1. The Context In 2008, CASP/JICA commissioned a study to carry out a survey of the endline situation of the CASP ASP program in Dhading and Siraha districts. TESON completed the survey and submitted the final report to CASP/JICA office. While preparing the final report, some inconsistencies in the data collected from the center were noticed and variations were observed in the data given by CASP/JICA and the data collected by TESON. The inconsistencies were shared with the Social Survey Expert of CASP/JICA and we finally agreed that certain key information which are crucial to assess the outcomes of the CASP ASP implementation are to be authenticated. Also, it was reported from the earlier visit that some of the information in the data was incomplete and there was an urge to collate the data to check field reality . Thus, cross verification and triangulation of the data was deemed necessary. Consequently, a quick reality check was done to authenticate the data from Dhading and Siraha in the month of June/July 2009. This addendum reports the findings of the realty check data recollected from the field in Dhading and Siraha. TESON sent two experienced and qualified researchers (from among the ones who were previously involved) to the field, one in each district, and asked them to collect the statistical data from both the centers and the mother schools. Study Tool – 1 which was the SOP/FSP survey form and the Study Tool – 2 which was the mother school survey form were used in order to recollect the data. Team Leader of the study team and the Social Survey Expert (he also visited the field for a while) were in close contact with the researchers during the field work carried out for reality check. The researchers were also asked to prepare cases of each center and mention the specific information about the center, data discrepancy and any other differences noticed. Though we agreed to visit the mother schools for data collection, we felt that visiting the center will be necessary not only to bring the complete data of the center but also verify the information collected from the mother schools. Thus, the researchers went to the centers again and collected the center level data. They then visited the mother schools in order to collect the information about the CASP ASP graduates and verify it. Therefore, the data in this addendum are divided into two sections for the sake of brevity and clarity; Center related information was designated by figure 1 in the tables and mother school related information was designated by the figure 2 in their tables. The center related data mainly from the facilitators and the school related data were collected from the head-teachers/teachers of the mother schools. After collecting the data, the respondents were asked to sign the form with a school seal of the mother schools. During the field work, it was noticed that the record keeping system at the center level was very weak particularly in Siraha. Some of the facilitators had to recall information and data from their memory and some gave different information when asked the same questions in different times. In some centers, the researchers collected the data from the center and went to mother schools to verify the children who were said to be graduated from the center and joined mother schools. To their surprise, those children were not listed in the mother school. The researcher

then went back to the center and asked the facilitator about such stark differences. The facilitator could not give any convincing and specific answers. Also, in mother schools, the number of CASP ASP children studying did not match with the number graduated from the centers. This happened due to the fact that children from more than one center attended the same schools. Also, the CASP ASP graduates from one center joined schools other than mother schools. Therefore, some inconsistency in the series of tables 1 and 2 might be noticed. Compared to Siraha, Dhading was found to have maintained the record more effectively. Dhading data, therefore, appeared to be more representative of the reality than that of Siraha.

2. Brief Description of the SOP/FSP Centers as Observed by the Researchers Description of Dhading District In Dhading district, there were nine CASP ASP centers of which five of them SOP and four of them were FSP. In totality, the centers completed their cycle as expected by the project. However, the children's enrolment in mother school shows that many children who completed the cycle did not join the mother schools in the desired grades. Normally, it is the mother school head-teacher who makes the decisions to what grades the CASP ASP graduates get enrolled. The community members and parents said that since the FSP content is a condensed course and the class duration is also short, it is difficult to complete the entire course in the CASP ASP program and it makes children difficult to cope with the contents of the desired grades. In some SOP and FSP centers, the class ran only for 3 hours, the course could not be completed satisfactorily. Thus, schools, both mother schools and other schools, were found hesitant to enroll them in the desired grades. Brief description of each center is described in the sections below:

SOP – 1 Logaun, Gajuri – 6 Type of the center: SOP Mother School: Kankalini Primary School Facilitator: Dhan Bahadur Bhujel

Center facility at Logaun Mother School: Kankalini Primary School This center is located in a remote part of Gajuri VDC and the population in this area is mostly janajati with Tamang in the majority. In this center 23 children were enrolled and 22 of them completed level one and 1 child dropped out. 21 children completed level 2 and 20 of them completed level 3. Those who dropped out were of 10 years old and they left education as they felt themselves over age to attend the school with small children. Among the 20 graduates, 2 of them enrolled in grade one, 9 of them enrolled in grade two and only 9 of them joined formal school at grade four. The attendance record shows that the third year attendance is comparatively lower.

Hekrang SOP Center, Jogimara – 5 Type of Center: SOP Mother School: Malika Primary School Facilitator: Samjhana Rana

Goirang Lower Secondary School Goirang Lower Secondary school facility This centre located in Jogimara – 5, has now been converted into Malika Primary School. Altogether 37 children were enrolled in this center and the list of the children was sent to CASP/JICA but the facilitator received the stationery and facilities only for 25 children and since then the rest 12 children's names were deleted from the register. Out of 25 children, all completed level one but nine children dropped out from level two and only 16 children graduated from the center and all of them joined grade four in Goirang lower secondary school. Those who dropped out went to the primary school in the later year and joined the lower grades in the school.

SOP – 3 Mijargaun SOP Center, Dhusha – 5 Type of Center: SOP Mother School: Kalika Secondary School, Vidhang Facilitator: Chandra Kumari Shrestha

Children at Kalika Secondary School This center enrolled 23 children and 20 of them completed the cycle and joined formal school in the desired grades. They studied there for a year and 12 of them were promoted to grade five and 8 of them have repeated the class this year.

Out of this number five of them joined formal school in grade four, 16 enrolled in grade three and 3 of them enrolled in grade two. One child did not join the school. This school is a mother school of both FSP and SOP centers. The head-teacher of this school appreciated the CASP SOP very much and he further said that children from CASP ASP have outperformed other regular children in attendance, class participation and overall personality traits.

He also mentioned the contribution of the facilitator in the CASP ASP. According to him, the performance of the facilitator who works in a very minimum wage is as good as that of the regular primary school teachers who draw their salary much higher than what the facilitator draws in a month.

SOP – 5 Ruding SOP Center, Benighat Mother School: Richok Iran Primary School Facilitator: Bhawani Kandel

The facilitator was out of the village at the time of data collection. Thus, the record was obtained from other people such as ASP monitor, Mr. Kamal Mohan Silwal, Headteacher of Rawal Danda Secondary School, Mr. Ram Bahadur Rawal and headteacher of Bageswori Secondary School, Mr. Dev Prasad Tripathi. According to them, this center enrolled 28 children and only 14 completed level one and two. Only 10 of them completed the cycle. From among the dropout children many of them enrolled in grades one, two and three when the center was converted into a primary school. Among the graduates, 8 of them enrolled in grade four in three different schools, 1 of them enrolled in grade three and the other one enrolled in grade two. As the facilitator was not available, record of other children could not be obtained.

This center is located in a community where dalit population is dominant and the people in this location are living a life of misery due to extreme poverty. Altogether 27 children were enrolled

in this center out of which 24 completed level one, 16 completed level two and 14 completed level three. Among the graduates, 5 of them were admitted in grade 3, one of them in grade 4 and eight of them in grade six in Adarsha Higher secondary school (see the picture above). One of them went to Panchakanya lower secondary school (not a mother school) and studied in grade six. Whereabout of one child could not be located. When the researcher asked why the children joined formal schools in the lower grades, the respondents gave the following answers:

1. The FSP curriculum is difficult 2. The quality of facilitator was not enough to cater their needs and the salary of the

facilitator was too little to motivate her to teach 3. Children were restless and they were not regular in the classes

FSP – 2 Mathillo Worbang FSP Center, Benighat – 9 Type of Center: FSP Mother School: Orbang Primary School Facilitator: Satyabati Pandey

Mother School: Orbang Primary School. Toilet facility in the mother school. Located in Benighat VDC – 9, this center enrolled 22 children and all of them completed level one. Five of them dropped out in level two and three more dropped out in level three leaving 14 to complete level three. Since the mother school i.e. Orbang Primary School, does not run class six, these children have difficulty in joining the formal schools. One child (Bhakta Bdr. Chepang) went to Lamjung and enrolled in grade six in Sailpuri Higher Secondary School whereas three children (Subba Praja, Krishna Bdr. Praja and Rim Maya Chepang) went to Chandrodaya Secondary School in middle Orbang, studied there for about a week and then they went back to Orbang primary school where they are studying in grade five now. Among other children enrolled in the same school, some of them dropped out and their whereabouts is not known. The head-teacher was surprised to have been called his school as a mother school for an FSP center as the school does have classes only upto grade five.

FSP – 3

Takthali FSP Center, Jogimara – 2 Type of Center: FSP Mother School: Rastriya Lower Secondary School, Khorbhanjyang Facilitator: Radha Kumari Dallakoti

In level 2 and 3, two each dropped out and 21 children completed the cycle out of which 3 children went to grade five, 4 children went to grade four and 14 children joined mother school at grade two. Among the 14 children who enrolled in grade 2, nine of them repeated the same class. This shows that the performance of the center was not satisfactory. The head-teacher of this mother school suggests that a careful discussion with the stakeholders and familiarization of geographical situation, social setting, family status of the community people and other cultural elements are necessary before the implementation of such programs in order to make these programs effective. He further said that though there was some discussion of this kind in the present CASP ASP, it was not sufficient and an in-depth discussion and familiarization program is necessary to develop ownership of the community at the local level.

FSP – 4

Bungpung FSP Center, Dhusha Mother School: Panchakanya Secondary School, Syadul Facilitator: Sharmila Silwal

From the mother school record, six of them were found to have enrolled in grade six, seven enrolled in grade five and six enrolled in grade three. Three graduates did not join the formal school and the researcher could not locate the whereabouts of these children after they completed the FSP cycle.

Description of Siraha: CASP ASP was implemented in four VDCs of Siraha district in 2062 B.S. The partner NGO was Nepal Red Cross Society. After the JICA CASP support was withdrawn, the program faced various problems such as,

a) lack of proper monitoring and supervision b) variations in the distance between the centers and mother schools c) variations in the enrolment figures both at the centers and schools d) lack of attention from the DEO about the CASP ASP program e) lack of coordination between mother schools, and the centers f) lack of systematic evaluation of the students performance g) facilitators themselves did not have much information about the whereabouts of the

children h) some facilitators were recruited based on the connection with the head-teachers and

CMC chairs rather than their commitment and dedication to the program Center-wise information

SOP – 1 Chhajana, Vidyanagar VDC – 6. Type of the center: SOP Mother School: Ram Janaki Secondary School Facilitator: Rampari Kumari Yadav

The enrolment register shows that 37 children were enrolled in the center. It was reported during the visit that some children left the center after attending it for a few days. As the stationery materials were given to only 20 children, other children left the center as they did not

get the stationery materials. The facilitator reported that all the 20 children completed the SOP and they have been studying in the mother school. When the researcher went to the mother school with the list of children from the center, there was contradictory information. The school source said that two children i.e. Rina Thakur and Sachidra Das are studying in grade 5 this year, Sangita Kumari is in grade 3, Bimala Kumari, Bindeswor Joshi, Amar Das are studying in grade 2 and all these children have been studying in that school right from grade one and according to the school source i.e. Assistant head-teacher (the head-teacher was out of the village during the time of the visit), they did not attend the center. Thus, the list of the children given to the researchers by the facilitator was not found reliable and the school source said that there were not any children from the center in that school. It might be the case that the same children who attended the center were also enrolled in the school and their names appeared in the register of both the center and the school. The researcher asked the facilitator to complete the form (ST – 1). While completing the form, she gave the data that 20 children completed level 1, 15 children completed level 2 and 12 children completed level 3. Thus, there was no consistency in the response of the facilitator. Another interesting finding is that the school and the center are located in five minute distance and both the center and school did not have enough knowledge of why such center was established in a place where there was already a formal school at the reach of children.

Altogether 24 children were enrolled in the center and all of them regularly attended the classes. According to the facilitator, only two of them did not attend the formal school after they completed the cycle. Nobody could tell the researcher where these two children went. Interestingly, in this place also the distance between the school and the center is just 5 minutes.

The facilitator said that in the beginning 28 children were enrolled in the center but only 21 of them attended the class regularly. Thus, there was a record of these 21 children only. All 21 children completed level 1 and 20 of them completed level 2 and 3 resulting all the 20 children completing the SOP cycle. She said that she does not have exact information about most of the children who completed the cycle. Mother school source said that only a few children came and joined the school in different grades but they also do not have the whereabouts of other children who completed their education at the center.

The facilitator said that a total of 29 children were enrolled in the center and all of them completed level 2. However, only 23 completed the cycle and 6 of them dropped out. She also said that 14 children did not go to mother school after the completion of the third level. The researcher went to mother school and tried to find out the fact. He found that two children from the list i.e. Shivodhit Yadav and Manisha Mandal were studying in Ram Janaki school but the school said that these children did not come from the center but were transferred from

Pipalchowk Primary School. When the researcher went back to the facilitator and asked why such discrepancy was found in the information, the facilitator said that the mother school did not want to enroll the children from the center without a transfer certificate from the formal school and thus seven of the children who graduated from the center went to Pipalchowk primary school and other children did not join any formal school. Though Pipalchowk primary school was not a mother school, the researcher went to Pipalchowk primary school and documented the information available there. He found that some children (seven) who graduated from the center were studying there in the lower than desired grades. None of the children from the center were found to have enrolled in the desired grades.

The facilitator said that altogether 27 children were enrolled in this center and all of them completed the cycle. Of them seven children did not attend the formal school after they completed the cycle but other children are studying in different grades in the mother school. But the mother school record shows that only 10 of them are studying there. The distance between the center and mother school is 15 minutes but interestingly there is another school in the same area at the distance of 5 minutes walk (Shree Primary School) where classes run upto grade seven, but this is not the mother school. In the then FSP center, there is now a private tuition center where Dharma Nath Sahani teaches children as a tuition class for the children of various grades.

Sohapur, Tenuwapatti VDC – 8 Type of Center: FSP Mother School: Shree Primary School, Sohapur Facilitator: Dev Kumari Yadav

This center is located in the school premises. The facilitator is the daughter of the head-teacher of the mother school. The enrolment record shows that altogether 32 children were enrolled in the center and according to the facilitator, all of them completed level 1. Out of 32 children in level 2, 28 completed the level and four of them dropped out. Two children died during the program. Altogether 21 children completed the cycle. Out of this number, 18 are now studying in grade five. The facilitator is now living in Kathmandu and the headteacher of the mother school said that the children who completed the cycle joined mother school only after two years. This is very interesting to hear that why all the children who completed the cycle waited for two years to join the mother school. The school does not have any record of these children and there is a lot of inconsistency in the response of the head-teacher and the facilitator. Since the school and the center are the same, there are problems with the records and it is very difficult to find out what exactly happened there.

Baluwa, Bariyarpatti VDC – 7 Type of Center: FSP Mother School: Shree Janata Secondary School Facilitator: Arabinda Yadav

The CMC chair and head-teacher said that 32 children got enrolled in the center and 28 completed the center and 4 of them dropped out. Though they do not have the exaxt number, they said that most of the graduates are now studying in formal school but they could not produce any official record of their status.

3. Statistics from the Centers The tables below presents the statistical information of the CASP ASP children enrolled in the CASP ASP program. This data were obtained during the reality check in Dhading and Siraha districts by visiting the centers.
