Voting in the Annual Election for the Board

of Directors will be conducted online and voting begins Monday, May 27, 2019. To vote you must be enrolled as a Radisson member (as of May 17), at least eighteen (18) years of age and in good standing. The 2019 Election Ballot will be available for online voting until June 5. For complete details, please see Page 3. We will post a reminder on the Association News channel when voting begins. A link to the 2019 Election Ballot will be included in that post.

On behalf of the Nominating Committee and Governance Committee, I encourage you to take the time to vote for the can-didates running for a seat on the Board of Directors. Voter turnout can typically be low during a year when there is an uncontested elec-tion. We must receive a minimum of 100 (one hundred) eligible bal-lots in order to achieve a quorum. The Nominating Committee asks that you please take the time to submit your vote!

As a reminder for residents that live on a cul-de-sac, the property located in the center of the cul-de-sac is considered RCA Common Property. Therefore, this parcel is maintained by the Association and Common Property rules apply to this area. Yard waste cannot be placed there. Maintenance staff will only pick up yard waste placed on residen-tial property. Vehicle parking on the grassy area is prohibited. We have had instances where the

maintenance staff cannot mow a cul-de-sac due to a vehicle being parked on it. When this happens, they continue on to their next mowing location and that area cannot be mowed until the fol-lowing week, as per the mowing rotation schedule. Parking on any Common Property is a Violation of the Architectural Standards Guidelines and the owner of the vehicle may be issued a Violation Notice. Please be advised that after July 1, the Architectural Standards Dept will begin issuing such Notices to vehicles parked on the cul-de-sac. Last, but certainly not least, pet owners are asked to please be courteous to your neigh-bors and pick up after your pet.

To be able to use the pool this year, all Radisson Photo IDs need to have an “RCA 2019” sticker on them. The sticker can be obtained by having your membership con-firmed at the RCA Office or at the Pool desk. To make entry into the pool as quick and easy as possible, we encourage enrolled members to get “pre-stickered” at the RCA Office, as the line can sometimes be long at the Oberon Pool. If you are new to the com-munity and do not yet have a Photo ID, we suggest you utilize one of our “Preferred Photo ID Sessions” to expedite the pro-cess! On Saturdays and Sundays, through mid-July, a designated staff member will be at the pool to verify membership and take residents’ photos. This will make the process much smoother than in the past and ensure that you get through the line quickly to enjoy more time poolside! Preferred

Photo ID hours are 1pm – 5pm, weekends only. If you can’t make the Preferred times, you can have your photo taken at the pool any time during Open Swim hours. In either case, your membership will be verified, photo taken and you will be given a temporary pass. Your official Radisson Photo ID will be mailed to you within a week or so. Please note: you do not need a new Photo ID each year. Your Radisson ID is valid as long as your name and address are still current. All that is needed is an annual sticker.

We are already finalizing details for many of our summer events. Our largest and most pop-ular one is our annual Founder’s Day celebration, which this year will celebrate the community’s founding 45 years ago. This family-friendly event, with food, music and fireworks is something many residents plan their vacations around. This year, Founder’s Day will be held on Saturday, August 10 (rain date August 11) and we are inviting local businesses to be sponsors. If you or your business would like to be a Founder’s Day sponsor, please contact Lisa at [email protected]. We appreciate community spon-sorships, as they help us to defray costs to put on events such as this. However, we do limit sponsor-ship opportunities, so that it does not become too commercialized. Please see details on page 4.

One of the budget items in our 2019 Capital Budget was for the completion of an ADA-compliant restroom at the Oberon Pool. I’m pleased to inform you that this

project was completed ahead of schedule and will be ready for this year’s pool season. A large storage room, near the lifeguard’s office, was converted into an ADA-compliant, family restroom. Other items, such as new life-guard chairs, have also been put in place. Although this rainy, cool spring doesn’t make many of us think about swim season, when the warmer weather gets here the Oberon Pool will be ready to go!

The rainy weather has also caused delays in our daily mow-ing schedule. Most common areas are extremely wet. Unlike pushing a mower across your lawn that weighs about 100 pounds, the mowers that we use to mow the common areas weigh about 1,500 pounds. If the ground is too wet, it would be impossible to mow without making unsightly damage to the ground. As soon as it can be done without causing damage, or having machines get stuck, those wet areas will be addressed. We thank you for your patience.

In turn, we realize that res-idents may also be having dif-ficulties getting their properties mowed amongst the puddles that the rains have created. As of the writing of this article, with addi-tional rains being forecasted, the Architectural Standards Dept will not be processing any Violation Notices for {lack of} lawn mow-ing until June 1. If property own-ers are able to mow their lawns, it would be greatly appreciated. However, for those in especially wet areas, and where mowing would cause damage to the lawn, we hope this extension will help.

As per the Radisson Declaration of Protective Covenants, Conditions and Restrictions, (Radisson Declaration) property owned by the Radisson Community Association is Common Property. RCA Common Property is under the jurisdiction of the RCA Board of Directors. It is its responsibility, which the Executive Director enforces on its behalf, to ensure that the Common Property is not used for unauthorized purposes (i.e. driving ATVs on open land) or main-tained by anyone other than RCA personnel (i.e. mowing areas near your own personal property). Every Resident and Owner has a non-transferable privilege of enjoyment in and to all Common Property for so long as s/he shall be a Resident or Owner in good standing. Certain areas that the Association owns may be maintained, such as: the playfields, along the pathways, the medians, etc. while others will remain in their natural state. While the Association makes every attempt to keep the Common Property areas safe, residents should be aware that there may be naturally occurring dangers in the wooded areas and elsewhere on other Common Property.

POOL RULES• Children under the age of 12 must

be accompanied by a parent or respon-sible person 16 years or older. • Oberon Pool Staff will administer the Beginners Swim Test (BST) to anyone age 12-14 entering the pool without a parent; chil-dren this age may enter unattended only AFTER passing the BST. • ONLY swim diapers (specifically designed for use in water) are to be worn in pool; regular diapers are NOT allowed. • No inflatable toys, fins, toys, etc. are allowed in or around the main pool. Exceptions may be

granted during special events. • GLASS, ALCOHOL, TOBACCO, INTOXICANTS and SMOKING are prohibited anywhere in the pool area or its entrance. Persons who appear to be under the influence of alcohol or narcotics will be denied admis-sion. • A 15 minute adult swim period is scheduled every hour for adult swimmers and parents with infants and toddlers (age 0-5). Others must exit the water dur-ing this time.

Hours subject to change based upon weather conditions and staff availability. *Adult Swim and Parent/Infant Swim (only for young children who cannot swim on their own, accompanied by a parent). **Lap Swim is exclusively for adults (age 16 & over) to swim laps.

Voting in 2019 Board of Directors Elections

As per R e s o l u t i o n

#971, the following regulati ons shall govern the 2019 RCA Board of Directors Electi on:

1. The Voter Membership Deadline Date for enrolled Class A members is May 17, 2019.

2. Class A members must login to the Members Only side of the Associati on’s website, www.radissoncommunity.org. The 2019 Electi on Ballot is on the RCA Electi ons page.

3. Residents Enrolled as Members must complete the 2019 Electi on Ballot.

4. Votes may be cast for no more than four (4) candidates from the list of candidates on the ballot.

5. For residents without computer access, a computer will be made available in the RCA Offi ce to uti lize for

voti ng purposes during normal RCA offi ce hours May 28, 2019 through June 5, 2019.

6. Ballots not conforming to these regulati ons shall not be counted. The four (4) candidates with the greatest number of votes shall be declared the winners and announced at the Annual Meeti ng.

Like all forms of government, New York State sets its policies

and priorities through the annual budget process. This article focus-es on some of the ways the 2019 State Budget may affect New York counties.

The State voted to repeal the Energy Service Company (ESCO) Sales Tax Exemption. This elimi-nates the exemption for business customers of independent retail energy companies. By taking away this exemption, the State estimates it will increase sales tax collections by $98 million. While I am uncertain if this will level the playing playing field in the retail energy arena, I am positive it will

affect the cost of doing business in our state.

The adopted Budget also attempts to level the playing field for retailers on the World Wide Web. The new “Internet Fairness Conformity Tax” requires large internet marketplaces like Amazon and eBay to collect sales tax from all vendors that use their platform. New York is imposing this tax on marketplace providers with more than $300,000 in gross receipts of sales or facilitated sales. The State projects $120 million in new rev-enue for counties from this inter-net sales tax. $120 million sounds good but, not so fast…

As the State was raising rev-enue in the initial budget, it eliminated $59.2 million in Aid to

Municipalities (AIM) funding. After significant pushback from coun-ties, towns and villages, the state restored AIM funding with a big catch. Beginning in June, counties’ share of the new internet sales tax collections will be used to make towns and villages whole on AIM funding. While we are genuinely happy about this result for our partners in towns and villages, we estimate this will cost Onondaga County $1.6 million—but for the sakes of our local municipalities, this result is worthwhile.

Lastly, this budget contains a series of election reforms with one-time implementation funding for counties. Most significantly, the state adopted an early vot-ing initiative which provides for

in-person voting up to 9 days prior to an election. In the County Legislature, our first concern is the cost of these changes beyond the first year—technology, main-tenance, staffing of polling places, etc. We’re hopeful the funding will be included in future State bud-gets; otherwise this will be anoth-er unfunded mandate, among other things.

As with every State budget, the County will know more about its full impact over the next several months.
