Consequence for advanced and less advanced countries:
Adequately skilled workforce is the crucial bottleneck for economic development
Skills gap by 2030: Indonesia and Myanmar alone will have undersupply of 9m skilled and 13m semi-skilled workers (McKinsey Global Institute)

overcome the skills gap!
Challenges:
- Improve the quality of TVET institutions, of processes and
outcomes
- Revise education and qualify teachers in line with
changing labour market demand
- Involve business and industry in TVET development and
TVET delivery

UNESCO Guidelines for the QA of TVET Qualifications in the Asia-Pacific
Objectives
• Facilitates learning and labor mobility
• facilitates international comparison and recognition of TVET qualification

documenting, developing, monitoring, evaluating and improving the effectiveness of TVET qualification.
• To be use by: providers, assessment bodies, employers, government

Asia Pacific Accreditation and Certification Commission (APACC)
Objectives
• Facilitate international quality recognition, especially among APACC member countries
Features
• Quality indicators in 7 criteria: Governance and management, teaching and learning, faculty staff, R&D, consultancy and linkage, resources and support to students
• Covers accreditation and certification of TVET institutions of higher technical and non-degree technical education
Implementation Status
• Main implementing body based in Philippines
• Accredited more that 40 TVET institution in some of 16 member countries

Observations on regional frameworks
- Most regional initiatives / frameworks provide generic QA instruments that need further specification to become operational at the institutional level.
- Regional frameworks and initiatives are not well known / accepted / utilized by TVET institutions in AMS.
- The frameworks are broadly complementary but there is no coherence and no overarching governance structure for QA in TVET in ASEAN.
