Newsletter 2016-35 September 2, 2016 RECENT POLL SHOWS WEST VIRGINIANS SUPPORT REPUBLICAN PRESIDENTIAL CANDIDATE Voters in the November General Election in West Virginia still strongly support Republican Donald Trump in the race for president, according to the latest MetroNews West Virginia Poll released Thursday morning by Repass Research. Forty-nine percent of those questioned said they support Trump followed by Hillary Clinton (31 percent), Libertarian Gary Johnson (10 percent) and Green Party nominee Jill Stein (4 percent). Only six percent of those polled said they weren’t sure who to vote for. In addition to his support among Republicans (eight-in-10 said they would vote for Trump if the election were held today), Trump’s support among independents is 53 percent and 27 percent among Democrats. Interviews for the MetroNews West Virginia Poll were conducted between Aug. 9-28 with a sample of 435 registered, likely voters in the Mountain State. The margin of error is +/- 4.7. Justice, the Democratic nominee, was favored by 46 percent of those who took part in the poll while the Republican nominee, Cole, received 32 percent. Mountain Party nominee Charlotte Pritt is at 8 percent and Libertarian David Moran at 5 percent. Nine percent of those surveyed said they were undecided. The poll also found likely voters nearly split on which party should be in control of the state legislature. Forty-three percent said that control should return to the Democrats while 40 percent hoped the Republicans stay in control. A significant portion, 17 percent of those surveyed, said they weren’t sure. AGC WEBINAR SERIES ON DRONES AVAILABLE TO MEMBERS A number of CAWV members are using drones to document their projects. As such, the Associated General Contractors of America (AGC) is conducting a five part webinar series on the new rules on the commercial use of drones and regulations on flying zones. AGC’s WebEd series will feature construction contractors already flying drones, and both legal and other experts. LAST CALL - CAWV AND YCF MEMBERS NEEDED FOR COMMUNITY PROJECT About 15 members have signed up to volunteer at the CAWV Young Contractors Forum (YCF) restoration project for Kanawha State Forest’s (KSF) Spotted Salamander Trail, but more are still needed. The trail has unfortunately fallen into a terrible state of disrepair. The ¼ mile trail is wheelchair accessible and is equipped with braille and interpretive signage. CAWV

representatives recently attended a planning meeting at KSF to discuss asphalt/paving repairs and the installation of posts to support guide ropes for the blind. Several CAWV member companies have already committed to donating equipment and supplies. West Virginia Paving, Inc. has just completed paving the trail’s handicap parking lot. In order to get the trail renovation projects moving forward, YCF Chairman Josh Booth is asking all CAWV members, not just YCF members, to help install posts along the trail. A work date has been set for September 9, with a rain date of September 16. Members can visit the YCF Facebook page to view a video on the project. YOUNG CONTRACTORS AND THE COAL RIVER GROUP TO HOST THIRD COAL RIVER KAYAK TOUR The Coal River Group, which has partnered with the WVDEP on a multi-million dollar stream restoration project, will lead a kayak tour of the Big Coal River hosted by the CAWV Young Contractors Forum on September 30. The stream restoration project involves building instream structures in the river channel to redirect the river's flow and thereby flush excess sediment in an attempt to improve water quality and habitat for fish and insects. This year’s event will start at 9:00 a.m. and will conclude at a location on the Big Coal River that the Coal River Group has asked the YCF for help to conduct a few hours of river cleanup. The location has seen many years of tires being disposed of in the river and on the riverbank. This is a great opportunity for CAWV members to participate in a community service project that will only require a few hours of work. The full day, including the kayak trip and the volunteer work, will end at 5:00 p.m. and will include lunch and cold drinks. The cost of the approximately three to four hour trip is $30 and includes Kayaks, PPE and a boxed lunch. Josh Booth, YCF Chairman, would like to invite all CAWV members to attend the kayak portion of the day even if they cannot stay to help with the river cleanup. The group will meet at 9:00 a.m. at Coal River Kayaks located at 181 Pettigrew Lane, Tornado. Come join your fellow CAWV members and enjoy the river and fall foliage season of West Virginia! This is the perfect time of year to tour the Coal River since the water is still fairly warm and the days are a little cooler. A registration form is attached to this week’s Newsletter. NAVIGATING AND ANALYZING FALL HAZARDS While much advancement has been made in fall protection equipment and technology, falls remain a serious concern in today’s work force. Falls are second only to motor vehicle accidents in terms of annual injuries and cost. Whether they occur at the same level (trip and falls, stump and falls, step and falls or slip and falls) or from a higher level, falls typically are very unforgiving. Conducting a thorough job analysis is vital to safe operations when navigating fall hazards and attempting to correctly and safely use fall protection equipment. FALL HAZARD CAUSES AND ANALYSIS - One of the most important components of conducting a job hazard analysis is observing the operation as it is underway. This helps identify potential hazards and also allows supervisors to evaluate workers’ frames of mind. Fall hazards can stem from various situations, including: a foreign object in the walkway, a design flaw in the walking surface, slippery surfaces, an unprotected edge, misuse of fall protection equipment, physical impairments/ailments and falling objects. These and other applicable causes should be taken into account and analyzed. Additionally, these hazards should be sought out during the observation component of the job analysis. Proposed fall protection equipment should be analyzed in order to determine its feasibility and effectiveness. The accident history of the company and others within the industry also should be analyzed and drawn upon as part of the fall hazard analysis. In addition, the analysis should consider the implementation of existing protocols that can eliminate both foreseen and unforeseen fall hazards. If the analysis identifies a deficiency in an existing fall protection protocol/equipment, the plan should be amended to address all of the fall hazards appropriately. ADDRESSING UNCONTROLLED FALL HAZARDS - Uncontrolled fall hazards are those that are not, or cannot, be controlled. Most hazards go uncontrolled because they are not identified during the hazard analysis portion of the work plan. Identifying uncontrolled hazards may seem difficult; however, a safety manager who has done his or her due diligence in observing the work in progress and analyzing past accident statistics and other information, as well as analyzing other leading and trailing indicators, stands a good chance of identifying and addressing otherwise uncontrolled or unidentified hazards. Uncontrolled hazards should be eliminated to the maximum extent possible. ANALYZING IMPACT AND ACCELERATION FACTORS - Impact and acceleration are both very important factors in the identification and analysis of appropriate fall protection plans and equipment. Impact considers the force that will be applied on an employee during the fall arrest process, while the amount of acceleration determines the amount of impact/force that will be placed on the employee. Acceleration and impact are major factors in the speed and force of falling objects that may strike employees working at lower levels. When analyzing impact and acceleration concerns, be sure to consider, identify and mitigate potential causes. The use and effectiveness of personal protective equipment (e.g. hard hats), toe-boards and overheard protection (e.g. canopies) of workers at lower levels also should play a role in impact and acceleration analysis.
