The Environmental Protection Authority (EPA) issued a ‘Clean-Up’ Notice for the site and Randwick Council has been working cooperatively with the EPA for many months to develop a remediation plan to remediate the affected areas so that public access can be safely restored. As a precaution we have carried out extensive testing of the entire Jack Vanny Reserve to determine the extent of the contamination and the best approach to safely remediate this important public space. The contamination is mostly located beneath the surface soil and is likely to be from some fill material dumped in the area many decades ago. I am writing to advise that Council has now engaged a specialist asbestos removal firm RMA Contracting Pty Ltd to remediate the reserve. The works include but are not limited to the bulk excavation and offsite disposal of the contaminated soil, installation of a membrane barrier, reinstatement of clean fill, installation of new pathway, irrigation and revegetation. Some remediation works by hand will also take place. The work area will be fully fenced and public access restricted. Work is expected to commence during the week of 17 September 2018 and is due to be completed by November 2018 (weather pending). Works will be carried out Monday to Friday 7am to 3.30pm. Works will be carried out by an accredited contaminant removalist and supervised by Council and an expert environmental consultancy firm. Environmental controls including air monitoring, noise, erosion and dust controls will be used to mitigate any adverse impacts on the surrounding community. Dust suppression systems will include a temporary irrigation system located along the perimeter of the site area as well as the use of water carts and mains water to target work areas during soil removal and loading. In addition, exposed asbestos impacted soil areas will be covered with water soaked geotextile fabric overnight and between work shifts to prevent the potential release of airborne fibres or dust particles. Randwick City Council understands community concern about the dangers of asbestos and we have taken a highly conservative approach to the management and remediation of this location to minimise impact to the community. Temporary traffic calming devices will be implemented throughout the course of the construction for the safety of the community and contractors.

Re: Jack Vanny Reserve Contaminated Site Remediation

Since December 2017, an area of Jack Vanny Reserve just north of Mahon Pool along Marine Parade has been fenced off from public access after asbestos containing fragments were found by a member of the public.
