Conducătorul unității ne-a anunțat că organizația își pregătește
deschidem Apartamentul social (AS) - etapă intermediară spre autonomie a tinerilor defavorizați.
- Conferința internațională “Take a grip” – Helsinki - Finlanda – (2000)
- Placheta și diploma din partea Guvernului României (2000)
- “Learning Exchange Program” - București - (2002)
- USAID –ChildNet program - (2004)
- Cel mai bun program ONG - United Way Romania – (2006).
a integrării sociale a tinerilor.
In perioada 2003-2007 acest sistem asigura lunar intervenții integrate personalizate unui număr
extindere a serviciilor noastre.

1. 1994-2014 : 20 years of emotion and work, pressure and unrest,
satisfaction and confirmation
Early 1994 – I was in charge with the “street children” programme for a major French charity. The
manager of the unit informed us that the organization is going to leave Romania. I asked, and I
asked myself then: what could I tell the teenagers and young people I was already working with for a
year, people who confided the story of their life, trusting that I would be close and try to help them
leave behind the misery of streets and capital's canals?
On 19 July 1994, the Romanian association, named “Support for Social Integration” Association
(ASIS) was registered in court. ASIS started with two staff members, an old Citroen, 40 beneficiaries,
girls and boys, seen as “the tough ones” of the streets because of their use of alchohol and drugs
(mainly volatile substances), aggressive behaviour and underground life (in canals). At the same
time, we had close to us several enthusiast supporters, among which two Irishmen and an
Englishman, people who stayed loyal to our cause for the two decades of life, being as willing to help
as 20 years ago.
1995 - In one of her visits to Romania, Kate J. Asked 'if you had one dream about what you were
doing today, what would that dream be?'
'A home for young deprived people,' I answered.
Before Christmas, we bought a house!
1996 – it was the year when, after a very long and hard winter, on 1st April (along with the last
snow), we started the renovation of the building and had a lot of running, bureaucracy, stress and a
'tacit pressure' on behalf of colleagues to open the house faster.
ASIS, invited to Amsterdam – Street Children Worldwide Conference – as a representative of
Bucharest organizations and a model intervention for street children.
On 10 March 1997 the house in our dream opened its gates and hosted the first 4 young people,
becoming the ASIS Residential Centre – “Temporary life place”
1999 the need for a structure to impose a higher responsibility, but also independence for some of
the graduates of our Centre programme made us to open the Social Flat (SF) on 1 February 1999 , a
temporary stage to independence for deprived young people.
At the same time with the opening of this new service, ASIS completed in Romania the first micro-
system of social assistance services meant to build independent life skills and full and stable social
integration for deprived young people (coming from the street and those leaving state protection
units when they were 18).
1999-2006 – ASIS micro-system was appreciated and presented on various occasions as a best
practice model – World Bank Award (1999)
- International Conference University of Stockholm (1999)
- “Take a grip” Conference – Helsinki-Finland (2000)
- Romanian Government Plaque and Certificate (2000)
- “Learning Exchange Program” - Bucharest (2002)
- USAID – ChildNet program (2004)
- Best NGO Program – United Way Romania (2006).
In 2002 the model of life skills training service for boys is taken over and applied to girls as well;
thus, the first Social Flat for young women, and FAPS 1 was then followed by FAPS2 in 2003, the
second flat for young deprived girls.
Starting with 2003, the micro-system of social assistance services consisted of a number of 5 types of
services placed in a chronological succession from the point of view of young people’s route to
autonomy: street assistance – training independent life skills in 4 placement centres in Bucharst – 1
residential centre – 3 social flats – 1 monitoring service for the social integration of young people.
Between 2003-2007, this system covers monthly integrated personalized interventions for an average
of 95 young people, boys and girls.
From 2007, the requests of young people for the life skills training service were decreasing while
more and more requests of support were coming from poor/impoverished families. Given this
background, after 10 years of operation, the “Temporary Life Place” was turned into a “Family
Centre”, a service providing parents and children in deprived families legal, psychological and
social counselling, information, school and vocational guidance, training, educational and material
support.
The year 2014 is that marking the first two decades of our association life.
In its twenty years of work, ASIS, having a young, dynamic team of professionals, willing to continue
training, and most especially with a great love for people – children and adults in difficulty –
managed to change hundreds of sad life stories in equally many successes!
Beyond the number, and more important than it, is our joy and satisfaction we feel when the
graduates of our programmes talk proudly about their successes and achievements in life. We then
have the certainty that the effort made in these 20 years was fully repaid, and we thank them for this,
our beneficiaries, for believing in the values of ASIS, believing in us and believing in themselves first
of all, and their own power to fulfill their dreams.
2014 is also the time of a new start, new consolidation projects, development and expansion of our
services. We thank all those who stood by us on this road, we thank them for their full support,
without which ASIS would have never managed to grow and be, every day, more performing, more
effective and more useful to those are mostly need their fellows’ understanding and support.
We look at the future with courage and trust, with the conviction that other success stories wait for
us, other dreams turned in reality, with the intense wish to make well around us, to give a hand to
our fellows and to grow, further on, with them.

In 1994 am privit ușor uimită la înfiintarea ASIS-ului,
Firesc, a urmat deschiderea apartamentelor sociale – 1998, 1999, 2001, 2002.
Anul 2000 a adus o schimbare in activitatea mea la ASIS.
schimbare a activității ASIS.

2. ASIS experience – a lived story
My story at ASIS starts before its official birth, when I was invited to participate in the setting
up of a Romanian NGO. In 1994 I looked a bit surprised at ASIS being set up, I was not sure that an
NGO made by a few Romaniaans would last and develop.
In September 1995 I decided to get more involved in the activity of small ASIS and I joined
the team of street workers. The first and longest programme carried out by ASIS – the Street social
assistance – is the progrramme where all social assistants worked.
In 1997 a new programme emerged, expected by us with impatience and emotions – a
Temporary Life Place (TLP). The first residential place in Romania targetting deprived young
people (from the street and young people from Placement Centres). I was proud that I was selected
to manage the centre. Because all those working in TLP 1 – we loved it, managed to turn into into a
'best practice model'. In almost 10 years of operation, TLP suceeded in rendering society an
impressive number of youngsters.
The opening of the social flats follwed naturally – 1998, 1999, 2001, 2002.
2000 brought a change in my work in ASIS. I was proposed and accepted to coordinate all
social programmes carried out then by ASIS.
In 2002, ASIS was a acknowledged and valued NGO for special results in the work with
young people and for that reason we got involved in carrying out trainings for independent life skills
in several placement centres in Bucharest.
The decrease of the number of beneficiaries in our target group made us think about a
change in the life of ASIS. It was highly difficult to give up the deareast programme of ASIS, TLP.
And the break (2007-2009) I took to raise my child was welcome.
In September 2009 when I returned to ASIS I felt as an intruder. It was hard to adjust to the
new ASIS, there were new programmes, and new people and I was “loyal” to the old programmes.
I don't know when I started to love our new programme (almost 8 years now), perhaps after I
stopped comparing with TLP or perhaps after I met the beneficiaries and listened to their problems
or perhaps when I saw the first case 'sorted out'. It is certain that it ingratiated with myself and made
me be proud of working in an NGO dedicated to people in difficulty.
At the end, I would like to send to the now adult ASIS a “Happy Anniversary!” and to keep
the strength to reinvent itself and come to meet people's needs.

Project manager
societate a acestora.
LA MULȚI ANI, A.S.I.S.!
Marina Haidaev
In 2004, my professional life changed radically: I passed from the business area, where I had
worked, one way or the other, since my graduation, in the ‘non-profit’ sector! I had known the
attractive and challenging side of business for many years, but not the reverse: the race after profit,
the ethics rather present in theory and less applied in practice, the hardship of competition… I
wished to be closer to people, their mind and soul, to be able to make something more real for them.
So, in 2004, I chose to work for an NGO whose beneficiaries were gifted teenagers from top high
schools. But since it did not seem enough…
The summer of 2007 had not started too promissing for me. The Bucharest office of this NGO had
been closed, I still had four years until my retirement and I knew that people of my age, no matter
their capacity and professional experience, are not really demanded. I had to take a new decision
about my professional route.
And, given fate or perhaps because a support coming from other dimensions, what I had applied
many times in my marketing work before happened: the demand met the offer! I read a newspaper
ad, sent my CV and… got employed by A.S.I.S. to identify financing sources, to write projects and to
attract funding to support the activity of the association.
And here I met a team of wonderful people, ready anytime to make use of their professional
knowledge, patience, health, time spent with family, the ability to understand and show empathy for
the very poor ones, losing the path of life, whom society hardly accepts or even isolates. And all
these despite modest salaries and difficult and risking work conditions, compensated by the love for
people, involvement and professional dedication, to contribute to the fulfillment of the mission of the
Association: reducing the number of deprived people through social assistance and counselling
adapted to each beneficiary, up to their full and stable reintegration in society.
From my colleagues in A.S.I.S. team I had the priviledge to learn, close to the third age and the end
of my professional activity, so many invaluable things, about the self-sacrifice to help those at the
edge of society, understanding their problemms and needs, finding and using the most effective
methods to change their thinking for the better and their self-perception and about the society, to
make them more trustful in their own forces and the chance of a better future.
For all these, I thank them now, at the celebration of 20 years of work, the longevity of the
organization showing by itself the dedication and the work quality of those leading and working
A.S.I.S. throughout time. And I feel myself more accomplished knowing that I could contribute, even
little, to the success of the efforts made by these PEOPLE and PROFESSIONALS!
HAPPY ANNIVERSARY, A.S.I.S.!

Are principii, are valori, are coloană vertebrală, are
lacrimi, are zâmbete, are relaţii interumane reale, are respect pentru fiinţa umană.
semenul tău nu are rezultate durabile.
Are viaţă.
Elena Tudor
For ASIS, with love… a love story
Because it excites us, it changes us, it helps us to want more, always more from ourselves and from
those dear close to us.
ASIS is a beautiful love story. An endless one. I go back to it, each time I reach a new team, I start a
new activity, I assess a success or a failure. ASIS is a professional and human barometer. It has
principles, values, a spine, it has tears, smiles, it has real interhuman relationships, it has respect for
the human being. Here I found everything: colleagues, friends, theory, practice, principles and life
values. I learned here that the theory outside the passion for work has no value and that the practice
outside the respect for one’s fellow has no durable results.
I worked for ASIS full-time between 1998-2001 and then, until 2005, on a part-time contract for
clearly decided slots. ASIS was not the first, and obviously, not my last work place. It did not imply
the greatest responsibility. It did not have the largest team or the biggest number of beneficiaries I
worked with. Apparently it was one of my jobs… but the one most dear to me. Because ASIS has a
heart beating in the rhythm of your own heart. It is occupied by special people, makes things with
love and respect for its people. I learned here about sacrifice and fight, as much as I did not in the
rest of my life.
I salute affectionately all ASIS beneficiaries, and all my colleagues. I go back to you whenever I need
a drop of courage, of trust, of honour and human dignity.
Elena Tudor
3.Programele și activitățile noastre în 2014
A. Asistența stradală
sociala );
către autorități ;
3. Our programs and activities in 2014
A. Street work
Our work for homeless people reached 20 years, as many as our own association. During these
two decades of street social assistance, we we witnessed the progress of the homeless people
phenomenon, adapting our intervention constantly to the realities of the moment.
In the ‘90s we were working with ‘street children,’ children and teenagers coming from various
parts of the country, but also the marginal neighbourhoods of the capital. They used to appear in
major crossroads of the city, but also areas close to food markets and railway stations (especially
North Station). Most would adventure through the undergrown sewerage network where they
would eventually make a shelter. There were very few not interested in intoxicative inhalants
known as ‘aurolac’ – a solution containing solvents with halucinogene effects.
The ‘aurolacs’ phenomenon was extremely visible and present in the life of Bucharest.
In the coming years, ‘street children’ were already adults, some had become parents and were
carrying in their arms the second generation of street children. Most of them used to live in canals,
and the consumption and sale of drugs had become for a great number routine activities. Some of
these street adults started to leave canals and inhabit abandoned buildings in the main area of the
capital.
Between 2008/2009, our street team met a new type of homeless people: families who before the
economic crisis would live normally, but who, losing jobs and later homes, were forced to live on
streets.
In 2013, our target troup was completed by a new kind of beneficiaries – adults and children –
Roma families coming from other counties of the country, living at the edge of Bucharest, in
improvised shelters placing their life in danger.
Our intervention during 2014 was divided between homeless people from the ‘urban’ area and the
community of Roma families in the marginal area of the city.
Our objectives were :
a) keeping the contact with clients from ‘traditional’ areas and supporting them with specific
services (accompanying them to get ID papers, medical and social counselling activities) ;
b) facilitating the access of our beneficiaries in emergency shelters opened during winter by
authorities ;
c) supporting clients from the Roma micro-community having shelters at the edge of the city.
In 2014, the street team worked with 103 homeless people, among which 24 contacts in the
marginal area of the capital and being part of the Roma community, and the other 79 being
persons contacted in the preivous years, from various areas in Bucharest. For these clients and
together we them, we got 19 ID documents ; 47 beneficiaries followed a medical treatment, 11
were referred to ASIS Family Centre, and 5 were interested in and accepted during winter by the
emergency shelters of sector town halls.
- 12 familii au primit lemne pentru foc;
incălzire ;
- a fost asigurat tratamentul medical
pentru 21 de persoane;
- 27 de copii au primit încălțăminte și îmbrăcăminte de iarnă;
B. Emergency support
The programme was initiated in November 2014 for a proposed duration of 4 months, respectively
the time of the cold season. It targetted homeless people in Bucharest and those living either in
inadequate houses (damaged or absent roofs, broken windows and/or replaced by plastic foil,
spaced without potable water, heating sources, ventilation and/or power etc.), or in temporary
housings (tents, constructions made by cardboard, iron sheets etc.) or uncertain ones (spaces
occupied abusively in old buildings under an advanced deterioration).
In the time passed up to the end of the year, we accomplished the following for our beneficiaries:
- 12 families got wood for fire;
- The construction of one house (one room) equiped with heating;
- Medical treatment for 21 people;
- 27 children got winter footware and clothes;
- 11 families got food packages regularly.
in 2014 acelor familii
care nu reuşeau să se
bucure de viaţă, să fie
fericite. Pe parcursul
anului echipa a lucrat
cu 142 de astfel de
familii. Poveştile
acestor familii sunt
diferite si de aceea
tratăm aceste familii
individual. Sărăcia este
elementul comun, iar
celealte probleme sunt
accesorii și sunt
diferite.
Cele mai
frecvente cauze
propria lor închisoare.
Programul nostru a venit în întâmpinarea problemelor clienților nostri, reușind să-i smulgă

C. Family Centre
”All happy families are alike; each unhappy family is unhappy in their own way.”
Our ˮFamily Centre” continued to target in 2014 those families unable to enjoy life, and be
happy. During the year, the team worked with 142 such families. The stories of these families are
different and that’s why we treat these families individually. Poverty is the shared element while
other issues are accessories and vary.
Most frequent accessory causes obstructing families to function normally were: the lack of
interest to hildren, divorce, illness, misunderstandings between parents, the death of one parent,
children’s abandon in the care of
grandparents or elder brothers, the
lack of education and of ˮhealthy”
values. In all these cases, children
were most affected.
To set the level of working
for one family is quite a difficult
task. How much ca none stay
objective? How easy is to keep
personal opinions and values and do
not impose to transfer, voluntarily or
involuntarily to the family under
assessment?
We tried in all cases to
extract issues one after the other,
to propose alternatives, to make
adults look in a different
perspective the life of their
family, to help them order and
prioritize their issues and needs.
We noticed how difficult is to
get away from the main issue,
respectively poversty, and that they cannot or do not know to look beyond it. It
is their own prison.
Our programme went to meet the issues of our clients, managing to pull them from their
closed circle. Thus, in 2014, the Centre for Family Programme turned into a dialogue carried with
its beneficiaries:
”I did not take him to school this year because I had no money to buy clothes and school
stationery”
Our programme covered the amount of clothes and school stationery for 63 children.
ˮI do not manage with him, he never listens and makes trouble all the time – I’ll take him to the
orphanage”
43 families had psychological counselling.
ˮhe’s ill all the time because I had no heat”
We got 7 tiled stoves and bought the amount of wood for 16 families.
ˮI cannot cook because I have no cooking stove”
We got 2 cooking stoves.
ˮI have nothing to put on the plate, I can hardly buy daily bread and potatoes”.
We covered one lunch snack for at least 50 children.
ˮWe have no ID papers because we have no property”.
We facilitated ID papers and birth certificates for 32 persons.
ˮWe cannot manage to submit official papers for town hall or school”
We helped 26 families to make their papers to get their rights.
To this end, we paid 64 notarial statements.
ˮHe’s ill all the time because I have no money for doctors and medicines.”
We paid 543 prescriptions written by doctors, both for children, as well as parents.
We facilitated the registration to a family doctor for 12 families.
We paid for visits to various specialists for 14 children.
We bought medical devices for children (nebulizers, glasses, aid hearings, orthopaedic
boots and ortheses)
ˮNobody employs me because I have no studies.”
27 peopple completed qualification courses.
27 people were counselled to look for and get a job.
4 adults were registered to school.
We do not claim that we made 142 families happy, but we can certainly stay that the members of
these families look with higher confidence to the future, knowing that there is a chance for their
families to enjoy life.

D. Social flat – Life skills service
In 2014 we closed the activity of the last social flat of ASIS. The programme was closed
following the lack of demand from young people, which made us think that the mission of the
programme was completed.
In the 15 years of work, social flats served 397 young people, out of which 273 young men and
124 girls.
The programme offered young people the opportunity to learn skills and practice independent life.
Looking at the long list of beneficiaries passing through the 3 social flats, we remembered the
stories of these young people and were proud of
their performances.
We remembered how for many of these young
people, simple things were genuine challenges.
They could not think that they would ever be
able to live independently, that they will
manage themselves and that they would be
accepted and respected in a job. They made it!
We are proud with the 397 young people –
adults who do these things automatically – go to
work, take care of their own house, take care of
their own family – ordinary adults for whole
daily tasks are part of their lives.
Even if they had all information and needed
skills for an independent life, very few of our
young people left the programme having trust
and willing to practice life on their own. They
were afraid and try to postpone as much as
possible the separation from the safety of the
social flat. It was always emotional to see them
leaving with their small fortune squeezed in bags, having in their eyes feelings difficult to spot:
despair, fear, anger, mistrust or abandon.
Now, some of them are proud of their children, others of their professional performance, but all
have the issues of daily life and we identify in their habits the lessons from our programme.
Out of the 397 young graduates of the “Social Flat” programme, none reached the street or in an
extremely difficult condition, a standstill.
For us, social workers, this thing is the proof that we did our duty.

generala (școlară, comportamentală, socială) a propriilor copii.
Familie – ASIS.

E. Psychological counselling
In 2014, psychological counselling aimed at:
a) Concluding the psychological counselling process for those clients under probation
service.
The results during the intervention had an essential role in developing each one’s self-
perception. Our clients reached proposed aims, for some of them the objective was to activate
and use internal resources and/or to change their influence background, for others it was to
reconnect with the psychiatrist, the continuation of an interrupted treatment, participating to
recommended psychotherapy, while for others the goal was to develop new social and
professional relationships.
b) Stimulating the interest of parents (clients of the programme in the Centre) for the
general progress (school, behaviour, social) of their own children.
This objective represented a first step in reaching the goal proposed by our programme about
deprived families we deal with, namely to determine parents to assume responsibilities naturally
held by a parent to his/her own child.
We started our actions, considering a priori that parents will be interested to know the emotional
and behaviour profile of their children, a profile made with the scientific rigour of the specialist
(psychologist). A first result of our effort was represented by the interest showed by parents for
the psychological assessment. The representatives of the 10 assessed families state that they are
very satisfied by the fact that they can communicate more effectively with their own children,
and this is reflected on the emotional climate in the family.
In 2014, we achieved: 90 psychological counselling sessions for 48 beneficiaries, as
follows:
- 60 sessions of individual psychological counselling, for 17 beneficiaries from the
Probation Service attached to the Bucharest Court and Ilfov Court
- 40 individual psychological sessions for 31 beneficiaries in the Family Centre – ASIS.

Datorită profilului școlii si a personalului specializat, CM a recuperat
spre viitor.

4. A success case story
When we work with people, things do not always go as we hope. Things often get
complicated when you say that you’re done. In some cases, issues come out, turning a case which,
after a lot of work, seemed to go to a good end.
This is the case of the Cs, including: CA, father, 48 years old, BN, mother, 38 years old,
CM the son, 9 years, and DM, 19 years, their daughter.
After an assessment of the case, the following issues were spotted: DM faces school
dropout, being in the 8th grade, CM is not registered at kindergarten, and has communication
difficulties – says few words and has a difficult relationship with those around him, CA has no job
after some medical problems, the only income is that of mother’s wages, BN, which does not
cover the family expenditures though.
After the assessment, we set the priorities together with BN: for DM, the continuation of
her studies – and 8th grade entrance exam to high school, high school registration, and material
support ; for CM, registration to kindergarten, specialist’s visit – ENT, logopedist ; for CA
medical check and material support to buy medicines.
After one year, the objectives were reached: DM was accepted to high school, CM was
registered to kindergarten and attended a weekly schedule for speech improvement, CA went to
the doctor and followed the prescribed treatment, got over the difficult time and feels better. He
managed to get a job. The family is now under monitoring and was closely supervised.
All seemed to go in the direction which was decided.
But, after a long series of medical investigations, CM was diagnosed with hearing
impairment, needs a hearing aid and has many other needs derived from this impairment. The case
was reactivated. Thus, another long series of actions were initiated. First, he got and diagnosis and
the medical certificate confirming his affection. Then, the submission of documents for his level
of handicapped be decided, and the allowances deriving from this.
After long and many efforts going to getting his certification of this impairment, those to
get the hearing aid started (covered by the state).
After the hearing aid were received, we started the efforts for a school transfer, because
CM cannot attend an ordinary school. Then, school guidance and later the transfer. CM is
currently a school of a special school for hearing impaired kids, being quickly integrated in his
new environment. Because of the school profile and the specialized staff, CM covered the
curriculum and improved his grades considerably. His results are very good, considering the fact
that until the 3rd grade he could not manage to understand too much from what was done in
schoo. CM’s sister, DM, is now a 12th grade student and works seriously for her baccalaureate
exam. In parallel, the young girl attends the hair styling courses provided by the Romanian
National Employers Union and hopes to get a job after completion.
At this moment I can say that all objectives proposed together with BN were reached, the
family got over the risk they were in, and its members now look with courage and trust to the
future.
