Corey C sent me the Literature order and it was processed on 5/11. This was a larger order because she had

missed last month. I have not yet been emailed the receipt for this order.

Our deposit from May’s ASC was $641.29. The income breakdown is on the following page and will be inserted

into the minutes for this ASC.

I did not receive a payment from Antoinette B. during the month of May. She is paid up to half of November

2015. Including this month’s payment due, she has a due balance of $300.00 to become current. I was asked to

serve on the Ad-Hoc subcommittee for the review of the payback status for Antoinette, and I handed over

information as needed to Mike S.

Amendment: Received $300.00 money order from Antoinette B. at June’s ASC. She is now current.

Our calculated balance as of the start of today’s ASC is $2707.93. That leaves us $1678.18 above prudent

reserve.

XI. Regional Committee Member I & II Report: RCM I report read by Lauchlan P., RCM II

RCM I-

Please forgive this RCM for not being in attendance. I was not able to take off from work. Last

Area Service I had a family emergency with my father. Today I have provided a report in my

absence. I will be able to attend the next Area Service. This RCM attended the two day 178th

Regional Service Conference, and GSR Assembly which was held on April 16-17th 2016 at 1128

E Lynchburg Salem Turnpike #300, Bedford, VA. At the two day the whole executive body gave

up dated reports. The RDA team then gave their report on the CAR and the motions graphs and

charts to reflect the voting it was very informative I have made copies of the RDA’s Report as

well as the Treasurer’s Report to be given to GSR’s to share with their respective groups they are

representing. The 2nd day Regional Service was held open forum begin at 10am and Topics that

were discussed were as follows: The use of Narcan in meetings Changing the CAR/CAR and

what to do with Sherri V. in light of our recommendation to a HR position at the world level in

light of what transpired in her reading of and responding to emails sent directly to trusted

servants of the region. The discussion in regards to world was to send a letter to world discussing

her transgression. This was represented in motion 178-1 B Letter to World Service; 178-1 A to

create an adhoc committee to recommend a mail forwarding company to replace current post

office box. Also I provided receipts for the $50.00 gas money that was provided the next

Regional Service will held on June 18th 2016 at UVA Medical Center.

As of June 5th, 2016 I will be resigning from the RCM 2 position. Logistically it is difficult for me to fulfill

the duties on a consistent basis. I have spoken to another qualified member and the position can be filled.

XII. Subcommittee Reports

A. Activities Report:

Plan on putting on a 4th of July picnic, we are renting Alum Springs for 8 hours, $100 deposit

down $120. Budget was submitted and will be submitting a motion for money to fund this

event.

B. Hospitals & Institutions (H&I) Report: report given by Victoria H. (representing)

The chair couldn’t attend and he would like to express his gratitude at the opportunity to serve. The

Literature chair has a lit order for H and I and she is representing today.

H and I has been fulfilled all our commitments in the month of May. We always need trusted servants to

go into the Sunshine home and boxwood. Please advise your home groups to see an H and I member if

you’re interested.

The H and I sub-committee is very pleased with the willingness of members to attend our H and I sub-

committee meetings the second Sunday of every month at the Thurman Brisbane homeless shelter.

Please let your home groups know that we still need trusted servants with over a year clean to shore up

our commitment to the men’s diversion center. As of now, enough participants have filled out the

necessary paper work and the chair is waiting on notification from this facility of what we need to do to

move forward.

We still have been discussing contacting RRJ concerning possibly trying to go into the Womens side.

Please ask your home groups to announce that any women interested in this endeavor to attend our

sub-committee meeting the second Sunday at the Thurman Brisbane homeless shelter at 5pm.

D. Public Relations (PR) Report: Mike S., PR Chair The RANA Public Relations Committee Meeting was held on Sunday May 15, 2016 at 2:00 pm. Present

were the PR Chair (Mike S.), Antoinette B, and (Area Vice Chair) John L.

The regular monthly meeting would is held the 3rd Sunday of each month at 2:00 pm. The committee

meets at 1200 Sam Perry Blvd Fredericksburg, VA.

Meeting opened with the Serenity Prayer, 12 Traditions were read, and 12 Concepts were read.

Old Business

Mike S. reached out to other areas to review their committee policies.

2. Meeting Lists

PR Chair stated that 50 copies are on hand.

3. Learning Day

The committee discussed the possibility of a Unity Day at Colonial Beach. A vote was taken, approved by

the committee and a tentative August 13, 2016 was set. PR Chair to follow up with Kenny F. in Colonial

Beach to secure a venue.

Dave B is still PR Subcommittee Vice Chair and Terry C stepped down as secretary citing works hours

will not allow her to serve in the position.

2. H&I, Outreach and PR collaboration to review bylaws, responsibilities and policy to reduce

duplication of services and set a clear vision for area services.

3. Meeting type. Discussion on whether meeting be held in person or by teleconference tabled until

more members are present.

E. Adhoc Subcommittee- Church communications Absent

Went to meetings, stayed clean, stayed alive. Due to “illness” and work commitments Outreach was largely inactive the later part of last month. Made a visits to New Beginnings of Colonial Beach, Alive and Free, and made a follow-up visit to Standing by Recovery. Focus in Colonial Beach and Culpeper continues to be finding ways to create more of a clear NA atmosphere of recovery in each meeting. A suggestion was given to meetings in both areas, where all had been using a “JFT” reading format, to perhaps mix in some other literature once a month or every other week such as reading out of the Basic Text or IPs. Both Colonial Beach groups have been very willing to take suggestions, which in any aspect of recovery is essential to getting out of the problem and into the solution. I put together a “local” weekly meeting list for New Beginnings of CB which contained both CB meetings plus NA meetings with the least amount of drive time the other nights of the week--regardless of whether those meetings were in our area or Tri-State Southern MD Area. The idea is to create an awareness that NA meetings are available every night of the week in a geographic area where many attend meetings in the other fellowship the rest of the week out of convenience. In BANA we tried this concept in Warrenton a couple years ago & had a lot of success with it. In Loving Service, Jon F Discussion:

G. Mini convention- Mark T. No report. H. Ad hoc on Theft of NA Funds

The following is a report from this committee to the Rappahannock Area Service

Committee. This ad hoc committee was formed out of an Area Motion #05/01-5 to

prosecute Antoinette B. for failure to abide by a written contract to pay restitution for NA

funds stolen in 2013. Since the appointment of three area members (Mike S, Jarine,

Kemper B.) to this ad hoc committee, we have formulated findings and solutions to the

issue of the theft of NA funds that took place in April 2013 by NA member Antoinette B.

The purpose of this committee was to objectively and without prejudice find out how much

is still owed, how or if we should pursue recovery of the remaining balance, if the NA

member be prosecuted and what measures the area should implement to prevent a repeat

of the theft in the future.

Starting Balance was $3903.37 as of March 2013. It has been 37 Months since the start of

the repayment term. (April 2013). Balance is $2423.37 left to repay at $40 per month

payment. According to Treasurer records, Antoinette is $300 behind in arrears as of June

1st, 2016.

This committee reached out to the World Service Organization and were again directed to

NA Bulletin #30 – Theft of NA Funds to use as a guide for action to be taken and

suggestions.

Antoinette admitted to abuse of position as Area Treasurer which led to unauthorized use

of NA funds and signature forgery of checks totaling $3,903.37.

The signed notarized letter of intent, the amount per month agreed upon appears to be

$10/week or $40/month payment to the area.

Antoinette B agreed to repay the money taken. A contract/letter of intent was signed stating

she would pay $40 each month until the entire amount was repaid to the Rappahannock

Area Service Committee.

Ad Hoc member Mike S. made three attempts to reach Antoinette B. by phone and text

messaging. None of these attempts were successful.

Our program of recovery provides every member with an opportunity to behave responsibly in

difficult situations and make amends. We are closest to the spiritual principles of our program

when we begin to deal with a theft by encouraging the member who has stolen funds to make

amends, which can then provide healing for all, involved.

Service without guiding principles – Leadership

According to NAWS Bulletin #30, “Our Fourth Concept tells us how to select our trusted

servants:

"Leadership qualities" the Fourth Concept asks us to look for are Honesty, Integrity, Maturity,

and Stability, both in recovery and in personal finances.

Some questions that need to be asked of any trusted servant managing NA funds

(Treasurer, Chair, and Vice Chair).

Does the perspective treasurer have a bank account?

Does the addict have a permanent job or source of income?

Does the addict have any issues with managing personal finances?

SOLUTION

SAFEGUARDING FUNDS

According to Concept 11, “Consistent financial records help us make realistic spending plans for

future service activities. Regular financial reporting and auditing also help deter the theft of NA

service funds; and if funds are stolen, regular audits ensure that such thefts cannot go long

unnoticed.

Financial records should be readily available to other trusted servants. It is important to note that

other assets, such as convention merchandise, literature, and office equipment, should be treated

as carefully as money.

Financial procedures need to be written into guidelines to require a review and signature of those

responsible for handling funds before they are put into positions of responsibility. Members who

know they will be held to standardized accounting and auditing procedures will most likely

behave in a responsible manner. Include a statement that theft will not be tolerated, and outline

the process that will be followed if a theft occurs.

In accordance with NAWS Bulletin #30, this committee suggests balancing spirituality with

responsibility. However, it is not in the group’s best interest to enable the addict by

allowing them to dodge the responsibilities or promises made to the area. This committee is

in agreement that the NA member has been given ample grace and the area has been both

compassionate and tolerant. Therefore, we suggest:

Write into policy the suggestions below:

1. That it is best interest of the group (NAWS Bulletin #30) to remove the addict or

request a resignation from his/her service position and they not be considered for

another position until he or she has dealt with the issue through the process of the

steps and until all the NA funds have been returned.

2. The RANA bank statement should be picked up and reviewed by someone other

than the checkbook holder.

3. Account must be reconciled and results presented to RANA executive body each

month prior to RANA monthly meeting.

4. Duplicate deposit slips be held by Treasurer II or RANA Vice Chair if needed.

5. RANA is not mandated to press charges on this matter. Legal actions of this type

are costly and typically do not guarantee repayment of funds stolen. However,

members directly affected by the theft can legal pursue if they chose and can bring

charges against the person accused of theft and forgery.

XV. Old Business

accountable. Members who were present at that time said there was a contract drawn up and signed by a

notary and Antoinette and is on file. There is a report on the RANA site about what happened at that time.

The facts were that Antoinette had taken approximately $5,000 and agreed to make payments of $40 a

month in April 7th 2013. As of now, no payments have been made for 2016. She is currently $240 behind

in payments (7 months), and there have already been several motions made for extensions. Antoinette B.

said earlier that she had a money order but had not given it to the Treasurer yet. We discussed that tabling

it may be best in order to retain all the facts behind the agreement and repercussions, and to see if

Antoinette did in fact have a money order. Another member brought up that in legal matters like a

mortgage, if one gets behind on payments, he/she immediately must pay the amount in full. Another

member read the letter of intent aloud: “being of sound mind and body, I Antoinette Baker, do voluntarily

of my free will admit and take full responsibility for not depositing Rappahannock Area funds into Carter

Bank and Trust at Bragg Road Fredericksburg, Virginia that I was entrusted with as the Rappahannock

Area of Narcotics Anonymous Treasurer. I also take full responsibility for forging the signature of the

Rappahannock Area Narcotics Anonymous Chairperson, and cashing two checks that I wrote to myself.

My actions of embezzlement, forgery, utterance, and grand larceny resulted in me taking $3,903.37 from

the Rappahannock Area of Narcotics Anonymous. I do have complete and total understanding that this

signed admissions of guilt documents my criminal activity during the period of September, 2012-

February 2013. I do understand that this signed document can and will be legally used against me and that

upon failure to make full and total financial restitution legal proceedings will then be taken against me

expidentially and without fail.” Signed April 7th, 2013 along with a notary signed July 31st, 2013. There is

also a payment agreement plan is made “between Antoinette Baker and Rappahannock Area of Narcotics

Anonymous wherein the payee agrees to make payments to the party in accordance to the terms provided

below: $10 to be received by the Rappahannock Area of Narcotics Anonymous P.O. box on or before

Monday of every week from April 15, 2013 until the outstanding balance is paid in full by which is as of

now $3,903.37. Payments must be made in money order and mailed to the address of (our P.O. box).

Failure to make payment will result in actions set forth in the letter of intent between Antoinette Baker

and Rappahannock Area of Narcotics Anonymous.” Antoinette B. wrote at the end: “I have read the

payment and agree with all the terms.” We also discussed getting the exact amount that Antoinette B. still

owes and taking into account the payments she has made already. It was said that GSR’s had an

obligation to hold her accountable 7 months ago when she missed a payment rather than granting her

extension. Another addict said that we have the authority to charge her right now because the terms of the

agreement have been broken, but that it may be prudent to send this back to groups. John L. appointed

Mike S., Jerine, and Kemper B. to serve Ad-hoc to gather information regarding Antoinette B.’s money

order, her payment history, and the exact amount she still owes.

XVI. Open Sharing

Still has not been an audit. This month, the P.O. box key John L. was given was not actually a

P.O. box key and needed to make another one. He just got the statements and is getting

Kemper’s documents. He needs two other members to do the audit with him: people familiar with accounting, checkbook balancing, etc. Brad E. and Richard M. volunteered to help out with the audit. John L. did not want to appoint his own adhoc as acting chair, but since the audit has been pushed back so far it is necessary to move forward with this. The audit includes money in and out for literature which is kept by Kemper.

Jon F. talked about Battlefield area is having a Summer Camp-out at Low Water Bridge the 22nd-24th of June outside of Front Royal and is in need of support

XVII. Elections for Open Positions

Motion #06/5-5: To the RANA Bylaws as follows:

1.)

A. Remove Article 12: ASC Assistance with New Meetings; Section 1; Subsection B. B. Add to Article 6: Subcommittees; Section 5 – PR (Public Relations Subcommittee);

Subsection P to read as follows: “In the absence of an active Outreach Subcommittee, Outreach Subcommittee Chair and Outreach Subcommittee Chair Pro Tem; to appoint a subcommittee member to serve as a liaison to visit groups that have not been represented at 3 consecutive ASC meetings and report the group’s status at the following ASC meeting.”

C. Add to Article 5: Administrative Committee; Section 1 – Chairperson – Qualifications and Duties; Subsection W to read as follows: “In the absence of an active Outreach Subcommittee, Outreach Subcommittee Chair, Outreach Subcommittee Chair Pro Tem, an active PR Subcommittee, PR Subcommittee Chair and PR Subcommittee Chair Pro Tem; to appoint a liaison to visit groups that have not been represented at 3 consecutive ASC meetings and report the group’s status at the following ASC meeting.”

D. Amend Article 6: Section 4 – Outreach Subcommittee; Subsection F to read as follows: “To appoint a subcommittee member to serve as a liaison to visit groups that have not been represented at 3 consecutive ASC meetings and report the group’s status at the following ASC meeting. This duty will ensure that RANA both maintains an accurate meeting list to those they serve and identify how the ASC and its Subcommittees might best provide assistance to such groups as necessary.”

2.) RANA will provide a list of any and all groups previously removed from the website and

meeting list under the stipulations in Article 12, Section 1, Subsection B to the Outreach Subcommittee so that it may send liaisons to each group to determine their status, willingness to be a part of RANA and then report each group’s status to the ASC. Upon passage of this motion, unless it is determined by the ASC that such a group is struggling to the extent that it would be unable to do so, each group will be required to requalify as would a new group as stipulated in Section 12, Section 1, Subsection A prior to being added back to the meeting list and website and would be exempt from Article 12, Section 2 – Start Up Supplies.

1. Intent: To end the practice of removing groups from the website and meeting lists based on ASC attendance which might both hinder their growth and prevent the newcomer from finding a meeting that could save their life.

2. To provide a line of succession so that the duty of visiting groups that have missed three consecutive ASC meetings and the reasons for doing so will still be carried out should the Outreach Subcommittee be inactive and if both the Outreach and PR subcommittees are inactive (as was the case recently). This should address concerns raised when the previous motion to remove Section 12, Section 1, Subsection B was introduced.

3. Changes the language in Subsection F of the Outreach Chair’s Qualifications and Duties from, “visit meetings whose GSR is not present” to “visit groups that have not been represented”. This makes the duty consistent with the way we do roll call and establish procedural votes.

4. To provide guidelines for both establishing contact with groups have been previously removed under Article 12, Section 1, Subsection B and the means by which they may be relisted on the website and meeting lists should they choose to do so and based on their ability to do so.

PROS: Suffering addict would have more options on the meeting list (Ron M.), This would facilitate

someone going to visit the struggling meetings (Kevin S.), If groups are on the meeting list they have

the opportunity to grow (Dawn L.)

CONS: Takes away the responsibility of the group to show up to ASC (Victoria H.)
