Lim, Regional Director of the National Economic and Development Authority (NEDA) XI and concurrent Vice Chairperson of the Regional Development Council (RDC) XI, presented Davao Region’s Development Thrusts and Directions during the Singapore Business Federation (SBF) Mission in Davao City

The Southern Philippines Medical Center launched its centennial celebration this year with the promise to continue to lead in providing medical services to the poor.

The Communication for Development Network (C4DNet) XI, the advocacy arm of the Regional Development Council XI, in partnership with the Compostela Valley Province Tourism Office and the 10th ID Aguila Division of the Philippine Army, organized a team building/capacity building activity for the officers and members of the organization at the Camp Manuel T. Yan, Sr. Eco-Military Park in Mawab, Compostela Valley Province.

The Regional Project Monitoring Committee (RPMC) XI monitored one thousand three hundred twenty-eight (1,328) projects implemented in Davao Region during the 2nd Quarter of CY 2017, with a total public investment cost of PhP42.654 billion.

The RPMC XI Monitoring Team validated seven projects for the 3rd Quarter of CY 2017 on 8-9 August 2017; four in Davao Occidental and three in Davao del Sur.

One of the major concerns in the Diwalwal Mineral Reservation Area Development Plan (DMRADP), 2012-2032 is the underdeveloped and untapped ecological and industrial tourism sites, which is also reflected in the Compostela Valley Provincial Development and Physical Framework Plan, 2008-2027.

The NB RDCOM-MAC, comprised of representatives from the Regional Development Councils (RDCs) of

Mindanao, as well as, the Regional Economic and Development Planning Board (REDPB) of the Autonomous Region in Muslim Mindanao (ARMM), convened for its 20th Conference on July 13, 2014 at Seda Abreeza Hotel, Davao City.

NB RDCom-MAC Chairperson Governor Anthony G. del Rosario, in his opening message, informed the members, on how the Mindanao Committee should respond to the RDCom’s mandate of accelerating socio-economic development of the regions, reduce regional growth disparities, and promote rational allocation of resources. “Mindanao has long been in the backseat, thus, it is high time that we move forward and proactively assume our strategic role as a leader in sustainable socio-economic development.”

One of the major items tackled by the Committee was the proposed creation of the Eastern Mindanao Peace and Development

Council (EMPDC), presented by Regional Peace and Order Council (RPOC) XI Chairperson and Compostela Valley Governor Jayvee Tyron Uy. Governor Uy mentioned that the concept of the EMPDC originated from the Davao Occidental’s Provincial Peace and Order Council (PPOC) Resolution No 11, series of 2017, proposing to the President of the Philippines, the creation of Southern Mindanao Peace and Order Council (SMPOC) involving Davao Region’s neighboring provinces as one of the strategies on how to counter and defeat the local communist movement in the Country through cooperation.

The EMPDC’s main objective is the sharing of knowledge and intelligence information among government agencies, Local Government Units (LGUs), and the military engaged in counter insurgencies and peace and order activities in Regions X, XI, XII and CARAGA. Governor Uy explained that dialogues and deliberation on major peace and order and internal security issues among said neighboring

Peace and Order Councils (POCs), LGUs, and government agencies shall be easier with the creation of the EMPDC. He added that inter-operability and sharing of vital information and action among LGUs and agencies to counter insurgency, and provide a livelihood and infrastructure development programs can be realized through tighter coordinative mechanisms.

As a result, the Committee passed RDCom-MAC Resolution No. 8, series of 2017 entitled “Expressing Support to the Proposed Creation of the Eastern Mindanao Peace and Development Council, In Principle, Subject to the Formulation of an Appropriate Organizational Structure and Conduct of Consultations with Other Regional Peace and Order Councils and the National Security Council.” The said proposal shall be presented to the Regional Peace and Order Councils of Regions X, XII, and CARAGA, and the National Security Council (NSC) for their review and endorsement. Authority (NEDA) XI and concurrent Vice Chairperson of the Regional Development Council (RDC) XI, presented Davao Region’s Development Thrusts and Directions during the Singapore Business Federation (SBF) Mission in Davao City.

The SBF is the organizat ion that represents Singapore’s business community in bilateral, regional multilateral settings for the purpose of trade expansion, investments and networking. A team composed of 20 Singaporean business leaders was on a four-day business mission to the Philippines: Manila and Davao City from August 1 - 4, 2017. The mission aims to equip participants with a better understanding of the business climate and investment opportunities in the Philippines, particularly in Davao City.

The Davao City leg of the mission was

organized by the Davao City Chamber of Commerce and Industry, Inc. (DCCCII) on August 2, 2017 in Davao City.

Director Lim, in her presentation, highlighted Davao Region’s vision to lay the foundation for inclusive growth, a high-trust society and a globally competitive knowledge economy as stipulated in the Davao Regional Development Plan (DRDP), 2017-2022.

“Davao Region adopted a spatial strategy of national dispersion through regional agglomeration as espoused in the National Spatial Strategy (NSS). The key is to strengthen regional development by directing growth to key centers throughout the country that serve as drivers of economic growth,” Director Lim said. She said that the idea is to decongest Metro Manila and develop regional and sub-regional centers; improve linkages among settlements and key production areas by connecting rural

areas to growth centers; and reducing risks of communities to the threats of disasters.

Director Lim also highlighted the Region’s objectives of creating a more vibrant economy and a business-friendly environment through agro-industrial development, massive investments in logistics and infrastructure, improving the business support environment and reducing the cost of business, capacitating the Region’s human resource pool to support the industries, and promoting technology adoption among the priority industries.

Other resource persons during the event were Director Belenda Q. Ambi of the Department of Trade and Industry (DTI) XI, Mr. Gil Dureza of the Board of Investments (BOI)-Mindanao, Mr. Lemuel G. THE SOUTHERN Philippines Medical Center launched its centennial celebration this year

with the promise to continue to lead in providing medical services to the poor.

SPMC medical chief Dr. Leopoldo Vega said the celebration marks the government hospital’s milestone in giving health services in Mindanao.

“SPMC recognizes its roots as the first Davao public hospital established by the Americans in 1917,” Vega said. It then became a Japanese garrison and hospital, and eventually became the Davao General Hospital.

The hospital grew and underwent changes in name: from Davao Regional Hospital, to Davao Regional and Training Hospital, to Davao Medical Center, and now as Southern Philippines Medical Center.

SPMC marks 100th year

Vega added that SPMC is now moving towards the Philippine health agenda by establishing more specialty centers that cater to specific needs of patients with cancer and diseases in kidney and heart. There are also centers for orthopedics and mother and child care.

“We would like to dictate health-care in terms of providing services for the poor,” he said.

Vega conveyed that there will always be

difficulties in managing the big institution because “this isn’t a walk in the park.”

He said they will always look into progress as well as long and short-term gains, balancing everything to provide services for patients. He added that the hospital acquires new equipment for departments regularly.

The hospital currently has 1,500 beds and caters to at least 1,000 patients daily in its outpatient department. (Jesse Pizarro Boga)

Davao City celebrates ASEAN50Davao City joins other 50 cities around the country in lighting the Association of the Southeast Asian Nations’ (ASEAN) lantern to celebrate the 50th anniversary of the ASEAN. Mayor Inday Sara leads the lantern lighting at the City Hall of Davao. “The ASEAN is a symbol of unity among ten equally diverse, colorful, multi-faceted, multi-cultural nations just as our Kadayawan festival is a symbol of unity among all the peoples of Davao City, a microcosm of the greater ASEAN community to which we all belong,” said the Mayor in her speech. A light show was presented to mark the said event. San Isidro in Davao Oriental was also chosen by the Department of Foreign Affairs to take part in the celebration. (Joan Irene M. Prantilla)

OVERALL FRAMEWORKTo contribute to the attainment of a “matatag, maginhawa at panatag na buhay para sa lahat”, the Davao Region’s development framework closely dovetails that of the Philippine Development Plan (PDP). It lays the foundation for inclusive growth, a high trust society and globally-competitive knowledge economy. The strategies are geared toward enhancing the Region’s moral and social fabric (“Malasakit”), reducing inequality (“Pagbabago”), and increasing growth potential (“Patuloy sa Pag-unlad”). These are supported by twin strategies that support the foregoing themes where the Region shall be physically and economically connected by an integrated and strategic development of its infrastructure while ensuring ecological integrity and a clean and healthy environment that provide for a bedrock for all strategies to work.

The Regional Development Plan, 2017-2022To significantly contribute to the realization of AmBisyon Natin 2040, Davao Region commits to sustain change by building on the past gains, continue to adopt best practices and seriously consider the lessons learned.

As the first medium-term plan to implement the AmBisyon Natin 2040 that shall parallel the efforts in the national level, Davao Region will lay down the foundation for inclusive growth, a high-trust and resilient society, and a globally competitive knowledge economy. It is guided by the Duterte Administration’s 0 to 10 and the 2030 Sustainable Development Goals (SDGs). The 21 chapters of the plan mirrors that of the Philippine Development Plan, 2017-2022 but highlighting the concerns peculiar to Davao Region. It shall strategically reduce inequalities in opportunities for economic development covering the agriculture and industry sectors that would promote value-chain development to increase productivity, as well as, enhance resilience of the vulnerable sectors. The Plan further underscores the enhancement of the moral and social fabric that would ensure public trust, just and lasting peace, security and safety despite cultural diversity. All these strategies shall be adopted under a balanced environment of development and ecological integrity.

Toward enhancing the Region’s moral and social fabric, the peoples’ trust in the public institutions shall be regained by making sure that the latter are citizen-centered, efficient and clean, while justice shall be administered swiftly and fairly. Efforts at promoting cultural diversity and its value shall be pursued, underpinned by security from external threats and the restoration of public order and safety. Advocacy on securing lasting peace through the resumption/ implementation of peace talks; and economic justice shall be earnestly pursued as well.

Two-pronged approach shall be pursued: economic opportunities shall be increased by improving and accelerating the performance of laggard economic subsectors, while access to such economic opportunities that might be created shall be increased by accelerating the development of human capital.

9 More people will have quality jobs as employment rate is expected to increase to 97.0 percent and underemployment rate down to only 13 percent in 2022

9 Human development is strengthened as maternal death is down to only 90 deaths per 100,000 live births in 2022 while students will have higher completion rates at 100 percent.

9 Davao Region’s infrastructure landscape will change with the presence of a mass public transport system, bypass roads and an expressway established by 2022.

Over 500 stakeholders from local government units, public and private sectors came to witness

the RDC XI’s official launching of the Davao Regional Development Plan at the SMX Convention Center on 7 July 2017. The event’s slogan ‘Committing to Sustain Change’ attests to the Davaoeños wholehearted support to President Duterte’s call for transformation for a better Philippines.

The RDP Launch was preceded by the Philippine Development Plan Roadshow earlier in the day, which was highlighted by a motorcade from the Davao City People’s Park to the SMX Convention Center, carrying the slogan “Tara Na! Ambisyon, Aksyunan Nato Karon! A press conference with RDC XI Chairperson Anthony G. del Rosario, ASec Mercedita Sombilla, Vice-Chair Maria Lourdes Lim and RDC XI sectoral committee chairpersons ushered in the RDP launching event.

well-developed region,” the RDC XI Chair said. He urged all sectors to be proactive and step up on their respective roles and mandates to ensure the Plan’s implementation to reduce poverty and usher growth.

In her Keynote message, ASec Sombilla urged the Davaoeños to actively pursue their aspirations as these are now within reach. Davao Oriental 1st District Representative Corazon Malanyaon, Compostela Valley 1st District Representative Maria Carmen Zamora and Davao City Chamber of Commerce and Industry President Ronald Go also conveyed their messages of support based on the DRDP pillars of Malasakit, Pagbabago and Patuloy na Pag-unlad. At exactly

12:00 o’clock noon, the participants joined the whole nation in reciting the Prayer for Peace in the Philippines.

The program culminated with the unveiling of the DRDP and accompanying documents by the R DC X I Chair and Vice Chair, witnessed by Davao Region’s Congresspersons and local chief executives. Participants signed the Pledge Wall bearing key action points based on the RDP pillars. The RDP Launch also featured booths and exhibits showcasing the products, plans, programs and services of local government units and national government agencies.

The DRDP framework closely dovetails that of the Philippine Development Plan, with each strategy focusing on the needs of Davao Region. By 2022, the Region’s economic growth rate is set at 11.5 percent. Overall poverty rate is targeted to decline from 16.1 percent in 2015 to 13.6 percent by 2022. (Felicidad M. Rabe)

The Communication for Development Network (C4DNet) XI, the advocacy arm of the Regional Development Council XI,

in partnership with the Compostela Valley Province Tourism Office and the 10th ID Aguila Division of the Philippine Army, organized a team building/capacity building activity for the officers and members of the organization at the Camp Manuel T. Yan, Sr. Eco-Military Park in Mawab, Compostela Valley Province.

Camp Manuel T. Yan is the headquarters of the 10th Infantry Division along with several units like the 72nd infantry battalion. The camp was named after the youngest Armed Forces Chief of Staff during the 1960’s. In 2011, the 10th ID under Maj. Gen. Jorge Segovia transferred to the camp from Camp Panacan in Davao City. The 100.8 hectare camp is currently being developed to be a major eco-tourism destination.

A marching band guided the participants to the Grandstand for the official opening ceremonies of the activity. Col. Anthony Puruganan gave his welcome message and thanked everyone for choosing the Camp as the venue of the first team building-capacity building of the C4DNet.

The participants were entertained by an audio-video presentation of what the “Army Today” is and the background of the 10th Infantry Division also known as the Agila Division. A display of military capabilities and fire power were showcased subsequently and 20 participants were fortunate to participate during the simulation activity which form part of the team building activities. The group was also able to visit the training school of the 10thID which features a 75-ft wall for rappelling and “slide for life” obstacle. The participants were able to experience “boodle fight”, a Philippine military tradition where cadets would gather around a long table full of food spread over banana leaves and eaten with bare hands, symbolizing camaraderie and equality by sharing the same food regardless of rank.

In the afternoon, the participants endured a 20-minute steep descent going to Mahayahay Cave located at Sitio Mahayahay. The cave is 864 meters long and has natural features like stalagmites and stalactites with pools of water inside. It also serves as the home of small fruit bats in the area locally known as “kabyaw”.

The activity concluded with an open forum where participants shared their experiences and their overall assessment of the activity. They expressed their appreciation which allowed them the opportunity to empathize and have a deeper understanding, not just the physical aspects of serving in the military, but the efforts of the armed forces in pursuing peace and order in the communities. It emphasized on the strengthening of partnership between the military and government agencies in the region. (Joan Irene M. Prantilla)

The Regional Project Monitoring Committee (RPMC) XI monitored one thousand three hundred twenty-eight (1,328) projects implemented in Davao Region during the 2nd Quarter of CY 2017 with a total public investment cost of PhP42.654 billion.

Of the total number of projects monitored, 1,117 projects or 84.11% were funded by the National Government amounting to Php40.025 billion or 93.83% of the total cost; 207 projects or 15.59% were funded by the Local Government Units amounting to Php871.755 million or 2.04% of the total cost; and 4 projects or 0.30% were funded through Official Development Assistance amounting to Php1.758 billion or 4.12% of the total cost. (Refer to Table 1)

For this reporting period, the implementation issues identified by the Implementing Agencies (IAs) were: (1) Slow progress of work by contractor, with 23 affected projects; (2) Right-of-Way (RROW) related issues, with 12 projects affected; (3) Road not passable to transport construction materials, with 3 affected projects; (4) Revision of planned implementation schedule, with 2 affected projects; and, (5) Bad weather Condition, with 1 affected project.

For the foregoing project implementation issues, the recommendations of the RPMC XI are as follows:

a) On the slow progress of work by contractors, DPWH XI to track the performance, ensure the capacity of contractors during the bidding stage, and efficiently evaluate that the winning contractor should have the necessary inputs to assure timely completion of projects. DPWH XI should also monitor the number of current and prospective projects of bidding contractors and to impose penalties to contractors should there be deviations in the implementation timetable. Further, DIDP to fast track settlement of the administrative issue between the Provincial Governments of Davao del Sur and Davao Occidental;

b) On ROW-related problems, DPWH XI to closely coordinate and request assistance from the concerned Local Chief Executives (LCEs), particularly in relocation of project-affected parties/communities and immediate transfer of utilities. Strengthen mechanism on right-of-way settlement and strictly adhere to the practice of acquiring ROW prior to start of project. Likewise, for the City Government of Davao to attend to the request for transfer of location of the project;

c) On unworkable weather at the project sites, DPWH XI to prepare project “Catch Up” schedule integrating extended work hours and deployment of additional manpower and equipment. Also, during the planning stage of the project cycle, implementing agencies should consider weather seasonality in scheduling the activities for prospective projects; and,

d) On revisions of planned implementation schedules and work plans due to changes in designs, DAR XI and the City Government of Davao should foresee possible difficulties in project implementation and prepare contingency designs that integrates “Catch Up” schedule in cases of necessary revisions. By the end of the 2nd Quarter of CY 2017, 689 projects or 51.88% of the total projects monitored were reported ongoing, 374 projects or 28.16% were completed, 233 projects or 17.55% are yet to be started, 30 projects or 2.26% were suspended, and 2 projects or 0.15 % had expired contracts. (Refer Figure 2)

By location, the Province of Davao del Norte hosted the most number of projects monitored with 333 projects, followed by the Province of Compostela Valley with 205 projects, the City of Davao with 198 projects, the Province of Davao del Sur with 194 projects, the Province of Davao Oriental with 153 projects, and the Province of Davao Occidental with 136 projects. There were also 99 projects with regionwide coverage and 10 projects with locations that are yet to be identified.

By magnitude of investment, among the LGUs in the Region, Davao City has the largest investment cost amounting to PhP13.649 billion. On the other hand, Davao Occidental has the lowest investment amounting to Php1.921 billion. (Refer to Figure 1)

In accordance with the Regional Project Monitoring Committee (RPMC) XI Updated Monitoring Plan for 2017 approved by the Regional Development Council (XI) through RDC XI Resolution No. 26, series of 2017. The RPMC XI Monitoring Team validated seven projects for the 3rd Quarter of CY 2017 on 8-9 August 2017; four in Davao Occidental and three in Davao del Sur. DMRA IDENTIFIED AS POTENTIAL TOURISM DESTINATION

One of the major concerns in the Diwalwal Mineral R e s e r v a t i o n A r e a

Development Plan (DMRADP), 2012-2032 is the underdeveloped and untapped ecological and industrial tourism sites, which is also reflected in the Compostela Valley Provincial Development and Physical Framework Plan, 2008-2027.

Aside from being a rich mineral-resource area, Diwalwal also has nature and cultural attributes that may be developed and packaged into tourism destinations.

Some of the tourism sites identified are the Mt. Diwata Mountain Ranges, Paraiso Falls, Mandaya-Manobo Cultural Heritage site, caves and tunnels, among others. Different species of flora and fauna also abound in the area.

To boost the tourism activities, as incorporated in the plan, the

much needed support facilities, such as access roads, tourist accommodations, and other basic services need to be provided and developed.

In the meeting of the National Task Force Diwalwal-Program Monitoring and Coordination Center (NTFD-PMCC) conducted last 31 May 2017, the Philippine Mining Development Corporation (PMDC), in-charge of managing Diwalwal, presented to its members proposed activities such as rehabilitation of roads, construction of the Mabatas Mineral Processing Zone and Tailings Dam, and the possible establishment of an economic zone. It was also mentioned that PMDC is currently coordinating with the Department of Tourism for a possible establishment of eco-tourism activities in the area.

During the “Kapehan sa Dabaw” conducted at SM City Annex on July 10, 2017, Davao City, Atty.

Felix S. Alicer, DENR XI Project Coordinator for the PMCC , mentioned that mining production has declined because the extraction of minerals are getting deeper and that only 729 hectares is operational exclusively for small-scale miners. He added that the Joint Operating Agreement (JOA) between the Natural Resources Development Corporation (NRDC) and small-scale mining companies has expired, suspending the mining operations which resulted in the further decline of mineral production from the area. Atty. Alicer proposed the review of the institutional arrangements for the management of the area.

Noting this , the Reg ional Development Council (RDC) XI strongly recommended to PMDC to consider implementing the strategies identified in the DMRADP into their company’s plans and programs. (Jaime P. Mallare)

CONDUCT OF 2017 NEDA MINDANAO DEVELOPMENT FORUM AND PRODUCTIVITY OLYMPICS (NMDFPO) IN DAVAO CITY

NEDA Regional Office (NRO) XI was the host of the 2017 NEDA Mindanao Development Forum

and Productivity Olympics (NMDFPO), which was conducted last September 13-14, 2017 at the Mergrande Ocean Resort, Davao City. The two-day event was

participated in by the five (5) Mindanao NROs.

The NMDFPO was conducted to generate the position of the Mindanao NROs on the National Government R i g h t s i z i n g P r o g r a m a n d t h e proposed NEDA Strengthening Bill. Recommendations generated from the forum include strengthening of the core functions of the NROs, revisiting the mandates of MINDA and NEDA to reduce the overlapping of functions between agencies, enhancement of critical competencies of NEDA employees and additional units and positions, especially in the Finance and Administrat ive Division.

Cultural activities were also conducted

on the f irst night of the NM DFPO aimed at enhancing the socio-cultural consciousness of the NEDA employees. The Cultural Night was highlighted by the Search of NEDA Mindanao Lakan and Lakambini and an Ethno-modern dance competition. The Lakan from Region XI and the Lakambini of Region XII were crowned as the NEDA Mindanao Lakan and Lakambini 2017. Meanwhile, the NRO XI dance troupe topped in the Ethno-modern dance competition.

The second day was focused on sports activities, conducted to strengthen the physical wellness and coordination among the Mindanao NROs. NRO XI was declared the overall champion of the Productivity Olympics. (Pamela Yparraguirre)
