For safety reason, CAMS ( Cambodia Airport management Services): • Has installed two weighing scales for the export cargoes
meaning that all cargoes will be weighed 100% and immediately after discharging from the trucks and another smaller scale for the express cargo. • For security, CAMS has installed two X-Ray machines and x-
ray 100% over the export cargo while permitted to launch into the bonded areas and controlled by the private company MPA instead of CAMS’s own staffs.
Security Cargo- Cambodia Phnom Penh Autonomous Port (PPAP)
• In 2009, Automatic Identification System (AIS) was installed between PPAP and border of Cambodia – Viet Nam; one is located at the Terminal TS3 in Phnom Penh and the other one is located in Neak Leung, Kandal Province. • is an automatic tracking system used on ships and by vessel traffic services (VTS) for identifying and locating vessels by electronically exchanging data with other nearby ships, AIS base stations, and satellites. • When satellites are used to detect AIS signatures then the term Satellite-AIS (S-AIS) is used. AIS information supplements marine radar, which continues to be the primary method of collision avoidance for water transport. Under AID from MRC, PPAP installed the AIS (Automatic Identification System) which controls all vessels traffic along Mekong river.

In order to be secure and safe the vessels as well as cargo throughput and stock in the port, PAS has installed the equipment as below

Security Cargo- implement in Cambodia
• However, Cambodia has implemented cargo security but the real practice is not yet safety 100%. In this case, it already happened in Cambodia about cargo stolen.
• Have some garment containers are being stolen during
transportation, those happened since 2008 and also recently.
• Steal the entire cartons inside container or take the garments out and put the empty cartons back in the container.
• The stolen container arrival destination with their security seal intact.

•Completed & Submit an application form for cross border transport permit to ( N.T.T.C.C) along with :
1. Vehicle License 2. Driving License 3. Certificate of Technical Control of Vehicle 4. Letter Confirm of Business CBT 5. Insurance License 6. Patent Note: There is no specific requirement as to whether a
comprehensive or 3rd party insurance is needed.

The Bilateral Road Transport Agreement (BRTA )is not fully but partly implemented. This is because: • There is no issue with the technical
requirements of vehicles such as maximum length & width.
• Cambodian truck drivers may drive anywhere inside Vietnam.
• No temporary importation procedure is needed, only a cross-border permit is needed for the truck to enter Vietnam.

However, a vehicle insurance is not legally enforced and it cannot be bought at the border. • The customs department is not open 7 days week. Current working hours are: (i)- Week-days: 7am to 11-12pm & 2 to 5-6 pm (ii)-Saturdays: 7am to 11pm (iii)-Sundays: Closed • The average clearance time is quite long (4-5 hrs & 30
mins for trucks & buses respectively). • There is no suitable area for CCA. • No yet implementation of SWI & SSI.
• Both imports & exports are inspected by the customs and
relevant authorities.

There are 3 MOUs: • MOU 1 called “MOU on the Initial Implementation at
Aranyaprathet-Poipet for facilitation of Cross Border Transport of Goods & People” done at Kunming, China on the 4th July 2005.
• MOU 2 called “MOU on the Exchange of Traffic Rights for Cross Border Transport through Aranyaprathet-
Poipet” done at Vientiane, Laos on 30 March 2008. • MOU 3 called “Addendum to the MOU on the
Exchange of Traffic Rights for Cross Border Transport Through Aranyaprathet-Poipet” done at Phnom Penh, Cambodia on the 17th September 2009. The implementation itself started on the 14th June 2012.

• Restriction of rights of Cambodian transport operators to establish their branch offices in Vietnam.
• Need a piece of land that is big enough for
the Common Control Area (CCA). • Not yet implementation of SWI & SSI. • There is a transit fee ($100/20” &
$125/40”containers respectively for trucks going through Cat Lai port of Vietnam.

• Limited routes designed in the Protocol I of the GMS CBTA.
• The border crossing point between Poipet
– Aranyaprathet is too narrow & congested for goods vehicles to pass through.
• The current quota of 40 vehicles can be very limited.

The demand for transport is quite low. • There is no goods vehicle through the Trapeang Kreal
border gate. • Few buses are in operation at the moment (with
limited number of passengers).
