Section1-PlanIntroduction1.1 PurposeThepurposeofthisFloodSafetyPlanistoensuretheeffectiveperformanceofReclamationDistrict2114responsibilitiesinafloodemergencyincollaborationwithotherjurisdictionsperformingemergencyfunctionswithinandaroundtheDistrict.ThisplanistobeusedinconjunctionwiththeemergencyoperationsplansoftheStateofCaliforniaandtheSanJoaquinOperationalArea(SJOA)tofacilitatemulti-jurisdictionalcoordinationwithinDistrictboundaries.Althoughthisisapublicdocument,specificproceduresandinformationofasensitivenatureaswellaspersonalinformationmaybeeditedoutofpubliclyavailableversions.Thefulldocumentissubjecttorestricted-usehandlingprocedures.ThisplanmeetstherequirementsofSection9650oftheCaliforniaWaterCode.
1.2 ScopeReclamationDistrict2114isanindependentjurisdictionwithresponsibilityfortheoperationandmaintenanceoftheleveesystemwithinitsjurisdictionalboundaries.ThisDistrictemergencyoperationsplancoversonlydetailedproceduresforDistrictresponsibilities.OperationalplansofotherjurisdictionswithpublicsafetyresponsibilitieswithintheDistrictarereferencedinthisplan.Thisplanwillcoverindetailthefollowing;
• DistrictFloodPreparednessProcedures• DistrictLeveePatrolProcedures• DistrictFloodFightProcedures• DistrictFloodWaterRemovalProcedures• DistrictRecoveryandAfter-ActionProcedures
1.3 PlanStructureThisFloodSafetyPlanisstructuredasatraditionalfunctionalemergencyoperationsplaninaccordancewithComprehensivePreparednessGuide(CPG)101v.2.0issuedbytheFederalEmergencyManagementAgency(FEMA).Consistentwiththatguidance,andbecauseoftheDistrict’slimitedresponsibilitiesandlackofinternaldepartments,thisemergencyoperationsplanconsistsofthisBasicPlanandonehazard-specificannex,AnnexA–FloodContingencyMap(AnnexA).TheDistrict’sexistingfloodcontingencymapwillconstitutethisAnnexAcontainingtheDistrict’sspecificfloodresponseprocedures.ThemostcurrentfloodcontingencymapforthedistrictcanbeaccessedattheSJOAfloodcontingencymapwebsite(SeeFigure1.1).

Section2-ConceptofOperations
2.1SituationOverviewSeetheSJOAHazardMitigationPlanforacomprehensivefloodriskassessmentfortheCountyofSanJoaquin.SeeAnnexAforDistrictboundaries,levees,pumpingstations,supplydepots,historicalfloodingsummary,locationsofpastbreachesandareasofhistoricseepageorerosion,topography,andcharacteristicsofwaterwaysfrontingDistrictlevees.ReclamationDistrict2114issurroundedbyTelephoneCutontheSouth,BishopCutontheWest,WhiteSloughontheNorthandHistoricStateofCaliforniaPeripheralCanalBorrowPitontheEast.ReclamationDistrict2114isasmalldistrictwithanoverallpopulationoflessthan10andisprimarilyagriculturalland.ThisDistrictisincloseproximitytotheCityofLodiwatertreatmentplant.IftherewasabreakinthisDistrict,atthe100-yrfloodelevation,thenthetreatmentplantcouldbeinjeopardy.However,itwouldnotbetheDistrict’sresponsibilityforfloodfightingthetreatmentplant.
2.2. GeneralApproachtoSeasonalFloodOperationsDistrictpersonnelwillcarryoutroutinepreparednessactivitiesatthebeginningoffloodseasonasdescribedbelow.AnnexAdescribestheconceptofoperationsforactiveDistrictfloodfightactivities.Section3,OrganizationandResponsibilities,ofthisBasicPlandescribesauthoritiesandresponsibilitiesforperformingroutineandemergencyactivities.
2.2.1 RoutinePreparednessandInfrastructureMaintenanceDistrictperformsthefollowingroutinepreparednessactions.
• InspectDistrictlevees• Ongoingandroutinebaitingandgroutingprogramforgroundrodents• Ongoingandroutinevegetationcontrolprogram
Districtdoesowntwodistrictpumpstationsandmaintainsthosepumpingstationsforinternaldrainagecontrol.NoculvertsorthroughleveepipesexistwithinDistrict.
2.2.2 MonitoringandAnalysisTheDistrictwillmonitorandanalyzewaterconditions,elevations,andforecastsforwaterwaysaffectingDistrictleveesthroughoutfloodseasonforthepurposeofpromptlyidentifyingheightenedthreatstotheintegrityofDistrictleveesystems.Theobjectiveofthismonitoringeffortistoidentifyconditionsthatwarrantadditionalactionsbeyondroutinefloodseasonpreparednessactivities.TheDistrictwillusetheVeniceIslandgaugetomonitortidalconditionsandusevisualreferenceasinformationsourcesinitsmonitoringeffort.TheMossdalegauge(SJRiver)andBenson’sFerry(MokelumneRiver)gaugeswillbeusedassecondarymonitoringsources.

2.2.3 Alerting,Activation,andInitialResponseThefollowingactionswillbetakenwhenthetriggerconditionisidentifiedbyDistrictpersonnel.TheseactionsmaybetakenbyDistrictpersonnelatanytimeortidalconditionifitisfeltthatconditionsaffectingtheleveesanddrainagesystemwarrantsuchaction.

TheDistrictdoesnotuse“phases”whereobjectiveconditionstriggeragroupofactions.EachactionindicatedwillbetakenuponreachingthetriggerconditionshownorifDistrictpersonnelfeelitiswarranted.Asnotedbelow,theDistrictEngineerandDistrictpersonnelareresponsibleformonitoringobjectiveconditionsaffectingtheDistrict.Districtpersonnelwilltakealloftheaboveactionsupontheidentification,orverifiedreport,ofanyoutoftheordinaryconditiononaDistrictleveethatpresentsapotentialriskoffailure.
2.3 PublicAlertandWarningTheDistrictwillpromptlynotifyjurisdictionsresponsibleforalertingandwarningofthegeneralpublicuponidentificationofathreattoDistrictlevees.TheDistrictwillprovidedetailedinformationonthecharacteristicsofthethreatandwillassist,totheextentpossible,withnotificationofthepublicifrequested.Allalertandwarningofthegeneralpublicwillbecarriedoutinaccordancewiththeplansofprotectedjurisdictions.JurisdictionsresponsibleforalertingandwarningofthegeneralpublicwithinDistrictareasfollows:
• CountyofSanJoaquinAlertingandwarningwillbeconductedjointlybythesejurisdictionsthroughtheSJOAusingtheprocedurescontainedintheSJOAWarningAnnex.TheDistrictmayprovidearepresentativetotheOperationalArea(OA)andSJOAJointInformationCentertoassistwithalertandwarningmessagesifrequested.

EvacuationmapsandbrochuresforthepublicareavailableatadedicatedwebsitemaintainedbySJOA(SeeFigure2.1).ThesemapscontaininformationonreceivingalertsandwarningswithintheDistrictalongwithevacuationandsafetyinstructions.AccordingtoSanJoaquinCountyOES,noevacuationmapsexistsforthisDistrict,howevertheremaybeonedevelopedinthefuture.Checkthefollowinglink(seewww.sjmap.org/evacmaps)toseeifevacuationmapshavebeendeveloped.
2.4 FloodFightOperationsFloodfightoperations,includingleveepatrol,willbeconductedinaccordancewiththeproceduresinthisBasic
PlanandthoseshownonAnnexA.AnnexAdisplaystheDistrict’sconceptofoperationsforemergencycommunications,patrol,floodfight,anddewateringoperations.ThisconceptofoperationsandresponseprocedureswillbemodifiedasneededbytheDistrict’sIncidentCommandertomeetthedemandsofactualemergencyconditions.PlansofjurisdictionswithresponsibilityforwarningandevacuationwithintheDistrictarereferencedonAnnexAaswellasinthisplan.
2.5 FederalandStateDisasterAssistanceTheDistrict’spolicyistomaintainmitigationandemergencyplansandprocedures,andthephysicalconditionofitsleveesatthelevelrequiredtobeeligiblefordisasterassistanceundertheFederalStaffordActandtheCaliforniaDisasterAssistanceAct(CDAA).Emergencyoperationswillbeconductedanddocumentedincompliancewithconditionsofthoseprogramsforreimbursementofdisasterexpenses.TheDistricthasassigneditscontractengineeringfirmtomaintainnecessarydocumentationduringanemergencyandtoparticipateinanyavailableassistanceprogramsafteradisasteronbehalfoftheDistrict.ToensurethattheDistricttakesstepstoquicklyaccesstherecoveryprocess,theseactionsshouldbeconsideredifanincidentisimminentoroccurring:

Section3–OrganizationandAssignmentofResponsibilities3.1 OrganizationTheDistrictwilluseitspaid,contract,andvolunteerstaffasshownbelowtoperformitsresponsibilitiesinafloodemergency.Districthiresadditionalstaffunderthejobdescriptionof“EmergencyLeveeWorker”forleveepatroloncemonitoringeffortsindicatethatconditionsforinitiatingleveepatrolwillbereached.EmergencyworkerswillworkunderthedesignatedDistrictIncidentCommander.
3.2 AssignmentofResponsibilitiesTheDistrictBoardofTrusteeshasmadethefollowingassignmentsofauthorityandresponsibilitytoensurethatneededemergencyactionscanbetakenpromptlyandefficiently.
3.2.1 MakeLegalandFinancialCommitmentsonbehalfofDistrictAnysingletrustee,theDistrictEngineer,ortheDistrictLegalCounselareauthorized,oncetheBoardhasconcurredthatalocalemergencyisoccurring,to1)makealegalorfinancialcommitmentonbehalfofDistrictduringemergencyoperationsand2)purchaseadditionalfloodfightsuppliesormaterials.Thereisnolimittothecommitmentthatcanbemade.Anysingletrustee,theDistrictEngineer,ortheDistrictLegalCounselcantaketheseactionsuponrecognitionofathreattoleveeintegrityevenwithoutpriorBoardconcurrencethatalocalemergencyisoccurring,butinthiscasetheBoardmustbenotifiedoftheactionwithin24-hours.

3.2.2 RepresentDistrictinOperationalAreaEmergencyManagementCommitteeTheDistrictEngineerisauthorizedandresponsibleforrepresentingtheDistrictatunifiedfieldcommandsasmaybeestablishedbytheSJOA.TheyarealsoresponsibleforrepresentingtheDistrictattheSJOAmanagementcommittee.TheseDistrictrepresentativesmayspeakfortheDistrictinmattersoftheconditionofDistrictlevees,inputtoprotectiveactiondecisionsbeingmadebypublicsafetyagencies,andanyrequeststomodifyorconformDistrictresponsethatcomeoutofthemulti-agencycoordinationprocess.TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2)confirminganddefiningthesespecificauthoritiesatthetimeofanemergencyandformallyidentifytheDistrictIncidentCommanderandDeputyIncidentCommanderuponreachingthetriggerconditiondescribedinSection2.2.3.
3.2.3 ProvidePublicInformationTheDistrictLegalCounseland/orDistrictEngineerisauthorizedtospeaktothemediaonbehalfoftheDistrictaspartoftheSJOAJointInformationCenter(JIC).
3.2.4 MaintainEmergencyEquipment,Supplies,andResourcesTheDistrictPresidentisauthorizedandresponsibleformaintainingDistrictequipment,supplies,andresourcesforemergencyresponse.ThePresidentwillensurethatsuppliesaremaintainedatinventorylevelssetbytheBoardoratanyminimumlevelsthatmaybesetbyDepartmentofWaterResourcesguidanceorstatutes.
3.2.5 MonitorWaterConditions,Elevations,andForecastsTheDistrictEngineerisresponsibleformonitoringwaterconditions,elevations,andforecastsforthepurposeofidentifyingconditionswarrantingadditionalactionbeyondroutinefloodpreparednessasoutlinedinthisplan.
3.2.6 Activateand/orDirectDistrictPersonnelDuringEmergencyOperationsTheDistrictEngineerisauthorizedandresponsibleforactivatingDistrictpersonnelandresources,forrequestingorprovidingmutualaidassistancefrompublicagencies,andforsupervisingDistrictpersonnel,contractors,and/ormutualaidresourcesassignedtoDistrictfor1)leveepatrol,2)floodfightoperations,and3)Districtde-wateringoperations.TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2)confirminganddefiningtheseauthoritiesasnotedinSection3.2.2andissueanEmergencyResolution(SeeAttachment3).
3.2.7 DocumentExpenditures,EmergencyActions,andRequestsforMutualAidTheDistrictEngineerisauthorizedandresponsibleformaintainingnecessarydocumentationofemergencyexpenditures,damagetoDistrictinfrastructure,anduseofsupplyinventoriesinaccordancewiththerequirementsoffederalandstatedisasterassistanceprograms.

Section4–Direction,ControlandCoordination4.1 ManagementandControlofDistrictOperationsandCoordinationwithinDistrictDistrictpersonnelauthorizedandresponsibleforcarryingouttheactionsoutlinedinSection3,OrganizationandResponsibilities,willusethedirection,control,andcoordinationfacilitiesandprocessesdescribedinthissection.Communicationsandlogisticssystemsforcommand,coordination,andresponsearedescribedinSections5and6.DistrictstaffwillusetheNationalIncidentManagementSystem(NIMS),andtheStandardizedEmergencyManagementSystem(SEMS),toorganizeDistrictresponseactivities.DistrictpersonnelwillcomplywiththeproceduresoftheSanJoaquinCountyUnifiedFloodFightCommandtowhichtheDistrictisassigned,theSJOAMulti-AgencyCoordinationSystem(MACS)oranyother“asneeded”commandstructureputinplacebylocalofficialsforpurposesofinter-agencycoordination.
4.1.1. ManagementandPolicyTheDistrictshallmaintaindirectionandcontrolofDistrictoperationsduringemergencyperiods.TheDistrictBoardofTrusteesshallmeetandconferasdeemednecessarybythePresidentduringemergencyoperationstoperformtheirpolicymakingandfinancialresponsibilitiesduringemergencyresponseoperations.BoardmeetingswilloccurinthefieldorifneededattheofficeoftheDistrict.TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2)uponreachingthetriggerconditionindicatedinSection2.2.3.
4.1.2 DistrictIncidentCommandTheDistrictwillappointoneincidentcommandertomanageallincidentsoccurringontheDistrictleveesystemasan“incidentcomplex”duringanysingledisastereventasallowedinNIMSprotocols.TheDistrictwilloperateona24-houroperationalperiod.
4.1.3 IncidentCommandFacilitiesTheDistrictdoesnotmaintainpre-identifiedfacilitiesforhostingemergencyactivitiesbeingundertakenbyDistrictpersonnel.TheDistrict’sEngineerhasfacilitiesformeetings.DistrictactivitieswillbeorganizedandcoordinatedinthefieldoratotherincidentcommandfacilitiesestablishedbypublicsafetyagenciesortheSJOA.
4.2 ManagementandCoordinationwithOtherJurisdictionsTheDistrictwillensurethatpropermanagementandcoordinationismaintainedwith1)otherpublicagenciesandjurisdictionsoperatingwithintheDistrict,2)neighboringReclamationDistricts,and3)theSJOA.Thefollowingprocedureswillbefollowedtoaccomplishthisfunction.

5.2 DistrictCommunicationsTheDistrictdoesnotownoroperatecommunicationsequipment.TheDistrictwillrelyonpersonalcellphonesofitspersonnelandtrusteestomaintaincommunicationsbetweentheBoardofTrustees,theDistrictEngineer,theDistrictLegalCounselandotherresponsestaffthatmaybehiredduringtheemergencyperiod.IntheeventoffailureofcellulartelephonesystemstheDistrictwillusemessengerstotransmitinformationbetweenitspersonnelandotherjurisdictionsaswellasregularlyscheduledcoordinationmeetingsofthefieldunifiedcommandsandtheSJOAorganization.
5.3 CommunicationswithOtherJurisdictionsTheDistrictwillmaintaincommunicationswithotherjurisdictionsbycellulartelephoneandbyparticipationinmeetingsoftheMetropolitanUnifiedFloodFightCommand.TheOAmayassignradioorphonecommunicationsequipmenttotheDistrictifthiswillprovidereliablecontact,asrequestedbytheDistrict.
5.3.1 SanJoaquinOperationalAreaEOCTheDistrictwillmaintaincommunicationswiththeSJOAEOCbycellulartelephoneandparticipationinscheduledmeetingsoftheSJOAmanagementgroup.DistrictwillmaintaintelephonenumbersassignedbySJOAforusebyReclamationDistricts.

Section6-LogisticsandFinance/Administration6.1 MutualAidTheDistrictisasignatorytotheCaliforniaMasterMutualAidAgreementandtheSJOAAgreement.Districtpersonnelwillfollowtheprocessesoutlinedinthosedocumentsforrequestingandprovidingmutualaid.TheSJOAAgreementandSanJoaquinCountyOrdinanceshaveprovisionsallowingtheSJOALogisticsSectionandSanJoaquinCountyPurchasingAgenttoacquireandtransport,onbehalfoftheDistrict,resourcesrequestedbytheDistrict.Mutualaidrequestsfortechnicalassistanceandservices,floodfightcrews,suppliesandmaterials,andotherresourceswillbemadethroughtheSJOALogisticsSectionand/ortheOAPublicWorksMutualAidCoordinator.Seewww.sjgov.org/oesforOAplansandprocedures.
6.2 ResourcesSJOAmaintainsseven,twenty-footcontainerswithfloodfightsuppliesthattheDistrictcandrawonthroughtheSJOAAgreement.InventoryofthatresourcecanbeobtainedfromSJOA.Inaddition,DWRstoresresourcesnearthePortofStockton.
6.3 ProcurementDistrictmaintainsstandardformsandprocessesforinitiatingandexecutingcontractswithappropriatelylicensedcontractorsinaccordancewithPublicContractCodeArticle60.5Sections(20920-20927)and(22050).TheDistrictmaintainsastandardcontractformforcontractsunder$25,000whichdonotrequireaformalpublicbidprocess.TheDistrictmaintainsaseparatecontractformforallcontractsforanyimprovementorunitofwork,orformaterialsorsuppliesover$25,000addingaformalbiddingprocesswherebytheDistrictshallberesponsibleforawardingtothetothelowestresponsive,responsiblebidderexceptasotherwiseprovidedbelow.Intheeventofanyemergency,theDistrictmaynegotiateandawardacontractfortheconstructionofworktopreventdamageorrepairdamagedworkswithoutadvertisingforbidsandexpendanysumreasonablyrequiredintheemergency.Ifnoticeforbidstoletcontractswillnotbegiven,theDistrictshallcomplywithChapter2.5(commencingwithSection22050).
