BSHF is a truly unique organisation and the leadership role of Director

offers an opportunity to genuinely influence housing policy and practice across the globe. We passionately believe that everyone should have

access to decent housing, and we work in the UK and internationally to

exchange information on sustainable housing solutions. Our organisation exists to act as a conduit, identifying ideas and good practice through

research, evaluation and knowledge exchange. Funded through an endowment trust, we pride ourselves in our independence. Our research,

policy and practice papers, the annual United Nations World HABITAT Awards and consultation events – are examples of our work that have

helped to established our reputation as a leading facilitator of housing practice and policy that is both people centred and environmentally

Our long-standing Director is leaving after playing a key role in the achievements of our organisation and we are now seeking a special

successor who will share our passion and support our values. You will recognise the importance of facilitation, the power of bringing people and

About BSHF

Who we are

BSHF believes that everyone should have access to decent housing and is

committed to promoting housing policy and practice that is people centred

and environmentally responsible.

We are an independent research organisation that promotes sustainable

development and innovation in housing through collaborative research and knowledge transfer. Established in 1976, BSHF works both in the UK

and internationally to identify innovative sustainable housing solutions and to foster the exchange of information and good practice.

BSHF is a registered charity whose objectives are to carry out research into all aspects of residential housing and publish the results of that

research. As a company limited by guarantee it has no shareholders and all its funds are used to deliver its charitable objectives. BSHF is governed

by a Board of directors, who are also the trustees of the charity. BSHF has a small, dedicated team of staff and works in collaboration with a

range of organisations throughout the world.

BSHF is financially independent, deriving its income from the land,

property and investments that it owns. It is based in the former mining

town of Coalville in the East Midlands region of the United Kingdom, where it has strong historical ties.

BSHF is recognised by the Department of Public Information of the United Nations. Since 2006 we have held Special Consultative Status with the

United Nations Economic and Social Council, reflecting our work in support of the goals of UN-HABITAT.

What we do

BSHF carries out a range of research and knowledge transfer activities, both in the UK and internationally, including:

Undertaking and commissioning research;

Publishing the findings of our research;

Identifying and promoting innovative sustainable housing practice and policy in the UK;

Organising the annual World Habitat Award competition to identify

innovative sustainable housing solutions worldwide;

Organising knowledge transfer activities, including international study

visits to award winning housing programmes; and

Our vision and mission

BSHF believes that everyone should have access to decent housing. When we say that housing should be decent, we mean that it should:

Provide durable shelter from the elements;

Be sufficiently affordable that other basic needs can be met;

Provide secure tenure without fear of eviction;

Be energy efficient and environmentally responsible;

Offer access to livelihood opportunities and health and education provision; and

How are we going to achieve our vision?

BSHF is working to help people access decent housing through identifying

innovative housing policy and practice, promoting these ideas and

examples and supporting the exchange and transfer of good practice. BSHF works both in the UK and internationally, in collaboration with a

range of organisations. In 2010 the Board of trustees carried out a strategic review of the organisation and decided to expand its activities.

The key areas of activity in the period 2011-2014 are to:

Continue to identify innovative and sustainable housing practice

internationally, giving increased emphasis to the transfer of approaches and solutions identified;

Continue to identify innovation in UK housing policy and practice through the annual Consultations at St. George’s House, Windsor

Castle and work to ensure that the recommendations made are widely discussed, disseminated and, wherever possible, put into

action;

Continue to encourage our partnerships with other organisations

including UN-HABITAT, housing-related NGOs and academic

organisations, and meet the obligations of our United Nations Economic and Social Council Special Consultative status;

Work with CECODHAS and other organisations to identify and encourage the transfer of good housing practice within Europe; and

Work with locally based organisations to help develop innovative housing practice and policy in our local area.

Director – role profile

Reporting to The Board of Trustees (the Board)

Line managing

Head of Communications, Head of Programme (UK), Head of

International Programmes, Executive Assistant, Financial Controller, Research Administrator and Land Manager

Purpose of role

To lead the organisation, working with the Board to ensure BSHF continues to play a

central and innovative role in influencing domestic and international housing matters in the context of social justice - through the delivery of high quality research and

knowledge exchange.

Key relationships

External:

Present the outward face of BSHF building on existing national and international relationships and developing strong alliances and networks to further BSHF’s knowledge exchange role.

Internal:

Lead the staff and volunteers through effective communication and business planning to ensure that BSHF is a sustainable organisation built on sound knowledge and independent research and the principle that housing has a key role to play in

influencing matters of social justice.

Core tasks and responsibilities

1. Strategic development

Work with the Board and lead the staff team in ensuring that BSHF’s mission, vision and values remain relevant and under-pin all organisation activities.

Work with the Board and lead the staff team in formulating BSHF’s strategic plans and programmes, and ensuring their effective communication.

Maintain up-to-date knowledge of domestic and international housing issues and opportunities so that strategic development is informed by changes in legislation and practice.

Establish a dynamic and responsive environment in which learning, ideas and new approaches and solutions are encouraged and can be further developed.

2. People leadership

Build and maintain effective and constructive working relationships with the

Board, staff, volunteers, external stakeholders and partners.

Motivate staff and volunteers to ensure they remain positive and committed to

the organisation and its values.

Ensure an appropriate reward and appraisal mechanism for staff that supports

an effective performance management culture and one that promotes staff and volunteer personal development.

Ensure compliance with best practice and statute on employment and HR matters, health and safety, equality and diversity, data protection and other relevant legislation.

3. Finance and business

Develop an effective business planning mechanism which deploys financial,

staffing and other resources effectively and in the best interest of BSHF.

Ensure BSHF assets are effectively managed, working with agreed advisors and

the Board to establish the parameters for investment decisions, ensuring compliance with those agreements and proactively advising on any required changes to the endowment strategy.

Ensure that there is an effective risk framework, enabling risks to be assessed and controlled and assets to be protected.

Maintain financial viability of the business, ensuring solvency, robust financial control and maintaining proper overview of the budget setting process.

4. Operational performance

Ensure that BSHF is adequately resourced to achieve the delivery of planned projects in line with agreed strategic objectives.

Establish control, monitoring and reporting systems, to ensure accountability for performance to the Board.

Lead in organising and delivering knowledge development and sharing activities, project evaluations and research on behalf of BSHF.

Participate in knowledge sharing activities, project evaluations and research as a representative of BSHF, when such activities are organised by others but are still

in line with BSHF strategic objectives.

5. Communication and promotion

Establish BSHF’s communication strategy, identifying opportunities to promote the work, values and strategic objectives of BSHF.

Ensure that new ideas, good practice and learning are modelled and disseminated effectively.

Represent BSHF across international and domestic housing networks to influence housing matters in the context of social justice.

Write academic and other papers, articles and features and participate in media and professional network activities to highlight BSHF and the outcomes of its knowledge sharing work.

Build a high personal and media profile within the housing and related sectors, being seen as an influential and authoritative figure, and a reliable partner.

6. Governance

Work with the Chair and the Board to ensure effective standards in governance

practices including Board appraisal, skills audit, recruitment

Ensure that the Board is equipped to provide strategic direction and that it is

serviced effectively, receiving regular reports on organisational progress and performance.

Ensure that all statutory and legal obligations are met.

Discharge such other duties as the Board of BSHF may reasonably determine.

Comprehensive knowledge of social housing policy and justice and related sectors. Knowledge within an international setting will be an advantage.

Our people

The Board of Trustees

Dr Carol Dair, Chair

Carol was a research fellow with the Oxford Institute for Sustainable

Development at Oxford Brookes University. She is Chartered town planner and has a DPhil in Science and Policy Research from Sussex University. She has several years’ experience of obtaining and undertaking UK Research Council

funded research relating to the sustainability of the urban environment, sustainable behaviour, and wellbeing. Latterly, she carried out the independent

evaluation of a large Higher Education Funding Council for England knowledge transfer project which aimed to increase knowledge on how to build sustainable communities. She was a member of a EU funded Expert Network addressing the

complex multi-stakeholder issues that are raised by brownfield regeneration and has experience of working with different levels of government, government

agencies, other organisations and the academic community.

Stephanie Bamford

Stephanie is a third sector consultant with an extensive background in governance and accountability, compliance, regulation and scrutiny, business

planning and performance management, housing policy and communications. Stephanie spent eight years as Deputy CE at William Sutton Trust, then one of the largest not for profit housing providers in the UK. She has also worked for

CLG, CIH and the NHF; as well as for a wide range of not-for-profit housing providers, local authorities and charities. Retiring after 10 years service, she is

the immediate past Chair of the professional advisory group working for the UNECE’s Committee on Housing and Land Management. She is an independent member of A2Dominion Housing Group’s Audit and Risk and Governance and

Remuneration Committees and a Trustee of the Town and Country Planning Association.

Pat Elderfield

Pat has been involved with BSHF since its formation in 1976 and acts as its

Honorary Treasurer. Pat was the former Chief Executive and Secretary of East Midlands Housing Association from 1985 to 2004, having served as its Head of

Finance from 1969 to 1985. The re-allocation of EMHA’s non-state-aided assets in 1976 provided the gift that enabled the establishment of BSHF. Pat has a lifetime of housing provision and international connections in co-operative

housing that gives her a particular insight into BSHF’s evaluation work. She is also Honorary Treasurer of Care and Repair from 1985 to date. Care and Repair

has delivered an advice and support service for elderly homeowners in West Leicestershire for 22 years enabling clients to obtain grants and improvements to their homes. The agency also provides access to security and energy saving

initiatives.

Derek Fryett

After short teaching periods in Mansfield, Tyneside and Worksop, Derek moved to Leicester in 1968 to take up a post at Hamilton School. He remained there

for 26 years before taking early retirement in 1994 having been appointed Vice Principal in 1974. Derek was elected to Leicester City Council in 1974 and served there until 1991 with a break of three years from 1976 to 1979. He was

Chair of the Planning Committee for nine years and Chair of the Recreation Committee for four years. For the last two years, Derek was Deputy Leader.

Derek was co-opted to the Management Committee of EMHA in September 1985 and was Chair from 1993 until his retirement last year. It was during this time at EMHA that Derek became interested in the work of BSHF and become a

trustee in2000.

Jill Gibbs

Jill was born in Ipswich, Suffolk. She holds a degree in Geography from University College London and is a Fellow of the Chartered Institute of Housing.

She ahs over 30 years experience in the housing and charitable field and she was employed in the housing association sector from 1979 to 2000 in housing

management, development and special needs fields in the East Midlands, London and East Anglia and has written for CIH. Jill has been a member of the BSHF Council of Management since 1991 and has served as its Chair. Jill is a

trustee of the Ipswich Housing Action Group (turnover £1.4million, with 20 staff) and is a Board member and currently Chair of Orwell Housing Association,

a HCA lead development partner (turnover £18million, capital programme £59million, 300 permanent staff). Orwell manages approximately 3,200 properties of mixed tenure in Cambridgeshire, Norfolk, Suffolk and North Essex,

with a further 110 properties currently in development.

Bosa Opacic

Bosa has twenty-seven years’ experience in housing. Her move to work as a housing consultant in 2005 builds on her experience as Director of Midlands

Rural Housing and Regional Director of the Rural Housing Trust. Prior to this, she held various posts with Local Authorities from 1980 until the early 1990s.

Bosa is experienced in most areas of housing at both strategic and operational levels, including strategy and business planning, new business development, organisational leadership, governance, finance, development, housing

management, maintenance, community regeneration, best practice and benchmarking. Her consultancy experience includes neighbourhood renewal

assessments and research projects for a social housing partnership. Bosa has an MBA from Nottingham Business School and is a member of the Chartered Institute of Housing. She joined the BSHF Council of Management in 2004.

Geoff Payne

Geoff has more than four decades of professional experience, of which 36 has been engaged on housing and urban development in developing countries. Following initial research on squatter housing in India and Turkey, he has

undertaken consultancy, research and training assignments in most parts of the

world for a wide range of development agencies. Geoff founded GPA in 1995 – a

housing and development consultancy that focuses on improving options for the urban poor in developing countries through a range of activities including obtaining access to land and affordable credit. Geoff has published extensively

on housing, land policy, property rights, regulatory frameworks, public-private partnerships and other urban development issues. He is an External Associate

Adviser to the British Council and was a founding member of the Homeless International Management Council.

Alan Pearson

Alan began his career as a deep mine engineer in the Leicestershire coalfields

and has played a leading role in the community as a local authority councillor. He is currently working in the housing sector carrying out planning consultations for a number of clients, providing development advice and support

to social housing providers as well as to the private sector. He is a Parish Councillor and school governor and he joined the BSHF Council of Management

in 2000.

John Strange

John farmed in Lincolnshire after leaving school but later switched to stockbroking, initially in Lincoln but moved to London in 1960 to join an old

established firm. He became a member of the London Stock Exchange (LSE) in 1963 and then a partner in the firm. In 1971 he moved to Leicester to join Hill Osborne & Co and became Senior Partner from 1978 to 2000 when Hill Osborne

joined Brewin Dolphin, a national firm of stockbrokers and investment managers. He remained a director of Brewin Dolphin until retirement in 2009

having completed a fifty year career in stockbroking. He became a trustee of BSHF in 2009 but had known the charity for some years beforehand. He is also a trustee of the Leicestershire and Rutland Community Foundation and a local

village charity.

Members of staff

Isobel Ashford, Head of Communications

Having initially trained to be a teacher of English as a Second and Foreign

Language, Isobel briefly worked in the UK and Italy before moving to the Spanish Basque Country, where she worked for seven years. On her return to the UK she retrained in marketing and gained Chartered Marketer status from

the Chartered Institute of Marketing in 2009. She has over ten years’ experience of managing marketing/communications functions within the public

and not-for-profit sectors and joined BSHF in October 2012.

Elsa Burzynski, Project Officer

Elsa joined BSHF in October 2011 as the International Programme Intern after completing an MSc in Urban Development Planning at the Development

Planning Unit (University College London). Prior to that while studying for a

research MA in Social Anthropology she conducted field research in Cameroon and South Africa on urban development related issues. Recent research interests included the informal economy in urban Africa, transnational

migrations and housing in the South, and residential regeneration in the South.

Rachel Elliott, Research Administrator

After 12 years of running an award winning social enterprise, Ibstock Community Enterprises Ltd, Rachel was keen to share that experience and

spread of good practice internationally. Her job share role involves producing and disseminating the six issues of the annual newsletter, coordinating: the

good practice transfer programmes; the World Habitat Awards; the annual St George’s House consultations as well as assisting with other ongoing projects and daily enquiries. Rachel still runs her own consultancy business, providing

advice and support to social enterprises on asset-based development. She has degrees in Community Enterprise, Town Planning and Building Surveying, and is

a non-executive director of Social Enterprise East Midlands.

Viviana Fernandez, Research Fellow

Viviana is a Chilean architect and has a MSc in Housing in Development from the Development Planning Unit (University College London). She has been part

of the academic staff of the Faculty of Architecture and Urbanism at the University of Chile since 2001, doing research and teaching both in the under- and postgraduate schools. During the ‘90s she worked for nearly 10 years in the

Ministry of Housing and Urbanism. She is now working on her doctoral thesis in Participatory Planning: interactions among actors and key issues for successful

participatory processes.

Mariana Gallo, International Programme Officer

Mariana is an Argentine/Italian citizen, born and raised in Rosario, Argentina, where she undertook university studies in Social Science and Communications.

As part of her studies, she spent time in Brazil, focusing on international issues in the communications field. She has also worked in development organisations in Argentina (and still maintains her interest as a volunteer) before moving to

the UK to pursue a professional career in international development. She completed a MSc in Science, Technology and International Development at the

University of Edinburgh, focusing on innovation and knowledge transfer issues and undertaking research in Kenya.

Joanne Hall, Financial Controller

Joanne joined BSHF in September 2009 as Financial Controller. Her main

responsibilities are to process and record all the financial information for the charity and to provide daily support to the Director and organisation. This includes processing the monthly payroll, preparing income and expenditure

statements and providing analysis on the BSHF investment portfolio. She also prepares the BSHF Annual Report with the Director for submission to the

Auditors. Joanne is a qualified accountant, having qualified in 2003. She

previously worked as a financial analyst for a global marketer of consumer and

commercial products.

David Haynes, Land Manger

David has worked for the organisation for over twenty years and maintains the BSHF land assets in good condition.

Jelly Moring, Research Officer

Jelly is from the Philippines where she gained a Bachelor’s degree in Sociology.

After four years of working in the private sector in the Philippines and China, she moved to Germany to pursue a Master’s degree in Environmental Governance. She worked as an intern in Laos with the German Development

Cooperation-Mekong River Commission on climate change adaptation and watershed management. After graduating, she moved to Vietnam, working with

a number of NGOs in raising environmental awareness and promoting sustainable behaviour. Jelly is volunteer with BTCV engaging community

members in growing their own food sustainably and is also a member of a Footpaths project that aims to reduce community carbon footprint.

Jennie Neville, Research Administrator

After graduating in 1998, Jennie joined BSHF in February of 1999, firstly as an administrator. Since then her post has greatly evolved and now, working the

position as a job-share, she produces and disseminate the six issues of the annual newsletter, coordinates: the good practice transfer programmes; the

World Habitat Awards; the annual St George’s House consultations as well as assisting with other ongoing projects and daily enquiries. Outside work Jennie volunteers as an NHS breast-feeding peer support counsellor and also helps run

a local, church based parent/child music group.

Jennifer Pearce, Research Officer

Jennifer joined BSHF in 2010 as a Policy and Research Intern in the UK team and is now a Research Officer. She graduated from Warwick University with a

degree in Psychology, which enabled her to develop a range of research skills. Since joining BSHF she has contributed to a number of publications and has

been involved in two Windsor consultations. She has also conducted research into changes in both social and private rented housing. In addition to research, Jennifer has been involved in developing the UK team’s communications work

and has written a number of articles about BSHF’s work to promote the organisation’s research more widely.

Sharon Smith, Executive Assistant

Sharon joined BSHF in October 2000. Her main duties include providing

secretarial and administrative support for the Director and the organisation as a whole including arranging all travel requirements in the UK and overseas.

Other responsibilities include maintaining personnel records and all aspects concerning the personnel function of BSHF; attending and taking minutes of the

upkeep of BSHF offices – ensuring the office runs smoothly and efficiently. She is the first point of contact on telephone calls to the Foundation.

Jim Vine, Head of UK Programme

Jim has led BSHF’s UK programme since 2007, prior to which he had worked

predominantly in the private rented sector. In his role at BSHF he has given evidence to House of Commons Select Committees, chaired housing conferences in the UK and addressed a conference at the United Nations in New

York. He has published widely in the field of self help housing, sustainable housing and on housing matters within the UK. Outside of work Jim has

received several awards for community and voluntary work. He has an MSci degree in Physics, an MA in Housing Policy and Practice and is currently studying for an Executive MBA at Cranfield University.

Silvia Yafai, Head of Internal Programmes

Silvia is a Brazilian-American architect and planner. Her academic background includes an undergraduate degree in Architecture and Urban Planning (São Paulo) and a Master of Architecture from the University of California, Berkeley,

with a focus on housing in the global South and environmentally sustainable design. She joined BSHF in November 2002 and as the current lead of the

international team coordinates BSHF’s international activities, including the World Habitat Awards competition, international study visits, website and publication design, research programmes with partners from the global South

and knowledge transfer activities.

Principal terms and conditions (For information purposes only)

1. Position

Director

2. Salary and benefits

£67,000 per annum (gross), plus a pension scheme. Out of pocket expenses including travel insurance are covered by BSHF.

3. Holiday entitlement

You will be entitled to 25 days annual leave per annum, plus 10 bank holidays. Your leave entitlement will increase by one day for

every completed year of service after 2 years service, until a

maximum of 30 days.

4. Working hours

Normal hours of work are 34.5 hours per week based around the

usual business working week. However, due to the seniority of this post and the international travel, there is a requirement for

flexibility in meeting the full responsibilities of the post.

5. Relocation

There is an expectation that the Director will be based at the

Coalville office. Most staff based at the office commute in from the

surrounding area. The Board will offer relocation package subject to certain criteria to assist with a move.
