Item 1 – Introduction 1. The Chairman welcomed everyone to the meeting. Item 2 – Record of last meeting 2. The Record of Decisions from the last meeting were accepted. Item 3 – Matters arising from last meeting 3. The following matters were outstanding from the previous mtg:

a. FLARM trials have been completed at RAF Linton on Ouse and ATC are now using it permanently. Its use by other RAF Stns is voluntary, however, the RAF Safety Centre supports its installation in the drive to improve local flight safety. b. CADS access for BHPA is ongoing. The CADS manager will investigate further. c. Maximum attendance by all aviation stakeholders to future RAUWGs is encouraged. Plase provide details of other interested parties to RAUWG organisers. d. RAF Linton on Ouse and RAF Leeming have had no reports of UAS operating up to 5000’. Both units happy to recieve information from

LBA if deemed necessary. e. The possibility of a listening squawk in the VoY was not necessary at present. It can be revisited in the future when RAF Lemming’s radar services move to RAF Linton on Ouse if the need arises.

Item 4 – Presentation: Spadeadam EWTTF, FS Clive Jones 4. A presentation on RAF Spadeadam was given.

Item 5 – Presentation: CAA Regulation/Airspace Infringment, Mr Rob Gratton 5. A presention on CAA regation of UAS and airspace infringments was given. Item 6 – Presentation:GASCo Update, Mr Mike O’Donoghue 6. A presentation from GASCo was given.

Item 7 – Presentation: GNAAS and Low Flying, Mr Owen McTeggert 7. A presentation on the GNASS and their operations in the low flying syatem was given.

Item 8 – Presentation: LBA ACP, Mrs Sue Crooks 8. A presentation on the LBA ACP was given. The following points were raised:

a. Concern from Sherburn in Elmet that the Doncatster western training area will be squeezed affecting GA.

b. A second radar controlling positon at LBA will be uplifted providing a radar crossing service. c. Concern regarding the Upton Corridor and its proposed heights was raised by Anthony McDermott from Burn Gliding Centre. The proposed chage would effectively cut off the east/west route for cross country gliders. d. The lack of taxiways at LBA was noted and due to this constraint, was the ACP asking for too much airspace as capacity on the ground could not justify the extra airspace. e. A question about how many aircraft diverted to other airports due to weather constraints was raised. f. The possibility of a coordination box with RAF Linton on Ouse was raised.

13. Decisions.

a. Osprey to investigate the proportion of aircraft that will be positioned to the east of LBA.

b. Osprey to provide the current number of approaches and the utilization of the LBA current airspace. c. Osprey to investigate the current descent rate and what would constitute a non standard descent rate. d. Osprey CSL to engage with local users with regards to Letters of Agreement.

Item 9 – AOB 14. The following was mentioned:

a. Sherburn in Elmet are exploring the possibility of LVP to runway 10 and 28 iaw CAP 1122. b. The dangers of overflying Burn Gliding Site was highlighted. A winch cable was passed around the room to visually show what aircraft overflying might encounter. Burn has permission to launch to 3000’. 6 aircraft have been sighted transiting over the top at 1000’.

Item 10 – Date of next meeting 15. The next meeting will be held at RAF Leeming. A date and POC will be promulgated in due course.

Respone From Osprey CSL to Concerns Raised at the RAUWG on 23 Nov 16 Regarding

the LBA ACP.

1. Aircraft Movements and Route Utilization. Questions were raised regarding the

number of aircraft movements at Leeds Bradford Airport (LBA), the utilization of each

runway and the anticipated usage of the routes to the east of the Airport.

There has been a 25% increase in passenger numbers so far this winter, and an

increase of 12% in passenger number has been forecast for the whole of 2017.

b. Runway Utilization. The runway in use is generally split 70% of aircraft using of

runway 32, 30 % using of runway 14 (i.e. approx. 30,000 aircraft movements using

runway 32 and 13,000 aircraft movements using runway 14). In terms of the

runway capacity, the maximum usage can be 22 aircraft per hour (that includes

allowing for the requirement to backtrack). Current utilization is approximately 13

aircraft per hour. The infrastructure plans that will allow an increase in runway

utilization towards its capacity are presented in the Airport Masterplan, available at

http://www.leedsbradfordairport.co.uk/about-the-airport/airport-masterplan. One of

the key enablers is Airport Collaborative Decision Making processes and

infrastructure, in which LBA and its operators are investing heavily.

c. Route Utilization. It is anticipated that when runway 14 is in use, there will be a

50% split of aircraft using the proposed arrival routes to the west of the Airport and

50% using the proposed arrival routes to the east of the Airport (i.e. approx. 6,500

aircraft east and 6,500 west) to accommodate sequencing of arrivals. However, in

order to deconflict against departures (all of which will be to the west initially), the

usage of the arrival routes to the east of the Airport may be greater than that to the

west. Some more modelling needs to be done following some recent changes to

the procedures.

When runway 32 is in use the proposed arrival route to the east of the Airport will be used up to 6 times a day for arrivals from the north. This route is under review; if withdrawing this route will reduce the Class D airspace requirements east and southeast of the Airport (i.e. raising the base of CTAs 9 and 10), it is likely the Airport will model the impact of taking all aircraft arriving from the north along the west side of the Airport for Runway 32. However, the proposed airspace of CTAs 9 and 10 will still be required to allow arrival sequencing for runway 32 at the busiest

times; we are exploring with the CAA how this airspace can be activated / released to allow the maximum use by all aviators.

2. Weather Diversions. A point was raised regarding the number of diversions experienced

by aircraft intending to land at LBA; it was suggested that the Airport was closed in favour

of other airports that were more sympathetically oriented to the prevailing weather

conditions and at lower altitude. The percentage of aircraft diverted against the total

number of aircraft movements for 2014 was 0.16% and for 2015 was 0.21%. Whilst there

may be a perception of more diversions, aircraft are frequently able to make a successful

landing on a second approach.

3. Other Concerns:

a. It was highlighted that there was a Letter of Agreement (LoA) between LBA and the

Gliding Club at Camphill; LBA operational staff are reviewing the LoA to identify if

the proposals will have any impact.

b. Sherburn-in-Elmet expressed concerns regarding the potential impact of the LBA

proposals on an arrangement they have in place with Doncaster Sheffield Airport;

Mr Siddoway, LBA Air Traffic Services Manager, has since been in touch with

Sherburn and will continue dialogue with them regarding the changes to the

proposal currently being developed by LBA.

c. Mr Siddoway is planning to host and make a presentation at LBA in the near future,

once current changes that are under development following issues raised at the

RAUWG are mature enough to promote meaningful discussion. The date and time

of this meeting will be distributed through RAUWG membership.
