DEVICE TYPE: Light Modules and Luminous Devices

DESCRIPTION:

The models 9 602 Series, 9604 Series, 9616 Series, and 9758 Series aircraft emergency lights are intended for use in aircraft to illuminate emergency exit doors, handles, and pathways. The design and construction of the models is essentially similar. The basic construction consists of one to four light sources contained in a retaining cup (typically aluminum) with an adhesive (typically RTV) and a clear silicone potting gel which is encased in a rigid outer housing or case (acrylic, aluminum, stainless steel, plexiglass), and covered by a lens face plate (typically colored or painted acrylic). The entire assembly is held together by either screws, roll pins, adhesive, or a combination of these methods.

The basic construction of models in the 90(AC) series, DB series, 9099 Series, 9158 Series, 9124 Series, 9149 Series, 9194 Series, 9195 Series, 9196 Series, 9197 Series, 9182 Series and 9183 Series consist of one to several light sources potted with an adhesive, typically RTV, either directly into the housing or in a reflector that is then potted in the housing using an adhesive, typically RTV. The total activity of all light sources that are installed in any one device does not exceed the activity levels specified in 10 CFR 31.7. The construction, dimensions, and the location of the labels for these models is shown in the Attachments.

The Model 9045 (DB/45) device is a comparator, to determine the light output of self-luminous "EXIT" signs with respect to the minimum required by Federal Aviation Administration regulations.

The devices are either mounted directly to the aircraft interior, or are placed into a mounting

recess. The design and mounting of each device is such that the device cannot easily be disassembled

and direct contact with the contained tritium would not be possible without destruction of the device.

The working life for all devices is 20 years.

LABELING:

The devices are labeled in accordance with 10 CFR 32.51 and 32.54.

CONDITIONS OF NORMAL USE:

The devices will be installed on building structures and aircraft, generally on emergency

exit doors in ambient environments. The device will be used in means of egress, pathway, safety and emergency signage or marker type applications.

PROTOTYPE TESTING:

All models listed above were previously approved by the NRC and registered under the name of Safety Light Corporation (certificates NR-1286-D-101-G). The manufacturer indicated that there

have been no problems associated with the use of these devices. In addition, the manufacturer provided prototype test data for several of the devices indicating compliance with the tests required

under 10 CFR 32.101(previously 10 CFR 30.24). Based on the similarity of the design and

construction of the models, the manufacture r stated that all models would be expected to pass the prototype testing required under 10 CFR 32.101.

EXTERNAL RADIATION LEVELS:

The manufacturer reports no detectable radiation at any accessible surface of the device.

QUALITY ASSURANCE AND CONTROL:

SRB Technologies Canada, Inc. holds the BSI Certificate of Registration number FM 64093

operating in compliance with ISO 9001: 2008 requirements. Specifically, the design and

manufacture of tritium filled light sources (Betalights), self luminous signs, markers and

emergency lighting for military, commercial, aerospace and scientific applications. SRB

Technologies Canada, Inc. has an adequate organizational structure and sufficient personnel to

assure that the device is manufactured in accordance with their Quality Assurance Program, which

is on file at the North Carolina, Department of Health and Human Services, Division of Health

Service Regulation, Radiation Protection Section. The Quality Assurance Program covers such areas

as:

1. Quality Assurance Organization;

2. General Quality Assurance Policy; 3. Specifications and/or Engineering Drawing Control and Revisions;

4. Incoming Inspections;

5. Test Procedures;

6. Operating Procedures;

7. Non-Conforming Items Policy (Rejects);

8. Document Control;

9. Equipment Calibrations; 10. Quality Audits and Reports.

LIMITATIONS AND/OR OTHER

SPECIFICATIONS OF USE:

• The device may be distributed to persons generally licensed pursuant to 10 CFR 31.5 or 31.7,

when initially transferred and distributed in accordance with the requirement of

10 CFR 32.51 or 32.53.

• This registration sheet and the information contained within the references shall not be changed

without the written consent of the North Carolina, Department of Health and Human Services, Division of Health Service Regulation, Radiation Protection Section.

• The devices may be installed by the general licensee when following the manufacture r's

instructions.

• The device is not required to be leak tested.

• Handling, storage, use, transfer, and disposal: To be determined by the licensing authority

or as required by

10 CFR 31.5 or 31.7 or Agreement State equivalent.

SAFETY ANALYSIS SUMMARY:

The manufacturer has submitted sufficient information to provide reasonable assurance that:

• The device can be safely operated by persons not having training in radiological

protection.

• Under ordinary conditions of handling, storage, and use of the device, the byproduct material

contained in the device will not be released or inadvertently removed from the source housing, and it is unlikely that any person will receive in any period of one year a dose in excess of 10 percent of the limits specified in Section 20.1201(a), 10 CFR Part 20.

• Under accident conditions associated with handling, storage, and use of the source housing, it

is unlikely that any person would receive an external radiation dose or dose commitment in

excess of the dose to the appropriate organ as specified in the following chart:
