Hello all and welcome to March. If I recall my article from last month properly, I believe I was talking about that blasted groundhog and what he was going to come up with, and finally, for once, he was right. Not to my liking I’ll say, but right he was. He predicted six more weeks of winter and winter we’ve had. Snow and more snow, but hey, what else would you expect living here in the great Northeast?

The good news is that those six weeks are just about up. You’ll notice that we have returned this month with our upcoming event schedule. The first outdoor motocross race of the year is scheduled for the first week in March. As I write this I wonder if that will take place, or even the one after that. As they say, time will tell, and we’ll be certainly talking about it the next time through.

In our pages this month, find some indoor coverage from the East Coast Enduro Associations awards banquet. What a fun time that was, with big trophies, bench racing and bragging rights galore. Then we were off to the Great American Outdoor Show (not featured in our pag-es), but we attended and spread the word about Rec Rider to thousands of recreational fans. After that, it was the 36th Annual Motorama Races and Shows in Harrisburg. This event is the yearly kickoff for riding and racing here in our neck of the woods, and it’s always a fun time.

In addition, catch some of our regular features and some updates on some of the state trail systems. I hear the AOAA is set to open sometime this year, and the local riding club that was formed there is quickly becoming one of the largest in the state. Watch for info next issue on how you can join the ATR.

The East Coast Enduro Association celebrated its champions in late January at the Lancaster Host in Lancaster, Pa. The association, made up of 19 clubs, hosts everything from youth and adult harescramble races to fun days and dual sport events, and ECEA is the premier enduro event promoter on the Eastern seaboard, maybe even the entire United States. Matter of fact, they were awarded the prestigious “Off Road Organizer of the Year” award for 2013 from the AMA.

The day’s festivities started off around noon with a vendor fair from supporting dealers and businesses associated with the ECEA. Then late in the afternoon the youth racers, or the “FastKidz” of the ECEA as they call them, were crowned for their various victories. Vee Rubber is a sponsor of the series, so lots of tires were handed out as well as trophies, swag bags, and lots of other goodies. The 100% club was recognized, and $850 in gas cards was given out, as well as a lot of free race classes for 2014 just for being part of the club. The kid whose named was pulled first by random drawing got a $500 card and free racing for all of 2014. Makes a guy think he should show up at all the rounds.

A great time was had by all during the day, and the kids had an after party that included pizza, swimming, and supercross racing on TV while the adults moved upstairs to award their champions. A great meal was enjoyed, and then it was into the ceremonies. Both harescramble and enduro champions were recognized while this group geared up for a new season. Hello, fellow ATV riders! I would like to share my experience at the 2014 Winter Charity Ride with

you. The ride, which took place on Sunday, Feb. 9, in Monticello, N.Y., was hosted by the Sullivan County ATV Association.

If you are looking for a great place to ride, look no further. Every ride that the Sullivan County ATV Association hosts is perfect and organized; their stuff is on point! The trails are always groomed and ready for riders like me to rip it up. The ride covered 30 miles of trails, which were a great combination of terrain to ride on: a variety of tight woods, open fields, water, and everything in between. It was especially awesome that 20+ landowners got together to create the trails used in the Charity Ride.

We actually had the opportunity to go out with Tony, one of the landowners. As one of the first people to hit the trails, I was able to ride through the fresh snow. Riding on fresh snow in general can be a challenge, as it was in Monticello. It was deep, and at first I was just sliding all over the place. But for me, that was the fun part!

As we moved through the miles of trails, we rode through a rock quarry. Many rocks were covered in snow, which made them difficult to spot, and that requires some careful maneuvering of the ATV. Going around the turns in the snow, on the other hand, is awesome! It's like drifting, as some of the trails are narrow and some are wide. We also rode over patches of ice, which definitely added variety to the landscape of the trails. Later in the ride, we plowed through some mud (my personal favorite!). Some trails are easier than others; the trails covered in snow took work to get through. Going up and down the hills was a challenge as well. Then again, that's what makes it fun, because if it was easy, it would be boring!

Although it would have been great to ride straight through the trails, a stop was inevitable about midway through the ride to refuel. The gas station is located right off the trails, where you can take in a lot of beautiful views - sunsets, trees, water - and at the top of the power lines, the view is particularly amazing.

The 30-mile ride, on a normal day, can be done within two hours from start to finish. And at the finish, there’s Mr. Willy’s, on Route 42 in Monticello, for refueling of the food variety. After riding in the cold all day, it’s a great place to eat some “manly food” and relax with a special ATV menu of burgers, chicken wings, and the like.

Don't forget the big picture here: The Sullivan County ATV Association rides are hosted to raise money for children with special needs, and that’s awesome in itself. For this ride alone, there were 135 participants, and the ride raised $6,000. We are all benefiting here: Participants get to ride and rip through the snow, and local families of children with special needs receive financial aid. Plus, the location is close by to those of us who live “downstate” where it is harder to find places to ride, and you can't beat that.

This is my fourth time attending the Sullivan County ATV Association Charity Rides, and they have never let me down. It’s always a blast! Thank you to Sullivan County ATV Association for hosting these amazing events.

Wow is all I can say. We’ve come a long way in 36 years. I wasn’t at the very first one, but I bet I’ve been to close to 34 of them. I remember back in the day when the entire event consumed only the big arena. Heck, half of the buildings we now fill weren’t even constructed at the time.

Progress? I say yes in this case. In 2014 we saw a new track design, which everyone I spoke with seemed to like. We had a new announcer in Todd Weindel, who is familiar with all the local riders. We had a local track promoter in Doublin Gap build the track that was designed by professional mx photographer Matty Rice. We had all the other great things besides racing that go along with the show, and we had a snowstorm, which didn’t seem to slow anybody down. On top of that, I don’t believe we had any major injuries, so that’s a score in itself. I hear for next year we also may see transponder scoring, so stay tuned for that.

On to the racing, this event is actually two separate races, one scored on Saturday and one scored on Sunday. With the traditional arenacross format of heat races being run, with the main event finish being your overall. There were many returning racers, along with many new faces, on the gate this year.

Team Traders and Team MX Antix America were in the house, with many of their racers landing at the top of the charts. In expert racing,

Steve Roman, as in past years, remained the man to beat. Roman also took a dash for cash win on Sunday, with local Arenacross Lites Champ and Traders Racing Tony Archer grabbing the spotlight on Saturday night.

Some of the best racing came in the mini divisions, with Team MX Antix Rider Jack Rogers winning three of his four main events. The rest of the team fared well, with some first- and second-place finishes. I’d say the best race of the weekend came in the 50cc (4-6) division between MX Antix rider Kyle Born and ECEA Harescramble competitor Jaden Palmer, with Parker Wolf putting a front wheel in there, too, on occasion. In the end, it would be a drag race to the finish, with Palmer going home the champ.

The two Stroke A division also gave us a great show with ECEA Harescramble Grand Champion and Saturday night’s winner giving it up to Colton Harrison from Lafayette, N.Y. I remember Harrison from his mini days coming down to race in the spring. Local expert motocrosser Brennen Weindel added some excitement, but, in the end, it would be Harrison with the Sunday win.

All in all a great show with excellent racing, overpriced food and lots of fun - a great American tradition.

If you do not see an Instructor listed in your area, please call 717-783-7941 and ask for the nearest Instructor’s contact information. Children under the age 8 or over age 16 are not eligible to receive the certificate, but if your rider is between the ages of 8 and 16 they are eligible to take the course and receive the certificate.

Proper safety gear and a safe machine are required to take the course. By

contacting your local Instructor, you can receive all the information you need to ensure your child has the proper gear to complete this course. Completing the course and receiving the certificate provides the knowledge and skill to operate the machines in the various manners necessary to ride trails with confidence, not to mention that most children think it’s really cool to get their “license” in the mail!

PA OhV’s Mission

I have represented the interests of off-road recreation for nearly 25 years. In 1990, there were approximately 50,000 registered ATVs, 144 miles of trails, no PAOHV (Pennsylvania Off-Highway Vehicle Association), no grant program, no advisory committee, and no respect within what was then DER (Department of Environmental Resources).

Today there are approximately 160,000 unrestricted and 55,000 restricted registered ATVs, 247 miles of trails on state forest land, a statewide ATV association in PAOHV, a state and federal grant program, two 6,000 acre riding parks Rock Run and the Anthracite Outdoor Adventure Area, 25 miles of connector trails, an off-road advisory committee within DCNR, and dozens of townships that provide riding areas. While relations with DCNR are still strained on some issues and progress is slow with making acceptable inroads on putting more trails on state forest land, progress has been made.

I hope you don't lose faith or heart in this ongoing quest. In fact, you should take heart that there is a small but growing group of members of the Pennsylvania House and Senate who recognize the therapeutic and economic value of off-road recreation and the benefits it brings to the Commonwealth’s citizens and economy. Still, your ongoing help is needed.

This is an election year. The governor, 203 members of the House of Representatives, and 25 members of the Senate in even-numbered districts will face two rounds of voter approval in the spring primary and in the fall general election. And guess what: They are going to need a little bit of help from their constituents. That’s you. As I mentioned earlier, there are 160,000 unrestricted registered ATVs in the Commonwealth. Even if that only represents 80,000 individuals, that is a political force to be reckoned with.

You and I have a solemn responsibility when it comes to casting a vote for these individuals. I hope you are acquainted with your representative and senator and have asked them where they stand on the future of your sport.

PAOHV stands ready to help you in this election year. If we are to make more progress and change the direction of DCNR's bureaucratic reluctance, you absolutely need to be involved in every possible campaign, whether individually or as a club. The incumbents and challengers need to know that you support the growth of trails on state land. They need to know that you support changes to the Recreational Use of Land and Water Act to protect landowners from nuisance litigation. They need to know that you support inclusion of trail bikes in the off-road registration program and need to know that they are not to be intimidated by backward-thinking bureaucrats.

Off-road riders, it's time to stand up again like we did in 2000-01, when oppressive legislation threatened our future opportunities, and let your elected officials know that you are there to help them if they support your sport.

WhERE TO RIDE - ATV Trails on State Forest Land

Registration, Titling and Insuring Your ATVWho must register and title?All ATVs in Pennsylvania, except ATVs used solely for business or agricultural purposes, need to be registered and titled with DCNR. ATVs used in Pennsylvania must be registered and titled with DCNR’s Snowmobile/ATV Section. The ATV registration and titling fees are NOT user fees for the privilege of using trails on state-owned land. The fees provide funding to administer the program, maintain trails in DCNR-managed parks and forests, and provide grants to profit and non-profit organizations for developing additional riding opportunities.

Two Types Of Registrations Apply:Registration• For ATVs used anywhere off of your own property or property leased by you, such as designated State Forest trails. $20 fee every two years

Limited Registration •For ATVs used solely on your own land or land leased by you. Free registration -No expiration, unless ownership of vehicle changes

Plates and Decals An ATV owner will be issued a registration plate for the vehicle. An expiration sticker to be affixed to the plate will be issued for standard registrations.

Liability Insurance If you are using your ATV solely on land owned or leased by you, you are not required to get liability insurance. All other riders must carry liability insurance. Proof of that insurance must be carried with you when you ride. There are no minimum requirements or coverage standards established by DCNR or the Snowmobile/ATV Law for the liability insurance.

SummeR AnD WInTeR TRAILSThese trails are open during the summer and winter seasons. The summer season runs from the Friday before Memorial Day through the last full weekend in September. The winter season runs from the day following the last day of the regular or extended antlerless deer season as established by the Game Commission through the following April 1. There are some trails that remain closed until after the late muzzleloader season. Please check with the individual forest district to see when the trails will open for the winter season.

- Burnt mills - Pike County 7 miles of summer and winter trail. Access is from a parking area on Route 402, one mile south of Porters Lake. Registered Class II ATVs are permitted on this trail that are less than 58” in width and less than 1,200 pounds. Contact: Delaware State Forest, HC 1 Box 95A, Swiftwater, PA 18370. - Adams & Cumberland Counties36 miles of summer trail. During the winter season the trail system is expanded to 42 miles by using some dirt roads that are gated during the winter. Part of the trail system is shared with snowmobiles when there is sufficient snowfall. The trail is located between Big Flat and Pine Grove Furnace State Park. Access to these are from parking lots located at Big Flat along Shippensburg Road about 1-1/4 miles north of its intersection with Route 233 and on Piney Mountain along Bendersville Road south of Pine Grove Furnace State Park. Access is at the Jacks Mountain Trailhead located along Route 235 three miles south of Glen Iron. The trail includes the East Kettle Road, which has been closed to other types of motor vehicles. - Centre CountyThe Bloody Skillet ATV riding area, located in Centre County, consists of 37 trail miles (Phase 1 & 2) and is accessed from SR 144 approximately 18 1/2 miles north of Snow Shoe. Turn right onto DeHaas Road and travel 5 miles south to the Northern Terminus Trailhead. - Clinton CountyThe Whiskey Springs ATV Trail. Access is from the Two Miles Road, 1-1/2 miles west of Westport toward Kettle Creek State Park. - allegheny national forestThe federally-operated Allegheny National Forest has more than 100 miles of ATV trails. ATV trail season runs from the Friday before Memorial Day through the last Sunday in September. Winter season is from December 20 to April 1. Contact the Allegheny National Forest Supervisor’s Office, P.O. Box 847, 222 Liberty Street, Warren, PA 16365, (814) 723-5150. Effective July 1, 2002, the Allegheny National Forest implemented the Fee Demo Program for ATV and motorized bike trails. An annual $35 permit fee is required, and can be purchased from any Allegheny National Forest office, and some local vendors, or online at www.fs.fed.us/r9/allegheny.

The following trails are within the Allegheny National Forest (ANF). Please contact the ANF using the information above concerning these trails:

Marienville ATV/Bike Trail on State Route 66 east of the town of Marienville.

Timberline ATV Trail accessed from State Route 948, north of Ridgway (also connects to the Marienville ATV Trail).

Rocky Gap ATV Trail accessed from Township Road 3005, southeast of Warren.

Willow Creek ATV Trail on the eastern side of the Allegheny Reservoir, just south of the New York State line. Closed during the winter season.

- motorcycle and/or atV riding areasSeven Mountains Ramble (Dual Sport Licensed Motorcycles) - Riding areas are located in portions of Mifflin, Snyder and Union Counties in the Bald Eagle Forest. Loop 1 starts at the 7 Mountains Campground, located just south of Potters Mill or west of Milroy on Route 22/322. Compensation for Campground owner for parking strongly recommended. Proceed on Sand Mountain road to the trailhead at Ground Oak trail. The loop is about 30 miles long. - Shade mountain trails - (Non-Licenced Off-Highway Motorcycles)

The Back Mountain Enduro Riders have been very busy, as I am sure most of you reading this have been - shoveling or plowing snow! Not a lot of club time for riding like we have had the past couple of years during the winter months. Snowmobilers are most definitely enjoying this February’s weather in the North East, and I, myself, have been busy searching Internet sites, looking for a good, running cheap sled (which there are none to be found). I grew up having a snowmobile at my disposal until around 2003, when I sold my last one due to lack of time to ride, but, more importantly, due to the lack of snow. This February is a winter dream for all who love the winter recreational sports, so we hope everyone who likes to ski, skate or ride enjoyed it.

As I am writing this, weather predictions in the next seven days are to have another small, 3- to 6-inch snowstorm, and then hit the 50 degree mark by the end of the week. So as long as there is no flooding to talk about, it is time to refocus our attention on riding! The Back Mountain Enduro Riders are focused on the upcoming season and working on promoting our great events for this year. I am sure with all the weather we have been having this winter that our May 18th “Lawton 100” Dual Sport ride is sure to be an adventure!! The roads should be nice and loamy, and the single track might still have snow! It’s going to be a great weekend, so plan on being there.

The rest of our 2014 schedule is our two AMA Hare Scrambles taking place Sunday, June 8, and Sunday August 24. Hope to see all of our friends there and meet some new ones, too.

Burnt Mills and Dixon Miller Trails reopened for ATV and snowmobile use Dec. 15, 2013. They will close Tuesday, April 1, and reopen for ATV use on Friday, May 23.

ATV/Snowmobile club information Many local clubs and organizations have formed to promote ATV and snowmobile riding across the state. To find out about the nearest organization near you, contact the Pennsylvania State Snowmobile Association at 1-888-411-PSSA or the Pennsylvania Off-Highway Vehicle Association (PaOHV) at www.paohv.org.

DCNR grant opportunities DCNR can use money from fees and fines collected to award grants to municipalities and organizations (for-profit and nonprofit) for snowmobile and ATV use on lands not owned by the Commonwealth. Grants may be used to buy land, develop plans and surveys, construct and maintain snowmobile and ATV trails and parks, buy equipment, and conduct training relating to snowmobile and ATV use. The grant application period typically is open from August through October of each year, with grants awarded early in the year. Volunteer opportunities DCNR has an extensive Conservation Volunteer Program where thousands of volunteers each year help improve Pennsylvania’s state parks and state forests. From maintaining trails to planting trees, these volunteers donate a little of their time to give back something to the lands they enjoy. ATV and snowmobile enthusiasts are among this vast volunteer base. If you would like to learn more about volunteer opportunities on state park and state forest lands, contact your local state park or state forest district.

Snowmobile/ATV Advisory Committee The Snowmobile/ATV law established a new 17-member advisory committee that advises DCNR on matters concerning the implementation of the Snowmobile/ATV Law. A board of directors works with committee members to establish priority issues for the ATV and snowmobile communities. For more information on the committee, contact committee chair Lowell Morton with snowmobile-related questions and vice chair Jack Clark with ATV-related questions.

As Youth Safety Instructors and Moderators on “The ATV Zone” we get a lot of questions about the best way to do some things or the simplest way to do things or the best type of equipment to have on hand for a short or long ride. The advent of the Internet has given a ton of conflicting information for the novice rider, with even more out there for experienced riders looking to enhance their riding experience.We aren’t scientists or gurus, but we are people who have been riding for most of our lives and have probably tried every way of doing things from the ridiculous to the incredibly stupid, and we hope our painful and sometimes hysterically funny experiences with trial and error will help you avoid some of the most common mistakes out there. Some of us have also worked very hard at researching the questions posed to give the best answer possible, although the other half of us still can’t get past the pictures and don’t read much. The bottom line is this:1.) There is no such thing as a stupid question. Anyone who says there is should be sent back to first grade.2.) The only question that can’t be answered is the one that’s never asked, even if the answer is “I don’t know.”OK, that said, we are not DOT, ANSI, SNELL, or any other agency out there. We are riders trying to help riders. Our answers are the best of our knowledge and experience and when necessary some backup from the interweb thingy.So with all that out of the way, let’s answer some questions (well, one this month, but it’s an important one):

"If I have never been in a serious accident, is there a time that I should replace my helmet?"Submitted by Rich R., Levittown, PA. This question has been around for a long time. I remember in the 70s (we were kids, but we were there), helmets were a grotesque onslaught of the craziest metal flake you ever saw. Not just shimmery metal flake, but actual chunks of Pintos and Pacers tucked into clear acrylic to make a blinding statement. Helmets have come a very long way since we were children. Now they are sophisticated, vented, and super padded; some have speakers in them and are so lightweight they are very comfortable.To answer the question bluntly, if you have ever crashed while wearing it, get rid of the helmet immediately. No question about it. The five-second rule does not apply here. Do not pass go; just get rid of it. Why take the chance? That’s your brain inside there, and for as much as we use it we should keep it safe.No manufacturer I have found has said a helmet has a definitive shelf life. Some say three years, some say eight years, and some won’t say at all. How could they set a time with all the variables out there? Common sense is key here. If you have ever dropped your helmet, you should inspect it. How many times have we dropped things on the floor and it’s never been a problem? We get amazed when our coffee

cup or glassware survived the fall from the counter to the porcelain floor without breaking, when you drop the same glass at a BBQ on your freshly mowed lawn and it blows apart. Murphy’s Law applies here too. Look at the helmet and check around the vents and rivets for cracks. If it’s cracking, get rid of it. If the trim around the edges is coming off from exposure to water and sun, then you should think that maybe it’s either not well built or ready to be replaced. If you leave your helmet outside all the time and never clean it, check it out. We all know what sun fade looks like and even though the manufacturers put UV retardants in their plastics, the sun will still get to it, just not as fast.There are rumors circulating that sweat will ruin the foam inside your helmet. This should not be true for any helmet manufactured by a legitimate company. Foam can be compressed and make the helmet useless, but sweat should not degrade the foam. If your helmet fit fine before but now feels too big, the foam is gone and the helmet needs to be replaced. Some race tracks require helmets to be under a certain age, and that information can be found out from the individual promoters.What it all boils down to is simply this: If you think something is wrong with it, replace it. If something has happened to it and you’re not sure about it, replace it. If you never clean it and it starts to walk on its own, replace it. I personally won’t keep a helmet for more than four years. I have dropped mine and checked it out for cracks and on one occasion found some, so I replaced it. I had one I loved, but it was four years old and it had to go. That’s my personal preference. Any reputable dealer will help you with questions and answers, but remember their job is to sell stuff, so if they tell you every two years, check with the manufacturer. The wonder of smartphones has made questions like these very simple to answer in a short amount of time. As riders, it’s our responsibility to protect ourselves and other riders as much as possible. Keeping your skull in one piece while on the trail is probably the best way to start. Remember to use your common sense, check for stickers in your helmet for age, check with the manufacturers for any information, and only wear helmets made that are certified by DOT or SNELL. HOWEVER, if your helmet says it’s approved by the NHL, NFL, or MLB or if it has Dora on it DO NOT WEAR IT TO RIDE AN ATV! How do I get to Bloody Skillet? From the Snow Shoe Exit of US Route 80 (Exit 147): Follow PA Route 144 north about 19 miles. Turn right onto De Haas Road and travel 5.3 miles south to the Bloody Skillet ATV Trail Northern Terminus Trailhead.

From the intersection of PA Route 120 and PA Route 144 in Renovo: Follow PA Route 144 south about 16.5 miles to De Haas Road. Turn left onto De Haas Road. Travel approximately 5.3 miles to Bloody Skillet ATV Trail Northern Terminus Trailhead.

From the intersection of PA Route 150 and PA 364 (Monument-Orviston Road) in Beech Creek, PA: Follow Monument-Orviston Road northwest about 10.1 miles to Orviston, PA and the Southern Terminus Trailhead (Brickyard Parking Area) off De Haas Road in Orviston. To access the Northern Terminus Trailhead, take De Haas Road north from Brickyard Parking Area for about 5.0 miles.

FAQ’s About the Huling Branch Reclamation Project and Whiskey Springs ATV Trail

What is the project? The Huling Branch project is a large abandoned mine reclamation effort in the Sproul State Forest. It will reduce acid mine drainage and eliminate public health and safety hazards from dangerous highwalls.

How long will it take? Project completion is scheduled for September 2015 but work may take longer.

Why is the Whiskey Springs ATV trail closed? The trail is closed because the safety of the public and workers is paramount.

As Huling Branch construction intensifies, traffic conflicts among ATVs, heavy trucks and equipment will be pronounced. Access and parking for trailered ATVs will be severely limited.

The entire trail will be closed for the duration of the project.

Who is doing the work? The project is being done by L.R. Cosatanzo Co. Inc. of Scranton, PA.

How much is the project going to cost? The project will cost roughly 12.2 million dollars to complete.

Are hunting and public access permitted in the area? Hunting is prohibited within the project area and a 150 yard safety zone around the boundaries of the project. See the map on the reverse.

Trails outside the safety zone are open for non-motorized public access.

Where else can I ride? ATV enthusiasts can enjoy riding the nearby Bloody Skillet ATV Trail while the Huling Branch Project is active.

The 100-acre Huling Branch reclamation project will eliminate public health and safety concerns.

6,000 linear feet of dangerous highwall, with drop-offs of 40 to 70 feet, will be backfilled to its original contours, eliminating a safety hazard for ATV riders and other forest visitors.

The ferrous hydroxide, called "yellowboy" and sulfuric acid in mine drainage kill plants and aquatic life, encrust man-made structures and make waters unfit for use or recreation.

Roughly 370,000 tons of alkaline material will be incorporated to neutralize highly acidic mine spoil and coal refuse. About 137,000 tons of crop coal around the perimeter of the reclamation area will be removed, along with 17,500 tons of buried coal refuse along sections of the existing highwall.

Over 8,500 feet of recreational trails, part of the Bureau of Forestry’s Whiskey Springs ATV trail system, will be reconstructed. Over 54 acres will be re-vegetated with 48,150 tree seedlings utilizing the Appalachian Regional Reforestation Initiative. An additional 47 acres will be re-vegetated with wildlife habitat grasses.
