3. BUSINESS OUT OF MINUTES

.1 Abbotsford Development Corporation, Lands at North Corner of Old Yale and Marshall Roads; Parcel A on Eagle Mountain - Development Permit No. 1075 (3020-201 D96-40)

Report No. DEV 96-337 dated November 29, 1996, from the Manager, Current Development, recommended approval of Development Permit No. 1075 for the Abbotsford Development Corporation property at the north corner of Old Yale and Marshall Roads (Parcel A on Eagle Mountain). The subject site is designated as an "environmental" and "form and character" development permit area under the Abbotsford Official Community Plan. The permit would allow for the development of a 97-unit townhouse project with appropriate sediment control and geotechnical assessment.

The owner, Abbotsford Development Corporation, has agreed to the contents of the permit, and surrounding property owners and occupiers have been notified that they may comment on the proposal.

There were no comments or questions.

Moved by Councillor Warawa, seconded by Councillor Wiebe that, as recommended in Report No. DEV 96-337 dated November 29, 1996, from the Manager, Current Development, Development Permit No. 1075, for the Abbotsford Development Corporation property at the north corner of Old Yale and Marshall Roads (Parcel A on Eagle Mountain), be approved for issuance, subject to submission of $37,500 environmental security, $139,315 landscaping security, and $3,875 inspection fee.

.2 V. Korajian, 35120 Delair Road - Development Permit No. 1067 (3020-201 D95-02)

Report No. DEV 96-341 dated December 3, 1996, from the Senior Planner, recommended approval of Development Permit No. 1067 for the V. Korajian property at 35120 Delair Road. The permit would allow for the construction of two four-storey apartment buildings containing a total of 93 units, and varies Abbotsford Zoning By-law, 1996, to reduce the required interior lot line setback from 7.5 m to 6.0 m along the west interior lot line.

Moved by Councillor Wiebe, seconded by Councillor Warawa that, as recommended in Report No. DEV 96-341 dated December 3, 1996, from the Senior Planner, Development Permit No. 1067, for the V. Korajian property at 35120 Delair Road, be approved for issuance, subject to provision of financial security of $44,000 and an inspection fee of $1,000 to ensure completion of the landscaping provisions.

4. DELEGATIONS

.1 J. Ullyot, School District No. 34, "Parent Parking Patrol" Program

J. Ullyot, School District No. 34, chronicled the development of the "Parent Parking Patrol", and presented a 1O-minute video outlining the program. The "Parent Parking Patrol" is a community-based program which targets daily traffic safety problems at schools, and promotes "Safety Over Convenience". Parents form a volunteer committee to patrol the school perimeter at critical times, and talk to other parents in a non-confrontational manner concerning traffic and pedestrian safety. The Abbotsford Police Department and Abbotsford Traffic Safety Advisory Committee both support the program.

Moved by Councillor Warawa, seconded by Councillor Ross, that the delegation of J. Ullyot, School District No. 34, presenting the "Parent Parking Patrol" program, be received, and that the program be endorsed.

.2 T. Strong, City Clerk - Presentation of Senior Certificate in Municipal Administration

Mayor Ferguson presented T. Strong, City Clerk, with a Senior Certificate in Municipal Administration. He commended her achievements, recognizing both her academic qualifications and work experience in the local government field.

In reference to the minutes of the Abbotsford Traffic Safety Advisory Committee meeting held October 16, 1996, it was:

Moved by Councillor Warawa, seconded by Councillor Ross that, as recommended by the Abbotsford Traffic Safety Advisory Committee, parking be permitted in front of the residences on the south side of Blueridge Drive only, east of Valdes Drive, and on both sides of Blueridge Drive, from Valdes Drive, west to the median.

While the Traffic Safety Advisory Committee believed that the current four-lane width of Blueridge Drive allowed ample space for on-street residential parking, there was general agreement that Blueridge Drive was not designed for this use. It was pointed out that speeding is a problem in the area, and some Blueridge Drive residents would like a crosswalk.

The motion was then put and DEFEATED.

Moved by Councillor Warawa, seconded by Councillor Ross that, as recommended by the Abbotsford Traffic Safety Advisory Committee, the City correspond with the Attorney­General and the Minister of Transportation and Highways to express concern that tractor/ trailer units are exempted from being photographed by photo radar units.

Moved by Councillor Warawa, seconded by Councillor Peary that, as recommended by the Abbotsford Traffic Safety Advisory Committee, the City correspond with the Attorney­General and the Minister of Transportation and Highways to compliment the effectiveness of the photo radar program.

The effectiveness and fairness of the photo radar program, as well as the revenue it generated, was discussed. Concern was expressed that the Province should share ticket revenues, especially given recent down-loading of services such as the declassification of highways. It was acknowledged photo radar is generally supported in principle for reducing accidents and injuries; however, the difficulties surrounding the program should be resolved.

Moved by Councillor Warawa, seconded by Councillor Ross that, as recommended in Report No. ADM 91-96 dated December 4, 1996, from the City Manager, a five-year agreement, effective January 1, 1997, be approved for fire protection services to the Sumas First Nation, and the Mayor and City Clerk be authorized to execute the agreement.

.2 Advertising Services for 1997 - Tender (1220-20/192)

Moved by Councillor Wiebe, seconded by Councillor Ross that, as recommended in Report No. 96-65 dated December 2, 1996, from the Purchasing Manager, the tender from the Abbotsford Times be accepted for the provision of "Advertising Services" at the rates outlined in Schedule "A" to the report, for a 12-month period, commencing January 1, 1997.

Moved by Councillor Ross, seconded by Councillor Wiebe that, as recommended in Report No. 96-66 dated December 5, 1996, from the Purchasing Manager: (1) "Starlite Janitors" be permitted to withdraw its tender; (2) subject to police security clearance at the Federal level, the following tenders be accepted for an initial one-year period, and subject to satisfactory annual performance reviews the tenders be renewed for a further two one-year periods: (a) "Everything Clean" for Abbotsford City Hall at a monthly rate of $2,800, plus G .S.T., with zero percent adjustments for years two and three; (b) "Everything Clean" for the Clearbrook Library at a monthly rate of $800, plus G.S.T., with zero percent adjustments for years two and three; (c) "Everything Clean" for the Justice Building at a monthly rate of $1,100, plus G.S.T., with zero percent adjustments for years two and three; (d) "Paradise Building Maintenance" for the Public Works Yard Offices at a monthly rate of $844, plus G .S.T., with a 5% increase for each of years two and three; (e) "Dianne & Don's" for the Police Building at a monthly rate of $2,470, plus G .S.T., with zero percent adjustments for years two and three; and (f) "Mop Magic Cleaners" for Centennial Library at a monthly rate of $230, plus G.S.T., with zero percent adjustments for years two and three.

Report No. FIN 96-67 dated December 2, 1996, from the Purchasing Manager, recommended the award of a tender for five four-door four~ylinder mid-size passenger vehicles to Abbotsford Motorcade. Tenders were invited from 11 automobile dealers, with seven received by the closing date and time.

Moved by Councillor Peary, seconded by Councillor Gill that, as recommended in Report No. 96-67 dated December 2, 1996, from the Purchasing Supervisor, the tender from Abbotsford Motorcade Inc. be accepted for the supply and delivery of five 1997 Chevrolet Cavaliers for a total delivered price of $88,599.50.

.5 Ministry of Transportation and Highways - Reorganization

Council was in receipt of correspondence dated November 28, 1996, from the Ministry of Transportation and Highways, which announced that: (1) 141 arterial highways will be declassified, with municipalities assuming full responsibility for them on April 1, 1997; (2) the cost-sharing program for construction and maintenance of secondary highways is eliminated; and (3) road maintenance grants to municipalities undergoing incorporation or boundary restructuring are also eliminated. The Fraser Highway (IA) will become the City's responsibility on April 1, 1997, and the cost-sharing program for No.3 Road, from Highway No.1 to the Chilliwack border, has been eliminated.

Moved by Councillor Gibson, seconded by Councillor Warawa, that the Minister of Transportation and Highways and Regional office staff be invited to a future Council meeting to explain the Provincial Government's actions regarding the declassification of arterial highways and the elimination of cost-sharing and grant programs.

.6 Abbotsford Seventh-Day Adventist Church 88th Annual A.D.R.A. Ingathering Appeal - Canvassing (0320-01)

Moved by Councillor Warawa, seconded by Councillor Gill that, as requested in correspondence dated November 28, 1996, from the Abbotsford Seventh-Day Adventist Church, permission be granted to conduct its 88th Annual Adventist Development and Relief Agency (A.D.R.A.) Ingathering Appeal from December 10 to 24, 1996, excluding Sundays.

Moved by Councillor Wiebe, seconded by Councillor Warawa, that correspondence dated November 6, 1996, from the Abbotsford Division "c" Invitational Hockey Tournament, requesting financial assistance for the Second Annual Invitational Hockey Tournament, which will be held in Abbotsford from March 19 to 23, 1997, be received.
