MOLDOVA AGRICULTURAL COMPETITIVENESS PROJECT (P118518) Objectives, components, indicators
Moldova Agricultural Competitiveness Project will contribute to achievement of the economic growth model described in the 2011-2014 Government Program, which is based on investment, innovation and competitiveness. The project will support the program’s wide ranging set of reform actions aimed at enhancing export competitiveness, attracting investments and achieving closer trade integration with the EU. In particular, the project will support the Government’s ambitious efforts in reforming the food safety management system, efforts to improve farmers market opportunities through investment support (to up-grade the post-harvest infrastructure) and institutional development support (creation and strengthening of productive partnerships), and efforts to mainstream the use of good agricultural practices and sustainable land management.The Project Development Objective is to enhance the competitiveness of the country’s agro-food sector by supporting the modernization of the food safety management system; facilitating market access for farmers; and mainstreaming agro-environmental and sustainable land management practices. The PDO will be achieved through activities aimed at: (i) strengthening country capacity to manage the increasingly complex food safety agenda; (ii) increasing levels of farmer organization and improving post-harvest infrastructure; and (iii) promoting adoption of sustainable land management practices by farmers and ensuring a strengthened response by the authorities to soil degradation challenges. Based on HACCP implementation in the undertakings referred to above, identification of training needs and conducting practical trainings in the establishments (producing food of non-animal origin) for veterinarians at the central level and in production units. The contract was signed with Ms Camelia Savu from România. During the reporting period 2 visits were held and the relevant reports have been presented. MAFI specialists, ACTR-ACCELS, American Councils for International Education, American Language Center was selected and organized English language courses.The contract was signed. There were 4 groups established, 10 people each. The training was carried out for 4 levels (Beginner, Elementary, Pre Intermediate, Intermediate), on Monday, Tuesday, Wednesday and Thursday between the 16 and 17.30 in the central office of NFSA and MAFI. The courses were held in the second half of 2014. In January 2015, the NFSA submitted a request to continue the training. For this purpose, an amendment was signed on 21.04.2015 and the courses will continue.Training for RVDC specialists.An amendment on training 6 specialists at MOLDAC for preparing the „Animal Health” Laboratory accreditation, within RVDC, have been signed. The training ,,General requirements for the competence of testing and calibration laboratories SM SR EN ISO/CEI 17025:2006 and requirements for auditing the management system SM SR EN ISO 19011:2013 took place on May 12-14. Training for RVDC experts in LatviaA training for 6 experts was organized in BIOR Laboratory, Riga. The international consultant, Ieva Rodze has organized that each expert has been trained in the diagnostic department according to their particular working fields of the a laboratorul de diagnosticare a bolilor la animale în Institutul BIOR. The issues related to the methods, described in the accreditation list of RVDC , reference Laboratory for Animal Health in Moldova were included in the working program. The training covered all the aspects regarding quality management application, the method, validation, equipment control, materials, reagents and sample compliance, staff expertise, records management, preventive and corrective measures, identification and traceability of the flow of samples, waste management and other related issues on laboratory work.Heads of bacteriology, serology, radiology departments, as well as experts of virology and molecular biology divisions have been trained. Also, an expert in quality management, head of RDVC has been trained. Sub-component 1.2: Technical Enhancements for Food Safety ManagementDesign works: Design of laboratory for the quality and health of plants, forage and food, Cahul The contract with the design company S.C. „ROSTRAL” SRL. The draft design was developed and coordinated with NFSA and the international consultant, Vlad Gheorghita. The Company was not able to get the necessary approvals for connection to networks, since the status of the laboratory has not been clarified and the documents confirming ownership of the building by NFSA have not been obtained.SITA Modernization. In March 2014, MAFI requested the financial support for SITA modernization, in order for it to be linked to the information systems to be developed with the project support (MMSV and LIMS). The World Bank approved the request. The technical specifications were developed together with the AIC and approved by MAFI, AIC, NFSA and submitted to CAPMU. The specifications were translated and the bidding documents were prepared in June 2014. The bidding was launched in September 2014. The bid opening was conducted in November. The evaluation of received bids has been completed. The contracts have been signed. Construction Works:TECHNICAL SPECIFICATIONS FOR NFSA’S ADMINISTRATIVE BUILDINGBased on the design documents, the bills of quantities for reconstruction of NFSA’s building were developed. The specifications for this bidding were divided into 2 parts and translated into English. The first part, containing building works, interior finishing works and internal electrical works will be carried out under the project; other works (ventilation, external electricity, facade, landscaping etc.) will be funded directly by NFSA. It was decided to conduct a joint bidding with two financing sources. A letter was sent to the Public Procurement Agency to consult its opinion on the matters related to conducting the bidding according the World Bank’s requirements and the bidding was accepted, given that the project source is larger than 50% of the total value of the bidding. As a result, the bidding documents were sent to the WB in order to receive its approval for launching the bidding. The bidding was announced, and the bidding documents were purchased by 9 companies. The bidding was held on May 5. 3 companies participated in the bidding. After the required assessments, the consortium between "Iasicon" SA, Romania and "ACAR-Construct" SRL, Moldova, with the bid value of MDL 48,137,120.42, was selected as the winner. The contract was signed. The consortium began the works. At June 30, 2015 the works have been fulfilled over 75% (consolidation works, plastering, installation of woods on the roof have been were finished).
Construction of TUDORA Border Inspection PointBased on the design documents, the bills of quantities for construction of Tudora BIP and the technical specifications were developed. The bidding was announced 2 times because only 2 packets of documents had been purchased for the first bidding and it was decided to repeat the announcement and extend the deadline until 11.07.2014. 3 companies participated in the bidding, with the lowest bid for construction works for Tudora Border Inspection Point submitted by ”SARCO SERVICE” SRL, amounting to 11,496,390.72 MDL. As the chairman of the commission refused to sign the evaluation report, the signing of the contract was delayed for more than a month and the works did not start in August. The contract was signed in September and the company started the preparation works. In October 2014 a problem related to demolition of a

toilet in the place where the building of the inspection point was planned to be built emerged, the demolition permit was received from the Customs Service on 10.11.14. The works continued. Thus, as of 30.06.2015, the construction company completed 80% of the works (foundation works and installation of metal elements).
Construction of CRIVA Border Inspection PointBased on the design documents, the bills of quantities for construction of Criva BIP and the technical specifications were developed. The bidding was announced and was held on August 18, 2014. The contract was signed with ”SARCO SERVICE” SRL, amounting to 10,954,914.14 MDL. The construction works started in November. In the second quarter of 2015, the works on BIP Criva have been executed at 70% (foundations, repositioning electric wires, preparation for installing metal elements).
Construction of Leuseni Border Inspection Point
Based on the design documents, the bills of quantities for Leuseni BIP construction works were prepared and the technical specifications developed. The bidding was announced and took place on 1 December 2014. 4 companies participated in the bidding, with the lowest bid for construction works for Leusen Border Inspection Point submitted by "BUILDING ASTROM" SRL, in an amount of 17 652 752.88 MDL. The term for contract execution is specified in the bid execution schedule and provides for 227 days ending on 31 July 2015. The evaluation was completed with delays because the chairman of the commission refused to sign the evaluation report. The contract has been signed with “BUILDING ASTROM” SRL at the end of February 2015. The works started in April 2015.

Construction of Giurgiulești Border Inspection Point
Based on the design documents, the bills of quantities for Giurgiulesti BIP construction works were prepared and the technical specifications developed. The bidding was announced and the announcement placed. The bidding was held on 9 December 2014. 4 companies participated in the bidding, with the lowest bid for construction works for Giurgiulesti Border Inspection Point submitted by "BUILDING ASTROM" SRL, in an amount of 8,293,227.25 MDL. The term for contract execution is specified in the bid execution schedule and provides for 182 days ending on 31 May 2015. The evaluation was completed with delays because the chairman of the commission refused to sign the evaluation report. The contract has been signed with “BUILDING ASTROM” SRL at the end of February 2015. The works started in April 2015.
Reconstruction of the testing laboratory for the quality and health of plants, forage and food products, Balti The design company S.C. "CONADO - DESIGN" SRL completed the design of the building. The technological design was coordinated with NFSA specialists and the international expert. Based on design documents the technical specifications were prepared and bidding announced. The bidding took place on December 16, 2014 and was attended by 5 companies. SC "SARCO-SERVICE" SRL submitted the bid for execution of works amounting to 21 997 830.56 MDL. The contract execution term was specified in the execution schedule and is 258 days. The company "BUILDING ASTROM" SRL submitted the bid for reconstruction works amounting to 21,003,450.24 MDL. The contract execution term is not specified in the Bid. The consortium consisting of SC "OZUN-CONS" SRL and SC «EURODEVIZ» Ltd. Submitted the bid for execution of works amounting to 21 895 761.00 MDL. The term of the contract execution is specified in the Bid - 253 days with target completion by 15 September 2015.The bidder SC «IASICON» SA in association with SC «ACAR-CONSTRUCT" SRL and SC „Proconimpex” submitted the bid for execution of works amounting to 24 507 661.90 MDL. The term for contract execution is specified in the Bid - 268 days with target

completion on 15 September 2015. The company "TEHNOMONTAJ CONSTRUCT" SRL submitted the bid for the Works to the value of 22 988 129.46 MDL. The term of the contract execution is specified in the Bid and is 270 calendar days with targeted completion on the 9th month of the execution. The evaluation was completed. The contract was signed with “BUILDING ASTROM” SRL. The works haven’t started, because MAFI did not finalized the transmission procedure of the building to NASA.

#1 – Information activities
During the IInd quarter/2015 were not held any information activities.
Since the beginning of the project, 139 information activities have been held, which means 77% of the cumulative quarterly plan and 77% of the total plan. The activities had a total number of 1,434 participants, i.e. an average of 10 participants per activity. Individual participation varied within a range of 5-34 participants.
The structure of participants in information activities by gender is presented in the figure below.

The figure below shows the geographical distribution of information activities. The geographical breakdown of training activities is dominated by such centers as Chisinau (17), UTAG (12), Hancesti (8), Causeni, Orhei and Stefan Voda (7 each).
The structure of the participants at the outreach activities by type of products remains to be eclectic, being present grapes and fruit producers (apple, plm, peach, apricot, cherry, berries etc), vegetables (tomatoes, cucumbers, etc) nuts and potatoes, an evident prominence represents the grape producers of the participants’ structure. Of the total outreach activities, those for which product cathegories could be identified are: fruits 17%, grapes 13%, vegetables and apples – each 6 and 5%, potatoes, nuts, plums and berries below 1%.

During the IInd quarter/2015, 4 meetings of focus groups were held, which means 27% of the quarterly plan. The activities had a total number of 21 participants, , i.e. an average of 6 participants per activity.
The geographic coverage were the focus groups meetings were held is the following: Bogdanesti (Briceni), Ruseni (Edinet), Ochiul-Alb (Drochia) and Lencauti (Ocnita).
The core product, mentioned by the participants was the apples and the post-harvest investments are necessary for cold store and sorting line creation. The discussed sales market is Republic of Moldova, but also the EU and Russian export markets.
Since the beginning of the project, 77 meetings of focus groups were held, which means 88% of the cumulative quarterly plan and 51% of the total plan. The activities had a total number of 447 participants, , i.e. an average of 6 participants per activity. The range of participation was between 5 and 11.
The structure of focus groups by products continues to be dominated by grapes, with about 37% of the total, followed by apples, with 19%, separately and in combination with other types of fruits.
#3 – Initiative groups established and pre-feasibility studies developed for each initiative group
During the IInd quarter/2015, 5 new initiative groups were established, which means 50% of the quarterly plan.
Since the launch of the project, 43 initiative groups were created, for which pre-feasibility studies were developed, which means 90% of cumulative quarterly plan and 54% of the total plan. The initiative groups have between 5 to 8 members.
The figure below shows the geographical distribution of established initiative groups. Most groups were established in Edinet and Ialoveni - 5 groups in each rayon, followed by Causeni with 4 groups, Cahul, Cimislia and Hancesti – three groups each.

The structure of focus groups by products continues to be dominated by grapes, with about 35% of the total, separately and in combination with other types of fruits. Simultaneously, the fruit producers groups represent 91% compared to the vegetable producers, incl. Potatoes (9%).
The structure of the focus groups by type of equipment is dominated by refrigerators, including the combination with other types of equipment with appr. 84%. In most cases, the groups intend to invest in 2 or more equipments.
#4 – Productive Groups Created and Registered with the State Registration Chamber
During the IInd quarter/2015, 10 new producer groups were established, which means 100% of the quarterly plan.
Since the beginning of the project, 37 producer groups were created and registered, which accounts for 103% of the cumulative quarterly plan and 62% of the total plan. The registered groups of producers have between 5 and 8 founders.

#5 – Feasibility studies for producer groups
During the IInd quarter/2015, 14 new feasibility studies were developed, which means 117% of the quarterly plan.

At the end of June, 13 of 19 producer groups approved for financing, have justified their co-financing portion for investment projects. Thus, the construction process of refrigirators, with the capacity of 9953 tones for fruits and vegetables storage has started, four sorting lines, processing, peeling, calibration, drying peanuts and almonds equipment, drying equipment for fruits, electric forklifts have been procured. The amount of the disbursed grants, at the end of the current month is 3 222 982,32 USD. Brief information about 13 GdP that have accessed the grant portion
1. BC ”Comfructfreș”, v. Salcuta, r. Causeni
Investment object : refrigerator for table grapes storage, with a capacity of 500 tones, sorting line with the capacity 1,5-2 tones per hour.
Current situation: The refrigirator is built 100% and registered at the Cadastral Office, the registration being necessary for the second tranche if credit access. At this moment, the refrigerating equipment is being installed, commissioning being planned to take place until August 15, 2015. The sorting line has not been procured yet, the procurement being planned until the end of the year or in the first half on 2016.
Constraints: The grant was approved in lei in September 2014 and disbursed in February 2015, within the week of exchange rate fluctuation leu/euro. In consequence, the group was forced to buy euro at a higher rate, than it was planned, the total amount was used for paying the

equipment for the refrigerator (eligible costs). The general contractor, insisted on immediate payment is due under the contract, justifying that if they will delay the payments, the refrigirator will not be ready within the deadline set. The same story is regarding the credit second tranche. In such a way, the group has to use all the resources (credit+grant), including their own financial resources for the construction of the refrigerator and the equipment needed.
2. BC ”Nocciole”, Causeni
Object of the investment: Equipment for harvesting and primary processing of hazelnuts and almonds, grading lines, calibration of almonds and hazelnuts, equipment for shelling almonds and hazelnuts, equipment for drying and packaging equipment hazelnuts and almonds and equipment for glazing hazelnuts and almonds.
Current situation: The investment was entirely used, the last equipment was bought in November, 2014, also including obtained subsidies for the investment made from personal contribution. The procured equipment wasn’t used during the first year, because they were procured at the end of the year. Also, starting with 2015 some areas of hazelnut plantations will fructify.
Constraints: The group need to buy some specialized equipment in hazelnut processing. This wasn’t done in the firts phse because of limited own financial resources.
3. BC ”Fruva Natural”, v. Varatic, r. Rascani
Investment Object: Refrigerator construction, with capacity of 1,000 tones for fruit storage, with a pre-cooling room, sorting line and truck. Investment value – 599,825 euro, or 11,981,809 lei. Received grant – 4,205,135 lei.
Current situation: The construction works of the refrigerator are done, casting floor and installing the refrigerating equipment are the following things to be done (see pictures). The refrigerator will be put into operation by the beginning of September.

Constraints: The credit approval is delayed, because ”Victoriabank” did not take any decision yet. In the near future the credit approval is expected. At the same tine, the producer groups had submitted a credit request to ”ProCredit Bank”.
4. BC ”Struguri de Colibasi”, v. Colibasi, r. Cahul
Investment Object: PG table grapes- refrigerator construction with capacity of 350 tones and truck. Investment value – 293,540 euro, received grant – 2,190,522 lei.
Current situation: The construction works of the refrigerator are done, casting floor and installing the refrigerating equipment are the following things to be done. For accessing the grant, the building was registered at TCO.
Constraints: The beneficiary has some difficulties in installing electrical transformer (it is requested to be designed a new line with a higher capacity) – until solving the problem, the refrigerator will be connected to the transformer from the territory, that belongs to one of the founders. Until the end of August, the refrigerator will be put into operation (see pictures).

5. BC ”Magic Fruct”, v. Sturzeni, r. Rascani
Investment object: PG fruits – refrigerator construction with capacity 600t ant the reconstruction of the existing refrigerator, sorting line procurement, truck and containers. Investment value – 447,296 euro. Approved grant – 231,993 USD.
Current situation: PG have accessed the grant, received the credit via Compact program and the refrigerator construction are in working process. The existing cold rooms have been reconstructed, the foundation of the new refrigerator has been built and the metal housing has been installed. The refrigerator will be put into operation by mid-September (see pictures).
6. BC ”Sipecofruct”, v. Sipoteni, r. Calarasi
Investment objective: Construction of industrial refrigerator. Component providers: Bitzer, Germany; Starcold & Theormokey, Italy, packing-sorting line, producer - BURG, Holland, fruit drying facility, producer - MAT-ING, Serbia, electric truck, producer - STILL GmbH, Germany. Investment value (eligible and non eligible costs): 9.118 th. lei. Eligible costs - 6.544 th. lei or 72% of the total cost of investment. Grant disbursed - 3.272 th. lei. Credit portion approved for funding - 5.360 th. lei.
Current situation: Recently, 2 drying facilities for fruits were imported from Serbia (with a total value of 104 th. euro). au fost importate cele 2 uscătorii de fructe din Serbia (în valoare de circa 104 mii euro). The phase of refrigerators construction: unchanged (as well as before project started). Pictures in the field:

Constraints: Several problems appeared with financial guarantee release of the Credit Guarantee Fund (CGF), Organization for Development of Small and Medium Enterprises (ODIMM) requires a new document, that will be presented during the following days. Only after the guarantee aproval to MAIB credit, the bank will disburse the credit, Abia după aprobarea garanției la creditul MAIB, banca va debursa creditul, and on how fast the bank will disburse the credit, directly depends the connectivity of the drying facility to the utilities (natural gas, electricity), its completion. The risk is that the drying facilities will not be operational, during this season. The national currency depreciation has influenced the project implementation, which endangers the achievement of the entire investment plan (investment cost increases).
7. BC „LEGBIOFRUCT”, v. Hirtop, r. Cimislia
Investment objective: The activity of the producer group (PG) is related to 67 ha of perennial plantation of vineyards maintenance (table grapes), plums, cherries and strawberries, traiding them on local markets and for export. BC LEGBIOFRUCT aims realising investments in post-harvest infrastructure by creating a packing house that will includes:
- Refrigerator of 320 tones, cu 3 cold rooms and one pre-cooling room – 50 tone;
- Drying facility for fruits.
The total investment planned will be - 831,933 USD. Approved grant 350,000 USD.
Current situation: The construction of the packing house is in the final phase. At the moment the last construction works are done, connecting to natural gas, water and electricity. The packing house is planned to be put into operation by end of August 2015.
BC „BASAN-AGRO”, t. Cimislia

Investment object: The PG ”Basan-Agro” BC is acting in the field of growthing and traiding table grapes, apricots and plums. As a result of their investments made during the last 4-5 years, table grapes plantations of remarkable variety were planted (Moldova, Codreanca, Red Glob, etc.), as well as orchards, such as plums and apricots plantations were planted.
The PG for grapes, apricots and plums will invest in construction of a refrigerator of 500 tones with 6 cold rooms and 2 pre-cooling rooms.
The total investment is 11,487 th. lei. Approved grant 4,893 th. lei.
Current situation: The construction for the refrigerator has been completed. The refrigerator is operational. BC ”Basan-Agro” is waiting for the PG recognition in order to submit the file for subsidies.
8. BC „VED-MAR AGRO”, v. Milestii Mici, r. Ialoveni
Investment object: The producer groups of peaches will invest in:
1) Construction of a packing house with a refrigerator of 350 tones with 5 cold rooms and pre-cooling room – 25 tones;
2) Procurement of one sorting and packing line for apples NOVATEC;3) procurement of one truck STILL RX 20 - 16;4) procurement of 2 manual pallet trucks with capacity of 2,500 kg each;5) procurement of one scales platform with capacity of 2,000 kg.
The total investment planned will be - 526,495 USD. Approved grant 208,731 USD.
The packing house with refrigrator, sorting line and grapes packing facility will be built on a total surface of 1.04 ha.
Current situation: The foundation construction is completed. The metal construction and sandwich pannels will be delivered in the period August 3-7. A credit from COMPACT Program was taken, following its transfer to the cooperative account, once the built warehouse will be put into pledge. urmînd a fi transferat pe contul cooperativei odată cu punerea în gaj a depozitului construit. Commissioning is planned to take place on September 20, 2015.
9. PG title: BC „STÎNCA - GRUP”, v. Tetcani, r. Briceni
Investment object: The producer group for apples will invest in:
1) Construction of a refrigerator of 1,865 tones with 6 cold rooms;2) A truck procurement STILL RX 50 - 15;3) Procurement of 458 containers for apple storage with capacity of 350
kg/piece. The total investment planned- 899,539 USD. Approved grant 350,000 USD.

The refrigerator will be built on a total surface of 0.15 ha.
Current situation: The foundation construction is ongoing at the moment. The contracting procedure of Compact loan is in working process, being planned to be on
account by August 7, 2015.
10.BC „Strugurele Auriu”, v. Popeasca, r. Stefan-VodaInvestment objective: The PG members has cumulative surfaces of grapes of 34 Ha. Speaking about diversity, they have 6 varities, out of which, more than 60% of the total is Moldova variety, each member hold surfaces of this variety. Other varieties held by the cooperative are: Alb de Suruceni, Italia, Codreanca, Victoria and Cardinal. The PG total production is appr. 458.9 tones of grapes per season. Taking into account the slightly superior productivity than other varieties, Moldova has a production quota of appr. 69.3%.
The PG investment consists of 4 basic sections, that is summarizing at procurement of a refrigerated transport and modernizing an existing refrigerated warehouse of 1,000 tones :

The total investment planned according to the Business Plan was th. lei, out of which, the grant portion - 4.8 th. lei.
Current situation: The refrigerated transport has been harnessed in October 2014, and for modernization of the refrigerator, just a few works have been done on the electricity system. The credit from the provider that was initially planned to cover the cofinancing part of the refrigerator, is not an option any more, that is why the cooperative decided to turn to financial resources of the Polish Lown Program. In this respect, the administrator of the cooperative have identified a Polish provider. A contract with the provider for modernising the refrigerator will be signed in the near future. At the moment, the contribution of the cooperative was appr. 1 million lei.
Constraints: The main constraints of the cooperative activity until now are the national currency and respectively the increasing cost of investment assets. However, there are also, some problems in accounting management.
11.BC ”Moldagrovitis”, v. Lingura, r. Cantemir
Investment object: BC Moldagrovitis has cumulative surfaces of 127.3 Ha. The core product that connects all 7 members is table grapes, that covers a total surface of 76.9 Ha, out of which, the most remarkable is Moldova variety with 39.2 Ha. Based on this, the PG production potential is more than 1,300 tones per season.

The cooperative, by making joint efforts aims to construct a refrigerator for table grapes and plums storage, with a capacity of 1068 tones, out of which 2 pre-cooling rooms of 14 tones each. The main elements of the investment structure include:
Foundations, illumination, electric equipment Refrigerating equipment Insulated panels and doors for refrigerators Truck.
The total investment planned, without VAT is 1,124,605 USD, or 20,917,658 lei, out of which, the requested grant – 350,000 USD or 6,512,905 lei (31.1%) of the total investment without VAT.
Total investment with VAT – 1,166,336 USD or 21,703,544 lei:1) Own resources – 344,151 USD or lei 6,404,074 ( 29.5%)2) Raised resources as credit – 472,185 USD or 8,786,565 lei (40.5%)3) MACP grant – 350,000 USD or 6,512,905 lei (30%)
Current situation:
The cooperative has conducted expenditures related to the investment, which accounts appr. 6.6 million lei, funds that were used for earthworks, foundation, as well as paying the metal housing that will be assambled in the next days. The rate of execution of the works is appr. 30%.
Constraints:
Up till now were not found significant constraints that could hinder the investment implementation.
12.BC ”Fruitmol Group”, v. Sireti, r. Straseni.

Investment object: BC Fruitmol Group has cumulative surfaces of 104.6 Ha. The core product that connects all 7 members is plums,with a total surface of 76.9 Ha, out of which, the most remarkable variety is Stanley with 74.0 Ha. Based on this, the PG production potential is more than 2,100 tones of fresh fruits per season, and following the processing stages, it can be changed into appr. 470 tones of dried fruits for trading.
The cooperative plans capitalizing joint efforts of the PG memebers for enlargind and diversifying activities by purchasing the drying facility, destoning, sorting and packing of plums and apples. The total value of the investment project for packing house construction, including sorting, packing and processing of dried fruits is 15,504 th. lei, the investment elements being described in the table below. As financial resources of the project, the cooperative relies on the overall MAC-P grant assimilation - 350 th. USD, contracting of 2 bank loans: from MAIB with a total value of 200 th. euro through Compact Program and from MICB with a total value of 3,450 th. lei, as well as covering the rest of the amount by loans offered by the founders.
Investment value and the approved grant for funding:
The total investment planned without VAT is 861,361 USD, or 15,504,497 lei, out of which, the requested grant – 350,000 USD or 6,300,000 lei (40.6%) of the total investment without VAT.
Financing of total investment with VAT – 19,320,082 lei:

Current situation:
Investments made until now:
a) Metalic construction and foundation = 3 mil lei;b) Dryer = over 100 thousands euro have been transferred to the provider from Serbia;c) Sandwich Pannels = 40 thousands euro have been transferred.
With regard to other 6 GdP which are in process of ensuring their co-financing, the current situation is the following:
1. BC ”GRAPE LINE” – v. Manta, r. CahulInvestment object: GdP of table grapes – construction of cold rooms with capacity of 160 t and sorting room. Investment value – 177,853 euro. Approved grant – 64,077 dolari SUA.

Current situation: At this moment the design was conducted and the contract with the contractor for construction works execution is concluded. The grant will be accessed in August.
2. BC „BIOFRUCT-NORD” – v.Ruseni, r. EdinetInvestment object: The GdP of apples will invest in:
1) Reconstruction of a 170 tones refrigirated warehouse with 4 cold rooms;
2) Procurement of a forklifts HELI CPQ10.The total investment planned is 126,686 USD. Approved grant 46,165 USD.
The construction of the refrigirated warehouse is planned to be on agricultural land, located outside the boundiries of v. Ruseni, r. Edinet. The warehouse is taken on lease for a period of 25 years, according to the lease contract no. 1 of 25.05.2015.
Current situation: At this moment the designing works are conducted. The grant is planned to be accessed in August.
3. BC ”DAMMAG - GRUP” – v. Tareuca, r. RezinaInvestment object: GdP fruits (plums) – construction of packing house with dryer and refrigerator of 600 t, truck and containers. Investment value – 657,254 euro. Approved grant – 296,385 USD.
Current situation: The GdP is looking for other contractor that will build the refrigerator and the dryer, as the previous one refused to provide the requested technical credit. Probably, the grant will be accessed in September, after the project and the breakdown of expenditures will be made.
4. BC ”ECOFRUCT-COM” – t. EdinetInvestment object: GdP fruits (apples) – construction of a refrigerator with a capacity of 1,500 t, with sorting line and truck. Investment value – 853,867 euro. Approved grant 315,250 USD.
Current situation: At this moment, the contract was signed with the polish contractor that will offer a technic credit and will assure turnkey construction of the object, including the sorting line and the truck. In the same time, the file for accessing a credit within the polish project is under preparation. The grant will be accessed according to the contract signed with the polish part that offers a technic credit. Until August 10 the contract for grant disbursement will be presented.
5. GdP name: BC ”ECOPRUNUS-GRUP” – v. Stolniceni, r. EdinetInvestment object: GdP fruits (plums) – construction of a packing house with fruit drying facility. Investment value –325,044 euro. Approved grant value – 147,318 dolari USD.
Current situation: At the moment the group members refuse to access the grant. The reasons are: a) bank delay in approving the grant (if it is approved till may, they

will access the grant) as the year is lost the droup have refused the credit; b) the big drought and small harvest have changed the possibilities and the desire of the GdP to contribute with their own resources in the statutory fund and there is a concern regarding the posibility of credit reimbursement if the credit is accessed. c) because of these reasons, one of the members of GdP is renting the orchard to a Russian citizen.
6. PG title: BC ”Ivas Eco-Prim” - s. Caplani, r. Stefan VodaInvestment object: refrigerator for potatoe storage with a capacity of 500 tone.
Current situation: The design works have been finished, and at the moment are being evaluated. There have been some delays in the designing works, as from the beginning was working one designer, but then the group have sellected another one, who have asked a lower price. Now, is preparing the contract for technical credit that will be offered by the provider of equipment. It is planned that the necessary documentation presentation for accessing the grant will take place in the first week of August.
Other deliverables
During the reporting period, the recognition procedure of BC ”Basan-Agro” (t. Cimislia) as PG has started. This activity assumes a set of measures that have been taken by the Consultant. So, the necessary support for preparing the complete file, according to the PG Recognition Regulation provisions and applicant representation to MAFI and AIPA were offered. The application for recognition has been filled in and the PG recognition plan has been drafted. The above-mentioned documents have been submitted to AIPA for examination and approval.
The above mentioned activity is part of deliverable #8 and it will be applied to several groups, thus becoming systemic for the next reporting period. Its detailed description will be covered in the next reporting period.
Brief information about ensuring the implementation framework of post-funding support (deliverables #8-#10) are presented in Chapter 2.1.1. of this report.

Sub-component 2.2: Investment Support for Post-Harvest Investment TechnologiesStudy visit in PolandThirteen managers and representatives of producer groups from Rasccani, Cahul, Rezina, Stefan Voda, Edinet and other districts of the country participated in a study tour to Poland during the period between June 29 and July 5, 2015. The purpose of the visit was to take over the European experience of business development in the agricultural cooperatives, create efficient post-harvest infrastructure and build a sound position on the markets.
During the visit, the farmers had a series of meetings with officials from the Polish Ministry of Agriculture and Rural Development, Department of Agricultural Markets, the Agency for Agriculture Restructuring and Modernization, Department of Environment and Social Projects, etc. During these meetings the Moldovan delegation was informed about the support program for producer groups available in Poland, the Polish
experience in the formation and development of producer groups, the advantages of this form of legal organization of farmers and the European Union policy to support initiatives to create producer and business groups in the fruit and vegetable sector.
The agenda of the visit included multiple visits to several Polish cooperatives, where farmers from both countries exchanged experiences on topics related to storage of fruit and vegetables, sorting, grading, packaging and preparation for sale, marketing of horticultural companies and creation of trademarks, testing the quality of fruits and vegetables, business finance and management and not least the fiscal policy applied to producer groups in both countries.
Subsidization of Producer Groups, beneficiaries of MAC-P
Following a review of CAPMU’s proposals on the inclusion of PG as groups eligible for subsidies in 2015, some amendments were made to the draft regulation. Thus, the Subsidy Regulation for 2015 contains the following provisions: Chapter III: Eligibility criteria, paragraph 12: Ineligible costs and goods, for investments made with a grant portion, the words "excluding grants awarded under Moldova Agricultural Competitiveness Project" (component II - Access to markets), implemented under the
Financing Agreement between the International Development Association and the Government of Moldova, the amount to be deduced from the eligible amount of investment in the calculation of the subsidy" was added.
For packing houses, cool storage facilities for fruit, grapes and vegetables, the amount of the subsidy is calculated as a form of compensation in percentage rate of the amount of eligible investment, amounting to 50% of the value of the equipment/machinery installed and building materials for investments made in rural areas and in the areas outside the boundaries of towns/resident cities of district councils and 20% of the technological equipment and machinery located in any eligible settlement, other than those referred to in paragraph 1, section 77, including in the autonomous administrative-territorial units (cities, villages, communes) in the municipality of Chisinau and Balti, but not exceeding 1.5 mln. lei per beneficiary. The ceiling established per producer group is 4 mln lei;
For processing, drying and freezing of fruits, grapes, vegetables and potatoes, the size of the subsidy is calculated as compensation in percentage rates from the amount of eligible investment made in rural areas and in the areas outside the boundaries of towns/resident cities of district councils: 40% of the value of the equipment and machinery installed for the primary/final processing, drying and/or freezing of fruits, grapes, vegetables and potatoes, but not exceeding 2 mln. lei per beneficiary, except for producer groups for which the ceiling will be 4 million Lei.
Environmental Assessment of the Application Files
During the reporting period the environmental consultant provided advice to producer groups (PG) and trained the business development consultants on environmental requirements and procedures applied within MACP. The consultant provided advice and assistance in assessing the impact/potential risk of sub-projects and completed environmental forms according to the requirements - a total number of 11 beneficiaries;
The environmental assessment was conducted for the application files submitted to AIPA field offices by PG in the IIIrd call for project. Evaluation sheets were filled in according to MACP requirements for 7 investment sub-projects (all - the environmental category B)

Outreach and informative support in SLM implementation for farmers
Publishing the „Sustainable Land Management” Guidelines, developed by National Agency for Rural Development (NARD) On May 6, 2015 the „Sustainable Land Management” Guidelines, developed by National Agency for Rural Development was published. For an efficient implementation of the soil conservation practices and improvement of the post-investment grant’s Program, this Guidelines was approved by all the interested parts: the project’s implementing agencies (Ministry of Environment and Ministry of Agriculture and Food Industry) and by the World Bank (WB). The Guidelines has been published in 1500 copies and has been presented during the launch of the third call of the Program for post-investment grants for SLM. The Guide is a factual, scientific and applicable source on specific measures and techniques for SLM implementation and promotion, that relates to the adoption of technologies and environmentally friendly practices to protect agrocoenoses, biocenoses and natural resources. This can be done through

minimization of the negative impacts from the use of chemical fertilizers, pesticides, combination of the harmonious methods with environment and soil maintenance work in crop and plantation of agricultural crops in conjunction with the agro-technical system, climatic conditions, land resources and applied local traditions by the Moldovan farmers. Brief Content of the GuideThe Guide „Sustainable Land Management” includes 8 chapters and introduction: Sustainable Land Management concept. Soil health and fertility management. Basic practices, tools and equipment for SLM. . Soil coverage with organic material. Phyto-ameliorative practices and measures. Anti-erosion and hydrotechnical measures. Agro- forestry and forest- pastoral practices. Applying the integrated protection of crops in sustainable land management. The first chapter describes the principles and objectives of sustainable agriculture and sustainable land management, as well as it represents the main advantages and obstacles of SLM. The chapter regarding soil health and fertility management describes the natural factors, anthropogenic, and indirect of soil degradation, quality assessment, including consistency, grouting, soil porosity and presentation the means of determination the degree and type of soil structure and the intervention period of its physical maturation. The chapter on the basic practices, instruments, equipment and machinery for SLM, that contains the implementation costs of the semi-conservative (mini till) and conservative (no till) in comparison to the conventional soil tillage system on field crops. Also, in this chapter different soil tillage system, sustainable land management practices in perennial plantations, mitigation practices of soil erosion, desertification and drought are described. Next chapter aimed to present the mulch, its meaning, use, function, types and its role in soil conservation and coverage. The chapter „Phyto ameliorative measures and practices” was made according to the guidelines on agro – forestry practices for SLM, Part II : Post investment grants – ”Sustainable Land Management ” made by Mr. F. Zubatii (agro- forestry specialist). This part of the guide contains the following practices: a) grassing drains; b) vegetative filter strips; c) belt strips; d) contour buffer strips; e) contour cultivation; f) protecting crops and g) cultivation into strips.Chapter 6 describes in details the hydraulic erosion control measures, such as construction of rain and surface water reservoirs, design standards requirements, prospection and exploration for construction of water storage reservoirs, hydrological calculations, water management calculations and design of earth dams for water reservoirs.In the next chapter ” Agro- forestry and forest- pastoral practices” shelterbelts are presented: installation techniques, planting and caring of them. The influence of the shelterbelts has a particular importance and it was described in details.

The last chapter contains information referring to the diseases and pests of the vegetable crops, trees, shrubs, as well as physicomechanical, biotechnical and chemical measures for pest control. The guidelines „Sustainable land management” developed by ACSA is not only a theoretic basis, but also it is applicable for farmers, including the methodological and practical part, the costs associated to SLM and relevant pictures describing the practices. Expert assistance for SLM equipment and technology It was launched the procedure of contracting a consultant that will perform assessments of technical proposals for equipment and technologies regarding SLM, based on specific expertise, and develop specialized assessment reports on procured SLM equipment within the post-investment grants Program. The assessment reports will be attached to the participation files at the grants program and they will facilitate the evaluation and the decision making process of the EAC. The technical consultant shall perform the technical assessment of the equipment and technology to be purchased with the matched investment grant support according to the grant manual stipulations. The consultant will draft an assessment report of the equipment for each file submitted to AIPA. The responsibility of the technical consultant will be to:
- Review the list of technologies and equipment focused on investments in soil conservation practices and technologies such as No-till și Strip-till throughout the implementation of SLM grant program;
- Provide consultancy services to individual producers, potential applicants for SLM grants within MAC-P, who intend to purchase SLM equipment and apply for the post investment grants for conservative technologies;
- Check and assess the technical proposals for SLM practices as indicated in the application files that will facilitate the evaluation process and the decision making process of the EAC.
Expert assistance for SLM practices and measures application:For the effective implementation of post-investment grants program, it has been proposed to hire a consultant. The main objective of the assignment is to to provide consultancy services to potential applicants to the post-investment program for implementing SLM practice, revise the submitted files and check the compliance of the practice implemented by the beneficiaries.The consultant will provide consulancy to farmers that want to invest in SLM, as well as to those who have already invested in practices and measures of protection and improvement of soil applied to agricultural land.The responsibility of the consultant will be to:

- Field trips to agricultural producers, potential project beneficiaries, to provide technical support in identifying and implementing SLM practices and formulation of recommendations;
- Field trips to agricultural producers that implemented the SLM practices. Fill in and sign Minutes of implemented SLM practice (to be signed by AIPA and town hall representatives, the applicant and the consultant) (Annex 4);
- Support in developing and setting up determination expense estimate, confirmed (if supported by invoices, orders, invoices, etc.). Support in filling in (Annex 5) „Justificarea normelor si consumurilor operațiilor tehnologice efectuate mecanizat pentru practici agricole de conservare a solurilor”
- Verification of investment and eligible costs by filling in the evaluation of investments Form. Investment Evaluation Form (Annex 6) will be filled in and signed by the applicant and after the verification, will be signed by the consultant. This form will serve as the basis for determining the share of grant requested The investment amount will be mandatory confirmed by invoices and orders, etc.)
Public awareness about pest management and outreach activities on sustainable land management The advisory services on pest management and outreach activities on SLM have been provided by the Ecological Movement of Moldova since 3 December 2013. The specific objectives of advisory services aim at:
Conducting an awareness and education campaign to inform the public about the project objectives and planned interventions;
Developing relevant actions involving many stakeholders representing ministries, agencies, local institutions and local authorities, local and national NGOs, youth, farmers, businesses and corporate entities;
Developing and producing printed and digital announcements targeting and calling for public support for SLM implementation;
Developing a strong interactive platform involving young people using social media;
Developing and producing various information materials.
All the activities related to the outreach campaign ”Caravana Verde” on the projects’ objectives and planned interventions will be restarted after the launch of the third call of post-investment grant program. The topic of the show is (”Natura în obiectiv”) regarding SLM program and its beneficiaries at TRM. The interviewed experts were: Lazăr Chirică, deputy-minister of Ministry of Environment, Olga Sainciuc, deputy director of Consolidated Agricultural Projects Management Unit, Dumitru Galupa, director of ICAS, Alecu Reniță, president of Moldova Environment Movement. The addressed subjects within the show are the following:
- Definition, general information about soil;- Advantages of environmental friendly management;- Environmental policies regarding soil management;- Moldova’s obligations to the EU regulations on soil administration;- Agri-environmental measures;- Influence of soil degradation on human health and food security and boreholes;- Details about the post investment grant program SLM, within which the farmers

Developing and publishing 2 articles in newspapers:
-1 article was published in Curierul Agricol newspaper. The title is: “Funds for sustainable land management. Interview with Olga Sainciuc, deputy director of Consolidated Agricultural Project Management Unit”. In the article are mentioned aspects related to the general presentation of MAC-P project and its component that highlights on the soil management, the importance of sustainable land management, financial incentives offered to the farmers, which are project beneficiaries, calls of the grant program and useful information for potential beneficiaries.

- 1 article was published in Natura newspapaer. The title is: “How to avoid the drought next year”. This material addresses the sustainable land management as a solution to decrease the drought consequences, taking into consideration the best practices of soil management which contributes to minimization of soil degradation.
Publishing a press release on the results of the second call of the project through InfoPrimNeo news agency.On April 4, 2015 the press release “AIPA has disbursed appr. 14 mil. lei to 91 farmers” has been published. The press release informs that AIPA has disbursed 13,9 mil. lei to 91 farmers, participants of the post-investment grant program of MAC-P project, financed by the World Bank. These 91 farmers have been selected within the first two calls of the post-investment grant program (2014-2015); out of which, 33 finalists in the first call, and 58 in the second one. The grants were offered to farmers from 21 districts, most of them from Rascani, Sangerei, Falesti, Drochia and Glodeni.
A press-release was placed on pe www.ipn.md at Press Release section. The news will be active on the INP web page indefinitely. In the same time, the press release was broadcasted at 1500 INP addresses. The beneficiaries structure that receive the press-releases is the following:

Adjusting the manual for post-investment grant allocationSeveral operations to the manual for post-investment grant allocation have been operated. At point 2.3. “Types of eligible investments and expenditures”, the list of protective measures for soil improvement applied on agricultural land and the eligible costs financed within the grant program, as well as the list of equipment and technologies that assures soil conservation, have been modified. The specifics of the new manual consits in including the point 2.4 ”Advisory support for SLM agricultural practices”, which implies hiring consultants that will offer: 1. Expert assistance for SLM equipment and technology; 2. Expert assistance for SLM practices and measures application. To be mentioned that, point 3.1 ”Submitting the application file for the post-investment grant program” has been adjusted, so that the evaluation and selection process would be more efficient. After receiving 10-20 positive notices, the Administration and Control Department of AIPA will draft the minutes, that will be

signed by AIPA director and countersigned by the chaiman of the Evaluation and Selection Committee. As a result, CES will be convened in order to evaluate and approve the submitted files. The manual for grant allocation received positive notices from Ministry of Environment, MAFI and AIPA and it was approved by the World Bank.

Consultation of local authorities on categories of sub-projects, activities environmental requirements and procedures applied in MACP was provided.
Sub-component 3.3: ”Support for Rehabilitation of Protection Belts”Technical assistance in planning and rehabilitation of forestry beltsDuring the second quarter of 2015, technical group ICAS carried out the following activities within MAC-P Project: Receiving, processing and reviewing the reports presented by participating forestry entities regarding MAC-P implementation during the first quarter of 2015. As a result, a general report on the performed activities during the first quarter of 2015 has been developed (report on execution of physical volumes, report on consumption and expenditure relating to MAC-P implementation process, report on exploitation of technical units etc.) and presented to the relevant institutions („Moldsilva” Agency, CAPMU etc.).
In the context of analysing the results achieved in 2014 and planning works for 2015, a technical meeting was organized within ICAS, on May 13, 2015. At the meeting, have participated senior forestry engineers, economists from the forestry entities that participate in MAC-P project, ICAS working group, „Moldsilva” Agency representatives etc. The total number of participants was 24 persons. As a result of discutions/debates were established a set of priority tasks in order to stimulate the woking process and to assure the quality of works.
The Monitoring and Evaluation process of the rehabilitated protective shelterbelts took place in the period May 26- June 19, 2015. ICAS team performed 15 monitoring events. Within these activities, 92 protective shelterbelts, with a total surface of 230,73 ha, maintained by 15 mayoralties have been visited (Table 2).

Monitoring and evaluation activities were finalized by filling in the reports, according to the established sample. The respective documents include several conclusions/appreciations regarding the quality and oportunity of rehabilition works that were done, as well as organizatoric and technical recommendations for improving the assessed status within the control process or anticipating/ preventing some risks.
During the second quarter of 2015 ICAS experts have several meetings with representatives from the participating mayoralties within MAC-P project (mayors, cadastral engineers, advicers etc.) aiming to discuss some aspects regarding the project implementation and to offer the necessary technical consultancy. Another goal of this activity is to increase the collaboration quality between ICAS, forestry entities and beneficiaries (LPAs) in the MAC-P implementation process, as well as to assure transparency in decision- making. In the reported period, 12 mayoralties received the necessary consultancy. (Table 3).

According to the assumed responsibilities, ICAS has received and analyzed the reports on the achieved results during the second quarter of 2015, submitted by the local forest entities, subordinated to „Moldsilva” Agency. So, according to the plan for rehabilitation of the protective shelterbelts (established by „Moldsilva” Agency Order no. 108 of April 15, 2015 ) within MAC-P, during the second quarter, the planned rehabilitaion works are 259,66 ha, out of which only 125,59 ha are executed. This indicates that the execution degree is 48% (Table 4). The volume of rehabilitaion works of protective shelterbelts by territorial forestry entities during second quarter of 2015.

Information and Communication within MAC-PBetween April and June 2015, several communication activities were carried out, aiming to provide transparency in the implementation of Moldova Agricultural Competitiveness Project and visibility of actions, to inform central and local media about the results of the grant programs recorded by MAC-P, to maintain the webpage www.capmu.md and update the MAC-P page on the social network facebook.com. Thus, during the reported period, 11 press releases were placed on CAPMU’s webpage and disseminated to the media, logistic support was provided for the organization of three press conferences - two with the participation of the Minister of Agriculture and Food Industry ION SULA, Director of AIPA, Petru MALERU and the Deputy Director of CAPMU Olga SAINCIUC, as well as a press conference with the participation of World Bank’s Country Manager for Moldova, Alex Kremer, Minister of Agriculture and Food Industry ION SULA, and CAMPU’s Director, Liviu Gumovschi. Also during this period 4 announcements were placed, including two invitations for debates on documents developed under MAC-P.

During the same period, 5 articles were placed in the following newspapers- National, Capital Market, LOGOS PRESS, TIMPUL and CURIERUL AGRICOL. Two of these articles were prepared and placed as a paid service (LOGOS PRESS, TIMPUL), with the support of RGP GRUP. At the same time, with the support of the latter, certificates confirming the allocation of grants to beneficiaries selected by the Interministerial Committee for evaluation and selection of applications under the Grants Program for Post-Harvest Infrastructure FACILITATING ACCESS TO MARKEETS were prepared.Communication activities conducted by the Ecological Movement of Moldova on Enhancing Sustainable Land Management Practices component of MACP included: in April-June 2015, 2 thematic articles were published in NATURA and CURIERUL AGRICOL newspapers, a newsletter was created and disseminated, a radio program on SLM was produced on VOCEA BASARABIEI RADIO CHANNEL, support was provided in producing a program on VOCEA BASARABIEI TV, dedicated to environmental policies in soil management, a TV coverage about application of SLM practices and program beneficiaries for NATURA IN OBIECTIV program at TRM. MEM arranged the broadcasting of video and audio advertising spots for the SLM grant program on six regional TV stations and six radio stations.Detailed information on activities launched under MAC-P and Moldova Emergency Agriculture Support Project are available at CAPMU office.
