Supporting the RCPCH’s strategy of widening its education provision, the Education Centre will deliver a programme of high impact courses on subjects as diverse as infectious disease, child mortality and public health, as well as international diplomas in child health. These will be aimed at anyone working with children within the UK and around the world including paediatricians, children’s nurses, general practitioners, charities and government departments. The education provision will involve ‘blended learning’ capabilities, meaning a combination of face-to-face and online learning delivered through a mix of media. The Education Centre will be designed to be flexible enough to accommodate this approach, with significant infrastructure, both in terms of IT and Personnel, to deliver our longer term goals.

The estimated total cost of creating this facility is approximately £5m. This will cover building, equipping and resourcing the Education Centre, as well as the redesign of the RCPCH’s headquarters required to accommodate it.

The RCPCH has been working with a range of providers to plan the Education Centre, following demand from health professionals in the UK and overseas. We now seek funding from organisations, foundations and individuals in order for the Education Centre to be fully operational by 2015.

The way we work

In 1928, a small group of paediatricians formed the British Paediatric Association (BPA) for ‘the advancement of the study of paediatrics and the promotion of friendship amongst paediatricians.’ Over the years, the BPA’s influence and membership grew, and it became an important source of policy and advice to doctors and governments.

As a mark of this work, and of the importance of child health, the BPA was granted a Royal Charter in 1996 and became the Royal College of Paediatrics and Child Health. Since then, it has trained and supported tens of thousands of doctors in the UK and overseas to help ensure children and young people receive the highest possible standard of healthcare.

It achieves this by:

• Overseeing the education, training and examination of paediatricians, both in the UK and overseas

• Maintaining high professional standards through the development of clinical guidelines and good practice

• Campaigning for change on issues affecting children’s health and wellbeing

• Working, often in partnership with other organisations, to develop and promote evidence-based policy and research to improve children’s health throughout the world

• Involving children, young people and their parents in the development of our work

RCPCH’s mission is to transform child health through knowledge, innovation and expertise.

We are based in London but have regional offices in Scotland and Wales. We have over 13,500 members, almost one in five of whom live and work overseas, working in the front line of health services. This has led to unrivalled knowledge and a global perspective on how to deliver effective healthcare for children.

The international dimension to our work has been strengthened since 1997, with the support of the then President, Professor David Baum, and his legacy through the David Baum International Foundation. This has supported a range of projects across India, Africa, Iraq and Palestine, including the roll out of training in emergency health care for children in Kenya.

UK paediatric health care in 2012

We have trained and supported tens of thousands of paediatricians and health professionals since the RCPCH was established, bringing about many improvements in the health of children and young people.

There are many examples of good practice, but there is still a long way to go. A recent study* showed there was an identifiable failure in UK health care linked to 26% of child deaths. More children in the UK than comparable European countries still die from illnesses such as pneumonia, asthma, meningococcal disease and some childhood cancers. There are huge social and geographical inequalities in health across the UK too. If the UK health system performed as well as that of Sweden (the best performing country in the study) as many as 1,500 children might not die each year.

These stark facts show that our vision of a healthier future for children and young people across the world is yet to be achieved – a vision that our Education Centre will help us realise.

Our work around the world

Our international strategy is focused on working with partners overseas to improve the health and wellbeing of all children. We have thousands of members in 20 countries across Europe, Asia, Africa and the Middle East, in both industrialised and developing countries.

We also support UK doctors who want to work overseas and overseas doctors who want to come and work in the UK.

Preventable illness and deaths are higher in developing countries, and many of our international programmes are specifically tailored towards the needs of health professionals in those regions.

We have special projects in Kenya, Rwanda, Uganda, Nigeria, Ghana, Palestine and Iraq.

Since 2004, we have run an annual course to update Iraqi paediatricians in key developments in child health. In 2006 we funded and led a paediatric postgraduate training workshop in Tanzania that attracted delegates across East Africa. Since 2007, we have run a Diploma in Palestinian Child Health, for both doctors and nurses, and evidence-based ‘train the trainer’ courses in India.

We have also worked with the Kenya Paediatric Association since 2007, to develop a World Health Organisation (WHO) course. This has involved the training of child health professionals in Africa, to identify and urgently treat the most seriously ill babies and children in resource poor settings such as rural district hospitals. Many children die within 24-48 hours of arrival into hospital, while waiting in queues to be seen. However, in one study in Malawi, implementation of the course reduced childhood mortality by 50%*.

We now plan to replicate this in other countries around the world, to save lives and reduce unnecessary suffering.

Our vision of the future

The RCPCH has the clinical paediatric expertise to provide high quality, evidence-based learning programmes.

We now need the facilities, equipment and resources to maximise our potential and realise our vision of a healthier future for children and young people across the world.

Our state-of-the-art education centre will help us achieve this by vastly expanding our education provision for paediatricians and other health professionals.

Our membership is one of the largest groups of health professionals working with children anywhere in the world. And, yet, until now we have had limited means to spread learning across membership and beyond in a consistent, coherent way.

The Education Centre will meet the lifelong learning agenda, tailored to the needs of paediatricians and health professionals throughout their careers, wherever they live and work.

Education provision

Our Education Centre will enable us to provide an increased portfolio of high quality, CPD accredited education programmes that will have a greater impact on improving clinical practice and reducing social and geographic inequalities in health. All education provision will follow a robust quality framework process to ensure training needs are met and programmes are effective.

Our education programme will span the following 12 broad areas:

1. Safeguarding and Child Protection.

2. Nutrition.

3. Mental Health & Emotional Wellbeing.

4. Child Health in Developing Countries.

5. How to Manage Series: leadership, nutrition, allergy management, mental health, respiratory conditions, infections and more.

6. Healthy Child: Care and Development of 0-5 year olds.

7. Healthy School Child (6-11 year olds).

8. Adolescent Health.

9. Child Bereavement Training.

10. Quality Improvement: paediatricians managing change and improving services for paediatricians.

11. Educational Supervisors Programme.

12. Leadership & Management.

Blended learning

Blending technologies such as e-learning and video conferences with face-to-face delivery means we will provide learning in more interactive, engaging and accessible routes for professionals, wherever they are.

The Education Centre will be a multi-dimensional centre in our London headquarters, where we can deliver a package of blended learning options, appropriate to a wide range of paediatricians and health professionals, at different grades and levels of their career and in primary, secondary and tertiary health care settings.

The Education Centre will enable us to grow our e-learning provision and allow access to a library of evidence-based, CPD accredited e-learning modules for our members and other health professionals across the world.

This will enable us to extend our global reach and influence; especially in low-income countries. The e-learning capabilities will include online mentoring and support, for instance by using internet-based tutorials with clinical staff in other countries.

Those we teach will be encouraged to cascade their learning to their colleagues and work teams, both in the UK and internationally and programmes will be designed for this transferability.

We will also work with partner Non-Government Organisations (NGOs) to develop and disseminate education programmes in other countries around the world, especially in countries that lack these resources.

The RCPCH has already appointed a new Officer to develop and expand our education programmes as a demonstration of our commitment to the Education Centre.

The benefits of the blended and e-learning model:

• The model expands access: not just for paediatricians but also for other health professionals associated with the field of child health across the globe. It offers professionals the flexibility to carry out learning exercises in their own time, as many have time-constraints imposed, due to personal and professional responsibilities and commitments.

• The model supports delegates over key periods of their professional development. For example, we can provide pre-course e-learning and online assessments, so people can get the most from their in-house training, ensuring we support them every step of the way.

• Courses will combine lectures and seminars with small, interactive workshops, using case studies. This encourages delegates’ engagement and boosts their confidence and motivation.

• Some courses will be followed up with online assessments and self reflection, immediately afterwards and after 3-6 months, to ensure delegates feel supported and to maximise the impact of their learning.

The Education Centre will train primary health care professionals, in addition to paediatricians, with the aim of improving the following outcomes*:

• Around 50% of children who were subsequently diagnosed with meningococcal infection were sent home after their first consultation with the health service. Improving diagnosis will lead to earlier and more effective treatment.

• Over a third of admissions for asthma could have been prevented with better primary care; the cost of these is over £7 million per year.

• It is estimated that over a third of outpatient referrals, from general practitioners to paediatricians, would be avoidable with better primary care.

• Over a third of short-stay admissions for infants are for minor illnesses that could have been managed in community settings, which could mean better outcomes for children.

Facilities

At the very heart of the Education Centre will be a 13 metre interactive video wall which will allow users to interact simultaneously with educational content via the latest touch screen technology, creating a far more dynamic environment.

The flexible space of the Education Centre will be tailored to suit a number of different learning events. For example, seating 80 delegates lecture theatre style, accommodating 64 delegates in workshop or seminar style, or up to 100 for educational networking events and conferences, with additional breakout rooms available for use.

Equipment

The Education Centre will also feature:

• State-of-the-art audio-visual and learning technologies:

– Lecture Capture System which will allow both live broadcast and recording and combine video and presentation images accessible via the internet

– An audience participation system to encourage interactivity between lecturer and audience

– A dedicated audio-visual control room – Additional meeting/breakout rooms

consisting of: > High-definition video conferencing units > A retractable ceiling LCD repeater screen > Additional 65” LCD wall mounted screens > Ceiling microphones

• A new reception area, improving the service and flow through the building for delegates. The area will feature an interactive LCD system which will allow visitors to see where and when events are taking place.

• A new room for our members, providing access to educational resources.

• Creation of a RCPCH branded e-learning template and Learning Management System (LMS), to build a library of evidence-based modules.

The results of a study* launched in March 2012 shows there are substantial variations in the medical care children receive across England and we need to ensure all areas match the standards of the best. Variations in the quality of children’s health care are even greater around the world. Our Education Centre will help tackle this inequality for children in the UK and internationally.

In 2011 we solicited the views of our members in a survey to research the types of educational programmes they need.

Members cited a vast number of subjects in which they would like the RCPCH to offer training. Safeguarding and child protection were subjects of particular interest for almost half of respondents, but other key areas mentioned included nutrition and mental health.

The majority favoured a range of blended learning options, combining face-to-face and e-learning, using modern and sophisticated technology.

One of our education programmes, which was delivered in December 2011, (Child Protection: Examination to Court), was over-subscribed by 90%. Another course in June 2012 (Child Health in Developing Countries) is already oversubscribed by 200%.

We want to be able to deliver our education to all those who request it in future.

We have combined the results of this survey with information from course feedback forms, to assist the development of our plans for education provision.

In addition, we have a programme of focus group research to help fine-tune our delivery through the Education Centre.

5 Evidence of Need

Budget

The RCPCH has researched the most cost effective approach to designing and developing the new Education Centre and the overall cost is £5m.

The largest cost of £2.3m is for the reconfiguration of the building to accommodate the Education Centre, with a further £1.2m to be invested in developing the educational provision. £1m is budgeted for audio-visual and IT infrastructure, which will enable us to deliver an interactive education environment for health professionals in the UK and worldwide. Finally, there is £0.5m for the running costs over three years and contingencies.

Timescale

Our event at St. James’s Palace in March 2012 marks the official launch of The Education Centre Appeal.

We expect to raise £5 million over the next two to three years.

Our aim is to secure pledges of 40% of the budget by summer 2013 so that work on phase one of the project can commence. Our target is to secure full funding by the following year with a view to the Education Centre being fully operational in 2015.

1. RCPCH Education Centre naming rightsNaming a room is an effective way to demonstrate that you share our values and understand how our Education Centre will be instrumental in transforming the health of children and young people.

The Education Centre will benefit from your support in providing the funds we so urgently need. The options for naming rights are as follows:

• High-tech meeting rooms x 5: £10,000 to £30,000

• Members resource room: £25,000

• The whole Education Centre: £3,000,000

2. Make a donationBy making a donation towards our appeal you will be investing in the future of children and young people.

This could be made as a straightforward donation, as a gift in memory of a loved one, or in recognition of a colleague who has made an important contribution in his or her field.

We are looking for lead gifts as soon as possible. In particular, we seek significant pledges that inspire others to support the project too.

3. RCPCH Education Centre Donation WallThe Education Centre will have a Donation Wall, a centre piece for the reception area, to permanently recognise supporters who make larger contributions to the Appeal, as champions of child health.

We value all donations, small or large, but the minimum donation represented on our Donation Wall will be £2,000.

4. Event sponsorshipWe can discuss a sponsorship package that is tailored to your corporate objectives and supports the work of the Education Centre. There are also opportunities to partner with the RCPCH to support a whole range of educational programmes and research and policy papers.

5. LegaciesLeaving a gift in your will towards our work, whether large or small, is a kind and thoughtful gesture that will ensure your support is able to help future generations of children.

You’ll naturally want to take care of your family and loved ones in your will first, but just a small gift could help ensure a child receives the best standard of health care in future.

There are many ways to leave a legacy, such as a pecuniary (a specific sum) or a residuary legacy (a proportion, often a small percentage, of whatever is left after all debts, liabilities and other gifts have been paid).
