A New Regional Boating facility for the South Eastern region of Port Phillip.
• Asofthe30thJune2013,therewere11,956recordedregisteredmotorboatuserswithinthepeninsularegion.

• Thereare2dedicatedboatlaunchingfacilitieswithinFrankston.ThesearelocatedatOliversHill,andKananookCreek.Informalboatlaunchingoccur'satFrankstonYachtClub.
• OtherrampsintheregionincludeoneatPattersonRiverandoneinMornington.
• TheclosestSafeHavensareatSandringhamandSafetyBeach,butbothoftheseareprivatefacilities.
• FrankstonBeachrecordedthehighestnumberofvisitationsofanybeachinPortPhillipin2013with83,946visitors.Ithasbecomeapopulardestinationforswimming,boatingandwaterrecreation.
The eastern shores of Port Phillp are seriously under supplied for places for boats to take refuge in dangerous conditions with no public safe refuge for boats between St.Kilda and Blairgowrie.

• FrankstonishometoAustralia'sfirstCoastGuard
• TheAustralianVolunteerCoastGuard(AVCG)inFrankstonisaregisteredtrainingorganisationwithapproximately40members.
• Itconductsover50rescue'speryear,andareonthewaterforapproximately80to100daysperyear,coveringacoastalareaof400squarekilometre's.
Issues• ThecurrentCoastGuardbuildingis
nolongerfitforpurposeanddoesnotaccommodatethemainrescueboat.
• ItiscurrentlylocatedatCarrum,9.5kmsaway.The fastest response to an emergency rescue is 35 minuteswith an average response time of 45 minutes.
• Swimmerscurrentlycontestwaterwithmotorcraftwhichisprovingtobeasignificantmarinesafetyrisk.
• Therearecurrentlyno"allweather"launchingfacilitieslocatedwithinthesouthernregionofPortPhillipBay.

Council's solution is to provide an "all weather" boating facility to address :
• TheexistingCoastGuardbuildingwhichisnolongerfitforpurpose.
• Responsetimestomarinesafetyevents.• ThestabilisationofOliversHill.• Opportunitiesforretailtradeinthe
region.
The proposal includes:
• AnewCoastGuardBuildingwithstateofthearttrainingfacilities.
• PermanentmooringforCoastGuardvesselswhichwillimproveresponsetimestoemergenciesbymorethan50%.
• Roomsforeducationforsafeboating practice.
• ACoastGuardmuseumandgiftshop.
• OpportunityforCafeandrestaurant.
Other public facilities include:
• Meteredboatmoorings.• Toiletfacilities.• Boatramps.• Carparking.
