RE: 2016 TREE PLANT REQUEST FOR SERVICE – BIG PIC & PIC RIVER FORESTS
Nawiinginokiima Forest Management Corporation (NFMC) is accepting proposals for the
planting of approximately 4.25 million tree seedlings for the Big Pic and Pic River Forests as
follows:

The “options” presented may be allocated to suppliers individually or combined depending on
pricing proposals. Please include any information regarding applicable volume discounts in
your bid proposal. The attached (embedded) Schedule A will form part of the contractual
agreement entered into with successful supplier(s). Please note that NFMC has a First Nations
hiring policy. All proposals should include efforts to hire members of our local aboriginal
communities.
Please submit bids in dollars ($/1,000) for trees to be planted using the summary table above. All
bid proposals should include information on start and end dates, number of planters, planter to
crew boss ratio, infrastructure to support planters, daily proposed production, planting schedule,
as well as any other relevant information. Any and all costs associated with this contract
contained in your proposal must be included in your bid price. Your bid price should include a
dedicated plant quality assessor.
There will be no adjustments to the bid price once submitted.

SCHEDULE A to the Agreement for Non-Consulting Services
between Nawiinginokiima Forest Management Corporation and the Supplier dated as of the Effective Date
1. DESCRIPTION OF THE NON-CONSULTING SERVICES To provide 2016 spring tree planting services for approximately 4.25 million seedlings on the Big Pic and Pic River Forests as per the table below:

The Company will supply block treatment details and a map outlining the locations of the proposed treatment areas prior to active operations. The approved FMP is available on the eFMP website (http://www.appefmp.mnr.gov.on.ca/eFMP/home.do). The Supplier will be required to:
Supply NFMC with production schedule for the plant; Arrange for the delivery of tree seedlings from the nursery storage facility to a pre-determined
location as agreed to with the Company; Supply a dedicated plant quality assessor; Off-load tree stock delivered to the Supplier from the nursery transport vehicle to a supplied
refrigerated field storage unit; Transport stock between each field storage site and planting area in an enclosed trailer; Water, shade or cover (using silvicool tarps) the trees at all times; Provide all planting tools, stock and personnel carrying devices, communications tracking
equipment, safety equipment, accommodations and fuel; Provide all the required Forest Fire Suppression equipment in accordance with Forest Fire
Prevention Act and the Company’s Fire Plan; Adhere to any relevant Provincial legislation and Company policies (including First Nation Hiring
Policy), standard operating procedures (NFMC SOP handbook 2015) and Health and Safety policies during completion of contract;
Ensure adequate supervision at all times; Ensure no more than 6 planters/planting crew boss and no more than 10 planters/crew boss; Provide daily updates to Company staff (including daily production figures and plant quality
assessments/block); Return all stock shipping containers or boxes back to the applicable tree seedling nurseries or
dispose of said containers/boxes as directed by the nursery and approved by the Company. The Company will provide through its own staff or third party:
transportation of the stock from the cold storage facilities to a predetermined location on the Big Pic or Pic River Forest as agreed to by the Supplier;
Provide the Supplier with shape files of the planting blocks; Overall daily supervision and monitoring of tree plant; Conduct quality assessments used for payment calculations; Provide all necessary maps and prescriptions in a format as required to complete the project.
Deadline for the tree plant program to be completed is: June 25th, 2016 2. RATES
a) Total Amount Payable Notwithstanding anything else in the Agreement to the contrary, the total amount payable by the Company to the Supplier, and applicable taxes, under the Agreement shall not exceed $000,000 Cdn. funds.
b) Fixed Rates The following Rates shall remain fixed during the Term of this Agreement:
…/1000trees plus HST for 310B or Jiffy 30 (60ml) size trees
…/1000trees plus HST for Mini Jiffy size trees This Rate is subject to the conditions of section 5.0, 6.0, 7.0 and 8.0 of the agreement. No other charge shall be payable by the Company under the Agreement to the Supplier other than the fixed Rates established under the Agreement. 3. INVOICES AND PAYMENT The Supplier shall provide the Company with an invoice no later than fifteen (15) Business Days after the successful completion or delivery and Acceptance by the Company of any of the Non-Consulting Services described above. Each invoice shall include (i) the purchase order number assigned to the Agreement by the Company, if applicable, (ii) a brief description of the Non-Consulting Services provided, (iii) the Rates for the Non-Consulting Services, and (iv) taxes, if payable by the Company, identified as separate items. Each invoice shall include the following:
a) Total planted by block/species; b) Total planted by License (Big Pic and Pic River); c) Plant quality; d) Identification of invoice as interim or final; e) Final invoices are to include summary of plant quality assessment and final planting maps (GIS
useable format). The Company shall approve or reject the invoice within fifteen (15) Business Days. In the event that the Company rejects the invoice, it shall so advise the Supplier promptly in writing and the Supplier shall provide additional information as required by the Company to substantiate the invoice. Each invoice must be approved by the Company before any payment is made to the Supplier and payment shall be made within thirty (30) Business Days of such approval.
4. PLANTING AND QUALITY SPECIFICATIONS
a) The Supplier agrees to plant trees in accordance with the following specifications unless otherwise specified by a Company representative.
i. Trees are to be planted so that the spacing between trees and rows meet Company
directives. Spacing will range from 1.8 m X 1.8 m spacing to 2.5 m X 2.5 m spacing, dependant on and subject to individual block density targets. Spacing on individual sites and areas will be based on density targets and at the discretion of the Company Supervisor. Typical target densities will be 2000 trees/ha for Spruce and 1800 trees/ha for Pine.
ii. Trees should be planted in site preparation wherever possible. iii. Trees are to be planted so that the spacing between planted trees and naturally occurring
acceptable crop species such as Black Spruce, White Spruce and Jackpine meet the same spacing requirements as previously described in paragraph a) i) above.
iv. Deviation from the specified spacing, referred to above, is permissible where any of the following conditions are encountered: rocks, soil too shallow to accept roots/plugs of trees in a near natural arrangement (plug is vertical in planting hole), pooled/standing water, tree stumps, logging slash/debris piles, or any other obstacle that would impede the success or survival of planted trees. Any other permissible deviation will be at the discretion of Company representatives.
b) Trees are to be planted only on sites that favour tree survival and growth as follows:
a) In mineral soil or any mixture of mineral soil and well decomposed organic matter. Black
spruce planted in sphagnum mosses will be the ONLY exception; b) On the side of slopes or small depressions; c) To the edge of swamps, where there is mineral soil exposure and not prone to flooding; d) In swamps, in sphagnum moss or in organic layers, but not in water; and, e) Other micro-sites that may be acceptable as directed by the Company representative in the
field.
c) Trees are not to be planted on the following sites:
a) In rotten logs, stumps , “red-rot” or chipper debris unless directed to do so by the Company representative;
b) At the bottom of depressions that are subject to flooding; c) In cut banks, roadside fill, raised humps of loose soil, undecomposed organic material (duff)
or debris; d) Within six meters (6m) of any road that is designated as a permanent road (this will be
determined by the Company Representative in the field) and; e) In landings, borrow pits, skid-ways or other compacted areas unless specifically prescribed
for treatment on the map and/or as directed by the Company Representative.
d) The trees will be planted using the following procedure:
a) If the site in which a tree shall be planted is not clear, the planter will screef any duff, debris, sod, rotten wood, loose rock, and other vegetation to make the spot plantable. The screefed area shall not be deeper than a shovel blade and width shall not be less than 30cm
x 30cm (12” x 12”). Each planting hole shall be prepared in the approximate centre of the cleared site;
b) Each planting hole shall be of a size that will accommodate the entire root system of a tree
in a near natural arrangement or in the case of a plug in a vertical position; c) Each tree shall be planted to a depth so that after filling in and compacting soil about the
roots, the soil comes to a point on the tree stem where no roots or any part of the container is exposed and no laterals are covered with soil (planted at the natural root collar). Soil shall be filled in and compacted around the roots to remove large air pockets. The soil surrounding the root plug must NOT be “heeled-in” or compacted in any manner which may potentially damage the tree and/or root system.
d) The stem of each planted tree shall be vertical relative to the force of gravity irrespective of ground slope. Each planted tree whose stem leans more than 30 degrees from vertical, shall be considered to be improperly planted.
e) Each planted tree must be capable of withstanding a reasonable tug of the hand without being extracted from the soil.
f) Where spacing variance results from the occurrence of rock, shallow soil, broken terrain, stumps, and other debris, or in order to utilize the best micro-site available; spacing control as per item 1 a) and b) must be resumed as soon as possible after any such deviation.
5. QUALITY ASSESSMENTS
a) Plot Structure
i. Planting quality assessment will be carried out by the Company Representative on a daily
basis as required. ii. Sampling intensity will be based on need as determined by the Company and may vary from
planting area to planting area and as the Supplier quality assessments determine. iii. Sampling locations will be located randomly and will be indicated on a map of the area after
sampling. iv. Plots will be circular with a radius of 3.99 metres and an area of approximately fifty (50)
square metres.
b) Field Assessment / Tally Procedure
i. Plots will be tallied and recorded spatially using an electronic GPS-ready, data-logger unit and in a manner readily accessed through Arcview® and Microsoft® software. Where/when electronic equipment is unavailable a paper tally sheet may be used and entered into a spreadsheet. This tally sheet will be supplied or approved by the Company Representative.
ii. The number of plantable spots in each plot will be determined and recorded in the tally program. “Plantable spots” is the optimum number of trees that could be planted on an acceptable micro-site at the prescribed spacing.
iii. All missed plantable spots will be recorded. iv. All excess trees will be recorded. It will be necessary to tally them twice in order for the Plot
Quality calculations to operate properly in the Plant Quality Assessment App. v. All planted trees in a plot will be assessed as to their quality of planting. Unsatisfactorily
planted trees will be recorded under one of the following Unsatisfactory Planting categories (a tree deemed to be unsatisfactory can only be tallied once):
c) Excess (Excess trees)
i. Deviation from the prescribed spacing specifications that results in a plot density above the 10% allowance.
ii. More total trees than acceptable adjusted plantable spots.
d) Micro-Site (Unsuitable Micro-site)
i. Rotten log, pure duff, stumps. ii. Bottom of gullies or depressions subject to flooding.
iii. Cut banks, roadside fill, raised humps of loose soil or debris. iv. Other, as designated in writing by the Crown or Company representative.
e) Firm (Firmness)
i. Trees around which soil has not been packed firmly. The tree can be easily pulled out by a reasonably firm tug.
f) Root (Root Placement)
i. Where tree is not placed in the planting hole with roots in a near-natural arrangement.
ii. Plug is not placed vertically in the planting hole. iii. Roots are doubled up, twisted and tangled or container stock with excessive damage. iv. Roots are exposed. v. The planting hole is not large enough to accommodate the entire root system or plug of the
tree.
g) Deep (Planting To Deep)
i. The tree has been planted too far above the natural root collar. ii. Live lateral branches of foliage are buried in the soil.
h) Shallow (Planting To Shallow)
i. Where a tree has been planted too far below the natural root collar;
ii. Where the container or plug is visible above the ground level.
i) Position (Position of Crown and Stem)
i. The tree is planted in a leaning position (greater than 30° from vertical)
j) Scalp (when scalping is required)
i. Tree is planted in a spot that required scalping (approximately 30 cm X 30 cm) for removal of debris, duff, sod, rotten wood, loose rock, or minor vegetation to expose mineral soil.
ii. Scalp is deeper than length of shovel blade.
k) Spacing
i. Deviation from prescribed spacing specifications where site conditions did not prohibit proper placement. An allowance of 10% on either side of the total number of plantable spots will be allowed on each plot. This will be allowed for by the adjusted number of plantable spots.
ii. More than one (1) tree or container per hole
Any comments or remarks deemed pertinent by the assessor will be recorded. 6. SUMMARY AND CALCULATIONS
The following summary and calculations will be completed for each assessment and for each planting project or block at the completion of the planting in that project or block:
a) Total number of adjusted plantable spots b) Total number of trees planted c) Total number of unsatisfactorily planted trees d) Planting quality, as follows;
Planting Quality (%) = [Total # of Satisfactorily Planted Trees] / [Adjusted Plantable Spots] x 100
7. PAYMENT CALCULATIONS
a) Number of trees paid for
The Supplier agrees that the total number of trees paid for under this Agreement;
Shall not exceed the total number of trees delivered and;
Is subject to an audit as conducted by the Ministry of Natural Resources and Forestry or the Sustainable Forest License (SFL) and that the total number of trees paid for under this Agreement shall not exceed the total number of trees planted as agreed to by the Company at the completion of this audit.
b) Project Payment
The payment from the Company to the Supplier for a completed planting project or block will be calculated as follows:
P = R x NT x PQF
Where; P = payment from the Company to the Supplier R = applicable rate as per $/thousand trees NT = the total number of trees planted in the block as per Schedule “E” PQF = the applicable Planting Quality Factor taken from the table below as
determined by the Company planting assessments

Final payment shall not be issued until such time as all mapping and summary paperwork has been satisfactorily provided by the Supplier and verified by the Company. Final payment shall not be issued until such time as all containers and boxes are satisfactorily returned to their appropriate suppliers (nurseries) where the nursery indicates the boxes be returned or equivalent compensation has been paid to these suppliers. The Supplier agrees that the Company may deduct any such amounts owing to the seedling providers for containers not returned from any such payments owed by the Company to the Supplier.
