    Finality of Interpretation and Application

    The interpretation and application of these Rules by Rally Americaofficials shall be final andbinding. In order to promote the sport of automotivecompetition, to achieve prompt finality in

    competition results, and in consideration of the numerous benefits to them, all members,including competitors and officials,expressly agree that:

    A. They are familiar with the Rallycross Rules and agree to abide bythem;

    B. Determinations by Rally America officials are non-litigable;

    C. They will not initiate or maintain litigation of any kind against Rally America or anyoneacting on behalf of Rally America to reverse or modify such determinations, or to seek torecover damages or other relief allegedly incurred or required as a result of suchdetermination; and;

    D. If a participant, member, competitor or official initiates or maintains litigation in violation ofthis provision, that participant, member, competitor or official agrees to reimburse RallyAmerica for all costs of such litigation, including travel expenses andattorneys fees.

    ARTICLE 1: RALLYCROSS RULES

    1.1. PURPOSE

    A. Rallycross. The purpose of the Rally America Rallycross Championshipis to provide a series of the best rallycrosses in the U.S. operatedconsistently with the goal of identifying the best driver and cars in variousclasses.

    B. Safety, as well as compliance with Federal and State regulations, will beof key importance in competing in, and staging of rallycross events.

    1.2. ADMINISTRATION

    A. Administrative Roles

    The following administrative roles support rallycross operations:

    Managing Director: Responsible for overall management of RallyAmerica. Final approval of all rule changes and annual schedules. The

    source of all approval by Rally America in this rulebook.Competition Director: Responsible for management of technical andcompetition issues for Rally America. Propose and/or evaluate possiblerule changes as needed. Issue binding interpretations of vehicle, safetyand technical rules in Articles 3, 5, 6 and 10 of these Rules.

    Rules Committee: Responsible for the rules that Rally America eventsoperate under. Accept suggested rule changes from competitors andpresents them to Rally America for review.

    Medical Advisor: Rally America's liaison with other motorsportssanctioning bodies as well as appropriate experts on medical and safety

    issues. The Medical Advisor uses this knowledge to help shape therules, Safety Steward's training, and expectations for event safety plans.

    B. Event Officials

    1. Each rallycross will be overseen by the following officials assignedby Rally America. Each of these officials is a judge of fact:

    a. The Race Director is responsible for the fair and sportingconduct of the event, entrants and competition vehicles.

    b. The Chief of Timing and Scoring is responsible for the accuratetiming, recording, and publishing of results.

    c. The Start Line Marshal and his assistants.d. The Start Line Judge.

    e. The Chief Scrutineer.

    f. Other officials as listed in the supplementary regulations.

    1.3. RALLYCROSS CHAMPIONSHIPS

    The Rallycross Championship shall consist of a series of events asdetermined by Rally America.

    1.4. ACCEPTANCE OF RALLYCROSS RULES

    Each participant in a national or regional event shall be familiar with andbound by these Rules. Participation shall constitute evidence of thatcontestants acceptance of this provision.

    1.6. DEFINITIONS

    ASN

    National Sporting Authority. A national governing body of automobilecompetitions recognized by the FIA. ACCUS is the ASN for the UnitedStates.

    Diesel (fuel)

    Hydrocarbon oil used as fuel (in compression ignition engines),intermediate in boiling range and viscosity between kerosene andlubricating oil.

    Door Bars

    Structural member(s) connecting to the Main Hoop and Front Hoop in astraight or 'X' pattern to prevent intrusion from side impact. Thisstructure is vertically above the sill bar.

    Event

    A Rally America-sanctioned performance rally or rallycross.

    FIA

    Federation Internationale de l'Automobile. The International Federationof National Automobile Clubs. The recognized authority for internationalmotorsports. See www.fia.com.

    Front Hoop

    Similar to the Main Hoop, but its shape follows the windscreen pillars andtop screen edge.

    Main Hoop

    A structure consisting of a nearly vertical frame or hoop, located acrossthe vehicle just behind the front seats.

    Manual Sequential Shift

    A mechanical means of changing gears in a linear motion without an 'H'pattern gate. This type of shifting is common on motorcycles.

    Model

    A basic manufacturer's designation, e.g., Subaru Impreza WRX or FordFocus SVT. A model is a specific vehicle including the model year, not a

    general category.

    O.E.

    Original Equipment. A component is considered original equipment if itis a direct replacement, meets the same specifications, requires nomodifications to be installed, and is indicated as such by itsmanufacturer. An example would be an aftermarket air filter that fits inthe stock location without modification and is listed by its manufactureras a direct replacement part.

    Parc Expos

    A location where competitors are required to display their cars for publicviewing. Competitors and service crews are allowed to work on theirvehicles.

    Parc Ferm

    A secured location where competitors may be required to leave theirrallycross vehicles. Access is granted to rallycross officials only;however, competitors will be allowed to enter ten minutes before their

    start time. During this time competitors are not allowed to check, tune, orrepair vehicles. This includes changing tires and refueling.

    Rear Down Bars

    Structural members connecting from the top corners of the Main Hoop ina downward angle to reinforcement plates in the rear of the vehicle.

    Reinforcement Plate

    A metal plate fixed to the body shell or chassis structure to spread loadsinto the structure of the vehicle.

    Scrutineering

    Technical inspection of competition vehicle, typically held immediatelypreceding the start of the rallycross. Refer to Article 6.3.

    Sill Bar

    Structural member connecting the Main Hoop and Front Hoop at floor

    level. This structure is intended to prevent side intrusion from shortobjects, such as tree stumps.

    Support Vehicle

    Any vehicle used by any member of a competition team during anyscheduled portion of the event, is a support vehicle. Vehicles usedsimply to travel to the event, but not used during the event, are notsupport vehicles.

    Unassisted

    Without help from any source.

    Water Spray

    With the exception of the windshield, exposing any external surface ofany part of the car to a liquid carried by the car.

    ARTICLE 2: LICENSES AND CAR NUMBERS

    2.1. LICENSES

    A. Eligibility Requirements

    1. All drivers must be a minimum of 16 years old before the start of

    competition.2. All competitors in any national or regional event, in addition to

    complying with 1 above, must hold a valid Rally America regional ornational license.

    3. License Application Forms

    Applications for national and regional Licenses are available inelectronic form from Rally America.

    4. License History

    All national or regional License holders record of conduct will be

    maintained by Rally America. At any event, the Event Steward mayelect to make notation in a drivers log if he observes rule infractions,speeding, or unsafe and unsportsmanlike conduct. This will allow anevent's stewards to be aware of a drivers recent history and requirethe driver to be responsible for his/her actions. A consistentlyquestionable record could ultimately jeopardize a competitorslicense.

    B. Medical Requirements

    1. An Annual Health Screening History must be submitted with thelicense application for a National or Regional License to be issued or

    renewed. All candidates who answer any question in the affirmativemust submit a Physical Examination Form unless granted a waiverby the Medical Advisor.

    2. A physical examination will be required for: competitors with a historyof a medical condition or disease; or a condition that necessitatesprescription medications; or periodic doctor's care (such as:treatment of Diabetes, Hypertension, Heart Disease, SeizureDisorder, Limitations of use, Paralysis, Amputation of any extremity,Lung or Pulmonary Disease).

    3. As part of the Physical Examination, an EKG is required of anyone

    with a history of heart or cardiac disease.4. Medical care does not mean routine visits for birth control pills,

    allergies, or antibiotics.

    5. Any known medical condition (including pregnancy), which couldaffect medical fitness to compete, shall be reported immediately tothe Medical Advisor. The competitor cannot compete until recertifiedby the Medical Advisor.

    6. While it is the intent of Rally America to make the sport of rallycrossaccessible to everyone, each competitor must meet minimummobility requirements. In order to demonstrate this, each competitorneeds to be able to extract himself/herself from the vehicle quickly.Starting from a seated, belted position, the competitor is allowed 15

    seconds to completely exit the vehicle. At any event, the RaceDirector may test any driver to confirm that he/she can do this.

    C. Novice and Provisional DriverLicense Requirements

    1. All initial Rally Driver License applicants will be issued a NoviceDrivers License.

    a. The Novice Drivers progress will be tracked by Rally America.

    b. Any driver with significant previous automobile racing experiencemay apply for an unrestricted Rally Driver License by attaching acomplete race experience resume to the license application.The application will require the endorsement of a steward andthe approval of Rally America.

    2. A Novice limitations in rallycross competition will be handled on acase-by-case basis. Competitors without significant previousmotorsports experience must contact Rally America for approval atleast 30 days prior to the event..

    2.2. ASSIGNED CAR NUMBERS

    A. Rally America maintains a list of currently assigned car numbers.

    B. Numbers 1-10 are reserved for use by the previous season's top 10overall drivers.

    C. Numbers will be considered unassigned if they have not been used in aRally America event in the current or previous season.

    D. Number requests will only be filled upon paid entry in a Rally Americaevent, through the Rally America office.

    E. Rally America may assign a temporary number to a guest driver.

    ARTICLE 3: COMPETITOR AND CAR IDENTIFICATION REQUIREMENTS

    3.1. CAR IDENTIFICATION

    A. Basic Identification

    1. No identification used by other competing non-Rally America

    sanctioning body is permitted.2. An area at least 30" wide, starting with the leading edge of the front

    door, extending from the top of the door to the bottom of the vehicle,must be reserved on both sides of each competing vehicle for theproper display of required numbers, stickers, and event/seriessponsor advertising.

    3. No other advertising, lettering or artwork shall appear in the reservedarea (overall graphics such as lines, streaks, and multi-colors are notconsidered artwork if they are behind the approved number backer).

    4. The top 4" of the windshield on is reserved for use by Rally America.

    Entrants have the option of installing a contrasting single colorbackground in the top 4" area. No other advertising, lettering, orartwork shall appear in the reserved area.

    B. Visual Identification Package

    Vehicles entered in rallycross must display the Visual IdentificationPackage. The Visual Identification Package is illustrated in Figure 3-1.

    1. The number backers with the championship logo, numbers, sponsordecals and class identification must be displayed as illustrated inFigure 3-1.

    2. The name of the driver must appear on the rear quarter window oneach side of the vehicle.

    a. Font for lettering shall be upper and lower case Helvetica, aminimum 2" in height.

    b. Flag decals representing the home region of the shall be placedto the B pillar side of the drivers name. Each flag shall beminimum 2 in height. It is encouraged that each competitorshome state (or province) flag be used or their home country flagmay be used.

    c. Vehicles with no quarter windows or limited space have two

    alternatives: Reduction in size of names and flags to 1.5" and/orplacement of names and flags on leading edge of quarter panels

    3. Rallycross vehicles failing to meet the above requirements will not beallowed to start.

    3.2. COMMERCIAL ADVERTISING

    All vehicles competing in a national event may be required to carry eventsponsor advertising supplied by Rally America. This also applies toentrants in supporting regional events.

    3.3. DRIVING SUIT IDENTIFICATIONA. It is recommended that all driving suits carry the championship patch (or

    embroidery), title sponsor patch (or embroidery), and/or other patches (orembroidery) associated with championship programs, as per Figure 3-2.

    B. At all press rides, drivers and must wear their driving suits.

    3.4. GENERAL APPEARANCE

    A. It is recommended that all teams follow the guidelines below in order toenhance the appearance of the sport to the media and the generalpublic.

    1. Crew uniforms, if worn, and/or T-shirts should carry championshipidentification and match for the duration of the event. Noidentification used by other competing non-Rally America rallyorganizers is permitted.

    2. Clean team uniforms (which may simply be matching shirts andpants) or appropriate street clothing should be worn at awardsceremonies and dinners.

    3. Enclosed trailers and vans should have appropriate championshiplogo, car number, and driver name clearly shown and visible from100 feet. Rally America will make all logos available to licensedcompetitors on request.

    Open trailers should be neat and clean, and carry championshiplogos if space permits.

    All vehicles (entrant, support) at Parc Expos must be clean andneat in appearance.

    B. Commercial advertising in good taste is allowed on any vehicle outsidethe areas reserved in Articles 3.1 and 3.2.

    The competitors name and the Rally America logo should be displayed on the

    front of the driving suit, on either side of the chest. Alternately, the competitorsname may be displayed across the waist area of the suit.

    ARTICLE 4: ENTRY REQUIREMENTS

    4.1. OFFICIAL ENTRY FORM

    Application for entry in all events shall be made by means of an official entryvia the Rally America website. Submission of incorrect information mayresult in forfeiture of competitors' or entrants' rights within these Rules,forfeiture of prize funds and forfeiture of championship points earned on thesubject event.

    4.2. NUMBER OF OCCUPANTS

    Each vehicle participating in an event shall have one and only one occupant.Substituting, for any reason, another person or vehicle after starting theevent shall result in a score of DNF (Did Not Finish) for the car and its driver.

    4.3. DRIVER'S AND COMPETITOR'S LICENSES

    All drivers in all events must hold a valid Rally America competition license(refer to Article 2.1).

    4.4. VEHICLE ELIGIBILITY

    Refer to Article 10.

    4.5. LIABILITY RELEASES

    Waivers must be signed prior to the start of the activity, in such form as maybe prescribed by Rally America, releasing all parties designated in the waiverfrom any and all liability of any nature whatsoever in connection with theevent. Any competitor failing to sign the waiver will not be allowed to start.

    Service crewmembers not signing the waiver will cause the crew theyrepresent to be penalized per Article 8. The use of identifying arm/wristband

    or other credentials is required for all individuals signing the waiver.4.6. VISUAL IDENTIFICATION

    Refer to Article 3.

    4.7. REFUSAL OF ENTRY

    Rally America reserves the right to bar anyone from participating in any RallyAmerica event. If an entry is refused, notification of such refusal shall besent to the entrant at the address given on the entry form as soon aspossible.

    4.8. ENTRY FEES

    Entry fees are to be set by Rally America and stated in the event's generalannouncement and Supplementary Regulations.

    4.9. TAMPERING WITH CHAMPIONSHIP EQUIPMENT

    Adjusting, altering, or tampering with any equipment placed by the eventorganizers, Rally America, or Rally America's authorized agents is prohibited.

    A. Rally America authorized television cameras are event equipment andturning them off without authorization is prohibited.

    4.10. IN-CAR/ON-CAR VIDEO AND AUDIO EQUIPMENT

    All rallycross vehicles must allow, and have provisions for the on- or in-carmounting of Rally America authorized recording equipment to be installed.

    ARTICLE 5: REQUIRED SAFETY EQUIPMENT

    5.1. HELMETS

    A. All drivers and competing in Rally America rallycross events must wear afull face helmet with shield that meets the following standard:

    1. Snell SA2000 or newerB. Helmets that do not pass scrutineering will be confiscated and returned

    after the event. Helmets can be failed by scrutineering for not meetingany of the standards in Article 5.1.A above or for not being in goodcondition as apparent by cracks, frays, punctures, or other defects.

    C. SFI 38.1 licensed or FIA 8858-2002 approved head and neck restraintsystems are required for all Rally America events. These systems shallbe installed and used per the manufacturer's recommendations and shallnot violate the single latch requirement of the occupant restraint system.

    D. Competitors assume the risk of any modifications to their helmets and

    are encouraged to always follow the recommendations of themanufacturer.

    5.2. DRIVING SUITS

    A. All drivers and competing in Rally America events must wear drivingsuits that conform to FIA 8856-2000, FIA 1986 or SFI 3-2A/5. SFI 3-2A/1driving suits are also permitted if worn with approved fire resistantunderwear. CIK-FIA Level 1 Certification is for karting suits and is notvalid for rallycross. Nylon outer garments are unacceptable.

    B. Driving suits shall effectively cover the body from the neck to the anklesand wrists, be in good condition, free from defects, holes, frays, tears,and open seams.

    C. To be allowed to start an event, the driving suits to be worn duringcompetition shall be presented at scrutineering.

    D. All patches and embroidery on a driving suit must be applied in a mannerthat is acceptable to the manufacturer of that driving suit

    5.3. OCCUPANT RESTRAINT SYSTEMS

    A. All vehicles shall be equipped with a five-, six- or seven-point occupantrestraint (harness) system meeting the specifications below for both thedriver (and co-driver position in 4WD class cars). All harness systems

    shall be capable of releasing with only one latch. These harnesses shallbe worn at all times while driving.

    B. Harnesses shall meet the requirements of FIA Standard 8853/98 and/orbe SFI 16.1 or SFI 16.5 licensed and shall be labeled accordingly.

    HARNESS LABELS

    Note: The FIA label includes the homologation number of all harness

    systems that a given belt may be used in. The homologation number canbe verified against the FIA Approved Harnesses list to determine whatstandard the harness meets and whether the homologation is current.

    C. SFI licensed harness systems must have a date of manufacture labelthat is no older than two years. FIA homologated harness systems musthave an expiration date no earlier than the current year (i.e., the restraintsystem must not be expired). When the FIA expiration date is later thanthe SFI expiration date, the FIA expiration date takes precedence. Theharness system must remain intact as it came from the manufacturer andno modifications are allowed. Not all manufacturers date every belt inthe set; they may only date one of a pair of shoulder or lap belts, or may

    only date one belt in an entire set. The restraint system needs only onedate label for the set.

    D. Belt Width

    Belt width shall be per FIA homologation or SFI 16.1 license.

    E. Five-Point System

    A five-point harness system consists of a lap belt, shoulder harness, anda single anti-submarine belt.

    F. Six-Point System

    A six-point harness system consists of a lap belt, a shoulder harness andtwo leg or anti-submarine belts.

    G. Seven-Point System

    A seven-point harness system consists of a lap belt and shoulderharness as described in Article 5.3.E above, plus three anti-submarinebelts. The two-leg system, common to the six-point, is combined withthe single anti-submarine belt from the five-point system.

    H. Shoulder Harness

    1. The shoulder harness shall be a two strap over the shoulder type.There shall be a single release common to the lap belt and shoulderharness. Only completely separate straps are permitted. Y-typeshoulder straps are not allowed; H-type configuration is allowed.

    The separate straps shall be individually attached to the structuralpoints of support. The shoulder harness angle to the point of supportshall be between horizontal and 10 below horizontal andperpendicular to the rear of the seat. The belts shall also be kept asshort as practical. At the mounting point, the distance from thecenter of one belt to the center of the other shall be 7" or less, closeris better.

    2. Sternum latches are not allowed.

    I. Lap Belts

    The lap belt angle shall be aligned with the slot in the seat as toeffectively prevent distortion of the belt along its entire length. In noinstance shall the belt angle be greater than 0 from vertical to 45 fromvertical, rearward.

    J. Anti-Submarine Belt(s)

    The anti-submarine belt(s) of the five-point, six-point and seven-pointsystems shall be mounted per the manufacturers recommendation.Manufacturer's mounting instructions shall be retained with the vehiclelogbook for review at scrutineering. The anti-submarine belt shall have ametal-to-metal connection with the single release common to the lapbelts and the shoulder harness.

    K. Material

    The material and hardware of restraints shall be in new or serviceablecondition. The buckle shall be of the metal-to-metal quick release type.

    L. Mounts

    Manufacturer's mounting instructions shall be kept with the vehiclelogbook for review at scrutineering.

    The occupant restraint system shall be mounted in any of the followingmethods:

    1. Following manufacturers instructions and utilizing samemanufacturer-supplied hardware.

    2. Using roll cage mounting points, observing proper angles asspecified by the restraint manufacturer.

    3. Using the OEM mounting points, observing the proper angles asspecified by the restraint manufacturer.

    More than one method may be used in the same installation.

    Anchorage points regardless of which method of mounting is used shallbe capable of accepting a static load of 3500 lbs (pounds) for both lapand shoulder belts. Anti-submarine belts shall attach to anchor pointscapable of supporting 1650 lbs (pounds). If two straps attach to thesame point, that point shall withstand the sum of both anchor point load

    requirements.M. Window Nets

    1. Nets must be mounted per manufacturer's instructions and may notbe mounted to the door.

    2. Window nets shall be installed any time the vehicle is operated withthe windows down more than 1.

    PROPER RESTRAINT HARNESS INSTALLATION

    5.4. SEATS

    A. Driver and co-driver seats shall be firmly mounted to the structure of the

    vehicle and be installed per the manufacturer's recommendations. Seatmounts require the same strength as occupant restraints (3500 lbs.).

    B. The use of hinged-back seats in rallycross vehicles is prohibited.

    C. Seats designed by the manufacturer to be mounted with a back supportbrace shall be mounted accordingly. Seats not designed to be mountedwith a back support may have one added. Back supports shall bedesigned and constructed in such a manner as to spread the load over

    as large an area of the seat back as practical.

    D. Competitors shall retain manufacturer installation recommendations withthe rallycross vehicles logbook for review at scrutineering.

    5.5. ROLLOVER PROTECTION

    A. Accepted safety cages for new construction are:1. Safety cages homologated by the FIA or a recognized ASN.

    2. Safety cages that meet the specifications (for new homologations) ofcurrent FIA Appendix J Article 253, which requires CDS tubing.Refer to the following FIA web site for the current version of thisdocument.

    Although FIA Article 253.8.3 specifies the safety cage material asCDS, Rally America will allow DOM as an alternate material. WhenDOM is used, it must meet the minimum dimensions indicated in thetable below.

    5.6. FIRE EXTINGUISHERS

    A. Any fire requiring the discharge or partial discharge of any portable oron-board fire system shall be reason to file an Incident Report.

    B. On-Board Systems:

    1. Manual or automatic release is allowed. On board systems shall beinstalled and serviced per instructions from the manufacturer. Theseinstructions shall be available during a technical inspection. In

    addition, a hand-held extinguisher of at least 10 B:C shall beinstalled, mounted in accordance with Article 5.6.C.3 below.

    2. The fire system cylinder shall be securely mounted, in such amanner that it can be checked during a technical inspection and maybe removed for weighing periodically to check compliance to the full

    weight shown on the cylinder. (Weight is without valve assembly).

    3. All on-board fire systems shall be identified with 2 circle "E" decals,one at the release location and the second on the outside bodyworkin line with or as near to the release location as possible.

    C. Portable Devices:

    1. As an alternative, vehicles may be equipped with a minimum of 2hand-held fire extinguishers, of at least 10 B:C UL rating orequivalent each for a total minimum of 20 B:C. Additional containersand/or capacity are allowed. Hand-held extinguishers may containany approved agent. For systems not rated in B:C units, thecapacity in pounds multiplied by 2 is the equivalent, i.e., a 5 poundextinguisher is equal to 10 B:C. For systems measured in liters, 2.25is the minimum allowed.

    2. Dry chemical extinguishers shall bear certification that they havebeen serviced annually. Each dry chemical extinguisher shall beremoved at scrutineering and shaken to ensure that the chemical isnot compacted in the extinguisher. All extinguishers shall beequipped with a visible indication of the state of charge. Allextinguishers shall be approved for vehicular use by the DOT, U.S.Coast Guard, SFI or FIA.

    3. The fire extinguisher(s) shall be securely mounted in the cockpit. Allmounting brackets shall be metal with a quick-type release.Brackets shall be those designated by the manufacturer for'vehicular' use.

    5.7. FUEL CONTAINERS

    A. No fuel other than that carried in the OE fuel tank or FIA FT-3 or higherfuel cell bladder shall be carried in any vehicle.

    For any fuel cell located inside the car (e.g., the passenger compartmentor trunk), a fireproof and liquid-proof case must surround the fuel cell andits filler. A fireproof and liquid-proof bulkhead may be used separate thecockpit from the fuel cell in place of the fireproof and liquid-proof case.The filler cap and filler pipe or hose is considered part of the fuel cell andmust also be separated from the cockpit by the case or bulkhead.Original equipment fuel tank must only be used in their OE positions, andmust be separated from the cockpit by the floorpan or a metal bulkhead.

    All fuel tanks must be securely mounted to the primary structure of thevehicle. Any fuel tank or cell exposed on the bottom of the vehicle shall

    be equipped with a stone shield designed to prevent puncture or damagefrom flying stones and road debris.

    B. Fuel pumps and filters shall also be isolated from the driver/co-driver bya metal bulkhead or the fuel cell case. Any nonstandard fuel line locatedin the passenger compartment shall be made of metal or metal braided

    construction, with self-sealing threads at all connections, or comply withFIA Appendix J Article 253.3.

    5.8. LABELING OF SAFETY EQUIPMENT

    Where certification or licensing of safety equipment is required, theequipment must display an original, unmolested label of certification orlicensing. Equipment which has no certification or licensing label due torepainting or any other reason will not be accepted.

    ARTICLE 6: SCRUTINEERING

    6.1. VEHICLE LOG BOOK

    A. All competitors shall use a standard Rally America-vehicle logbook at allRally America events, except as noted in Article 6.1.B below. Vehicleswithout logbooks will not be allowed to start. Only one logbook will beissued for each vehicle (other than by way of extension or replacement)and the possession of two logbooks for one vehicle at one time shall bedeemed a violation of these Rules.

    Scrutineers approved by the Rally America Technical Director shall issuelogbooks and use the vehicle's VIN (either manufacturer- or government-issued) as the sole means for identifying a vehicle in the log book.

    A complete description of the vehicle, its safety roll cage and therequired photographs will be entered in the places provided. All changesof ownership of the vehicle shall be recorded as provided.

    At each event, this logbook must be presented at Scrutineering with thesignature of the driver/entrant for that event in the space provided. TheScrutineer, during technical inspection, will note any deviations foundregarding safety. If a waiver for the event is permitted the duration of thewaiver shall be noted and complied with by the competitor. If a car isprotested during an event, the results of this protest shall be noted.

    B. Logbooks shall be presented to any rallycross official upon demand.Competitors will retain possession of the logbook upon completion ofscrutineering. Rallycross officials may enter safety-related damage inthe logbook. Logbooks from other sanctioning bodies and ASNs areaccepted at all Rally America events. A logbook is a record of the

    vehicle's competition history only, and not proof of legality or rulescompliance.

    6.2. ANNUAL INSPECTION

    Annual inspections are not required.

    6.3. SCRUTINEERING

    A. Each vehicle entered in a Rally America event shall be required to passa safety inspection within the 24-hour period immediately preceding thestart of the event at a suitable location designated by Rally America.This safety inspection shall be conducted under the direction of an

    appropriately licensed Rally America Scrutineer. Scrutineers shallconduct the safety inspection in accordance with the standardsprescribed by the Rally America Rallycross rules.

    B. Items to be checked, in addition to those prescribed here will be spelledout in the event's Supplementary Regulations. The entrant of anyvehicle initially failing to meet the requirements listed here and/or theevent's Supplementary Regulations may rectify and resubmit the car forinspection at the discretion of the Race Director.

    C. Any irreconcilable discrepancies in vehicle safety preparation notedduring scrutineering shall be reported by the Chief Scrutineer to the RaceDirector. Vehicles that do not meet the safety requirements will not beallowed to start. Rallycross officials may subject vehicles to furtherinspection at any time during the event. Vehicles found to be unsafe by

    the Chief Scrutineer or Race Director will be barred from furthercompetition.

    6.4. MINIMUM SCRUTINEERING REQUIREMENTS

    A. The following vehicle equipment shall be operable and in safe conditionat all times when the vehicle is in competition:

    1. 2 working stoplights.

    2. Windshield wipers

    3. An external rear view mirror on each side of the car

    4. Foot brakes (may be subjected to a moving brake test).

    5. Tires meeting the restrictions of Article 10.2.A.4. Additionallimitations on tires may be published in the events supplementalregulations.

    6. Mud flaps on all drive and rear wheels.

    7. A safety cage as described by Article 5.5.

    8. All rallycross vehicles must be equipped with, and each competitormust use, an occupant restraint system as specified in Article 5.3.

    9. If a lead-acid (wet cell) type battery is located in the driverscompartment it must be equipped with leak proof caps and enclosed

    in a non-conductive marine type box. Dry Cell batteries commonlyknown as Recombinant Gas (RG) or Glass Mat Technology (GMT)batteries are not required to be in a marine type box. The hotterminal shall be insulated on all vehicles. All batteries shall besecurely attached to the primary structure of the vehicle.

    10. Hoods shall be fixed closed with hood pins accessible from theoutside. Other fastening devices (inside or outside) shall berendered inoperative, except for the secondary catch.

    11. Other items necessary to insure a safe vehicle, such as properlyadjusted wheel bearings, absence of fuel leaks, security of seats,

    proper mounting of equipment in the passenger compartment andtrunk.

    12. Towing Eye

    All rallycross vehicles will be equipped with a rear and front towing-eye for all events. This towing-eye will only be used if the car canmove freely. It will be clearly visible and painted in yellow, red ororange.

    13. Cameras and camera mounts shall be of a safe and secure design.Any camera heavier than 8 ounces shall be secured at a minimum oftwo points on different sides of the camera. Neither attachment maybe elastic or plastic.

    14. The floor pan and firewall must prevent the passage of exhaust

    fumes. The exhaust pipe(s) must exit behind the occupants andexternal to the body.

    15. Any line containing engine coolant or lubricating oil must be outsidethe cockpit, with the exception of any OE line and engine coolantlines used solely for the purpose of cockpit heating or windshielddefrosting.

    16. Fire extinguishers meeting the requirements in Article 5.6

    17. If the vehicle competes with the driver's window in the down position(open more than 1"), appropriate window safety nets must be inplace. The safety net must not be mounted to the door.

    18. Power door locks shall be rendered inoperative or replaced withmanually operated mechanisms provided by the vehiclemanufacturer or like installation approved by the Chief Scrutineer.The steering lock shall be removed or disabled.

    19. Movable metal sunroofs and/or roof panels must be welded or boltedin the closed position. Glass or plastic sunroofs and/or roof panelsare not allowed. Glass or plastic sunroofs and/or roof panels shallhave been replaced with metal attached by steel fasteners orwelding and shall be fixed in the closed position. The finished workmust be of equal or greater strength than the permanent roof.

    20. Airbags shall be removed.

    21. Roll cage padding: Any portion of the roll cage which could come intocontact with the driver or co-drivers helmet during competitionshallbe covered with energy absorbing material compliant witheither theSFI 45.1 specification or FIA Standard 8857-2001Type A.

    B. Additional Scrutineering Requirements

    1. Sound Check

    If used, the sound check will be described in the supplementaryregulations.

    2. Helmets

    The safety helmet must meet the specifications listed in Article 5.1.

    3. Driving Suits

    The driving suit to be worn during competition shall be presented atscrutineering and shall carry a manufacturer's label indicating itmeets the specifications in Article 5.2.

    4. Vehicle Identification

    All vehicles must be presented in a neat and clean condition in orderto reflect positively on the event and/or the series. All series-required and event-required decals must be in place.

    ARTICLE 7: EVENTS

    7.1. COURSE

    A. The course layout will be described in the supplemental regulations, butwill hold a competition from a standing start to a flying finish and typicallyinclude:

    1. A mix of sealed and unsealed surfaces.

    2. Joker

    a. The joker is an alternate element that typically adds to the timeneeded to complete a lap of the course.

    b. Each vehicle must utilize the joker once per heat and main race.

    c. The joker may be used during practice, but will not be usedduring qualifying.

    7.2. CONDUCT OF THE EVENT

    A. General

    1. Start:

    a. A 5 or ready board will be displayed prior to the start.

    b. The signal to start will be a green light illuminating shortly afterthe 5 board.

    2. Flag signals:

    a. A marshal waving single yellow flag signifies an incident orcondition is ahead near or off the racing line, and drivers may

    need to slow or alter their line. Drivers may not overtake untilthey have passed the incident.

    b. A marshal waving a two yellow flags indicates an incident orcondition is on the racing line ahead, and drivers may need toslow or stop. Drivers may not overtake until they have passedthe incident.

    c. When a red flag is displayed, the drivers must reduce speed orstop due to a blocked course if necessary, yield to track safetyvehicles, and then proceed slowly to the service area entrancewhere they will receive further instruction. As a result of the red

    flag being displayed a heat race will be restarted, and practicesession main race or may be restarted or declared complete atthe discretion of the Race Director.

    d. The black flag will be displayed with a board displaying theflagged cars number. When black-flagged, the driver mustproceed to the service area entrance for further instruction.

    e. The checkered flag signifies the end of a practice session,

    qualifying attempt, heat or main race. After receiving thecheckered flag, drivers must proceed slowly to the service areaentrance.

    f. Flags may be substituted or augmented by warning lights, inwhich case the operation and meaning of the lights will be stated

    in the supplemental regulations.

    B. The conduct and schedule of the event will be described in thesupplemental regulations. The event will typically includes:

    1. Practice sessions where official times are not recorded. Non-timedpractice sessions will typically be 3 laps.

    2. Qualifying session: Qualifying will typically be 3 laps with the fastestlap counting towards the heat race line-ups.

    3. Heat races:

    a. Typically 3 heats races of 4 laps for each competitor.

    b. Drivers are assigned points based on their time for a completedheat race. (not finishing position within a heat race). The fastestdriver receives 1 point, next fastest 2 points, etc. A DNF receives80 points and a DSQ (black flagged) receives 95 points.

    c. Heat race starters are lined up 5-across. The highest qualified(or ranked by time result after a heat is completed) driver in a racechooses his starting position 1st, and then the 2nd fastest chooses,etc.

    d. The first heat race will be grouped by qualifying times. The 5slowest drivers will be in the 1st race, the next five slowest in thenext race, and so on until there are 10 or fewer remaining. Thesecond heat will be grouped by results of the first heat; the thirdheat will be grouped by the combined results of the first andsecond heats.

    e. When there are 6 to 10 cars remaining, they will be split with oddranked cars (example 1-3-5) in the last race, and even (example2-4-6) in the next to last race. When an odd number of carsremain, the slowest odd car will join the even cars in the next tolast race, example: 7 cars remain, so last race is 1-3-5, next-to-last race is 2-4-6-7.

    4. Main Events:

    a. The sum of the drivers two best (numerically lowest) scores fromthe heat races will determine their placing in the main events.

    b. The 20 drivers with the lowest scores in each class will advance tothe main events, where finishing position within a race willdetermine the results.

    c. There will normally be 6 drivers in each main event, lined up in astaggered 2-2-2 formation. The highest ranked driver chooses hisstarting position 1st, and then the 2nd fastest chooses, etc.

    d. Drivers ranked 1-5 after the heats will race in the A main, driversranked 6-10 race in the B main, 11-14 race in the C main, and 15-

    20 race in the D main.

    e. The top 2 finishers of the D main will advance to the C main, thewinner of the C main advances to the B main, the winner of the Bmain advances to the A main.

    7.3. TIMING

    A. The Race Director has the right to correct any obvious and substantiatedtiming errors.

    B. All official time assessments may be made according to thesupplemental regulations.

    C. AMB TRANX 260 type transponders will be used.

    1. It is the drivers responsibility to procure a functioning transponder.

    2. It is the drivers responsibility to provide the Chief of Timing andScoring with the transponder identification number.

    7.4. FORCE MAJEURE

    While rallycross officials have an obligation, as far as is reasonable, toensure every competitor shall encounter equal course conditions and equallikelihood of hazard, incidents often occur which are beyond the organizer'scontrol. When a competitor encounters such a hazard and receives a

    competitive disadvantage, it is bad luck. This type of obstruction is called"Force Majeure".

    Claims arising from conditions of Force Majeure are not to be allowed andare not subject to unilateral action by the officials.

    7.5. SERVICE CREWS AND SERVICING

    A. All members of the service crew must register with the organizer andsign the official Rally America Waiver and Release Form. Servicing byunregistered people is not permitted.

    B. Service vehicles are required to carry fire extinguishers. Any timeservice is being performed the fire extinguisher must be out of theservice vehicle, and readily available. During refueling one crewmembershall have the fire extinguisher in hand in close proximity to the refuelingprocedure.

    C. Jack stands must be placed under the vehicle when more than onewheel is in the air. The jack stand must support the portion of the vehiclein the air when work is being performed underneath the vehicle.

    D. Fuel Depot

    1. Any refueling must be performed at a fuel depot or other locationnamed in the Supplementary Regulations.

    2. The fuel depot must be at least 40 feet from the nearest vehiclebeing otherwise serviced.

    7.6. ACCIDENTS / DIABLED VEHICLE PROCEDURES

    In the case of an accident or mechanical problem, the driver must pull clearof the racing line and remain in his car until the conclusion of the practicesession or race, when he will be attended to by marshals. Failing to pull clearof the course when possible will result in a penalty.

    7.7. VEHICLE IMPOUND

    The first place vehicle may be impounded for inspection at the conclusion ofthe event (other vehicles may be selected by the Race director, chiefscrutineer, or their designate). Competitors whose vehicles are to beinspected/torn down must make a representative available to assist the

    Event Steward and his assistants. Competitors will be disqualified if they failto follow the impound instructions of the Race Director or his designee.

    7.8. PRIZE FUND AND AWARDS

    The event prize fund shall be exclusive of the manufacturer contingencymonies. The total event prize fund shall be distributed as described in theSupplementary Regulations for each event

    7.9. RESULTS

    A. "Informational" scores may be posted at any time during or after anevent.

    B. Scores shall be signed by the Race Director or Chief of Scoring anddeclared official 30 minutes after the Provisional scores are correctlyposted, pending resolution of claims filed during the thirty-minute period.Once the results have been properly declared official they are not subjectto any further protest or claim by any competitor, and they may not bealtered or changed by anyone, except the Managing Director may correctany obvious errors at any time. While such a change will not affecttrophies awarded at that event, it may result in changes to the year endpoints and seeding. Only the results of claims filed during the thirty-minute time period may alter the Provisional scores.

    C. Official results will be posted on the Rally America web site within 24

    hours of the declaration that the results are final

    ARTICLE 8: PENALTIES AND CLAIMS

    8.1. PENALTIES

    A. Penalties

    1. Entry declined for entry of a vehicle not eligible per section 10.

    2. Entry declined for absence of a valid license.

    3. Entry declined for not paying entry and pit pass fees in full

    4. DNS for failing pre-event scrutineering.

    5. DSQ for tampering with or absence of sealing marks onturbochargers or tires

    6. 30 seconds for not taking a joker lap in a heat

    7. DSQ for disregarding the instructions of a flag marshal or RaceDirector.

    8. Decision of the Race Director for other rules violationsB. Fines

    1. $50 for incorrect identification (refer to Article 3)

    2. $100 for servicing without Jack Stands with more than one wheel offground

    3. $100 for reporting late for a Parc Ferm or Parc Expos

    4. $100 and possible exclusion and/or license suspension for failure tocomply with the Emergency Procedures described in Article 7.6

    5. $150 for refueling without manning a Fire Extinguisher

    6. $250 and/or license suspension for Log Book falsifications

    7. $500 for the first offense of tampering with event equipment during aChampionship year

    8. $1000 for second offense of tampering with event equipment duringa Championship year

    C. Additional Penalties

    1. Exclusion for changes from the competitors or car on the Start List

    2. Exclusion for falsifications on the Entry Form

    3. Exclusion for unsportsmanlike conduct, including the verbal abuse ofofficials.

    4. Exclusion for consumption of or being under the influence of alcoholor illegal narcotics while at the event venue.

    5. Exclusion for fighting

    6. Exclusion for refusing to display organizer or series sponsoradvertising.

    D. Car Inspections

    1. The Rally America Technical Director, the event's Chief Scrutineer,or their designate, may inspect any competition vehicle at any time.If the vehicle is found not to be in compliance with these Rules, thefollowing penalties shall be issued. Claims against vehicles asdescribed in this Article are subject to these penalties as well.

    2. The competitor shall be responsible for performing the disassembly,re-assembly and resultant expense for any inspection to confirmvehicle legality, ordered by the Event Steward or his designee.

    3. For the purpose of determining vehicle weight, the competitionvehicle is still considered to be in competition until the scale marshalreleases it. Minimum legal weight is the actual weight of the vehicleand driver while it is in competition

    8.3. CLAIMS

    The right to file a claim lies only with a competitor who may considerhimself/herself aggrieved by a misapplication of the rules.

    A. Types of claims

    1. An inquiry is an informal written communication from the competitorto the organizer, describing a situation and/or requesting an action. Itrequires unilateral action on the part of the organizer, the Chief ofTiming / Scoring, the Race Director, the Managing Director, orauthorized delegate will respond in writing.

    2. A protest is a written communication, on an official protest form, froma competitor to the Race Director or Rally America ManagingDirector. No protest shall ever be permitted on judgment decisionsby any judge of fact in the exercise of their duties. Protests must besubmitted to the Race Director or Rally America Managing Directoron the official Protest Form and be accompanied by a $500.00 fee, incash, per item protested. These forms will be available at a locationnamed in the supplemental regulations. The fee will be returned ifthe claim is upheld and may be returned regardless of its disposition.All decisions of the Managing Director shall be reduced to writingand a copy of the written answer will be posted on the Official NoticeBoard. A copy of the written answer will also be given to theclaimant. Written witness statements and the Managing Directorswill be taken during the meeting and kept on file by Rally America.

    B. Protests Against the Arrangement of Heat Races

    Protests against the arrangement of competitors in heat races must besubmitted no less than one hour before the scheduled start of the heatrace.

    C. Claims Against Results

    Protests against the results of the event must be submitted within 30minutes of the official publishing of the results.

    8.5. CONDUCT OF CONTESTANTS

    A. Required ConductEvery contestant shall conduct himself / herself in a sportsmanlikemanner at all times during a national or regional event in his dealingswith the public, with other contestants, and with rallycross officials.

    Any person connected with the event (worker, competitor, official, etc.)using alcoholic beverages or controlled substances during thecompetition portions of the event will be severely disciplined andimmediately removed from the event.

    B. Charges

    Any participant charged with an offense under this Article shall be fullyapprised of the charges and afforded an opportunity to answer them inwriting to Rally America.

    C. Discipline

    Any participant so charged who in Rally America's judgment is guilty ofunsportsmanlike conduct or other reprehensible behavior in connectionwith a rallycrossshall be disciplined by Rally America. Such disciplinewill be from the range of penalties described in Article 8.2 or asdescribed below as deemed commensurate with the nature and gravityof the offense:

    a. A private letter of warning shall be written by Rally America to theoffending contestant setting forth his breach or breaches of conductand cautioning him that any further act detrimental to the bestinterests of the sport will result in more strict disciplinary action; or

    b. A letter of censure shall be issued setting forth his breach(s) ofconduct and censuring him for conduct detrimental to the bestinterest of the sport. Any further offense of the same or similarnature shall automatically result in his disqualification from furtherparticipation in national or regional performance rally or rallycrossevents for a period of one year from the date of the latest offenseand in forfeiture of his standing in the championship competition for

    that year; or

    c. Suspension from the performance rally and rallycross programs upto a period of one year from the date of the offense; and a $500.00fine.

    Rally America will honor and extend to the rallycross series anydisciplinary action resulting from performance rally events.

    ARTICLE 10: VEHICLE CLASSES AND ELIGIBILITY

    10.1. CLASSES

    A. 4WDIt is the intent that vehicles typical for Rally America Open Class will

    compete against typical international rallycross division 1 vehicles (withthe competition adjustments represented by Article 10.2.B.2.g).

    B. 2WD2WD vehicles meeting the requirement of these Rules.

    10.2. CLASS RULES

    A. GENERAL RULES

    1. It is the intent of these Rules that vehicles competing in rallycross bebased on production vehicles. Innovation and modifications withinthe rules is encouraged. Non-production based vehicles (i.e., "one-

    off" vehicles) built from the ground up, are explicitly prohibited. Ingeneral, freedom is given to modify any component of the vehicleproviding that it is not otherwise restricted below.

    2. Engine must be derived (at least the engine block) from a productline offered by the manufacturer of the vehicle.

    3. Fuel:

    a. All rallycross vehicles are required to use either:

    i. Unleaded gasoline or E85 with a minimum specific gravity of0.735 at 60 degrees Fahrenheit and containing no MTBE.

    ii. Diesel fuel.

    iii. Alternative fuel (e.g., propane), subject to approval by theTechnical Director 90 days in advance of the event.

    4. Tires and wheels:

    a. All rallycross vehicle tires must meet the following restrictions:

    i. The complete tire and wheel assembly must fit in a 10 wideU shaped gauge (measuring the inflated but unloaded widthof the tire and wheel assembly).

    ii. Any use of advanced tire sealing or inflating technologies

    (e.g. mousse) is banned in rallycross events. The spacebetween the rim and internal part of the tire must only befilled with air or nitrogen.

    iii. Tire warmers are not allowed.

    5. Bodywork:

    a. Exterior panels, except for allowed flares, must be visuallysimilar to the original components, including bumpers. Exceptfor the roof and drivers door, bolt-on body pieces may beconstructed of an alternate material. OE or FIA homologated

    aluminum roofs are allowed. The drivers door must remain asoriginally manufactured with regards to door structure or, if theoriginal structure has been removed or altered, either a doorpanel that is compliant with FIA drawing 255-14 must be installedor the safety cage must include a sill bar plus 2 continuous doorbars containing four vertical studs. Homologated roll cages maynot be modified. The drivers interior door panel is required toprovide protection from metal edges.

    Roof mounted, commercially available cooling vents are allowed.Any significant deviations from road-going components availablefrom the manufacturer of that vehicle must be approved inadvance by Rally America.

    b. The original windshield opening, A and B pillars, must remainoriginal. The floor pan and firewall must remain original;however, they may be modified only to the extent necessary toaccommodate alternate components.

    c. Fenders may be modified to the extent necessary to provide tireclearance, fender flares may be added in order for the body tofully cover the tires when viewed from above.

    d. When viewed from above, the body and/or fender flares must

    cover the tires and wheels.e. The original windshield, side and rear window(s) may be

    replaced with a polycarbonate equivalent of equal or greaterthickness than the original glass.

    g. Wings or other aerodynamic devices are permitted if they arevisually similar to devices available from or homologated by thevehicle's manufacturer for any model sold. Aside for minormodifications for fit, the aerodynamic device may not be alteredin any way.

    In addition, any vehicle may add one or more aerodynamic

    devices. These aerodynamic devices must be securely attachedto the original bodywork and may protrude no more than 300mmfrom that bodywork. They may not be attached to anotheraerodynamic device.

    Scrutineers may require that an aerodynamic device be removedor modified (subject to the limitations above) in the interest ofsafety. The Technical Director may also require it be removed ormodified for aesthetic reasons.

    i. Forced induction maximum displacement is 2,700cc.

    ii. Normally aspirated maximum displacement is 5,100cc.

    c. Restrictors:

    i. All forced induction, 4WD vehicles entered in rallycross

    competition shall have an air inlet restrictor with a maximuminternal diameter of 45mm, regardless of temperature, perthe table below. The maximum internal diameter of therestrictor shall be maintained for a minimum distance of 3mm measured downstream of a plane perpendicular to therotational axis situated at a maximum of 50 mm upstream ofa plane passing through the most upstream extremities ofthe wheel blades. The inlet restrictor shall have a single,circular opening through which all inlet air passes. Thereshall be no other provision for airflow to the pressure unit.The inlet restrictor installation shall include provision for

    sealing by the scrutineering staff.ii. If the vehicle is fitted with more than one pressurizing unit,

    the area of the combined units shall not exceed the area forone unit as listed above.

    d. Electronic Controls: No type or form of electronic control ispermitted for the following components:

    i. Suspension, steering, braking, gear change/clutch, front andrear differentials.

    ii. Simple engine cut operating during a mechanically activated

    gear change is permitted.e. Gear Change: The use of an unassisted manual sequential gear

    change mechanism is allowed.

    f. General Specification:

    i. The use of any unmodified component which complies with acurrently valid FIA Group N homologation for any vehicle ispermitted subject to such components complying with theregulations regarding the use of electronic controls set out in(b) above.

    ii. The definition of Unmodified Component includes, but is

    not limited to, any electronic mechanisms or controls that areessential for said homologated components operation.

    g. 4WD vehicles based on models not sold in excess of 2500 unitsin a 12 month period with 4WD or 4WD vehicles not using theiroriginal driveline configuration are subject to the followingadditional limitations:

    i. Forced induction maximum displacement is 2,000cc.

    iv. At least 50% of the engine block must be forward of thecenterline of the front wheels.
