Usually given in a percentage.EX→ The Literacy Rate in the U.S.A. was 99% in 2003

The economic level of success achieved by a country.

It is based on the availability of resources, such as: education, transportation, technology, healthcare, & other needs

Yes…. Usually.For the most part, countries that have a high literacy rate also have a high standard of living.
