locked - Settings are updated by RM.

Health Check - | Click on this to run a Health Check it is advised to use this tab to

check your data as often as you wish between census periods, as this is not census specific.

Errors are shown in Orange boxes Queries are shown in Yellow boxes

Here you see a list of errors and queries that have been identified by running the Census. The identified issues will need to be rectified before the Census Return is completed. You can choose the following options to view the errors and queries by using the ‘Show’ drop-down menu:

School Information – Maintaining School details

Ensure the following information is correctly set up on the system:

All the contact details and defining characteristics of your school need to be entered and

maintained on the Integris system, as these are used to supply other module areas and functions

with key information, e.g. the School Census module.

To check or update the following school details areas:

From the Modules menu choose General |School Details, to display the School Details screen. -

If you need to update the school details, click Edit Details (top-right option), make the required

changes,and click OK.

1. Basic Details Tab - This shows the school's name, address and contact details, the head teacher's

name, the number of students on roll, Local Authority and DfE information, intake details, etc.

In addition there are two fields which are required for completing the school census:

a) School Phase - Select the matching type for your school (e.g. Primary) from the drop-down list.

b) Census School Type - Select the category that corresponds to your School Phase (e.g. '18 =

infant and junior school, 5-11') from the drop-down list.

3. Activities - This shows any activities that have been created for the entire school, e.g. assemblies,

school fairs, etc. ( To add further activities select + / to edit select )

4. UDI - This lists the User Defined Information fields set up for the school.

If School Phase is set to Special, a Special Schools tab is also displayed. This shows the types of

special provision delivered by the school; the type of organisation; and the number, age and gender

limits for which the school is approved (upper and lower age limits, maximum number of boarders, etc.).

Note If your school is merging with another school or converting to Academy status, please contact

RM Education to request a new schema. You should not edit your DfE code on this screen, as you will

need a new Integris schema if your DfE code changes.

UPN Blank check

To check the UPNs before running your census, you can use the following report:

Go to Reports | Administration | Roll reports | UPN Report

Using the radio buttons, select the Option you want in the output

Select students by: Year Group

Click on to select all

Click on Generate Report

To convert temporary UPNs

1. Go to Modules | Administration | Utilities.

2. Choose Convert Temporary to Permanent UPNs. The 'Convert Temporary UPNs to Permanent

UPNs' screen is displayed, listing all students with temporary Unique Pupil Numbers (UPNs).

3. Select the students whose UPN you want to convert to a permanent one.

4. Click Convert UPNs. Each of the selected students will have their temporary UPN converted to a permanent UPN.

Note

The system is designed to preserve the historical integrity of student UPNs, which is crucial when submitting

student information to external bodies. When a temporary UPN is converted to a permanent one, the original

is copied to the student's 'Previous UPN' field.

Pupil Information Check using Speed Edit

Many data items required for the School Census can be checked/edited/completed using

Speed Edit..

In the examples below, we will use Speed Edit to check the following areas in the student records:

Ethnicity

First Language (previously Mother tongue)

Country of Birth

Pupil Nationality

Ethnicity - Please note this item now applies to all schools (including nurseries) and all pupils

To check your students have an appropriate Ethnicity attached to their record:

Go to Modules | Administration | Speed Edit

In the Area drop down box select Ethnicity

Go to Find then Find | Select | Yes to get a whole school list

Click on the column header Value so that you can easily see those students whose Ethnicity field is ‘Not Specified’ or Blank

To edit any missing data:

Highlight the individual student

Select the correct Ethnicity from the New Value box in the bottom left hand corner

Click Apply Changes | Save and Yes

Repeat this process for any students who have ‘Not Specified’ recorded or Blank in the Value box.

Language (previously Mother Tongue) To check your students have an appropriate Language attached to their record:

Go to Modules | Administration | Speed Edit

In the ‘Area’ drop down box select ‘Language (previously Mother tongue)

Click on the column header Value so that you can easily see those students whose Language field is ‘Not Specified’ or is Blank

To edit any missing data:

Highlight the individual student(s)

Select the correct Language from the New Value box in the bottom left hand corner

Country of Birth (All Schools) Country of Birth is collected for all pupils and records the Country in which the pupil was born.

Country of Birth is recorded on the Additional tab of Student details or can be Speed Edited:

Go to Modules | Administration | Speed Edit

In the ‘Area’ drop down box select ‘Country of Birth’

Click Find | Find | Select | Yes

Click on the column header Value so that you can easily see those students whose

Country of Birth field is ‘Not Specified’.

To edit any missing data:

Highlight the individual student(s)

Select the correct Country of Birth from the New Value box in the bottom left hand corner

Click Apply Changes | Save and Yes

Repeat for other students if required

Click Cancel to return to home screen

Pupil Nationality (All Schools) Pupil Nationality is collected for all pupils.

Nationality can also be Speed Edited:

Go to Modules | Administration | Speed Edit

In the ‘Area’ drop down box select ‘Nationality’

Click Find | Find | Select | Yes

Click on the column header Value so that you can easily see those students whose

Nationality field is ‘Not Specified’.

Pupil Nationality can also be recorded in: General | Student Details | Additional tab ‘| Nationality Note: ‘Nationality (no longer in use)’ is greyed out and cannot be selected.

Click on the drop down list

Select the Nationality required

For Dual Nationality more than one nationality may be recorded.

If you select additional Countries they will add to, and not replace, any other in the list:

Click on the X to remove any Nationality selected in error.

Note: If student is of Dual Nationality, the countries will appear side by side:

To edit any missing data:

Highlight the individual student(s)

Select the correct Nationality from the New Value box in the bottom left hand corner

To select multiple Nationalities for Dual Nationality you must select each country in turn from the New Value box before applying changes. If selected individually and applied it simply overwrites the previous selection.

Click Apply Changes | Save | Yes

Repeat for other students if required

Click Cancel to return to home screen

SEN ‘Top-up’ Funding

Top-up funding is supplied to schools, in most cases by the Local Authority, to meet the

additional costs of support for high needs pupils – usually pupils with a Statement or Education

Health Care Plan (EHCP).

It is expected that most pupils for whom top-up funding is paid will also have a statement of Special Educational Needs (S) or an Education, Health and Care plan (E) EHCP.

Checking your High Needs Top up funding

Go to Modules | Administration | Speed Edit

In the Area drop down select High Needs Top Up Funding

Click on | Find | in the Action Bar

Select Additional Info tab

Select E in SEN Stage drop down

Click Find | This returns a list of SEN stage E Children

Click Advanced Find in the Action Bar (Top R H Corner)

Click +

Click the Additional Info tab

Select S in the SEN Stage drop down

Click Find | Adds SEN stage S pupils to list of stage E Children

Click Find | This Accumulates the total record of pupils with SEN Stages E and S children

Click on Select and Yes brings the pupil list into Speed Edit

Highlight all the students by clicking on | Select All | on the Action Bar or highlight some by holding the Ctrl key down and clicking (This works on the basis that all these students receive Top Up Funding)

Put a tick in the New Value box in the bottom left hand corner to change the students to Yes

Click Apply Changes | Save | Yes

Click Cancel

Post Looked After Arrangements

The Post Looked After Arrangements routine provides schools with the ability to record whether pupils who are on-roll on census day were looked after immediately before adoption or prior to being the subject of a residence or special guardianship order. However, it is up to those who have parental responsibility to decide if they wish schools to know whether such children have been adopted, are under a special guardianship, residence order or child arrangement order. To add this to a pupil’s record:

• Go to Modules | General | Student Details

• Use Find or Quick Search to locate the individual student

• Click on the Additional Tab | Select Edit

• Post Looked After Arrangements - Select an option that is relevant to the student from the drop down

• Save

Free School Meals Eligibility

Ensure that your data has up to date FSM information as this affects the Pupil Premium funding your school receives – 20/01/2017 – 18/05/2017 You can create a quick report of students that are currently registered in RM as entitled to FSM:

Go to | Reports | Administration | Student Reports

Click on | Free School Meals Report

Select Dates required

At Select Students by: dropdown - select Student Find

Click on +

Click on Find | click on Select | Yes

Click on Generate Report

To update any FSM Children:

Go to Modules | Administration | Speed Edit:

Select from the Area drop down - FSM Entitlement Start

Click on | Find | in the Action Bar

Click Find | Select | Yes

Click on Value Tab to sort

Highlight any additional student(s); put the start date in the New Value Box, bottom left

Apply changes | Save |Yes

Cancel to leave the speed edit area

Funded Hours

Funded Hours are the total hours a pupil attends in nursery education at the school funded via the free entitlement to early education All two, three and four year old pupils funded through the funded hours entitlement are eligible for a maximum of 15 funded hours a week.

Checking/Editing Funded Hours

Go to Modules | Administration | Speed Edit

From the Area drop down select Funded Hours

Click on Find

When in the Find screen enter the DoB range (one taken from table above) into the Date of Birth Between fields (right-hand side of general searches screen)

Click Find | Select | Yes to bring the students into the Speed Edit window

Check/Edit the Funded Hours of the students

To Edit:

Highlight the student(s)

Enter the number of funded hours in the Value box in the bottom left hand corner

Click Apply Changes | Click Save | Yes

Repeat for each of the Date of Birth ranges

Hours at Setting

This area can be skipped if your school does not have any Nursery pupils. (Pupils aged 4 in

Reception no longer need Hours at Setting or Funded Hours recording)

Hours at Setting are the total hours a pupil attends in nursery education at the school irrespective of who pays.

Go to Modules | Administration | Speed Edit

From the Area drop down Select Hours at Setting

Click on Find in the Action Bar

When in the Find screen enter the DoB range required

Click Find

Click Select and Yes to bring the students into the Speed Edit window

Check/Edit the Hours at setting of the students To edit:

Highlight the student(s)

Enter the number of hours at setting in the Value box in the bottom left hand corner

Apply Changes

Save | Yes to complete the changes

Click Cancel to leave Speed Edit

Part Time Pupils

Ensure part time information is correct and up to date for new entrants and pupils who have moved to full time.

Marking Nursery Students as Part time

All students that are part time should be marked as such. This is essential for census and means that the FTE field should be completed and the Designated Nursery Class ticked. It is also an opportunity to enter the part time attendance pattern, which is not essential for the census but aids attendance data entry. Entering details via the student record allows you to change both FTE and Designated Nursery Class and Attendance pattern. PLEASE NOTE THAT IF YOU USE THE SPEED EDIT OPTION IT WILL NOT UPDATE THE ‘DESIGNATED NURSERY CLASS’ FIELD.

In Modules | General | Student Details

Go to the Enrolment tab

In Edit mode ensure

that the FTE is 0.50 (essential for census and should not be greater than 0.50 as this relates to what is funded)

That the Designated Nursery Class is ticked (essential for census)

You can use the Speed edit function if you have large cohorts that need updating or you want to use this as a method of checking your data:

• Go to Modules | Administration | Speed Edit

• From the Area drop down list select FTE and Part time status

• From the action bar, Find | NC Year = N1

• Find or Enter. The N1 students are listed. Because there are 2 year groups in Nursery;

• Click on Advanced Find on the action bar

• Again you see the previously selected N1 students. Click on the +

• NC Year = N2 and click on Find again | Now both year groups are listed.

• Click on Select and then answer Yes (to see them all in the speed edit screen)

• Highlight any students that have a value of 1.00 or 0.00 and

• Then in the New Value at the bottom of the screen enter 0.50

• Click on Apply Changes. An M (‘marked for change’) appears in the status column

• Click on Save and answer, Yes

• Enter a part time session pattern (you cannot save the changes unless you do so)

• Enter the date the students started in Nursery

• Click on OK to save. | Cancel out of the screen.

At this point each student record will look like this:

The act of speed editing only changes the FTE, there is no speed edit for the tick in Designated Nursery Class. This has to be done in each student record.

Remember: Reception students should be classed as FTE = 1.00 and the tick removed from the ‘Designated Nursery Class’.

Ensure that this information has been updated if they previously attended a Nursery setting at your school.

Special Educational Needs

Ensure all Special Educational Needs are up to date. Follow the guidance below if you wish to check all current SEN student information is correct. ‘SEN statement’ (S) is to be replaced gradually with an ‘Education, Health and Care Plan’ (E), following a review by the school SEN Co-ordinator over a 3 year period completed by August 2017.

SEN Provision Information (i.e. Current SEN Stage) NB. A and P categories are no longer applicable although can be retained in the history of the student record. Acceptable codes are:

K – SEN Support

N – No Special Provision (either no longer have or never had SEN Provision)

S – Statement

E - Education, Health and Care (EHC) plan

Check the SEN Stage is correct To obtain a list of all SEN students in school who are registered with an SEN stage in RM Integris:

Go to Modules | Administration | Speed Edit

From the Area dropdown select SEN Stage

Click on Find. | Leave all criteria and click Find again

Click on Select and Yes to bring all students through

You can click on the Value header to group the students according to SEN Stage

If you need to edit the students’ SEN provision: Highlight the student (s)

Select the SEN stage from the drop down ‘New Value’ in the bottom left hand corner

Click Apply Changes | Save | Yes

NB - This will change the students’ SEN Stage. However, Speed Edit updates the new provision start date to today by default, so you may need to manually amend this in Students details | SEN tab. Check the list of students against a list provided by the SEN Co-Ordinator,

Click cancel to exit speed edit

Check the SEN Primary Need is correct Please note that all students with a Current SEN Stage of K, E and S must have a Primary Need recorded.

Go to Modules | Administration | Speed Edit

From the Area dropdown select SEN Primary Need

Click on Find. Leave all criteria and Click Find again

Click on Select and Yes to bring all students through

You can click on the Value header (twice) to group the students according to SEN Primary

Need

If you need to edit the students’ SEN Primary Need Highlight the student (s)

Select the SEN Primary Need from the drop down ‘New Value’ in the bottom left hand corner

Click Apply Changes | Save | Yes

Exclusions

Ensure all exclusions have been entered for the period between 01/09/2016 to 31/12/2016.

Reports | Behaviour | Lists | Exclusion Summary

Enter the date range as above

Select Students by Year Group

Hold the Ctrl key and select years Reception to year 6

Tick to Include students no longer on Roll

Select ‘Filters’ tab on the green bar

Un-tick Neutral and Positive boxes under the behaviour section

Generate Report

If you find any student(s) missing from this report you should add a Behaviour Incident in their student record via Modules | Behaviour | Management. Select Quick Search to Find the

required child - Click Add to begin creating a new Behaviour Incident for that student. At Add Behaviour Record - Select - Negative Behaviour -OK Under the Main Details Tab:

Select a Behaviour

Select a Sub-type

Enter a Date and Time

Enter the Time of Day of the Occurrence

Reported by / Location and Status

Enter Details on this incident

Attendance Data

Attendance data is collected for all pupils who were on roll between 01/01/2017 – 16/04/2017

To check attendance data has been entered and is up to date:

Go to Reports | Attendance | Attendance Records | Unmarked Registers

Enter the required date range in the options section (the start date must be the day the school year started even if it was an INSET day)

Tick the List Students box

Select students by ‘Year Group’ using the dropdown

Holding the CTRL key highlight years Rec to year 6 as appropriate (excluding Nursery)

Generate Report - This will give you a list of any students with unresolved codes on saved registers.

To Edit /Update any Unmarked Attendance: Modules | Attendance | Week View

At Filters – Select Class

Select Week Starting

Select Attendance Code required to Edit missing data

Save

Useful Attendance Reports:

The following statistics will be collected in the School Census return:

Possible sessions - The number of possible sessions during the term, based on there being two sessions

for each school day (morning and afternoon). This can be checked in Reports > Attendance > Analysis

Reports > Attendance Return. – Select required dates / Rec – Y6 – Generate Report

Number of sessions missed - The number of sessions missed for each specified reason for absence. Any

missed sessions can be checked in Reports > Attendance > Attendance Records > Unmarked Registers.

On Census Day

Completing the Census Return

Once you have resolved any errors and/or queries and completed the Data Preparation section, you can create your actual Census Return.

Go to Modules | Census | School Census.

Click on Census Return in the action bar at the top.

You will see a Progress Information box - this means the system is collating your Census Data. Once the checking process has been completed the 'School Census – Return Not Approved’ window opens. This window contains two tabs: ‘School Summary’ - This contains a summary of the school census return information.

'Errors and Queries' - This contains a list of any outstanding errors or queries that the system has detected with

the census-related data.

Click on Errors and Queries Tab

If there are still any Errors - Please ensure these are all corrected

Universal Free School Meals

To enter ‘UIFSM School Meals taken on Census Day’ go through Speed Edit:

Modules | Administration | Speed Edit

From the Area drop down select School Lunch Taken on Census Day

Click on Find | Select required Year Groups

Click Find | Select | Yes to bring the students into the Speed Edit window

Highlight children who have taken a meal and tick New Value:

Click Apply Changes | Save | Yes

This area can also be edited in each Student Record under the Entitlement Tab|

Printing the Summary Report

Click on Print in the Action bar

Now Check the Summary Sheet. Remember if you have to make any changes in RM, you

must re-generate a new return and a new Summary Sheet.

Ensure you get the Summary Report checked and signed by Head Teacher

Now Click on the Errors and Queries tab and check there is nothing unexpected. All Errors and Queries will need to be rectified before the Census Return is completed. If the query is correct, you will be required to enter a Notepad Entry in COLLECT once you have uploaded your Census Remember - You can resolve any errors/queries by clicking on the solution / link if any appear. Remember to click on Save if you make any changes!

When you are ready create your return, then return to the School Summary tab

You will see the buttons, Approve, Save and Cancel in the bottom right of the screen.

Click on the Approve button.

The Census Return Approval window is generated:

Add a comment if required. It can be left blank.

Check the tick box once you have read the Approval Statement,

Then click on Continue

The 'School Census - Return Approved' window opens.

The export file name for this census is shown and should be in the format

830xxxx_SC1_830LL17_nnn.xml, where xxxx is your school DfE no and nnn is an incremental number.

Do not leave this screen.

Downloading the Census Return

Now you have approved your Census, staying in the same screen…

Click on the Download option in the Action bar (top right)

Select Census Return File

Select Save from the drop down and Save As:

Save file to e.g. Desktop

Extracting (unzipping) the XML file ready for upload

Navigate to your where the Census Return has been saved.

• Locate the .zip file & Right click

Select Extract All

Click on Extract

• This will savet the .XML file to your desktop – the file you need to upload to COLLECT

It is important that your return is uploaded directly to COLLECT on 18 May 2017

Is your Summary correct and Approved/Signed?

Is your census error free?

Have you downloaded the return?

Have you unzipped the file? (Save this to your desktop)

Sending your Census to COLLECT

The completed census return file will now need to be uploaded and submitted to COLLECT. This

is an area of the DFE secure access website and can be accessed from the link:

https://sa.education.gov.uk/

Uploading the return:

1. When you first access the site, you should see the screen below. Enter your Username

and Password for the secure access website, tick the box to agree with the terms of use,

and then click on ‘Sign in’.

2. At the top of the screen it will display your name along with the school name. You will then

be given the option to access different areas of the site as shown below.

3. Click on the ‘COLLECT’ option, which should take you to the screen below. Click on

‘Continue’ to move into the COLLECT area of the website.

4. You should now be presented with the following screen. The organisation will show the

school name.

5. Highlight the return you wish to view (SchoolCensus 2017-Summer) and click on ‘Select

Data Collection’. The options available will vary depending on the stage you are at in the

process. Initially you will click on ‘Upload the return from file’.

6. On the following screen, you need to click on the ‘Browse’ button and navigate to the

location where you have saved your census return file. This is likely to be in the ‘downloads’

folder unless you specified a different location. The file will be an XML file and will be in the

following format “815****_SC2_815LL17_***.xml”.

7. Select the file and click on ‘Open’. This will bring the file destination into the filename, you

will then need to click on ‘Upload’. If you have chosen the incorrect file or if there are any

issues with your data file they will appear in the box below the upload button.

8. Once the file is loaded and validated – that will be shown in the box ‘The status of your data

return’. At this point if you are an LA maintained school then you would click on the ‘Submit

Return’ button. Once submitted the LA will handle your return and be in touch with you if

there are any issues.

9. If you are an Academy you will need to check the errors and queries by clicking on ‘Open

return’.

10. When you open the return you will be presented with the following screen. From here, you

can access all the details on your return, the errors and notes – you can access the data

either by using the links in the grey menu bar or by clicking on the ‘view all’ links at the

bottom of the screen.

Congratulations your Census is now complete!

Review and correct Errors and Queries

All Errors need to be corrected using the link to the right of the table. All queries need to be checked but can be

left if they are not applicable.

DfE Known issues for School Summer Census 2017:

The below table shows a list of DfE known issues with the Census and provides information on what school

can/should do with them:

1870Q - Please check; Percentage of pupils

with sole registrations at the school is low

This is a known issue in the XLST supplied by the DfE. The XLST will be

updated in the 3.36 update starting on the 8th May 2017 and the issue will then

be resolved.

You can check this by going to Modules > General > Student Details, select Find, change

2170 A valid SEN type must be provided for pupils with a SEN provision = K, S or E

Check that a Primary SEN Need has been set.

The Primary SEN Need field can be edited in Speed Edit or the SEN tab of the

Students Record.

5140 Proficiency in English is missing

or invalid for child in reception and above with language not equal to ENG (English), ENB (believed to be English) or BSL (British sign language)

Proficiency in English must be entered for any student who does not have English or ENB

set as their Language.

The Language field can be edited in Speed Edit or the Additional tab of the student’s record.

5170 Child’s Funded hours must not be

provided for pupil aged 4 in reception

Funded Hours are not required for students in the reception year group. The Funded Hours

field should be set to blank rather than 0.
