1 INTRODUCTION
After the great return of Turkey to WRC Calendar in 2019, Rally Turkey will be held
between 12th - 15th of September 2019.
It is again the greatest of pleasures that we welcome all competitors, spectators and
media crews in Marmaris.
Aimed at raising the sporting interest, Rally Turkey route has been modified in small
quantities. There is a completely new stage on Saturday. Also, the changes in WRC2 Pro
will offer extra thrill to the competitors, media crews and WRC Fans.
We would like to take this opportunity to thank the Governorships of Mugla and its
districts together with the Mayors of Mugla and Marmaris Municipalities for their full
support throughout the preparation and their availability for assistance during Rally
Turkey.
I wish all the competitors, drivers/co-drivers and their crews a successful event and
pleasant time here in Marmaris.

Environmental Policy Statement
According to the Turkish Automobile Sports Federation (TOSFED) as organizer of the
WRC Rally Turkey, the protection of the environment is of fundamental importance, as
it is for our collaborators, stakeholders and community in general. Hence, TOSFED is
eager to take any necessary measures to ensure sustainable efforts within the event
management and all stakeholders to create awareness and implement protection actions
for environment and ecosystems in event region.
WRC Rally Turkey has attained the Two-Star level in the FIA Environmental Accreditation
Framework at 2018. The top management of the organization targeted to achieve the
accreditation “Achievement of Excellence” by the FIA Environmental Institute in 2019.
The organiser (TOSFED) of the 2019 WRC Rally Turkey is committed to the protection
of the environment and minimising the social, cultural and environmental impacts of
all stages of the Rally and its associated activities. Through the implementation of its
Environmental Management System, the project is committed to achieving the following
sustainability objectives:
• Ensure full commitment at senior management level and responsibilities for
environmental and sustainability objectives as assigned throughout the organization;
• Provide information, training or consultation with relevant stakeholders (organisation,
drivers, teams and spectators) to enable them to carry out their environmental
responsibilities, and to encourage an atmosphere of transparency and knowledge
sharing;
• Educate and inform with education institutions as many people as possible both within
the organisation and externally about our environmental policy and create environmental
awareness;
• Comply with national, provincial and municipal laws and regulations, and other
environmental requirements as well as the FIA Institute Environmental Certification
Framework;
• Fully cooperate with all local authorities for sustainability actions in the zone of passage of
the rally;
• Continue the implementation of measures to promote a selective waste collection and
propose an adequate final disposal of waste produced during the event;
• Use natural sources, energy and raw materials in the most efficient possible way;
• Reduce consumption of energy, water and fuel, where possible;
• Reduce the environmental impact in terms of transportation, as far as possible,
encouraging Car Pooling and Car Sharing, as well as the use of public transportation;

• Organise collective transportation service for the spectators to minimise the use of vehicle
travels;
• Reduce to the maximum the number of documents printed on paper, favouring the
dissemination of digital documentation;
• Minimise the impacts on noise, air quality, biodiversity and cultural heritage, where
possible;
• Monitor, measure and analyse the carbon footprint of all activities before and during
the event.
IMPORTANT NOTICE:
Ministry of Environment and Urbanization of the Republic of Turkey has updated the
regulatory regime for packaging and waste, including significant new rules regarding
waste collection and recycling. Most notably, free plastic bags banned from the beginning
of 2019.
Significant changes introduced by Turkish Packaging Waste Control Regulation include:
• From 1 January 2019, sales points prohibited from giving out plastic bags to users or
consumers, free of charge.
• A colour coding system is introduced for bins used to collect packaging waste:
o Blue for paper.
o Yellow for plastics.
o Grey for metals.
According to the new rules, the merchandising sales points are not able to give free
plastic bags. The sales points must a have a plastic sales point certification. All the
merchandising sales points must pay special attention for this new regulation.

4 ENTRY DETAILS
ENTRY PROCEDURE
Those wishing to take part in Rally Turkey 2019 must register and fill in the electronic
entry form available at https://registrations.fia.com before the closing date for entries.
The entry will only be accepted if accompanied by the total amount of the entry fee. To
be accepted, competitors must send proof of payment of the entry fee by email to the
rally secretariat by the closing date of entries. ([email protected])
The following documents must be attached to the same email:
• Photocopies of the competitor, driver and co-driver competition licences
• Photocopies of the driver and co-driver driving licences
• Photocopy of the first page of the car homologation form for the entered car
• Approval from their ASN for foreign drivers.
Manufactures, WRC 2 Pro, WRC 2 and non-priority entrants who wish to score points must
make their entries by using the standard entry form for their championships available in
the FIA application at https://registrations.fia.com. Details concerning the co-driver must
be sent prior to Tuesday, 13th of August 2019 at 14.00h.
CRITERIA FOR ENTRY ACCEPTANCE
The maximum number of entrants is set to 75 cars. If more than 75 entries are registered
Organizers will create a reserve list. All vehicles must comply with the provisions of
Appendix J. Entry applications outside the FIA Championships (registered crews) cannot
be confirmed until after the entry closing date.
In case the maximum number of entries is not reached, the Organizers reserve the right
to complete the list with the rest of the entries at their sole discretion.
NOTE: All communications relating to entries will only be received at secretariat@
rallyturkey.com, and other information requests from competitors will be handled
at [email protected]. Any information on entries not sent to secretariat@
rallyturkey.com will not be regarded as official communication.

ENTRY FEES
Entry fees for Manufacturers and WRC Teams, including all WRC competitors in all
WRC Championships (i.e. WRC, WRC2 Pro, WRC2 as defined in the FIA WRC Sporting
Regulations) are waived for 2019 Rally Turkey.
Entry Packages for non-FIA Registered Teams
Please refer to the Supplementary Regulations which will be available on the website
from the 12th of July 2019.
Other Fees
• “Only Reconnaissance” 750 € + 18% VAT = 885 €
• “Auxiliary Plate” 300 € + 18% VAT = 354 €
Legal Entrant = The competing car is entered by a team, a company or other legal entity
(with legal entrant’s license).
Private Entrant = The competing car is entered by the driver or the co-driver.

5 SERVICE PARK
Location
The Service Park will be located in Asparan, Marmaris with following GPS coordinates: N36° 49.111’ E28° 11.535’
Detailed final layout of Service Park and extensive information will be published on website in due time. Please refer to the Appendix section for the provisional layout. Individual space usages have been calculated according to 2019 FIA WRC Regulations Appendix VI.
Service & Auxiliary Vehicles
Only service vehicles (identified with a Service Plate issued by the Organizer) are allowed to enter and exit the Service Park. Service cars are only allowed to set-up at times according to Access times for set- up section.
For access to the Auxiliary parking area the vehicles must carry an Auxiliary plate. Additional Auxiliary Plates may be ordered by contacting the Secretariat. The cost of an extra Auxiliary plate is 300 € + 18% VAT = 354 €
Only one service vehicle per crew is allowed in service park. Auxiliary vehicles are not allowed to enter the service park.
Restrictions on the Ground
It is forbidden to drill holes in the service park tarmac or the concrete ground under any circumstances. Teams and competitors are asked to bring weights for tents or to use other possible alternatives without damaging the tarmac or the concrete ground. On Sunday the 15th of September, Service Park Coordinator will inspect the service park area to check if there is any damage on the ground. In case of a damage caused by the competitors, relevant cost will be charged.
Access Times for Set-up
The service park will be available on Thursday the 5th of September from 12:00 to 21:00 for WRC Teams. It will be available between 07:00- 21:00 from Friday the 6th of September to Wednesday the 11th of September for WRC Teams.
Other entrants will be able to enter the SP from Monday the 09th of September 07:00.
If requested, private security will be provided upon request and payment. Please also note that, service park facilities such as electricity, internet connection etc, which will be provided upon demand, and management personnel and the officials, who are in charge of service park, will be on duty from Thursday the 5th of September 12:00 hrs.
Speed limit imposed in Service Park, for all the vehicles including the rally cars, is 30 km/h. Exceeding of this limit will be penalized with cash fine.
Entrance for trucks is possible through the main gate only.

Service Park Working Hours
Please note that the service park will be opened between 07:00-21:00 from Friday the 6th until Wednesday the 11th of September. From Thursday the 12th of September it will be opened 24 hours continuous until the end of the event.
Retirements and Re-starts
There will be a special overnight Parc Fermé at the Service Park for retired cars re-starting the rally. Any competitor re-starting the rally must present their cars in this Parc Fermé at the latest one hour before the start of the next day. For Priority cars, a scrutineer will accompany a mechanic or a member of the crew when transporting the car from the Service Park to the special overnight Parc Fermé in the evening.

6 TWO-WAY RADIO
ICTA – Information and Communication Technologies Authority (BTK – Bilgi Teknolojileri
ve İletişim Kurumu) is the national telecommunications regulatory and inspection
authority of Turkey with responsibility across, radio, telecommunications and wireless
communications services. Telsan, offering rental frequencies, is responsible for the
management of the radio communication during the rally.
Any radio equipment used by a competitor and/or the associated support teams in
Turkey, must be covered by a licence issued by ICTA. A licence holder, such as Telsan,
can rent their frequencies.
Operation of the equipments must be strictly within the terms and conditions of the
licence. Installation or use of equipment without licence, or outside the terms and
conditions of it, renders the operator/ installer liable to prosecution. Upon conviction the
equipment is liable to forfeiture together with fines and/or imprisonment.

Alternatively, competitors willing to rent frequencies or equipments can contact Telsan.
Application and rental procedures take up to a month. Holders of two-way radios should
contact ICTA or Telsan in advance.

* Please note that in order to be able to assign a suitable frequency Telsan must be

7 FUEL / TYRES
Refueling can be done only at designated refueling zone in the service park area. Any
fuel stations where refueling is permitted other than the service park will be stated in the
Road Book as Refuelling Zones ( RZ ).
Please refer to 2019 FIA WRC Sporting Regulations for detailed specification of tyres.
8 IMPORT OF VEHICLES AND SPARE PARTS
Turkish Ministry of Customs and Trade, being the government body for customs and
trade related affairs in Turkey, is the relevant authority for temporary import of the rally
cars, service vehicles, auxiliary vehicles and spare parts.
National Laws and Customs Clearance
National law in force allows the Turkish Automobile Sports Federation (TOSFED) to issue
a special document to the Directorate of Borders in order for them to ease the customs
clearance procedure for competitors. Teams should contact TOSFED in written form to
request the above mentioned document.

10 HELICOPTERS AND UAV
Helicopter flying, and the usage of UAV’s will be strictly restricted throughout the Rally
airspace.
Only UAV’s approved by WRC Promoter will be able to be used during the event. All
helicopters used during the event must be registered with the Organizers.
The deadline for helicopter registration is 30th of August 2019. Please refer to Helicopter
Registration form which will be published in www.rallyturkey.com in due time and sent
to the Organizer:

11 RECONNAISSANCE
Registration
Registration for reconnaissance will take place as follows;
Monday, 9th of September 2019

The registration and collection of materials for drivers competing on behalf of a Team
can be completed by a team representative. All other drivers and co-drivers must be
present at registration.
At registration a reconnaissance form containing details of the reconnaissance car and
contact details must be submitted. This form can be submitted earlier to the Rally Office
and will be available on the event website.
Reconnaissance GPS Trackers
All crews registered for reconnaissance will be required to use a GPS tracking system
according to the FIA. This tracking system will be handed out upon registration for
reconnaissance at the Rally Secretariat and will have to be returned upon completion
of reconnaissance. Details of the tracking system to be used will be published in the
Supplementary Regulations and Rally Guide 2.
Reconnaissance Only
Any driver wishing to take part in reconnaissance only will be required to complete the
reconnaissance registration form which will be available on the event website or at Rally
HQ. The fee for taking part in reconnaissance only is 750 € + 18% VAT = 885 €
Reconnaissance Procedures
A reconnaissance record card will be given to each competitor which must be carried in
the car during the reconnaissance. This card will be filled appropriately recording every
run on each special stage. Failure to present this card or losing the card will result in
refusal to participate in the reconnaissance.
Competitors will be issued 3 reconnaissance numbers. These numbers must be placed
to the passenger side of the front windscreen and rear side windows.
A reconnaissance road book will be supplied which will detail the routes to use between
every stage during the reconnaissance; these will often not be the same as the main
event road book. Competitors are required to follow these specific reconnaissance
routes.
According to the Traffic Law in force radar detection equipment is not permitted.

All Entrants’ scrutineering will take place in the Service Park. Detailed drawings and
maps will be available in Rally Guide 2. Scrutineering will be carried out according to the
individual time schedule via scrutineering timecard, which will be issued by a bulletin.
Preparations to be Made Before the Car is Brought to Scrutineering
All competitors must make provision for fitting of the Safety Tracking System in their
car and attend scrutineering with the system fitted. Please refer to the Supplementary
Regulations which will be available on the website from Friday 12th of July 2019.
Collection / Return Points for Trackers
The FIA Safety Emergency Console can be collected from the SAS Truck in Service Park
on 10th of September Tuesday 14:00 – 20:00 hrs. and must be returned to the SAS Truck
in Service Park on 15th of September at latest 16:30 hrs.
Final Scrutineering
Sunday, 15th of September 2019

Final scrutineering will take right after the podium ceremony and prize giving which will
take place in Service Park, Asparan.

Attendance of the invited crews to the press conference is obligatory.
The Post Event Press Conference will have in attendance the top three crews.
The duration of these conferences will be 30 minutes approximately.
Media Shuttles
Programme of the media shuttles will be distributed at the Media Centre. These shuttles will be available from Thursday to Sunday (including Shakedown, Stages, and Start (SSS).
Important Notes for Media
To ensure Media safety, all media members must follow the instructions given by marshalls and officials. Marshals and officials wearing tabards can easily be identified.
Special stages will be closed at least 90 minutes prior to the first competitor’s scheduled start time. Media entering to a Special Stage should park their vehicle clear from the road in a safe area.

Media members should not stand anywhere on the stage that might cause danger for themselves or the competitors. Media members’ actions shouldn’t distract the concentration of the competitors.
All the accredited media must have their pass and numbered media tabard clearly visible during the rally, including entrance to the Media Centre.
Restricted Areas
Media card holders will not be given access to any Scrutineering Area or to Parc Ferme.
An interview area, adjacent to the Scrutineering Area, Regrouping Area, Pre Start Area and Finish Podium Area will be organized with clear indication, in order to allow journalists and photographers to carry out their duties.

Marmaris has a hot-summer Mediterranean climate characterised by a hot dry summer and mild rainy winter.
Time Zone
All areas in Turkey observe the same time zone. It is 3 hours ahead of Coordinated Universal Time (UTC). Turkey observes Turkey Time all year. There are no Daylight Saving Time clock changes.

Driving in Turkey
Traffic in Turkey
• Most traffic signs in Turkey are international. By observing traffic regulations and speed limits, you can avoid danger.
• It is obligatory for the drivers and all passengers in the car to use seat belts in the front seats.
• In densely populated areas there is a speed limit of 50km/h unless specifically shown with traffic signs.
• In Turkey it is forbidden to drive under the influence of alcohol or drugs.
• Drive on the right overtake from the left. Give way to any vehicle, including bicycles, coming from the right.
• Give way to pedestrians. Do not overtake a stationary vehicle which is within 5 metres of a pedestrian crossing or a vehicle which stops you from seeing the pedestrian crossing.
• Please overtake only when you can return to your own lane without endangering traffic.

Dual carriageways 110 km/h
Motorways 120 km/h
There are other speed limits indicated with traffic signs.

In Case of an Accident
The accident should be reported to the police or gendarme. That report has to be
certified by the nearest local authority. The owner should apply to the customs authority
with his passport and report. If the vehicle can be repaired, it is necessary to inform
the customs authority first and take the vehicle to a garage. If the vehicle is not fixable
and if the owner wishes to leave the country without his vehicle, he has to deliver it to
the nearest customs office, and the registration of his vehicle on his passport will be
cancelled. (Only after the cancellation the owner of the vehicle can leave the country.)
In case of an accident 154 (Traffic Police) or 156 (Gendarme) should be called.
Visa Requirements
Visitors who are not exempt from entry visa must obtain their visas or schedule an
appointment with the Turkish Consular offices via Pre-Application System for Turkish
Sticker Visa (www.visa.gov.tr). The applicants who meet the requirements will be directed
by the Pre-Application System for Turkish Sticker Visa to the e-Visa system (www.evisa.
gov.tr) In those countries where Turkey does not have a consular representation can also
use online scheduling for appointments with the nearest accredited consular office of
Turkey.

On request TOSFED will contact the relevant Turkish Consulate to ensure that entry
visas are granted promptly and easier.
Visa regime for truck drivers of a country may differ from the overall visa regime effective
