• To assist beneficiaries countries to converge with the EU

Environment and Climate acquis

• Provide a network of experts from beneficiary countries

and EU Member States on convergence issues

• ECRAN builds on its predecessor RENA

Means: Studies, Workshops, Practical Training, High Level

Events, Progress Monitoring Exercise, etc.

Environment (and other relevant line Ministries) of

• Bosnia and Herzegovina,

• Turkey

* This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ opinion on the Kosovo

declaration of independence

Ends and means Working Group 1: • Aligning policies with climate acquis

Working Group 1 - 1. Capacity building on modeling, scenario development

Particular emphasis will be put on harmonising

approaches and building capacity for:

– assessment of policies and measures

– development of modelling aided scenario

work for EU and UNFCCC reporting

requirements,

– assisting development of strategies (e.g. Low

Emission Development Strategies)

Working Group 1 - 1. Capacity building on modeling, scenario development

ECRAN will implement the following steps until

the end of 2015.

– Step 1: Regional assessment of capacities for

modeling and scenario development

– Step 2: Regional Training workshops on the

development of climate policies. Special attention will

be paid to the models applied in the EU for climate,

energy and transport policy development, also in the

framework of the 2020 targets, the 2050 roadmap and

the 2030 Framework.

reduction scenarios until 2030

• Start from Results of RENA MMD Working Group on the CRF Sector 1 (2009 Combustion fuels were filled by all countries)

• Selection of National teams/experts and support team

• Selection of model or models to be used (uniform approach)

Regional Modeling Exercise

• Three scenarios to run with selected models for CRF 1 (> 80 % of all GHG emissions in the region) – Scenarios to be modelled:

• Without measures

• With measures (EU 2020 climate-energy package related

policies)

• With additional measures (policies enabling to reach 2050

decarbonisation target)

• TNA will be in February/March

– Preparation of outline programme and questionnaire by end of January 2014

– Mission to all ECRAN beneficiaries in February March (Jozsef, Agnes and Imre)

• Results translated into

– a detailed modeling pilot exercise

– Three technical expert training workshops

Working Group 1 - 3. Climate Policy Development and

climate awareness building

• To aid the regional modelling exercise, national high

level seminars will be held in the ECRAN beneficiaries

based on identified priorities, needs and circumstances

• The High Level Seminars will focus on modelling and

scenario work, development of national climate

strategies, as well as defining GHG targets, the 2015

international climate agreement as well as the expected

EU 2030 climate and energy framework.
