Homeland Security

This is the final response to your Freedom of Information Act (FOIA) request to the Federal Law Enforcement Training Centers (FLETC), dated September 14, 2013, and received by this office on September 16, 2013. You requested a digital electronic copy of the listing/database/catalogue of films/videos in the FLETC library and the FLETC video collection.

Records responsive to your request are enclosed. I have determined to partially withhold portions of the responsive records pursuant to Title 5 U.S.C. § 552, FOIA Exemption (b)(6J. Information withheld is marked with the applicable FOIA exemption.

• FOIA Exemption 6 exempts from disclosure personnel or medical files and similar files the release of which would cause a clearly unwarranted invasion of personal privacy. This requires a balancing of the public's right to disclosure against the individual's right privacy. The privacy interests of the individuals in the records you have requested outweigh any minimal public interest in disclosure of the information. Any private interest you may have in that information does not factor into the aforementioned balancing test.

This is a partial denial of your request. You may appeal this decision within 60 days of the date of this letter. Your appeal must be in writing, signed by you, and should be addressed to:
