    During the month of January 2014, Monterey Fire responded to a total of 58 calls forservice within the city of Carmel; 47 were code three response calls with a response timeof less than 5 minutes. The performance measure for fire calls was 100Carmel Fire Ambulance responded to a total of 101 calls for service and 48 werewithin Carmel by the Sea, 5 were over a five minute response time. f those 3 weremedical calls. The performance measure for the ambulance was 93.75 for the month.

    2 Medical calJs were responses from CHOMP after prior transports.1 Medical call was an early morning call to the south end of town.2 -Non medical calls-Structure fire Hazardous Materials CallTRENDS:First pcui of January the ambulance had a high number of calls for service but ended with2 less than December's volume for Carmel by-the-Sea. Total calls for service was upfrom 88 in December to 101. 13 increase.NOTES:The AVL (Automated Vehicle Locator) system was installed on the ambulance by AMR.Unfortunately the system malfunctioned and a replacement has been ordered. Thisinstallation will comply with the contract agreement and assist in monitoring the closestambulance response.

    During the month of February 2014, City Code Compliance staff fielded a total of 46code compliance requests. A total of 39 active cases were closed, since the last monthlyreporting period. or this calendar year, 59 code compliance requests have beenreceived, and 38 ofthese 2014 cases have been closed.Of the 46 requests received this month, all 46 were followed-up on with an initialinvestigation within 2 business days. This corresponds to 100 of the cases.TRENDS:The number of code compliance requests was 254 higher than the previous month. Thenumber of requests fluctuates substantially from month to month, and this month'sincrease in activity was in large part due to increased compliance efforts on Holidaylighting. The most common types of requests continue to involve reports of unpermittedconstruction, unpermitted landscaping or hardscaping, and Right-of-Way encroachments.The City has also received an uptick in complaints about excessively-bright lighting.NOTES:Over the last couple of weeks, City staff have stepped up compliance efforts on Holidaylighting. Following recent press releases that contained a reminder that the deadline todiscontinue displays of Holiday lighting had passed, Code Compliance staff havecontacted businesses still displaying Holiday lights, initially with a verbal reminder, andin the event of continued non-compliance, a written correction notice. These efforts havebrought several properties into compliance; however, continued outreach is needed toobtain full compliance. The City also received a few complaints related to restaurant/barseating that exceeded permitted limits.

    The Office of the City Clerk processed a total of 7 public records act requests. t thetime of this report, there were two pending requests, which necessitated staff to seekadditional time in which t comply.PROCESS:The protocol and process for managing public records requests include the followingsteps:

    Any requests received by any employee ofofficial of the city should be forwardedt the City Clerk s Office for processing;

    The City Clerk is responsible for the life cycle of the request from beginning toend by assigning a public records request (PRA) file number; logging in the daterequest was received, the date request is due, the date for any extensions, therequestors name, address, contact information and the items (documents)requested; The Clerk s Office refers the request to appropriate Department Director(s);

    The Directors are responsible for compiling the records and the substance of therequests, meeting deadlines and requesting legal review when and if applicable toassure that produced documents comply with legal requirements of disclosure; The Clerk monitors deadlines appraising those involved of mpending deadlines; Following authmization from City Administrator or legal review t release, therequestor is appraised in writing about the status of the request, the copying cost

    involved and who t contact to pick-up recordsTRENDS:For comparative purposes, the Office of the City Clerk graphically depicted the history ofthe more streamlined and effective Public Records Act request, which was implemented
