A. Reasons common to all venues

• At the time of preparation of cost estimates in 2006, venue Briefs for these stadia were not available.

These were ready only later and provided by Organising Committee (OC) and M/s Event Knowledge

Services (EKS), Technical consultant of OC. There after the extensive consultation between

SAI/CPWD and OC/EKS were held and the scope/design and detailing of the venues was agreed

between OC and SAI/CPWD.

• The changes in scope and design, additional and alterations necessitated reworking of the cost

estimates.

• Escalation in prices of construction material over this period of time have also contributed to overall

increase in cost Estimates;

• Alterations and additions at venues necessitated by mandatory requirements of the Commonwealth

Games Federation (CGF)/International Federations.

• Items such as Taxes/Statutory Levies, Intelligent Building Management System (IBMS), LAN, PBX

etc. which had not been included in earlier estimates have now been included in the Revised

Estimates.

Jawaharlal Nehru Stadium Complex

•Change in foundation system, PA system and Sports lighting during detailed designing.

•Additions of lifts, ramps etc. to the existing stadium to make it disabled friendly.

•Retrofitting the existing stadium to confirm to latest seismic code.

•New requirement for External & Façade lighting, Seating etc.

•Dedicated 11 KV substations, water tank etc.

Indira Gandhi Stadium Complex

•Construction of new cycling Velodrome.

•Detailed designing for structural rehabilitation of existing stadium.

•Increased in capacity of wrestling stadium to 7500 spectators.

•Increase in requirement of electrical & civil services and internal road network.

•New requirements for UPS, IBMS, External lighting, timber track for cycling velodrome etc.

•Detailed designing of membrane roof and reconstruction of seating tiers and warm up pool.

Constraints

• Requirements/Inputs were not readily available to CPWD (as Executing Agency)

• CPWD interacted with multi-disciplines/agencies right from concept stage. These agencies

were

• Organizing Committee and its consultant M/s EKS.

• Various sports federations

• Delhi Police and other Security Agencies

• TCIL and ECIL

• TCS

• Broadcasting agency SIS,

• Checking of structural safety of Aerostat, Performance Podium, Production Control Room for

Opening Ceremony in JLN Stadium on the request of O.C.

Although

• Scope of work was not finalised in the beginning.

• Event Knowledge Services (EKS), the consultant engaged by OC in November 2006,

gave detailed requirements for various venues from January 2007 onwards.

• Based on these requirements and proper drawings an estimate of Rs. 2460 Crore

was prepared and submitted to the government in July 2008.

• Scope of work kept on changing even thereafter

Despite this

• All the 9 venues of SAI were completed IN TIME for the test events which were held

successfully without any glitches.

• The expenditure on all the 9 venues till 31.10.2010 is Rs. 2093 Crore. Finalisation of

bills in progress.

• The final expenditure shall be within the sanctioned amount – NO COST OVERRUN

• There has been NO QUALITY ISSUES. Rather venues /stadia have been

appreciated by one and all.

1) Cycling Velodrome –

IGS Complex

June – 2010 – Cycling Track

drowned due to seepage through

roof

It was only a minor dripping through roof of water No damage to

Track. Dripping was due to minor problem, which was resolved

immediately.

2) Dr. SPM Swimming

Pool Complex

Contractor was paid twice for

the same job

a) It was only a case of Interlocked pool grating. When the

swimmer stepped over, it got dislocated

b) It was made purposely as water sprinklers as per FINA

requirements. It was mistaken as water leakage.

c) This is based on an audit memo issued by the inspection

team of C&AG while carrying out routine audit of the work.

The payment has been made on actual quantity basis and

thus there has been no double payment to the contractor.

CPWD is not aware of probe by Shunglu Committee in this

regard.

a) Testing and inspection of the newly

constructed roof was in progress at the time of

this media report. The minor correction

required were done immediately.

b) No such collapsing of roof tiles. In fact it was

only falling of 9 nos of false ceiling tiles, as

there were some services above the false

ceiling being carried out by some agency at

that location.

4) Dr. K. S. Shooting Range Road Caving Various underground services were laid by other

agencies at very late stage. The excavated earth

was not re-compacted properly. This formed

under ground cavities. The ground terrain has

steep slopes. In Heavy rains water travelled in

these cavities causing caving of soil and road. The

repair work was under taken same night itself.
