REACH24H Chemical Regulatory Annual Conference- US Seminar
Day 1 (Thursday, May 30) - Chemical Environmental Health & Safety Management (Asia-Pacific Region Registration and EHS Session)
In order to reduce the risk of chemicals harming environmental or public health during their life cycle, chemical companies in various countries and regions around the world have established risk management systems to effectively supervise chemicals and promote innovation and green development in the industry. Technical trade measures constitute market access barriers which stand in the way of development of international trade and limit the free circulation and optimal allocation of world resources. To mark REACH24H’s Chemical Regulatory Annual Conference first event in the United States, the CRAC - US Seminar will focus on the latest developments in the Asia-Pacific Region including China, Taiwan of China, Korea, Japan, as well as introduce updated information on other countries such as Indonesia, Thailand, Vietnam, Philippines, Singapore, Malaysia, Australia and New Zealand, etc.
In addition, the CRAC – US Seminar will also focus attention on the emphasis and increased enforcement the Chinese Government is placing on chemical EHS regulations, and how companies can prepare to avoid potential supply chain disruptions.
Day 2 Morning (Friday, May 31) – Transport of Dangerous Goods for China & US (TDG Session)
Since 2016, for the purpose of furthering the safe inland transport of dangerous goods, the Ministry of Transport (MOT) of China has organized extensive research and discussion, greatly focused on improving existing regulations. JT/T617-2018, Regulations Concerning the Road Transportation of Dangerous Goods, has prompted an immediate and strong reaction in the field of road transport of dangerous goods since it went into effect on December 1, 2018. This standard provides enterprises working on road transport of dangerous goods with significant technical instructions in terms of classification, packaging, consignment, loading and unloading procedures, transport handling of dangerous goods, etc.
In order to strengthen the level of exchange between China and U.S in this field, while at the same time providing a platform for professionals and management experts in the dangerous goods transport industry to exchange views, CRAC – US Seminar will invite officials, senior experts and company representatives from these countries and regions to share with us the latest experiences and policy trends through interesting business cases. We also will aim to focus on hot topics, such as the transportation of limited quantities & excepted quantities of dangerous goods, and the safe storage and transportation of lithium batteries.

CRAC – US Seminar
In 2009, the first Chemical Regulatory Annual Conference (CRAC) kicked off in Shanghai with the aims of promoting the development of the industry through compliance. This Conference proposed a new model for the industry, creating a multi-exchange platform where professionals could share in-depth analysis of regulatory and policy trends, experiences in compliance and discuss barriers as well as future possible ways forward for the industry.
Over the last ten years, CRAC has witnessed the rapid development of the chemical industry and its shift towards a greener approach. Global oversight levels have risen, pressure for environmental protection has increased, competition has intensified and new opportunities and limitations have multiplied, which has injected a new impetus into various industries to change and rise up to the challenge.
The first CRAC – US Seminar will follow the example set by previous sessions in Asia Pacific, offering a global platform to discuss regulations and technologies as well as future developments in the industry. CRAC - US Seminar will focus on industrial chemicals, bringing together government officials, technical experts and business representatives from all corners of the world to share the latest compliance information, and together build a greener industry.

Mr. Robert KieferGeneral Manager REACH24H USA Inc.Robert Kiefer is the General Manager of REACH24H USA Inc., located near Washington, DC
in Reston, VA. Robert’s career spans more than twenty-five years in Washington, DC working
for two major trade associations in the chemical and formulated products industries. Prior to
REACH24H, Robert served as Director of Regulatory and Technical Affairs for the American
Chemistry Council (ACC), and before that with the Consumer Specialty Products Association
(CSPA) where he served as Director of Scientific and International Affairs. He has extensive
regulatory advocacy experience in domestic and global chemical control regulations, trade
policy, hazard communication, consumer products and pesticides. Robert earned a BS in
Biology from James Madison University.
Ms. Yahui NiDeputy General Manager Environmental Resource International Co., LtdMs. Ni holds a B.S degree in Agricultural Chemistry and an MSc in Environmental Engineering
from the National Taiwan University. For over 18 years, Ms. Ni has specialized in the
management of toxic and chemical substances and industrial waste, resource recycling, soil
remediation technologies and integrated environmental management information systems.
Ms. Ni has been the Chemical Substances Registration Center’s program representative
since 2014 and has assisted the authorities in establishing a unified registration system
for chemicals. For the last three years, she has led the entire system planning process, the
setting up and correction of the information system, and the management of personnel to
ensure its continued growth. Ms. Ni has been serving the chemical registration system and
business development program since 2018 to promote the registration system.
Mrs. Ting ShenSenior Account Manager of A-P Chemical Registration Dept, REACH24H Consulting GroupGraduating with a bachelor degree in Biology from Hangzhou Normal University, Ting Shen
began her career in the field working at Dr. Clayton Radke’s lab at UC Berkeley. In 2015,
Ting joined REACH24H as a Senior Account Manager for local and foreign companies to
embrace chemical registration in the A-P region. With years of research, Ting has developed
expertise in China REACH, K-REACH, Japan CSCL & ISHA, Taiwan TCSCA and chemical
regulations from ASEAN countries.
Dr. Steven BennettSenior Vice President of Scientific Affairs Household Commercial Products AssociationSteve is responsible for leading the scientific department, developing science policies and
positions, and providing scientific guidance on issues covering HCSA’s product divisions.
He is currently leading HCPA’s TSCA implementation efforts and is the Polishes and Floor
Maintenance Division staff executive. Dr. Bennett works with HCPA member companies on
technical aspects pertaining to green chemistry, air quality, sustainability, EPA’s Endocrine
Disruptor Screening Program, California’s Proposition 65, and poison prevention issues.
He also manages HCPA’s product stewardship initiative, Product Care®. Steve serves as
the Association’s primary external spokesperson on scientific, technical and sustainability
issues.
Prior to joining HCPA, Steve worked as a scientist and chemist for E.A. Engineering, taught
several years in academia, and continues to lecture in the Environmental Science and Policy
Master’s Program at Johns Hopkins University. Steve holds a Ph.D. in Inorganic Chemistry
from the University of Delaware and a Bachelor of Science in Chemistry from Lock Haven
University (Pennsylvania).
2. EHS Session
Dr. Renee LiangManager of the EHS Compliance Dept. REACH24H Consulting GroupRenee Liang serves as senior EHS Regulatory Consultant of REACH24H, where she helps
the EHS consulting team grow, leading the EHS Consulting Department to cater to the
consulting needs of industries and ensure compliance with EHS (Environmental, Health and
Safety) regulations in China. So far, she and her professional team have served more than
30 international companies to achieve full compliance with regulations on the environmental
management of VOCs, hazardous waste, pollution tax, etc. Ms. Liang and her team have
also successfully assisted with the safety management of hazardous chemicals, especially
during the storage and transportation stages, by providing regulatory consultation reports,
on-site compliance reviews, and through the organization of professional EHS training
sessions.
Mr. Matt LyuSenior Regulatory Consultant of the EHS Compliance Dept. REACH24H Consulting GroupWith a background in Chemical Engineering, Mr. Matt Lyu focuses on the research of policies
and regulations connected to environmental protection and hazardous chemicals safety
management in China, as well as chemicals management regulations in other Asia Pacific
countries. As an EHS Regulatory Consultant, he helps chemical enterprises share best EHS
compliance practices in China to ensure they can fully comply with rigorous environmental
protection obligations in force.
3. TDG Session
Mike PagelSenior Consultant HazMat Safety Consulting, LLCAs a Senior Consultant with HSC, Mike helps clients build and improve their company’s dangerous goods shipping program by conducting DG compliance evaluations, developing DG policies, offering on-demand consulting support, and providing customized DG training courses.
Mike got his start in the dangerous goods industry at PHMSA’s Hazardous Materials Information Center (HMIC) at DOT HQ in Washington, DC. For two years, Mike supported the HMIC by answering thousands of questions regarding all parts of PHMSA’s Hazardous Materials Regulations. In this role, Mike worked directly with PHMSA Rulemaking, Approvals & Permits, and Technical staff.
Since leaving the DOT in Fall 2014, Mike has been supporting businesses in multiple industries with dangerous goods compliance matters. Mike holds degrees from the University of Wisconsin-Madison and the University of Wisconsin-Milwaukee. He lives in the Milwaukee area.
Mr. Jackie Jin Regulatory consultant of GHS compliance team, REACH24H Consulting GroupChemical regulatory consultant from Global GHS department, Mr Jin graduated from University of Manchester with master's degree in polymer materials and now is focusing on tracking of chemical management (mainly including GHS and registration of chemicals) globally. He is also capable of providing professional compliant consultation services on transportation of dangerous goods in China and EU in particular and has offered many constructive services to both domestic and foreign companies in terms of management of dangerous goods, such as BASF, Daimler, Sika, etc. So far, he has been awarded the training certificate of IMDG code and certificate of JT/T 617.
Mr. Qiang ZhangDirector Ministry of Transport of P.R.C.Mr. Zhang is the Director of the Ministry’s Transport Services Department. He is responsible for management regulations, standards and policy development work on the carriage of dangerous goods by road. Among his most relevant contributions, Mr. Zhang has participated in the drafting of the Provisions on the Administration of the Road Transport of Dangerous Goods and the editing and translation of the European Agreement concerning the International Carriage of Dangerous Goods by Road. He has participated in various projects, including the development of a pilot dangerous goods road transportation electronic waybill, and the installation of tanker emergency cut-off devices.
