New ICT interpretation: not only tecnological instruments (broadband, portals, eGovernment) but a crucial opportunity to increase the socio-economic development and the harmonization of territories, an active sustain to equality and participation;

Proactive role:PA has to change his role from simple sponsor for private iniziatives to catalizer, to create the best conditions, doing the first steps on a new way.

Democracy Guarantee:ICT have great potentialities but even great risks!
