GUIDELINES FOR APPOINTMENTS AND PROMOTIONS OF JUNIOR STAFF

(CONTISS 1 TO 5)

PREAMBLE

(i) Candidates for direct appointment to all junior cadres must possess the basic academic qualifications and

cognate experiences as indicated against the respective cadre below.

(ii) Confirmed and suitable staffs who are due for promotion must have spent 3 years in their present rank.

(iii) Candidate with the minimum entry requirement of First Leaving Certificate/Junior Secondary School

Certificate shall be placed on CONTISS 01 and terminate at CONTISS 03.

(iv) Candidate with minimum entry requirement of Senior Secondary School Certificate of

WAEC/NECO/NABTEB/Teachers Grade II or its equivalent plus certificate of proficiency in the relevant

field shall be placed on CONTISS 02 and terminate at CONTISS 05

cognate experience.

* The next grade is Assistant

PROCEDURE FOR PETITION ON PROMOTION AND CONFIRMATION OF APPOINTMENT

1. Recommendation or proposal for promotion and confirmation of appointment of Junior Staff shall be considered by

the head of Department and sent to the Registrar through the Dean of the Faculty.

2. Recommended cases as well as those not recommended shall be submitted to the Junior Staff Appointment and

Promotions Committee by the Registrar. Reasons for staff not recommended for promotion or confirmation of

appointment shall be stated against their names.

3. Appointment and promotions Committee will consider all cases of promotion and non-promotion alike. Staff who is

not confirmed will be duly informed in writing.

4. Staff not promoted or not confirmed and who wish to petition will do so to the Registrar clearly setting out his/her

claims and reasons why he/she deems himself/herself promotable.

5. Such petition shall be referred to the relevant Dean of Faculty or Head of Department for comment. Such petition

and consequent. Comments shall hereafter be referred to the Junior Staff Appointments and Promotions Committee

for consideration. The outcome of the petition shall duly be communicated to the staff concerned.

6. As much as possible, an aggrieved staff shall be entitled to all facts and information for and against him in promotion

for and against him in a promotion or confirmation exercise.

Deans of Faculties and Head of Department shall adhere to the criteria in each case to ensure justice and equity are

done and shown among staff.
