SUMMARY

UNICEF for its 2010 hand pump programme, has initiated actions to procure about

205 complete sets of hand pumps along with spares parts and tool kits for caretakers

and Pump Minders. Also procure 230 sets of spare part and care takers tool kits for

the hand pump facilities constructed in urban towns in 2009.

Long Term Agreement with V& W engineering to procure handpumps and

accessories expired in 2009 and now UNICEF is exploring possibilities to find other

manufacturers who can supply handpumps with National Standards. WASH section

with consultations with partners, short listed six manufacturers of Bush type “B” and

undertake rapid assessments of their manufacturing capacities. Four of these are

Harare Based (Rubicon, Southern Delta, V&W engineering and Factel) and the other

two, Mild Engineering Pump Steel are respectively in Kwekwe and Bulawayo.

Rapid assessments were done by Dr. Shamvanth P Mathur, WASH consultant and

Mr.Maxwell Jonga, WASH specialist during the period March 22 to April 10, 2010..

Rapid assessment were done to check manufacturing procedures and use of “Jigs

and Fixtures” and “Go and no Go” gauges, Internal quality controls to manufacture

pumps of right specifications and with acceptable tolerances so that there is inter-

changeability of parts from one pump to another.

V&W has a good manufacturing process and a well established internal quality

protocol. Pumps manufactured meets national standards and specifications. They

have capacity to manufacture large number of pumps with short delivery period.

Pump Steel also will be able to produce pumps of good quality with some additional

jigs and fixtures required. The remaining four companies will require investments

and technical support to improve their manufacturing procedures and the internal

quality controls.

UNICEF could consider awarding a bulk of their requirements to V&W and a small

contract to supply 20-30 hand pumps to Pump steel considering this will built their

capacities.

UNICEF could also consider hiring a local consultant to build capacities of other

manufactures and those of partners to procure handpump of right specifications.

RAPID ASSESMENT OF HAND PUMP MANUFACTURING COMPANIES IN

ZIMBABWE, BUSH TYPE “B” HANDPUMPS.

1. BACK GROUND:

Government of Zimbabwe standardised in 1989 Bush hand Pump "B" type following

years of rigorous trials and modifications. This Hand pump “B” type is now in “Public

Domain”. More than 50,000 of these hand pumps are installed mostly in rural areas

of Zimbabwe. Rough estimates are that about 40% of them are not functioning.

Repairing these pumps by replacing worn out part is not possible because of inter-

changeability and pumps manufactured with non standard specifications. One is

forced to change the whole pump head unit or the cylinder assembly.

UNICEF and other partners are facing challenges in the last few years to procure

hand pumps from lowest bidders that meet the national standard and specifications.

UNICEF tried to procure their requirements from Mild Engineering (2006), Hardware

Centre (2006), Factel (2008) and Guy International (2008)1. From all of them,

repeatedly products supplied had to be retuned and in some cases they even could

not supply after long delays. To solve this problem, UNICEF after assessing

selected suppliers entered into an LTA with V&W Engineering. This LTA has

expired in 2009. UNICEF through rapid assessments intends to select a few

potential hand pump manufacturing companies to procure their supplies for its 2010

hand pump programme. Plans are to procure about 200 complete sets of hand

pumps along with spares part and tool kits for caretakers and Pump Minders. Also

procure spare parts and tool kits for the 230 hand pump facilities constructed in

urban towns in 2009.

The rapid assessments included:

Collection of data on the profile of the company from a senior staff of the company. Information collected among others, included information on their sub contractors, sources of raw materials, number of hand pumps produced in 2009 and 2010 and their main clients,

Quick assessments of their manufacturing process, especially use of dimensional control tools, checking the use of “Jigs and Fixtures” and use of go and No Go gauges for assuring dimensional tolerances and inter-changeability of parts from one pump to another (See Annex 1 for details).

Visual check of a selected batch of handpumps and selection of 3-4

handpumps for inter-changeability test. The selected pumps were dismantled

and one component from a pump was assembled on other(See Annex 1 for

details of component interchanged)

Detail dimensional checks against the standard specifications were made only if the pumps selected passed the inter-changeability test. National Specifications and technical drawings were analysed and critical dimensional specification were picked and a format developed for use(see Annex 2 for details)

3. ASSESMENTS :

3.1. RUBICON:

Rubicon is located at 24, Edison Crescent, Granite Site in Harare2. This company

started to manufacture Bush type “B: hand pumps in 2009 and is about one year old.

3.1.1. Manufacturing Capacity:

In the past one year they have manufactured 300 hand pumps. Their capacity is

quite limited. Hand pump production is one of the other fabrication jobs they do.

They have very basic equipment and machines like lathe, shearing, bending and

welding facilities. Most of the hand pumps are hand crafted and done one by one

with no “Go and No Go” gauges, jigs and fixtures. There is no properly set

production system or production line. Internal quality control mechanism and

dedicated person supervising the process is lacking. They were not using the

National specification for their productions until UNICEF consultant notice and

provided them the correct specifications and drawings. This was a month ago when

the UNICEF consultant was at their work shop inspecting their drilling rigs for the

Mabvuku Tafara rehabilitation contract. Now they are using the new specifications.

3.1.2. Inter-changeability and quality assurance aspects:

Three pumps checked had no inter-changeability. The following are the details:

The base plates of the three selected hand pumps had the correct internal

diameter and could fit on six inches steel casing, In two pumps the base plate

was not horizontal. The water discharge unit when fitted will not be vertical,

which is so critical for proper performance of hand pump.

Discharge assembly could not be interchanged with another pump. The four

holes drilled could not be aligned.

The inspection bolt hole on the base plates is not at the right position. This

was also noticed in some of the base plated being fabricated.

The main “U “frame inner dimensions varied significantly from one pump to

another. This defect was also seen in the newly made “U” brackets.

Inner dimensions of the “U” frame were much above the acceptable

tolerances. .

3.1.3. Critical Dimension checks:

The three hand pumps checked for inter-changeability did not pass the inter-

changeability test and hence further critical dimension check were not done.

3.1.4 Major clients:

Rubicon produced and sold about 300 Bush hand pumps. Their main clients are

German Agro Action (60 hand pumps), Practical Action (50), Goal (10), Adra (22)

Luthern Development Services (10) and Jonannitor International Assistance (20).

There were four hand pumps in stock which were checked. They do not have a

good tracking system to account the sales of hand pumps they produced.

3.2 SOUTHERN TRADING:

Southern Trading is located at 77 Coventry Road, Workington Harare3. This

company represents CEMO PUMPS (PVT LTD) located in Durban South Africa.

3.2.1. Manufacturing Capacity:

Southern Trading is not a hand pump manufacturing company in Zimbabwe. They

procure upon receiving firm orders, supplies from manufacturers / whole sellers in

South Africa to meet the needs of their clients in Zimbabwe. CEMO pumps through

its subsidiary, AMANZI Pumps supplies their products. CEMO produce helical rotor

hand pumps and powered pumps, submersible pumps and Bush handpumps on

special order for Zimbabwe. Southern Trading in their ware house in Harare had a

stock of four Bush hand pump and with CEMO in Durban about 50.

3.2.2. Inter-changeability and quality assurance aspects:

One of the four Bush Hand pump and accessories were opened and examined

closely. Pump appears similar to Bush hand Pump manufactured locally and

appears to be of good quality. The threading on the 50mm medium series GI pipe

columns / riser pipes are of very good quality following ISO specification to hot dip

galvanised the pipes after cutting the threads. Also the 16mm GI rods kept in stock

were found to be hot dipped galvanised. However on a close examination this

pump had two variations from the Zimbabwe National Specifications and these are:

The pump stand uprights to accept the rear pivot pin Pump not made of

10mm thick plate and is a shaped into “U” channel but instead has a frame

with the uprights from a 50 -60 mm wide plate with cross bars to give

additional strength.

There is no Inspection hole on the base plate and Water tank assembly.

Measurement of static or dynamic water tables will not be possible.

3.2.3. Critical Dimension checks:

Critical Dimension checks were not done as UNICEF was looking for local

manufacturing companies and not trading companies. Southern Trading has asked

Peter Morgan to do a detail check of their hand pumps and recommend changes

they need to do comply with the National Standards. I have shared the National

Specifications and Drawings.

3.2.4. Major clients:

Southern Trading has sold 13 Bush hand pumps in Zimbabwe. Ten hand pumps

were sold to Dore and PITT, World Vision International (2) and City Of Harare (1).

Help Germany bought large consignment of spare parts for their projects in

Bulawayo and International Federation of Red Cross bought 72 foot valve and 40

brass cylinder. The exact numbers of spare parts bought by Help Germany were

available readily.

3.3 V &W ENGINEERING:

V & W Engineering is Located at 49 Leyland Road, Ardbennie, Harare4. It is one of

the oldest Bush Pump manufacturing companies. They also manufacture Bush

hand pump type “C” and treadle pump for irrigation.

3.3.1. Manufacturing Capacity:

V & W are producing hand pumps using sophisticated machines and employing

technically trained people with several years of experience manufacturing the same

component of the hand pump. This factory was set up to meet the large number of

hand pumps requirement in the past. Now the factory is running at 40-50 percent of

its capacity. They are exporting pumps to Namibia. They maintain a stock of few

hand pumps in their ware house.

3.3.2. Inter-changeability and quality assurance aspects:

The hand pumps produced from this factory are with good quality control and inter-

changeability between hand pump produced in the same batch and different

batches. It has well designed production system equipped with CNC lathes,

machining centres with vertical and horizontal boring mills, general turning, milling,

drilling and gear / teeth cutting machines and a very well equipped plate shearing,

plate bending, welding and painting section. Each machine has a dedicated worker

doing the job and producing a specific component from 10-15 years. The following

measures were put in place to meet the dimensional tolerances, inter-changeability

and quality assurance the following measures have been put into place:

Parts that require high precision such as the parts of Cylinder assembly are all

cut on CNC / CR Computerised lathe machines. They have three of them.

Every component fabricated uses a jig and fixtures. The fabricated part goes

through a dimensional control with a “Go and No Go” gauge. If any part

produced is rejected by “Go and No Go” gauge, then production is stopped

and quality control engineer resets the machines.

All the five holes in the base plate and water discharge unit are done at one

time with punching machines using Jig and fixture and thus avoiding the

human errors factor.

Welding is done by fixing the components in a jig. Hence the up rights of the

main frame are always vertical and the Base Plate is horizontal. This

increases the performance of the hand pump and reduces the wear and tear

of the piston assembly components.

The wooden block is shaped on a lathe with a jig which can only fit wooden

block of correct dimensions. The position of holes made in the wooden block

is controlled with stoppers and hence the distances between the holes are

always maintained. This is very critical for smooth functioning of the hand

pump.

3.3.3. Dimensional Checks.

Dimensions of a few jig and “Go and No Go” gauges and component produced were

checked and found to be as per specifications. .

3.3.4. Major Clients:

Major clients includes : UNICEF had an LTA and bought more than 230 handpump

sets in 2009 and many spares and tool kits, Oxfam , WVI , Care are some of their

main clients in Zimbabwe. They export open head cylinders to Namibia

3.4 MILD ENGINEERING:

Mild Engineering Company is located in Kwekwe town. This company was visited on

March 2, 2010. The company was establish in 1991 as a fabrication company and in

1994 started to manufacture Bush Pumps. The general manager is Mr. W.M.

Zengeya and his contact numbers are : Cell 011 419 362 and land line 22 798 / 210

79 / 21 223 / 235 23 and e-mail address : [email protected].

3.4.1. Manufacturing Capacity:

In 2009 the company manufactured and sold 500 handpumps. They have limited

limited capacity with a few lathe machines, boring, milling machines and with welding

facilities. Their sister company supply moulded brass components like the foot

valve which are then machined in their factory. Brass tube and GI pipes are

purchased from Mark Steel from South Africa. Leather seals from Bancroft in

Bulawayo. All their hot dip galvanising is done by Haggie Rand in Kwekwe or

Industrial Galvanising in Harare.

The workers had no drawings with them but they know the dimensions of the part

they are making. Special tools like veneer callipers, screw gauges, sprit level, steel

measuring scales are lacking.

Production is done without any Jig and Fixtures and “Go and No Go”.

The company lacks internal quality programme and has no qualified dedicated

person for quality control and supervising the process.

In 2009, they manufactured about 500 hand pumps. Most of their clients are Rural

Councils and NGO’s such as Zimbabwe Red Cross and German Agro. Appears

they produce hand pumps in small batches upon firm order. They had 8-10 hand

pumps in stocks.

3.4.2. Inter-changeability and quality assurance aspects:

From the stock of 10 pumps, three hand pump were selected for inter-changeability.

The pumps selected had no inter-changeability. The following are the details:

Foot valve from one pump could not be fixed on the other.

Piston from one pump could not be removed, even when it when fixed on

vies.

The water discharge assembly from one pump did not fit on the on the other

hand pumps. The four holes on the discharge assembly did not match with

the holes on the base plate of the other pump. Only three of the four bolts

could be tightened with some difficulty.

The “U” bolts to fix the handle to wooden block could not be changed in case

of one pump. For the other two required hammering to insert them. The “U”

were not symmetrical.

The length of threading on the two arms of the 16 mm “U” bolts(to fix the

pump body on the steel casing) are not uniform.

In two pumps the base plate was not horizontal. The water discharge unit

when fitted will not be vertical, which is so critical for proper performance of

hand pump.

3.5 PUMP STEEL:

Pump Steel is located in Bulawayo town. The company was visited on March 22,

2010. The company was establish in 1999 as a fabrication company, door frame

and school furniture manufacturing and in 2007 started to manufacture Bush Pumps.

The general manager is Mr. Eugene Jackson and his contact numbers are : Cell

0912 413 915 and land line 460 293 /7/8 and e-mail address : [email protected]

3.5.1. Manufacturing Capacity:

In 2009 the company manufactured and sold 100 hand pumps. They claim to have

a capacity to manufacture 100 pumps a week which was not evident. They have

lathe machines, boring, milling machines and with welding facilities. Their get

moulded brass foot valve from Norton Moulding which are then machined in their

factory. Brass tube and GI pipes are purchased from Max Steel or Robo steel from

South Africa. Leather seals from Bancroft or from Mark Lib in Bulawayo. All their

hot dip galvanising is done by Applied Chemicals technology in Bulawayo.

They had drawings that are quite old from DDF and not that SKAT prepared for

Department of Water Resources and development, Harare. There is senior

workshop foreman / engineer for supervision and quality control. There were no

designs and dimension specifications with lathe operators producing the part.

Workers are quite skilled and know the dimensions of the part they are making.

Special tools like veneer callipers, screw gauges, sprit level, steel measuring scales

were available with the foreman.

There is some production process in place. Have Jig and Fixtures for the Main

Pump body, to drill holes in Base Plate, and to drill holes in wooden block. They did

not have any “Go and No Go” gauges.

The company has some internal quality programme and has a dedicated qualified

person for quality control and supervising the process.

3.5.2. Inter-changeability and quality assurance aspects:

From the stock of several pumps, three hand pump selected had no inter-

changeability. The following are the details:

Foot valve male and female threads did not meet the ISO specifications and

were much above the permitted tolerance. They were so loose that they were

rattling. Teflon tape was being used while assembling the two parts.

Piston assembly with leather seals were interchangeable from one cylinder to

another. The cylinder inner lining was well machined and quite fine.

The water discharge assembly, also fitted from one pump to another. They

had many base plate with the five holes punched ready. The holes of one

matched with others. However they do not have a go and no go gauges.

The “U” bolts to fix the handle to wooden block could not be changed in case

of one pump.

The length of threading in the 12mm and 16 mm “U” bolts (to fix handle to

wooden block the pump body on the steel casing) are not uniform.

In Length of threads on the pump rods is much more than 25 mm and

different from one rod to another.

The distance between the Pump stand assemblies arms were within the

tolerances as they use a jig to weld the arms.

3.1.5. Critical Dimension checks:

Pump steel are also using old designs and basing their dimensional checks based

on these drawings. I have given to them the latest drawings by SKAT. The three

hand pumps checked and several parts under manufacturing had some degree of

inter-changeability. Most of the parts produced have the required dimensional

tolerances. Some improvements are needed by introducing Go and No Go gauges

to improve their efficiency. The quality control person had detail discussions on the

improvements to make. The details of the checks are summarised in Annex-3.

3.6 FACTEL WATER INDUSTRIES:

FACTEL Pump Steel is located in at 23 Fairway Drive, Northwood, Mount Pleasant,

and PO Box 82 C, Harare. Checked the company on April 9, 2010. The company

was establish in 2003 as an integrated water resources development, borehole

drilling, well sinking, hand pump installation and maintenance. Bush pump are

manufactured at DDF workshop at Manyame . DDF has leased the workshop along

with machinery to Factel. The operations director and Watson Expert is W. Ponela

who has a diploma in Business Administration and a Mechanical Engineer. Their

3.5.1. Manufacturing Capacity:

Factel using DDF facilities manufacture Bush pumps on firm orders. On the day

visited they were not manufacturing hand pumps. The work shop was empty. They

have supplied pumps to a Number of NGOs CRS, Help Germany, IOM , Plan

International. However they could not provide exact data on how many pumps

produced and to whom they were sold. They have lathe machines, boring, milling

machines and welding facilities. They have ties with a number of companies in

Bulawayo and Harare to get some requirements of sub contracted parts and raw

materials.

Special tools like veneer callipers, screw gauges, sprit level, steel measuring scales

were available with the foreman.

They have Jig and Fixtures for the Main Pump body which was under lock and key of

DDF staff that was not available at that time to see. Similarly could not see any “Go

and No Go” gauges.

The company has no internal quality programme and has a dedicated qualified

person for quality control and supervising the process.

3.5.2. Inter-changeability and quality assurance aspects:

There were not even one hand pump to check the quality. Hence no inter-

changeability checks could be done.

3.1.6. Critical Dimension checks:

Dimensional checks could not be done as there were pumps available in stock.

3. RECOMENDATIONS:

I. V &W Engineering is producing good quality hand pumps meeting national

standards and specifications for manufacturing Bush Hand pumps (See

Annex 1, 2 and 3 for details). UNICEF could consider continuing to procure

their requirements of Bush hand pumps and their accessories and spare parts

from V & W. They have ready stocks and have capacity to deliver them with

short delivery period. They be awarded a bulk of the contract.

II. Pump steel is willing to add some of the additional Jigs and fixtures needed.

They have qualified quality control person who had intensive discussions

during the visit and is committed to fabricate them. If given a chance, they will

be able to deliver hand pumps meeting the national specifications and

standards. It is suggested they be awarded a small contract to deliver 20-30

hand pumps (10-15% of Bush Pump requirement).

III. Rubicon, Mild Engineering and Factel are trying their best to make use of their

existing steel fabrication capacity to produce Bush Hand pumps. They need

to improve their manufacturing process and establish internal quality controls

before they will be able to produce pumps with national specifications and

standards. This will require capital investments and technical support.

Assessments will be required if these investments will be financially viable.

IV. Southern Delta is a Trading company and they themselves do not produce

hand pumps in Zimbabwe. They have arrangements to sell CEMO products

in Zimbabwe, including Bush Hand Pumps. Bush Hand Pumps sold are of

good quality but with some deviations from National specifications. These are

minor and can be corrected very easily.

V. UNICEF is committed to support government of Zimbabwe and making all

efforts to promote local economy and build back the lost capacities in the

private sector. Considering this, UNICEF could hire the services of a

consultant (average 4-5 days a month) to provide technical support to a few

selected hand pump manufacturing companies and build their capacities.

VI. Also, the same consultant could build local capacity for a third party inspection

of hand pumps and accessories procured by UNICEF and other partners.

VII. Presently manufacturers are supplying sub standard hand pumps and spares

to the NGOs including those supported by UNICEF. They may be procuring

these sub standard pumps with cost as main criteria and or they lack technical

expertise to select products with right specifications. UNICEF could consider

to:

a. Build capacities of NGOs to procure hand pumps with right

specifications. Last year through WASH cluster a half day session was

organised. As time was short, participants may not have acquired

sufficient skills to do this job. Also, technical support and follow ups

after the training were not made to technically support them to put into

practice the knowledge and skills acquired. This can now be done by

the same consultant hired to build the capacity of manufacturers.

b. In the mean time, capacities of NGO staff gets developed, UNICEF

could procure hand pumps for NGO instead of giving them funds to

purchase. Manufacturers could then supply materials directly to NGO

ware house. Arrangements could be made with manufacturers to have

a minimum number of hand pumps stocked in their ware house which

could be released at a short notice.
