The RCA provides curbside pick-up of brush, twigs and small yard waste generated by routine property maintenance or tree trimming done by homeowners. Yard Waste Pickup service consists of several phases and schedules, changing with the season. Announce-

ments and specific dates are posted each year.

In 2015 residents were asked to par-ticipate in a

community survey to provide the Board with their input as to their desired direction of the community. A large number of Members participated, provid-ing the Board with a great deal of pertinent information. The main item that residents expressed concern about was the upkeep of the architectural standards of the community. Residents requested greater enforcement of the standards to hold prop-erty owners accountable for needed improvements.

Since this survey, the RCA Board has taken several measures to meet this objec-tive. Their first action was to approve additional staffing in the Architectural standards (AsC) department to improve the enforcement process, which includes field inspections, pro-cessing Violation Notices and assessing Fines. While the addi-tional staffing is a valuable asset in this process, another impor-tant tool to help enforce the community’s standards is the ability to assess ASC Fines, when applicable, to help encourage residents to comply.

The RCA/ASC Violation Abatement/Fine Policy (“Fine Policy”) outlines the procedure and fines applicable to property owners that are in Violation of the Architectural standards. The Fine Policy is dictated by the limits set forth in the Radisson Declaration (Article 12), based on the 1975 standards, when the declaration was initially adopted. The RCA Board dis-cussed at great lengths the fact that the fine amounts had not been increased since that time. With input from ASC, the Board determined an increase in the Fine amount was war-ranted. These changes to the Declaration may only be made via a Referendum, voted on and approved by the registered Members of the community.

In 2017, Members of the Association were asked to vote

on a Referendum presented by the RCA Board of Directors regarding the community’s ASC Fines. The Referendum included an increase in the fine amounts, as previously mentioned. it also included a new Class of Violation. This new Violation Class, Blatant disregard, was proposed as a strong deterrent to have in place to dissuade a property owner from blatantly disregarding the AsC approval process. The new fine amounts and the new Class of Violation – Blatant Disregard, were approved via the 2017 Referendum.

Before the new fine amounts and/or new Blatant Disregard Violation could be uti-lized, both needed to be incor-porated into the community’s Fine Policy. The Architectural standards Committee, Board of directors and staff worked diligently on this process over the winter months, with the revised 2018 Fine Policy being approved at the March 28th Board of directors meeting, via Resolution 994. The complete RCA/ASC Violation Abatement/Fine Policy can be viewed on our website, www.radissoncom-munity.org. To provide residents with an overview of the Fine Policy, including the different Classes of Violations, timeline and fine amounts, we’ve created a flowchart which can be found on page 3. This flowchart will also be available on our website.

in addition to reviewing and providing input regarding the Fine Policy, the AsC also dedicat-ed its time to review and update the Architectural standards Guides that residents adhere to for property modifications. At March’s Board of Directors meeting, Resolution #993 was approved by the Board to Approve the Revised ASC Sign Policy, the Architectural Standards Guidelines for Single-Family Homeowners and the Architectural Standards Guidelines for Attached Unit Homeowners. These docu-ments can also be found on our website and serve as a reference for project planning.

The Architectural standards Committee (AsC) is a group of dedicated volunteers, as well as staff liaisons, who work to protect the architectural stan-dards, integrity and harmony of the community. They meet year-round, holding two meet-ings per month from April – October. On behalf of the Board of Directors, I’d like to thank the ASC Members for their service to the community.

I think it’s safe to say that many of you have heard about and/or participated in what is commonly referred to as the Radisson Neighborhood Garage Sale, though it is not sponsored by or sanctioned by the RCA. however, not many people are aware of the history of this event. several decades ago, when the community was in its initial stages, a group of resi-dents thought it best that those interested in having a garage sale try to do so on the same weekend, to minimize traffic in the community to just one weekend a year. They settled on the Saturday of Mother’s Day weekend. A local real estate firm saw this as an opportunity to bring visitors into the commu-nity, which helped to showcase houses for sale. They sponsored the event by placing local ads to promote it, as well as provid-ing refreshments and balloons (which participating homeown-ers tied onto their mailboxes). The realty company eventually stopped sponsoring the event, but the tradition was already well ingrained in the commu-nity, and it continued.

in recent years, garage sale “day” has exploded into Friday and Saturday, with “early-bird shoppers” scoping out prospects on Thursday. The traffic has become increasingly problem-atic, causing serious safety con-cerns. in certain sections of the community, cars park on both sides of the street, many times blocking a resident’s driveway and blocking intersections. Traffic is often at a complete standstill, with law enforce-ment’s assistance required

to undo the congestion. if an emergency situation were to occur, it would be very difficult for an ambulance, firetruck or law enforcement personnel to be able to reach the person or property location quickly. School buses have also gotten caught up in the traffic jams, while try-ing to safely transport children home from school. i have also been informed that the postal service will no longer be able to adjust delivery days/ times to avoid traffic congestion. if they are not able to reach a mailbox and/or enter a road due to standstill traffic, mail delivery will be delayed until the next regular delivery day (saturday or Monday).

Although this is not an RCA sponsored event, the increased safety concerns have made it imperative that these safety issues be addressed. Recently, Board President Bill Lester and I met with Town Supervisor Joe Saraceni and representa-tives of several emergency response organizations (GBAC, Belgium-Cold Springs Fire Dept, Onondaga County Sheriff’s Dept) as well a representative of the Baldwinsville School District to discuss these safety concerns and options avail-able. it was determined that select streets, where traffic congestion has been noted as being the most serious, should be limited to one-side of the street parking on the Friday and saturday immediately preceding Mother’s Day.

As these are Town roads, this is something that can only be done with the Town’s approval. With input from all agencies noted above, the Town of Lysander Board voted to approve a No Parking Ordinance for one-side of the street for the roads listed in the Town Resolution. For a list of the streets affected, please see Page 3. We will be working with the sheriff’s dept to determine which side of the street should be deemed as No Parking. Once determined, the RCA mainte-nance staff will erect the no

way, parking on drakes Landing Road is an option. Parking on Common Property, as always, is prohibited and those offenders will be towed, as well. Safety of our residents must be consid-ered above all else. We thank you for your patience and your assistance in this extremely important matter.

Town Supervisor Saraceni recently informed me that Drakes Landing Road is sched-

uled for additional road work this year. The road will be oiled and stoned sometime this sum-mer. It will then be given a time to settle, then the street sweeper will clean up any loose stones. After that process, the road will then be fog-striped. He expects the work to be com-pleted around September.

Town of LysanderLocal Law Number 2 of the year 2018.

A local law amending Chapter 129 entitled "Vehicle and Traffic" of the Town of Lysander.Be it enacted by the Town Board of the Town of Lysander ("Town Board") as follows: Section One (1). PURPOSE AND INTENT.This Local Law provides for an amendment to Chapter 129 entitled "Vehicle and Traffic Law" relative to parking regulations on

the following streets: Oak Brook Road, Twin Flowers Road, Van Wie Drive West, Alletta Circle, Corlear Drive, Van Wie Drive East, Madeleine Drive, Briar Patch, Reston Drive, Grey Birch, Stanford Drive, and Marinus Drive.

The Town Board accordingly desires to amend section 129, specifically Article iii, sections 44 of the Town of Lysander Code, to adopt and approve the same pursuant to its authority to rule or regulate the same under (NYS) Vehicle and Traffic Law Section 1682 and/or under its Home Rule Authority.

Section Two (2).Article III, Section 44 is hereby amended to read:Parking shall be prohibited on the Friday and Saturday immediately preceding Mothers' Day each year from 7:00 AM to 7:00

Everyone had a great time at this year’s Easter Party! More than

75 children enjoyed hunt-ing for Easter Eggs in Bunny’s Backyard, decorating a ceramic pot, following bunny’s foot-prints on an obstacle course, visiting AirFX Body Art for a face painting or tattoo and getting photos taken with the Easter Bunny. A special thanks to the Recreation Committee for planning this event. Thank you to Phoebe Cannon, Elaine Ceresko, sue dietrich, sharon hayford,

donna Lindner, Colleen Lorenzo, Lisa Maring and Vicki smith for helping with the party. Also, special thanks to our youth volunteers Josh, Ruby, Sarah, Maren, Madison, Olivia, Zach, nicole, Jada, Erika, Kenna, Ryan and Delaney for volun-teering their time.

With the weather fi nally warming up and the sun shining bright brings much excitement into our nursery school. The warm up in our weather has allowed our nursery school children to grab their coats and head outside for some much needed fresh air.

Our two year old classroom enjoyed listening to the sounds of nature while out on their walk. Being able to get some fresh air and see the birds fl ying about is as exciti ng for the teachers as it is for the toddlers.The children are also enjoying the comfort and play with their peers more and more.

April is such a fun month in our 3’s and 4’s classroom as we conti nue to engage and explore diff erent themes throughout the classroom.

In our 3’s classroom we have fun during constructi on week and most recently the children came into school dressed up as their favorite superhero and princess for Princess & Superhero week. This type of play allows children to use their imaginati on and express themselves in a way that is fun and safe to do. Also, theme days allow the teacher to teach a variety of skills and concepts based on the category, which helps the children make more meaningful connecti ons.

April is also when our head 3’s teacher meets with our parents for parent-teacher conferences. This ti me is always special for our staff . We are able to explain and show just how well their child has adjusted to our preschool program and the progress they have made, and conti nue to make, emoti onally and academically. We really appreciate and treasure our RNS families support.

Our 4’s students have had such a busy month with pirate day themed and most recently wild, wild west and camping theme days. during our pirate themed days, children created pirate hats in art, as well as, a pirate painti ng using their hands!!! For camping themed days the children were able to read books in a tent and tell camp stories around the “campfi re”. The children were even able to grill up some hot dogs in the 4’s play kitchen. It warms our hearts when we hear children say, “I have never been camping, but now I have.” This is the reason why we have days like this, so children can have these memorable experiences, while sti ll learning.

Summer Programs Sneak PeekSwim Lessons

There will be two sessions of lessons this summer: July 9-July 20 and July 23 – August 3. Each session is two weeks long, with classes held Monday – Friday. $40/ses-sion (resident rate)

Summer Recreation Program5 weeks of outdoor activities for Radisson kids! Program for children

in Kindergarten through 7th grade. June 25 – July 28. $75/ child or $120/family.

Water AerobicsAdults exercise and socialize at Oberon Pool. Two 4-week sessions:

June 25-July 20 and July 23- August 17. 8:30-9:15am, Mon – Fri. $35/session.

Oberon PoolThe pool is scheduled to open May 26 at 12pm. Please note the

planned repairs may postpone the opening this year. On saturdays and Sundays, special time is set aside for Parent/Infant Swim and Adult Lap swim from 10am-12pm. see schedule for other special programs.

Radisson Photo IDA valid Radisson Id Card is required for each resident over age 5 to

enter the pool. Photos for cards are taken at the pool, during open swim hours.

In addition to these Radisson programs, we will have information about local Tennis Lessons, Golf Lessons and a Parent and Tot program. Look for details in the next issue of Reflections.

As of October 1, 2005, the Radisson Community Association will levy an Amenities Equalization Assessment (AEA) to the Purchaser of a Radisson Community, residential property. The purpose of the AEA shall be to expand and/or improve common areas and common amenities.

The AEA is calculated at .25% of the purchase price of the residential property. This will apply to new homes as well as existing homes and is payable at the time of closing. Payments are to be made out to the Radisson Amenities Fund and be sent directly to our community office at 3128 Amesbury Drive, Baldwinsville, NY 13027.

Exemption from the fee is granted if either of the following applies: a Purchaser who has been the Owner of another Residential Lot which has served as said Purchaser’s principal residence for two consecutive years immediately preceding the purchase of the subject Residential Lot, provided said Purchaser sells the other Residential Lot within 90 days; or a Purchaser who has been a full time resident of an apartment within Radisson during the entirety of the two consecutive years immediately preceding the purchase of the subject Residential Lot.

Ameniti es Equalizati on Assessment Noti ceThe Radisson Community Association, Inc. (RCA) requires that prior to the resale or refi-

nancing of an existing home in Radisson that a Certificate of Compliance (C of C) inspection be made. The purpose of the C of C is to provide all parties reasonable assurance that the property is free from any architectural standards violations of the Radisson Declaration of Protective Covenants, Conditions and Restrictions (Radisson Declaration). The C of C and a statement of the property’s annual assessment account should be requested ten (10) days prior to closing.

For property resales and/or refinance, effective January 1, 1999, the measurement of the finished area of the house must be confirmed. To allow adequate time for the staff to com-plete this requirement, the seller’s attorney must request the C of C 14 days prior to closing.

As of April 1, 2015 the fees are as follows:*A seventy ($70.00) dollar Certificate of Compliance (C of C) inspection and processing

fee is charged by the RCA to the requesting attorney or the owner of the property making such a request. Please insure that this fee is explained to the buyer and seller as well as the purpose of the inspection.
