Namport was established in 1994, by act of Parliament;

Mandate is to manage and operate Namibian Ports

The Port of Walvis Bay is Namibia’s largest commercial Port, natural gate way for

regional and international trade.

Port of Luderitz mainly serves the fishing sector and mining industry in the south &

Northern Cape province of South Africa

Vessel visits approximately 3,000, handling 6 million tones of cargo annually

Employees 977, Asset base 7.7 billion

Soon after the integration of WB into Namibia, the Namport commissioned a new port

master plan, which was completed in March 1995;

In 2000, construction of the first container terminal behind berth 1 was completed

From the year 2000 container volumes grew steadily year on year.

As a result Namport had to continuously expand the current container terminal to

try and stay ahead of demand, such that from 2004 not a single year without

construction was experienced in the port;

The existing container terminal’s capacity was steadily increased from 30,000

TEU’s p.a. in 2000, to 355,000 TEU’s p.a. in 2012;

Existing container terminal reached a throughput volume of 340,000 TEU’s in 2011

compared to design capacity of 355,000 TEU’s p.a.;

Container traffic forecasts in 2005 showed that demand will exceed capacity in Walvis

Bay by 2012.

The following slides show how the existing container terminal grew over the last 16

years.

By 2008 it was realized that it was physically impossible to further expand the existing

container terminal, the new container terminal on reclaimed land project was born.

Several project options or alternatives were analyzed. These options ranged from:

Do Nothing Option;

Extension of berth 1 into the adjacent fishing factory (it would have cost nearly NAD 350 million just to relocate

that fishing factory);

Complete reconstruction of the existing terminal; (major disruption to operations);

Land reclamation in the Southern part of the port; (this project)

• MAIN PROJECT GOALS

To double the entire ports cargo handling capacity;

To serve as a Gateway terminal for SADC countries, especially landlocked countries;

To enable much needed rehabilitation to be conducted on other heavily utilized infrastructure;

The land reclamation option was chosen because of the following main reasons:

Will more then double the ports container handling capacity, from 355,000 TEU’s p.a., to 750,000 TEU’s p.a.;

Minimal disruption to normal port operations during construction;

Huge room for future expansion by simply adding onto the reclamation;

No sunk costs such as relocation of fishing factories;

No space constraints;

Finally, this option allowed for much needed rehabilitation to be conducted on existing heavily utilized

infrastructure, upon completion

Brief description of the project:

Construction commenced in May 2014;

Project contains more then 20 contracts;

Biggest contract was an EPC Turnkey contract for 90% of all civil, structural, mechanical

and electrical work including dredging and reclamation.

EPC Contractor: China Harbour Engineering Company (CHEC), Contract value NAD 3.44

billion

Project Value: R4.2 billion

Funding from African Development Bank for NAD 2.98 billion;

Equity from GRN and Namport;

Completion date = August 2019;

seawater pump station for firefighting;

sewerage lifting stations;

2.8m high security fencing;

Security gate with automated boom gates;

CCTV network;

container stacking yard with heavy duty pavement to

accommodate 100 ton axle loads;

4 story Main Operations building, which will house the

operations command centre which is the heart and brains for

the terminal;

Quayside operations building;

Maintenance workshop building;

Fuelling station;

4 x super post panamax ship to shore quay cranes;

The major infrastructure and facilities making up the new container terminal include:

40 hectare total new land by way of reclamation.

five lane access road;

the extension of the main railway line and the addition of

two dedicated railway sidings for the new container

terminal operations;

600m long Quay wall designed for a depth of 16.0m

below chart datum and designed to accommodate

extremely heavy loads from mobile cranes;

294m Length Overall passenger liner berth and Namport

tug boat berth;

utilities such as water distribution pipelines, sewerage

system pipelines; stormwater drainage system, electricity

substations, high mast lighting, fiber optic communication

network, wireless communication network;

3 million litre potable water reservoir and pump station

• Relocation equipment and containers from old container terminal to new

terminal completed by 26 July 2019

• Terminal Inauguration by head of state 02 August 2019

• Start-up/commissioning of new container terminal 26 August 2019
