It has been a really helpful resource for future travelers and local resi- dents. How many visitors do you think there are in Vacaville each day? 50? 75? Actually, the City of Vacaville has just over 1,000 hotel rooms. If each hotel is at only 50% occupancy and each one of those rooms has only one occupant (and we know not everyone sleeps alone) that means that each day there are at least 500 visi- tors in our city. Surprised? Most people are. In 2008 those visitors brought $598 million dollars in direct travel spending to Solano County and employed 7,100 people. Page 2: Redesigning Leadership Vacaville CHAIRMAN’S CIRCLE · budget and is robbing our city and schools of voter approved,constitu-tionally protected dollars, greatly impacting local services

Keeping a balance betweenexpressing and explainingthe negative issues affectingthe financial health of our

community (as I see them) with apositive call to action, was somewhatof a challenge for me this month. There are many positives to me wear-ing a few different hats, figurativelyspeaking. As a former businessowner, current Council Member,Executive Director of the SolanoCounty Library Foundation andChamber Chair, I have a uniqueopportunity to see and understandissues from many angles and gatherinformation from diverse and some-times opposing perspectives before coming toa conclusion, making a decision or giving a rec-ommendation. This article will be focused onEconomic Development issues and how criti-cal these issues are to building and maintain-ing a prosperous and healthy community forVacaville.

Economic Development does not existwithout the sustained and concerted actionsof policymakers and business and communityleaders. It also requires all people within thecommunity to be aware of the issues thatthreaten their prosperity so they can takeappropriate action when those issues surface. At the end of the day, we the people ofVacaville determine our standard of living andeconomic health by the actions we take indi-vidually and collectively.

As I mentioned in my previous article, when local business is healthy unemploymentis low, tax dollars are generated to pay for serv-ices we all want and need, and discretionaryspending is multiplied many times overthroughout the community. We have several

issues threatening the prosperity andhealth of Vacaville. A few of thoseinclude:

California will not balance itsbudget and is robbing our city andschools of voter approved, constitu-tionally protected dollars, greatlyimpacting local services and the abil-ity to respond to the needs of ourcommunity. The State’s lack of fiscalaccountability and managementaffect the quality of life for every res-ident of Vacaville, every establishedbusiness, and anyone wishing toopen a business in Vacaville.

California continues to passunnecessary (but politically correct)

regulations that place a financial burden onsmall business and corporations alike, all thewhile growing the bureaucracy necessary tomonitor and enforce such regulations. Thestate examples are too numerous to list, butrecently watching my daughter and son-in-lawgo through the process of opening a businessin Vacaville has certainly hammered it home ina personal way. City staff has been great andworked hard to assist with the state require-ments, but the bottom line is that our state as awhole is not business friendly.

Vacaville residents buying goods and servic-es elsewhere when the goods and services canbe found in Vacaville affect our communityseveral ways. Business suffers for lack of rev-enue; residents suffer because sales tax thatwould normally be collected to provide cityservices is lost. We need to be more mindfulto shop local.

Unemployment and under-employment fig-ures are lower in Vacaville than most in ourcounty, but they remain high for a city desiringto be healthy and prosperous.

We can do something about these threatsto our prosperity and health. Strengtheningand growing business is a big part of the solu-tion. Removing the barriers will only happenwhen you require your representatives to treatbusiness as a valuable resource and vote forstate and local representative who understandthat a healthy business community is vital to ahealthy and vibrant community overall. Finally, please take the time to talk with your friendsand neighbors about shopping local. Whenyou do, we all win.

Sincerely,Dilenna Harris

L eadershipVacaville Class of2012 recentlyannounced the

donations of $10,000 tothe Vacaville Boys andGirls Club and a $4,000donation to the SolanoCounty Farm BureauScholarship Fund.

The current classwas charged with cre-ating a communityevent that would raisefunds for a local non-profit.After someresearch and discussion, the class

decided to raise muchneeded funds for thesewell deserving nonprof-it organizations in ourcommunity.

The class membersdecided to use theHeart & Soul theme ofpast classes and add atwist. They titled theirevent A MidsummerNight’s Harvest. It wasa ticketed event thatfeatured locally grownproduce and meats, tastings from local

restaurants, beer and wine, per-

formances by 48 Straight and theCharlie Wade Blues Band, alongwith a live and silent auction.Thiswas a fantastic event and I alongwith the hundreds in attendanceenjoyed every aspect from thefood and the auction to the enter-tainment and the venue. What Iloved most, was seeing the satis-faction on each LeadershipVacaville team member’s face asthey came to the conclusion thatall their hard work had paid offwith a fun and successful evening.

This combined donation of$14,000 to both of these nonprof-its was announced at the gradua-

tion reception for the LeadershipVacaville Class of 2012 on July 18.This year’s Leadership Vacavilleclass did an exceptional job ontheir community project. All 15 ofthem banded together and werecommitted to a successful event, and that is exactly what they got. Ithink they would all agree theyexceeded their own expectations.

Leadership Vacaville – a pro-gram coordinated by the VacavilleChamber of Commerce and spon-sored by NorthBay Healthcare –has a mission: to educate ourarea’s emerging leaders about thesocial, political and economicissues that affect Vacaville’s stan-dard of living and quality of life.

by Charles Eason, Director ofthe Solano College Small Busi-ness Development Center

The U.S. Small BusinessAdministration (SBA) hasjoined with the Departmentof Veterans Affairs (VA) and

the Department of Defense (DoD)to launch a training program fortransitioning service members andveterans to help them becomeentrepreneurs and create jobs.Operation Boots to Business: FromService to Startup is a national ini-tiative that will be piloted with theU.S. Marine Corps and thenexpanded to all services.

Each year, more than 250,000service members transition out ofthe military. Many have faced con-stricted employment opportunitiesduring the economic downturn. In2011, the average unemploymentrate for post-9/11 veterans aged 18-24 was 29.1%; the unemploymentrate for all veterans was 8.3% in2011.Transitioning veterans are nat-ural entrepreneurs who possessthe skills, experience and leader-ship to start businesses and create

jobs.Veterans make up a large num-

ber of successful small businessowners. Nine percent of small busi-nesses are veteran-owned.These2.45 million veteran-owned busi-nesses employ more than 5 millionindividuals. In the private sectorworkforce, veterans are more likelythan those with no active-duty mili-tary experience to be self-employed.

SBA will be providing compre-hensive training materials specifi-cally geared toward transitioningservice members. SBA partnerswill coordinate training and servic-es at military bases around thecountry, delivering a face-to-faceintroductory entrepreneurshipcourse. In addition, an intensiveeight-week online business plan-ning training will be provided bySyracuse University and its affiliat-ed university partners for thoseservice members who choose tocontinue to pursue entrepreneur-ship after the face-to-face introduc-tory course. After the training, service members and veterans willbe referred to SBDCs,WBCs,

SCORE chapters and VBOCs for fol-lowup counseling and training.

The program will pilot in fourlocations: Quantico,Va., CherryPoint, N.C., Camp Pendleton, CA.,and Twenty-Nine Palms, CA. It willbe expanded across the nation dur-ing fiscal year 2013 with the goalof providing entrepreneurial train-ing and awareness to transitioningservice members from all branchesof the military. For more informa-tion on Boots to Business trainingprogram, and on how to take partas a transitioning service member, please visithttp://www.sba.gov/bootstobusi-ness.

With Travis AFB in our backyard, the Solano College Small BusinessDevelopment Center stands readyto assist these services membersand veterans should they choose totransition to becoming entrepre-neurs.
