National Water Resource Strategy (NWRS)(June 2013, 2nd Ed) “Successful implementation of the broader scope of regulation under the NWA remains a

Why this Network?

NWRS Strategic Actions (Chapter 9) Structured and targeted interventions on 5 of the 11 strategic actions identified 2 of the 5 overlap with two other thematic priority areas Proposed NWRS Strategic Actions intervention areas are:

Phases Activities Network Deliverables

i) Occupational Priorities

Determine priority occupations in conjunction with Water and Sanitation Sector Leadership Group and set up CEP groups as the basis for the FETWATER networks – Apply to develop occupational qualification to QCTO

Community of Expert Practitioners & OCCUPATIONAL QUALIFICATIONS ii) Curriculum

Development & Registration

Work with SETA as Curriculum Development partner for Occupational Qualification development and registration ( QDP process)

iii) Learning Material Development

Work with a pilot site to develop efficient workplace–based delivery system/ schedule and develop related training material

Delivery System & LEARNING MATERIAL

iv) Piloting Implement delivery system by training leaners at the workplace pilot site Test TRAINING SYTEM

v) Accreditation and Certification of Learners

Implement the certification system in conjunction with the SETA and WISA ( AQP process)

CERTIFICATION and Sustainability Plan

vi) Mainstreaming

Present pilot outcomes to WSSLG and stakeholders for final approval. Market and mainstream the qualification within Sector and Seta skills plans

Two occupational classes were identified as priorities for the action areas, as an initial intervention by the network. These are: I. WATER USE SPECIALIST (2015-214301) Credentials and Function: Individuals with background training, knowledge and experience in specific disciplines (scientific, engineering, economic, social, financial, etc) providing discipline-specific inputs on the impacts (environmental and developmental) of specific water uses from water quantity and quality perspectives. Role is to provide Inputs to ensure meaningful and fully informed decision-making, in line with appropriate policies and guidelines Impact would be for both the NWRS2 Action Areas of Water Use Authorisation and Compliance; and, Drinking Water Quality and Wastewater Discharge Regulation. Highly experienced individuals (specialists) provide strategic inputs to guide policy and regulatory formulation and implementation. II. WATER ALLOCATION OFFICER (2015-335905) Function is to ensure that all processes and procedures (administrative, legal, technical, etc) are followed in the course of water allocation decision-making. These are the point-of-contact personnel in organisations for the management of all water use applications. Role is to coordinate and facilitate the entire process leading to timeous and appropriate decisions being made for water use applications. Impact primarily for the NWRS2 Action Area of Water Use Authorisation and Compliance; but will contribute to Wastewater Discharge Regulation.

tables below – based on practitioner and support organisations, and selected affected parties

To allow for inclusive and extended inputs into the curriculum development process, there will be a CORE Group (as proposed in the tables) and an broader EXTENDED Group within the network.
