The Evaluation Committee appointed by Order no. 8 of 06.02.2015 of the Minister of Transport

and Road Infrastructure, present as follows:

Chairman of the Board:

Andrei CUCULESCU - Chief of road development Department, the Ministry of

Transport and Road Infrastructure.

Deputy Chairman of the Committee:

Veaceslav TELEMAN – Interim general director, State Road Administration.

Secretary:

Serghei POLIŞCIUC - Deputy general director, State Road Administration.

Members:

Iurie PAȘA - Deputy general director, State Road Administration;

Ion DRUCEC – Deputy general director, State Road Administration;

Petru TÎMBUR – Chief of internal audit Service, Ministry of Regional Development and

Construction;

Radu ROGOVEI – Deputy head of road development Direction, Ministry of Transport

Registration and Opening of Technical Proposals

After the publication of Invitation for Expression of Interest, 13 Expressions of Interest

were submitted before the deadline set for 14th

of July, 2016, 10:00 AM. During the

evaluation process the Consultants who accumulated the highest score based on the

evaluation criteria were Short-listed and invited to submit their Tecnical Proposals in

accordance with Request for Proposals issued.

Thus, the following Consultants were included in the Short list:

1. Egis International (France) in association with Egis Romania S.A. (Romania);

2. H.P. Gauff Ingenieure GmBh & Co. KG-JBG (Germany);

3. IMC Worldwide Ltd (United Kingdom);

4. ACCIONA Ingenieria S.A. (Spain) in association with ASCOT Engineering Services

S.R.L. (Romania);

5. Roughton International Limited (United Kingdom);

6. Obermeyer Planen Beraten GmBh Munchen Germania Sucursala București (Germany) in

Before the deadline for submission of Proposals stated in the "Request for Proposals" – 14th

* The Short-listed Consultants ACCIONA Ingenieria S.A. (Spain) in association with ASCOT Engineering Services

S.R.L. (Romania), IMC Worldwide Ltd (United Kingdom), as well as H.P. Gauff Ingenieure GmBh & Co. KG-JBG

(Germany), have expressed their decision to not submit their Technical and Financial Proposals for this Project.

Proposals are submitted as required by the documents in „Request for Proposals”, namely:

a) Technical and Financial Proposals are submitted in separate envelopes, sealed;

b) Technical Proposals are submitted in original and two copies and one electronic copy (CD);

c) All pages of the Technical Proposal are sealed by the authorized person.

The Evaluation Committee has decided:

1. To accept all the Proposals submitted in order to be evaluated;

2. To appoint the following members: Confidential for the

evaluation of the Technical Proposals;

3. The results of the evaluation shall be reflected by the Evaluation Committee in the Technical

Proposals Evaluation Report, which shall be presented to the Committee for approval, and to

the European Investment Bank for coordination and approval;

4. Financial Proposals sealed will be delivered to Mr. Polisciuc Serghei for the storage.
