Context

All MS are concerned, ESIF touch upon a wide spectre of policies

ESIF can have a big impact on stimulating growth. In many countries a significant share of public investments (up to 90%)

Funds to be spent in line with: -> Sustainable growth, employment, competitiveness-> European Semester-> Thematic concentration

• Who checks the fulfilment of the RIS3 ex-ante conditionality?

1. Member State (central governments), 2. Commission

• What are the key elements for accepting the strategy as "Smart"?

The text in the CPR regulation annex 2 and within this:- Entrepreneurial discovery process was conducted to establish SWOT or

similar analysis and specialisation fields. Analysis has trans-national perspective.

- "Limited set of priorities" defines specialisation fields that are fit to trigger knowledge-driven economic transformation in a territory and are differentiating it from others / diversify existing assets (instead of generic sectors or technologies).

- Focus resources on priorities, not "coffee for all"

An indicative multi-annual plan for budgeting and prioritization of investments linked to EU priorities, and, where appropriate, the European Strategy Forum on Research Infrastructures - ESFRI has been adopted.

Limited number of priorities:coffee for all; too generic
