However, the academics believe that rather than raise tensions further, using actual civilian contractors could instead lower the risk of a major incident. “Compared with the air reconnaissance capabilities of the US Navy and Air Force, the reconnaissance aircraft of private defense companies have greater flexibility in dealing with gray areaissues, reducing the diplomatic pressure caused by direct military confrontation,SCSPI wrote. That said, they also evaluate the use of civilian reconnaissance planes as showing a shortage of aircraft to fill the Pentagons intelligence needs in the region. Three Modified Civilian Jets One aircraft is a Bombardier Challenger (CL-604) maritime surveillance aircraft operated by Tenax Aerospace Corporation. SCSPI describes the CL-604 as a simplified versionof the Poseidon, which is adapted from a Boeing 737 airliner. According to SCSPI, the CL-604 arrived at Kadena Air Base on Okinawa, Japan, on March 31. However, unlike the larger Poseidon, the CL-604 has no ability to refuel in mid-flight, which limits its ability to loiter over an area for a long period of time. While the aircraft has flown 139 sorties over the East China Sea and Yellow Sea since March, it has ventured into the further South China Sea just 17 times in that time, stopping over at Clark Air Base on Luzon, the Philippines, to refuel, SCSPI noted. US President Donald Trump has signed an executive order prohibiting Americans from investing in nearly three dozen firms that do business with China's People's Liberation Army (PLA).The Thursday executive order bars Americans from putting money into firms helping the PLA to modernize. The order bars the purchase or investment in emerging markets funds that include the firms starting on January 11, 2021, and gives firms until November 2021 to divest fully from them.According to the Wall Street Journal, there are 31 firms on the list. Bloomberg published a partial list including 20 firms in June, which includes aerospace design firms, shipbuilding companies, and construction companies, as well as technology firms like China Mobile Ltd. and China Telecom Corporation.In the order. Trump claims that the People's Republic of China "is increasingly exploiting United States capital to resource and to enable the development and modernization of its military, intelligence, and other security apparatuses, which continues to allow the PRC to directly threaten the United States homeland and United States forces overseas, including by developing and deploying weapons of mass destruction, advanced conventional weapons, and malicious cyber-enabled actions against the United States and its people."Trump claims Beijing "compels" ostensibly private firms to support its military-industrial complex, including by raising capital by selling securities on foreign markets. The IAF announced on Wednesday the arrival of the F-351 test version at the Flight Test Center (FTC) at Tel-Nof Air Force Base. US COVID-19 Model Projects Nearly 400,000 Deaths by February as Cases Surge

A forecasting model is now predicting that the US will exceed 399,000 COVID-19-related deaths by February 1.The model, which was created by the Institute for Health Metrics and Evaluation (IHME) at the University of Washington, further forecasts that if social distancing and mask-wearing guidelines are eased, the US death toll could exceed 513,000 by February 1.However, the projections also suggest that deaths may rise to around 337,000 if there is universal mask-wearing.The latest update comes as COVID-19 cases in the US continue to soar. Data compiled by the New York Times reveals that at least 1,431 new coronavirus deaths and 142,860 cases were reported in the US on Wednesday. Over the last week, there has been an average of 128,096 cases per day, which is a 69% increase from the average two weeks earlier.As of Thursday afternoon, almost 11 million people in the US have been infected with the virus, and more than 242,100 Americans have died due to COVID-19 since the start of the pandemic. US Commerce Department Issues Stay on TikTok Order, Averting Platform's Shutdown - Report

The US Commerce Department announced Thursday that it will not be enforcing the order that would have forced Chinese video-sharing app TikTok to shut down in the US.The US Commerce Department's actions delay implementation of the regulation, supposed to take effect Thursday, which would have prevented companies like Apple Inc. from offering TikTok as a mobile app and companies like Amazon and Alphabet from offering web-hosting services for TikTok, the Wall Street Journal reported.The Commerce Department said the shutdown order won’t go into effect “pending further legal developments.”When making its decision, the Commerce Department also referred to a preliminary injunction against the shutdown filed in a suit last month by three TikTok stars: Douglas Marland, Cosette Rinab and Alex Chambers.In their lawsuit, the creators said they would lose their followers and "professional opportunities afforded by TikTok" if the app was blocked from operating in the US, TechCrunch reported.The latest development comes after US President Donald Trump issued an August order stating TikTok be banned in the US unless its US-based operations are purchased by an American

benefits last week, about 6 percent lower from the previous week, Labor Department

data showed on Thursday, as the US job market continued to struggle seven months

into the coronavirus pandemic.

“In the week ending November 7, the advance figure for seasonally adjusted initial

claims was 709,000,” the department said in a news release. It revised upward claims in

the previous week to October 31 to 757,000. That dropped the latest week’s claims by

48,000, or about 6 percent.

Continuous claims for the latest week showed filings from 6.79 million Americans, lower

than the previous week’s number of 7.22 million. The unemployment rate, meanwhile,

stood at 4.6 percent, down 0.3 percent from the previous week.

The United States lost more than 21 million jobs between March and April, at the height

of lockdowns forced by the COVID-19 pandemic. A rebound of 2.5 million jobs was

logged in May and 4.8 million in June, before the recovery began slowing. For all of

September, there were just 661,000 jobs added.

The US economy grew by a record 33.1 percent in the third quarter, after shrinking by

31.4 percent in the previous three months and 5 percent in the first quarter. In 2019, the

economy grew by 4.1 percent.

Despite the rebound, the economic outlook for the United States remains dire with a

rash of new coronavirus infections reported across a nation with 10.4 million COVID-19

cases and more than 241,000 fatalities to date. New York, the original US hotspot for

the coronavirus during the height of the pandemic’s outbreak in March, moved this week

to limit the number of people allowed to gather in private homes and placed a curfew on

UN Security Council Adopts 3 Resolutions Extending Missions in Sudan, CAR

UNITED NATIONS, November 12 (Sputnik) - The UN Security Council on Thursday adopted three resolutions renewing the mandates of the United Nations peacekeeping missions in the Abyei and the Central African Republic as well as extending the sanctions regime against Somalia.The members of the UN Security Council unanimously agreed to adopt the US-sponsored draft resolution on renewing the mandate of the UN Interim Security Force for Abyei (UN IS FA) monitoring mission the area along the border of Sudan and South Sudan until May 15, 2021.
