Over the past couple of years, the union minister for railways has tried to change Indian Railways (IR) from a somewhat slow-moving, bureaucraticand under funded organisation to a more dynamic, enterprising and well funded one. This is no easy task. IR is a vast monolith, a state within a state. It has more than 1.3 million employees and its own hospitals, schools and police.It has more than a century of traditions (read rules and regulations), many of which are probably outdated. It is also very centralised in its decision-making process.In the past, it has not received the kind of budgetary support that has been provided to other infrastructure sectors. At the same time, it has beenasked to pursue social objectives and unviable projects.This is beginning to change, or at least so it appears. The union minister has been able to ensure greater levels of funding, decentralise some decisionmaking, and more clearly prioritise objectives and projects.To some extent, the results are beginning to show. IR spent almost Rs 938 billion on capital investment in 2015-16, versus Rs 587 billion in 2014-15, an increase of almost 60 per cent. In 2016-17, the target is Rs 1.2 trillion. It was able to commission 2,818 km of broad gauge lines in 2015-16, versus 1,983 km in 2014-15.There was also greater progress on the Dedicated Freight Corridor project. IR has signed agreements with GE and Alstom for setting up locomotivefactories. It has also awarded the first contract for the redevelopment of a railway station. It has developed projects with other stakeholders like CoalIndia Limited and state governments. It has been able to reduce some costs quite significantly, especially those related to energy.It has announced seven “missions” – to increase speed, eliminate accidents, increase capacity utilisation, introduce accounting reforms, carry heavierloads, streamline procurement and add railway sidings.That said, there are many issues and concerns. Over the years, its share of freight traffic has continued to drop. Even in absolute terms, freight trafficgrew by just 0.5 per cent in 2015-16 and reportedly declined in the first quarter of 2016-17. Its operating surplus, which is normally in the teens,will be just about 8 per cent in 2016-17, partly due to the implementation of the Seventh Pay Commission recommendations. IR also has a long way to go, in terms of customer service, despite the recent noteworthy initiatives. Its safety record is not spotless. Its projectimplementation is slow and not very efficient. Its current organisational structure does not meet today’s requirements and priorities. The mission of this conference is to highlight the recent initiatives of Indian Railways, examine the new opportunities and discuss the key issues andconcerns. The conference will also showcase noteworthy projects, technologies and the best practices.
