4. Transportation Policy Board Debrief The ‘At Work’ report for the Transportation Policy Board meeting on Thursday, April 13, 2017 is available on the PSRC website at http://www.psrc.org/about/boards/tpb/tpb-at-work/.
9:40 5. Discussion: Status Reports
Staff will provide a status report on the various funding competitions held in 2017, as well as information on progress reports, project tracking and delivery.
9:55 6. Discussion: 2018-2020 TIP Balancing Staff will provide a status report on the progress towards the final balancing of projects to the estimated annual obligation authority and apportionment for FFY 2018-2020. A proposal will be presented for discussion to finalize this work.
10:50 7. Information Item: 2018 Transportation 2040 Update Information and follow-up reports will be provided in the coming months regarding the status of the 2018 Transportation 2040 update. This will include information on the maintenance and preservation work program, regional capacity projects, financial strategy, and other topics as requested.

Discussion: Regional Centers Framework Update*
Ben Bakkenta, PSRC, provided a report on the Regional Centers Framework Update, including an overview of the
process and next steps. The Stakeholder Working Group recommended alternatives for Board consideration, and
outreach across the region is currently underway. The Growth Management Policy Board will be discussing this
topic through the summer, and the Executive Board is scheduled to discuss and take action in the fall.

Discussion: 2018-2020 TIP Balancing
Kelly McGourty, PSRC, provided a report on the status to date towards achieving the required balancing by year
in the regional TIP. Kelly proposed the next layer of parameters to be applied to continue making progress,
including a consideration of project statuses, multiple phases, county and agency equity, etc. A report will be
provided at the next meeting, and there was consensus that if resolution was not achieved by then through
voluntary measures, the PSRC Transportation Policy Board would need to be engaged.

Status Report: 2018 Transportation 2040 Update
Kelly provided a status report on the Transportation 2040 update, including the work to update the Regional
Capacity Projects list.

Information: Federal Budget Process
A handout was provided summarizing the President’s 2018 budget proposal. Lisa Wolterink, Sound Transit,
summarized for the committee recent comments on this topic by the Sound Transit CEO, indicating that they are
working on a plan to keep moving forward on projects. ________________________________________________________________________________________________________________________________________________
